According to media reports, five Pakistanis were arrested in Paris on April 17 in connection with investigation into shoe bomber Richard C Reid. They are suspected of providing various kinds of logistical assistance to Reid, a British citizen, during his stay in Paris. Reid had been in US custody since December 22, 2001 when he allegedly attempted to ignite the explosives in his shoes during a trans-Atlantic flight from Paris to Miami. The attempt was, however, thwarted by flight crew and passengers. Later, he pleaded innocent to nine charges that include attempting to murder the 197 passengers and crew. The indictment against Reid said he had received training from the Al-Qaeda network in Afghanistan.

According to a media report, the multinational security force in Afghanistan on April 1 recovered 32 AK-47 guns from a vehicle suspected to belong to a Pakistani group Jamaat-Ulema-e-Pakistan (JuP) headed by Maulana Shah Mohammad Noorani. Lt Tony Marshall, spokesperson for the force said that the guns had been seized from a vehicle in Kabul where British troops are patrolling. "32 AK-47 guns were seized from a Pakistani vehicle believed (to be) delivering weapons to a group working under the umbrella of the JuP," said Marshall. Two persons have been arrested in connection with the seizure.

Official sources said on April 2 that they had arrested 16 persons, mostly Arabs, suspected of having links to Osama bin Laden's Al Qaeda terror network, during raids in Lahore. "We have taken into custody 16 foreigners, mostly Arabs. They had come from Afghanistan and they were hiding in Lahore," said Lahore police chief Javed Noor. Sources added that the detainees included two Pakistanis, 10 Arabs and four Afghans. The areas raided included Johar Town, Green Town and Model Town mainly from two houses owned by two Pakistanis and residing with the suspected Al Qaeda cadres.

Police sources have indicated that the arrests were made on the identification of 16 suspected Al Qaeda cadres who were earlier arrested in two raids in Lahore on April 2. The arrested cadres have been identified as Abdullah and Fazalullah, hailing from Tunis and Peshawar, respectively. Fazalullah is reported to have been working for the Al Jazira TV during the recent US military campaign in Afghanistan. Meanwhile, media reports said that one of the 16 persons arrested from Lahore on April 2 included an important member of the Al Qaeda.

"All the terrorists represent new terrorists group whose ages range between 20 to 28, belong to various parts of the Punjab while some of them have links with defunct Lashkar-e-Jhangvi," Inspector General of Punjab (IGP) Police Malik Asif Hayat told a press conference in Lahore on August 15. He said police also recovered 250 gunny bags of ammonium nitrate, grinder, silver powder, chemicals, detonators and a Volkswagen car laden with 10 kilograms of gunpowder. The explosive material was placed in the car, as the terrorists wanted to use it for a suicide attack to kill US diplomats. US diplomats were the main target, and the terrorists had planned to hit diplomats' vehicles with their car on main Shara-e-Faisal. The arrested persons included Haji Ahmad Javed Khawaja, a gastro-enterologist, who practiced medicine for 16 years in the United States and the Dominican Republic, his Canadian national brother Ahmad Nadeem––also a doctor, two more brothers Haji Naveed and Ahmad Majeed, and Khawaja’s two American national sons. There were also reports about the arrest of a 10th person with an Arab background. However, the family and official sources have denied confirmation. Official sources said the FBI discovered Khawaja’s links with the Al Qaeda by tracing the Internet channels allegedly being used by him. Khawaja and the rest of those arrested have been taken to an undisclosed destination. He has been charged with providing treatment and financial support to Al Qaeda operatives and is alleged to have visited Kabul after 9/11. According to media reports, Khawaja had often visited Afghanistan during the war against the former Soviet Union and had collected funds for war victims at that time.

"Following the release orders by Supreme Court, Qazi was brought to Islamabad from a Peshawar Hospital in the morning and then sent to Lahore by a PIA flight with two police officers," said a JeI leader. Although media reports have said that officials have not indicated the charges for his arrest, Jamaat sources pointed out that the case was regarding protests during the visit of Indian Premier Atal Behari Vajpayee in February 1999. Police raided several places in the city and picked up a number of suspects. Of those arrested were cadres of the Sunni Tehrik and the Sipah-i-Sahaba Pakistan (SSP). The police denied reports that they had raided mosques and madrassas (religious institutions). Elaborating, a police officer said, "We have acted upon secretly received information and raided the homes of suspects to pick them up." A senior police officer, Manzoor Mughal said the arrested persons were not picked up from religious institutions or mosques, and added that some of them were affiliated with jihadi groups and were wanted for sectarian killings. Three terrorists of the Harkat-ul-Mujahideen Al Aalmi (HuMA) have been arrested in Karachi for an aborted attempt in April to blow up President Musharraf's motorcade and were remanded to police custody in till July 20 by an Anti-Terrorism Court on July 8. The three terrorists, Mohammad Imran, Mohammad Hanif and Shaikh Mohammad Ahmed alias Danial were arrested on July 7. They are also accused in the June 14-US Consulate and May-8 Sheraton Hotel blasts. Imran and Hanif, according to official sources, were chief and deputy chief of the outfit, respectively. According to the remand papers, they had confessed to their involvement in the suicide bombings. They also reportedly confessed that five other accomplices had conspired to attack the consulate. They also allegedly confessed to having stuffed explosives in the same vehicle used for the US Consulate attack in an attempt to blow up President Musharraf's car near the Karachi airport on April 26.

