According to Daily Times, Police in the Sialkot district have arrested three terror suspects, who they said were planning to carry out suicide bombings. Dawn News reported on April 11 that police said the suspects had confessed they had links with Taliban and al Qaeda. Sialkot District Police Officer Muhammad Amin Owais told the channel that the detained men had tried to abduct a Shia cleric from Allama Iqbal Chowk when a police squad stopped them. Two of them were from Karachi, he said, and one from Quetta. Police officials also said that the suspects had abducted children in the past and sent them to Afghanistan “for brain-washing”.

According to Dawn, militants took eight militiamen hostage after the Frontier Corps (FC) foiled an attempt by them on April 21 to abduct two employees of the World Wood Programme in the FATA. The eight hostages, all belonging to the Mehsud Scouts, were freed by their captors after the Frontier Corps raided a lair of the group and arrested a number of militants. Earlier during the day, paramilitary forces rescued from the militants two employees of the World Food Programme abducted in Zakhakhel area after a gun-battle. According to officials, at least five FC personnel and two Khasadar force soldiers were injured in the clash.

An FC spokesman stated that around 50 to 60 militants riding in three pick-up trucks ambushed a group of Frontier Corps militiamen near Prang Sam, in the Jamrud sub district, on April 21-morning. A heavy exchange of fire between the two sides left two FC troops dead and five others wounded. The spokesman said in the afternoon, the militants made another attempt against security force personnel, attacking a post of the Mehsud Scouts (MS). They abducted eight soldiers, making them hostage. The FC subsequently raided a hideout of the militants, who agreed to exchange the troops for their own detained associates.

The police have arrested two members of the Jama’at-ud-Da’awa (also known as Lashkar-e-Toiba) in connection with the murder of two Intelligence Bureau (IB) officials during separate raids in Karachi. "They are both linked to the murders of the IB officials and are the members of Jama’at-ud-Da’awa," said police officer Jaffer Hussain, according to Daily Times. Two IB officials, Inspector Mohammad Ibrahim and Sub-Inspector Fazal-ur-Rehman, were killed on March 27, 2008 at Regal Chowk, within the jurisdiction of Preedy police station in Karachi. A loaded TT pistol and chemicals used in making of explosives were recovered from their possession.

"We have arrested a would-be suicide bomber with a vest carrying 15 kilograms of explosives," District Police Officer (DPO) Ghaffar told AFP. The 23-year-old suspect, identified as Adnash Gul from Abbotabad, was travelling in a passenger van from North Waziristan to Dera Ismail Khan, a police official said. The DPO told reporters that Adnash was coming from a madrassa (seminary) in Miranshah, and had said he was supposed to hand over the explosives-laden jacket to a man in Dera Ismail Khan.

Four foreigners suspected of having links with al Qaeda were arrested from the Dera Murad Jamali area of Nasirabad district in Balochistan on April 4, Dawn reported. They were reportedly traveling in a Peshawar-bound bus. "The suspects are Turkish nationals. They were going to Jacobabad when security officials intercepted the bus on Thursday night," sources told Dawn. A large quantity of high explosives, 1,600 rounds of sub-machine gun, a laptop, 10 Jihadi books, CDs, fake Afghan refugee cards, some dollars and riyals and a digital camera were seized from their possession.

The SFs also targeted militants in Deolai, Kabal Khas, Kala Kalley and other areas of the Kabal sub-division. The troops are also reported to have seized a large quantity of arms and ammunition and explosive material from the dismantled sites. Two suicide bombers blew themselves up on August 21 at the gates of the Pakistan Ordnance Factories (POF) in the high security cantonment town of Wah in Rawalpindi District of Punjab, killing at least 70 persons in what was described as the deadliest attack on a military installation in the country’s history, Dawn reported. The Tehrik-i-Taliban Pakistan claimed responsibility for the attack. The POF at Wah is a cluster of about 20 industrial units producing artillery, tank and anti-aircraft ammunition for the Pakistani armed forces, according to Daily Times. It employs around 25,000 to 30,000 workers. The bombers blew themselves up outside two gates of the factory at 2.35pm (PST) when hundreds of workers were leaving after a shift change. Most of the victims were civilian workers. The first explosion occurred outside the main gate and it was followed by an equally powerful blast at gate No.1 located close to a busy market. Witnesses said the bombers were on foot and they exploded themselves within a minute of each other. The death toll could increase as 35 of the injured were in critical condition, hospital sources said. Security force personnel found a ‘suicide vest’ in the toilet of a nearby mosque and arrested a suspected suicide bomber, Hameedullah of Khyber Agency, from the Mall Road. According to sources, police arrested three suspects. One of them was said to be "covering up" the suicide bombers. A belt filled with explosives was also found in a mosque, the sources said. Taliban spokesman Maulvi Omar claimed responsibility of the suicide attacks saying that they had been carried out in retaliation for military operations in Bajaur and Swat. Two security force (SF) personnel and an unspecified number of militants were injured in an exchange of fire. A militant, identified as Fazal Rahim, was arrested. The SFs also blew up the houses of Ali Bakht and local commander Fazalur Rehman during the operation. According to local people, both the commanders were in the houses during the attack. Ali Bakht was among the top 25 commanders of the Tehrik-i-Taliban (Swat chapter) who had negotiated the May 21 peace agreement with the Awami National Party (ANP)-led provincial Government. Five offices were sealed in Sialkot. 25 members of the organisation, including Ameer Hamza, Hafiz Abdul Rehman Makki, Maulana Naseer Hamza, Saifullah Mansoor, Da’awa’s director of public relations, Col (retd) Nazir Ahmed, and Rajanpur District president Talib Rehman, were detained. A large number of publications of the organisation were reportedly seized. Hafiz Saeed was detained at his Johar Town residence under the Maintenance of Public Order Ordinance. "Police have encircled the house of Hafiz Saeed and told him he cannot leave his home. They have told him that the detention order will be formally issued shortly," his spokesman Abdullah Montazir said. The explosive material was stored in a house in Karal, a small village on the outskirts of the federal capital within the jurisdiction of the Islamabad Capital Territory. The Islamabad Police and intelligence agencies officials believe that the explosive material and detonators were meant to target various commercial centres and residential areas in the federal capital. According to Police sources, over 650 kilograms of explosive material, including 520 detonating devices (12 packs of two different kinds), 357 bricks of the Aemolite explosives, 20 bags of gun powder and three bags of sulphur powder, were recovered. Meanwhile, Superintendent of Police (East Zone), Saqib Sultan, who addressed a press conference at the Karal Police station, said that the masterminds who escaped were identified as Bacha Saeed Khan, Farid Khan and Musa Khan.

