The Metropolitan Police Crime Division arrested three cadres of another armed group, Samyukta Ballo Kirat Koichwan Rastriya Morcha. The arrestees, identified as Laldhoj Sunuwar, Champak Sunuwar and Sher Bahadur Sunuwar, were arrested from New Baneshwor while they were walking with party paraphernalia, Police said. Sher Bahadur is a District Committee member of the Unified Communist Party of Nepal-Maoist (UCPN-M) in Okhaldhunga District, while Laldhoj and Champak are District level leaders of the Matrika Yadav-led Maoist. Himalayan Times quoted Senior Superintendent of Police Hemant Malla Thakuri as saying that Police pounced on the group after receiving information that they had issued a warning letter to all VDC Secretaries in Sindhuli to shun official work or quit their jobs, saying the country was heading for a federal structure. “They had threatened the VDC Secretaries with death if their order was ignored. They were also preparing to issue warning to VDC Secretaries across the country,” he informed. According to Thakuri, the outfit was formed in 2010 with the objective of operating political activities in the interest of the Sunuwar community. Police have recovered letter pads, donation pads, organisational flags, a 20-metre long electric wire, leaflets and stamp seals.

Police made public three persons arrested on charge of exploding a bomb in a passenger bus in Butwal in Rupandehi District on March 27, Nepal News reported. District Police Office, Rupandehi, on April 13 made public Islam Musalman (40), Prashant Pande (26) and Rajkumar Chauha (19). Musalman is an Indian national, while Pande and Chauhan are residents of Rupandehi District. Police said that all three were found affiliated with Akhil Terai Mukti Morcha (Bhagat Singh group), an armed outfit active in Terai. The arrested three conceded to the Police that they had planted the bomb in the bus at Bhairahawa Bus Park and escaped. Police said, two others accused in the incident - Ghanasyam Yadav and Maksud Musalwan - were still absconding.

Police arrested two persons on charge of extortion from Dobhan Village Development Committee (VDC) of the Tansen District on April 17. The arrestees, Dhan Bahadur Thapa and Karun Thapa, claimed that they are affiliated with Samyukta Janabadi Morcha (SJM). Earlier, on April 13, organising a press conference in Tansen, Police had paraded five cadres of the armed outfit arrested in the similar crime. Likewise, five more SJM cadres — Khagendra K. C., Amar Bahadur B. K. of Dobhan VDC, Govinda Bahadur K. C. of Chhahara, Rana Bahadur Kunwar of Rolpa and Gopal Bahadur Kunwar of Arghakhanhi — were held earlier in March. They had threatened to kill the VDC secretary of Dobhan. Police had seized from them one Chinese pistol with one round bullet, donation receipts, some cash, ATM cards and documents related with the outfit.

Police on April 5 arrested four alleged cadres of the Samyukta Jatiya Morcha (SJM), an underground outfit, for their involvement in an extortion racket in the Budhanilakantha area of National Capital Kathmandu, Kantipuronline reported. The arrestee, Manish Bahadur Tamang, Dipak Lama, Manoj Lama and Kale Tamang, had long been spreading panic among affluent people in the Budhanilakantha area by threatening them and demanding huge amounts of money. According to Deputy Superintendent of Police Deepak Thapa, preliminary investigations indicate that they, in the name of SJM, had extorted millions from scores of Budhanilakantha denizens. During interrogation, they confessed that they had extorted many people and their soft targets were affluent families. So far only a woman, who was forced by the SJM to cough up NR 110,000 recently has filed a complaint, Police said.