According to media reports, SF personnel had raided Azam Warsak, a remote tribal area bordering Afghanistan, and arrested Al Qaeda terrorists hiding there. The operation followed reports that Al Qaeda terrorists had taken shelter in the house of Abdul Khaliq Sarkikhel Wazir, a resident of Kaza Paunga. In the ensuing encounter, 10 SF personnel and two terrorists were killed. Two other persons were injured during the encounter. Confirming the encounter, Assistant Political Agent Wana Anwar Ali Shah said "Our forces have lost 10 persons, five from the armed forces and five from the South Waziristan Scouts in the encounter last night." The other terrorists at the hideout managed to escape from the encounter site. Local residents indicated that there were approximately 35 of them in the hideout. This encounter is the first confirmation of the presence of Al Qaeda terrorists in tribal areas of Pakistan. Eyewitnesses were quoted as saying that four American officials had monitored the operation in Azam Warsak, approximately 14km from the Wana Camp. The raid was reportedly based on tip-offs from US intelligence agents that 40 to 50 Al Qaeda fugitives from the March 2002-Operation Anaconda offensive in eastern Afghanistan were hiding in two buildings. SFs arrested a Chechen terrorist, identified as Muhammad Yahya, who reportedly claimed to be an Afghan from the Kunduz province. They also seized an 81mm mortar gun, an Al-Qaeda uniform and literature from the hideout.

This was stated by the Inspector General of Police (IGP), Sindh, Syed Kamal Shah at a meeting of the Pakistan Medical Association (PMA) on March 14. The IGP said an accused involved in the February 12-incident had been arrested and consequent to his information two more accused were arrested. Another accused person was also arrested while his three accomplices are still at large. The IGP also said it would be recommended to the government that doctors be issued weapon licences for their protection. At least five of the arrested Iranians were reportedly present inside the church when the incident occurred. They were injured in the attack and are now under treatment. An injured Iraqi and an Afghan and a few Pakistanis are also being detained for investigations. According to media reports, on a tip-off that some Al Qaeda cadres were hiding in Faisalabad, a joint team of FBI and personnel of law enforcement agencies raided six areas in the city and arrested 46 people, including 19 foreigners. 16 Arab nationals were arrested during a raid in Faisal Town in Faisalabad on March 29. Sources indicated that the Arab nationals attempted to resist the arrest and injured a police personnel and in the ensuing encounter, the raiding team opened fire and killed Abdul Hasnat, who reportedly belonged to Syria. The encounter also left four others including three foreigners injured. In the light of information gathered from those arrested, police and FBI teams raided five more places and arrested 45 Al Qaeda cadres, including about 12 foreign nationals.

These Arab cadres are expected to be flown to the US naval base at Guantanamo Bay, Cuba, where hundreds of Al Qaeda and Taliban prisoners are being detained. Among those handed over was Abu Zubaydah, a key deputy of Osama bin Laden. Media reports said that Abu Zubaydah, escaped to Pakistan after the erstwhile Taliban regime in Afghanistan collapsed and took operational control of the Al Qaeda. The crackdown was launched amid reports that Al Qaeda members and sympathizers had crossed into Pakistan following US-led operations in Afghanistan. Those arrested included a Jordanian, Hussain Khalil, working with the Kuwaiti-funded Afghan Support Committee and three Sudanese nationals. Three of the detainees, one each from Somalia, Syria and Algeria were serving with the Madressah Khubaib, run by Saudi Red Crescent Society. The others were three Palestinians, a Kuwaiti citizen and an Iraqi national. In a separate raid, police arrested two Algerians from a house in the Kundarh Aftiazi village on the same day. This was stated by Jhang district police officer (DPO) Tariq Masood Yasin at a press conference. The DPO said the special anti-terrorism unit of Jhang police received information that an LeJ terrorist, Raza Kandrana, resident of Bela Kandrana, had returned after attending the Raiwind Tableeghi congregation. He said Raza was a companion of Zafar Iqbal alias Bala and Irfan, who were killed in an encounter with Jhang police on September 28 while he (Raza) had managed to escape. During initial interrogation, the DPO claimed, Raza told them that his group had its permanent hideout in Shah Murad village from where they carried out their operations. Some arms and ammunition were also recovered from these terrorists.

They were reportedly taken into custody in August 2002 after arriving in the southern Sicilian port town of Gela on a merchant cargo ship from Morocco. They have been charged with conspiracy to commit terrorist acts. "We are certain that these people are part of a terrorist organization, and we are almost certain that that organization is Al Qaeda," said Santi Giuffre, chief of police for the Sicilian province of Caltanissetta. He also said police had seized telephone numbers, including several in Spain and France, which linked these men to the Al Qaeda. Notes and documents referring to the Al Qaeda were reportedly found on-board their Romanian-registered vessel, which set sail from Casablanca in mid-July and was scheduled to visit Tunisia, Malta and the Libyan capital of Tripoli. All men were carrying an open, return air ticket from Karachi to Casablanca, he added. However, Qasim Muttaqi, a Pakistan Embassy official in Rome said there was no evidence that the arrested persons were Pakistanis.

A US official said Binalshibh, who is a Yemeni, was arrested in Karachi around the first anniversary of 9/11 by Pakistani authorities with assistance from the Federal Bureau of Investigation (FBI) and the Central Intelligence Agency (CIA). Binalshibh, wanted in Germany for his alleged role in planning and carrying out the 9/11 attacks, is one of the front-ranking Al Qaeda terrorists to be taken into custody over the past year. In a recent interview to an Arab satellite television network, he had reportedly claimed he was an active planner in the 9/11 attacks on New York and Washington. US officials have indicated that Binalshibh, also known as Ramzi bin al-Shaibah, was refused a visa to enter the US at least four times before 9/11. He reportedly wanted to join the 19 hijackers involved in the multiple terrorist attacks. He was also reportedly one of the roommates of Mohamed Atta––the suspected leader of the 9/11 hijackers––in Hamburg, Germany.