Police on April 6 arrested five senior cadres of the Communist Party of Nepal (Rebel) Maoist, an underground armed group, from Baluwatar in the National Capital Kathmandu and Jagati in Bhaktapur District, reports Kantipuronline. Police said the arrestees were holding a meeting and making plans to bomb several places in the Kathmandu Valley when they raided the hideouts and arrested them. Along with three pistols, some explosives and paraphernalia containing plans to carry out the bombings. The arrestees were identified as ‘Chairman’ Lalit Limbu (Girwan), ‘Vice Chairman’ Bhim Ojha (Mukti), ‘Treasurer’ Barun Shrestha (Omkar), ‘Secretary’ Netra Prasad Dahal (Rijwan) and ‘Military Commander’ Ajay Thapa Magar (Akhanda). Police said the arrestees were preparing to collect around 50 weapons, enroll around 1,000 cadres in the outfit (giving priority to the Madheshi community) and plant bombs in 15 different places of the Valley by the end of April. Police also said they were planning to import two AK-47 rifles within two months. “They were planning to cause destruction and spread terror by bombing various places in the Valley to prove their existence, so that it would be easier for them to collect funds,” Senior Superintendent of Police (SSP), at the Metropolitan Police Range, Madhav Nepal said. “Preliminary investigation has revealed that Magar was a former Kathmandu District Committee member of the Unified Communist of Nepal-Maoist (UCPN-M), while Ojha was a former cadre of the Rastriya Prajatantra Party,” Chief of the Metropolitan Police Crime Division, Senior Superintendent of Police Hemanta Malla, said. However, police sources said the underground organisation is not a splinter group of the UCPN-M as the name suggests. The outfit was formed in mid-May 2010, Police said. Nepal News identified the outfit as Communist Party of Nepal (People's Revolutionary), while the Himalayan Times said that the outfit has defected from UCPN-M and has named itself as CPN-Janavidrohi Maobadi (CPN-People's Revolutionary Maoist).

During the interrogation, the arrestees, Cham Bahadur Thapa (22) of Damauli; Dilip Adhikari (30); Shiva Narayan Chaudhary (19); Ram Kumar Chaudhary (36); Ram Krishna Pahari (33) and Raj Kumar Nagarkoti (29) confessed that they came to the Capital on March 3 to detonate the bombs on busy thoroughfares. Police records show Mainali had also killed Salesian Priest John Prakash Moyalan in June 2008 in the city of Dharan and detonated over two dozen bombs in several parts of Kathmandu. Police recovered one home-made bomb, five rounds of bullets, seven pieces of leaflets, four mobile phone sets and four diaries, Inspector Devi Prasad Fago of District Police Office said.

Police arrested Banke District in-charge of Samyukta Jantantrik Terai Mukti Morcha (SJTMM), identified as Jakir Hussein Jolaha alias Suraj Singh, on September 18. Jolaha (42), of Udarapur VDC-7, was arrested along with a home-made pistol from Jamunaha in Piprahawa VDC-1. According to Police, the group is involved in incidents of extortion in the District. Police had earlier arrested five cadres of the group from Nepalgunj on September 5. Chandra Bahadur Lama, a local leader of Tarun Dal, the youth wing of the Nepali Congress (NC), was arrested from Nawalparasi on September 20 on charges of the murder of Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) cadre Sanjaya Lama on August 27, reports Nepal News. Chandra Bahadur, a member of the Tarun Dal's District body had been absconding since the murder. According to Police, other accomplices arrested earlier have said Chandra Bahadur had opened fire at Sanjaya in the middle of an argument over the money they were trying to extract from timber dealers at Kabilas area, Chitwan. Earlier, Police had arrested four persons including Tarun Dal's district president Shiva Poudel in connection with the murder. However, the blast caused no damages, Police said. Later, Bhagat Singh, chairperson of one faction of Janatantrik Terai Madhesh Mukti Party (JTMMP), claimed responsibility of the incident. Meanwhile, Police on September 25 disclosed the arrest of three cadres of the JTMMP-Bhagat outfit from Chaulika in Banke for alleged involvement in the incident, adds The Himalayan Times. The arrestees are identified as Banke District in-charge of the outfit Sajan Abdul Salam Mukeri alias Badal Khan, Nepalgunj municipality in-charge Harishankar Kahar and their aide Pappu Ansari. Police in Chandragadhi, the headquarters of Jhapa District, revealed the identities of the three arrested cadres of Janatantrik Terai Madhesh Mukti Party (JTMMP) on September 29, reports inseconline.org. The arrestees are JTMMP District coordinator Ram Prasad Ganesh (44) of Sharanamati Village Development Committee-4 (VDC-4), District member Sundarlal Rajbanshi of Panchgachhi VDC-7 and cadre Jayram Rajbanshi of Panchgachhi VDC-3. According to Superintendent of Police Tarini Prasad Lamsal said one locally made pistol, three bullets and receipt pad were recovered from Ganesh while one socket bomb, one battery and watch were recovered from District member Rajbanshi while one kg sulfur was recovered from the cadre. Police say the trio was involved in placing bombs in Government offices, collecting money from VDC and municipality offices and extortion from locals and businessmen.