He also said action against the Kukikhel tribe had been initiated under the Collective Territorial Responsibility clause of the Frontier Crimes Regulation, adding that the tribe had failed to flush out the criminals from their area and allegedly provided shelter to militants. SFs have demolished the houses of Malak Attaullah Kukikhel and Senator Nasar Khan in Ghundi and Shah Kas localities respectively. Three family members of Malak Attaullah were among the 116 persons arrested during the operation. Tariq Hayat said that a huge quantity of arms and ammunition had also been recovered from the house of a militant commander Iftekhar in Ghundi area. The suspect, identified as Aleem N., made four trips to the border between Pakistan and Afghanistan where he handed over at least 4,000 euros to al Qaeda operatives each time, it said in a statement. The trips took place between April 2005 and June 2007, and also served to smuggle radio equipment and binoculars to the organisation, AFP reported. Addressing a press conference, the Inspector General of Police Azhar Ali Farooqi said the militant outfit, Tehrik-i-Islami Lashkar-i-Muhammadi, had ties with Mullah Dadullah, Taliban commander Tahir and Sirajul Haq Haqqani. A large quantity of explosives was seized from their possession. He said the group was planning attacks on political and religious leaders and philanthropists, adding that it had also obtained lists of members of the Rotary and Lions clubs and Theosophical Society. "They had plans to sabotage the election process. The city and the province as a whole have been saved from a major disaster," Farooqi said. According to a press release issued by the Sindh Police, a warning letter by the group addressed to military institutions, intelligence agencies and police read: "You people have become part of the conspiracies hatched by the infidels. You have lost the difference between friends and foes and you are fighting against your fellow countrymen and the Mujahideen. Now you have two options before you - become protectors of Islam and the country and turn against those who order you to act against the fellow countrymen." Farooqi disclosed that the arrested men were formerly members of other banned outfits, like the Jaish-e-Mohammed (JeM) and Harkat-ul-Mujahideen (HuM), but after the Lal Masjid operation they formed a group of their own because their former organisations had ‘deviated’ from their mission.

Similarly, 124 alleged militants were arrested in Swat while 140 surrendered to security forces. He said that 45kgs of explosive, eight detonators with leads, five remote controls with chargers and 10 hand-grenades had been seized in Punjab. 43 kilograms of explosives, 44 detonators, two rocket-launchers and 53 hand-grenades were seized in Sindh. "Abdul Siar, head of Siar group in the Tribal Areas, was killed on Tuesday in an encounter between security agencies and his men between Charsada and Mohmand Agency," Hamid told reporters after attending a National Public Safety Commission meeting. An unnamed official stated that the three alleged young suicide bombers were on their way to Ghalanai, Mohmand Agency’s regional headquarters, in a Land Cruiser from the Pakistan-Afghanistan border areas. He said the FC soldiers deployed at the Khapakh Post on the Pakistan-Afghanistan highway - about six kilometers west of Ghalanai - stopped the vehicle and asked the three boys to disembark for a body search. According to him, one of the boys alighted and another remained inside while the third attempted to escape. The official said the soldiers immediately opened fire and shot him dead. He was identified as Nadir Khan, a resident of Swabi district in the North West Frontier Province (NWFP). However, the alleged suicide bomber before his death exploded the vehicle through a remote control device, killing another 13-year old boy, who was inside the vehicle. The soldiers reportedly took the third suicide bomber into custody and brought him to Ghalanai. However, the boy, suspected to be from Waziristan, swallowed poisonous capsules and subsequently died.

Later, the suspects reportedly led the police to seize 30 kilogram’s of explosives with detonators, pressure cooker bombs, promo cards, batteries with circuits, wireless remote control panels, gas cylinder bombs and motorbikes and other lethal weapons. The adviser said the operation in the Hangu district had been carried out successfully and desired objectives had been achieved with the minimum use of force. Rehman said the Government had employed the "three-Ds" (dialogue, development and deterrence) and "three-Ps" (prevent, protect and pursue) policy to contain terrorism in the country. Shafiq-ur-Rehman was involved in suicide bombings on an mosque in 2003 and on an Ashura procession in 2004. The two attacks left over 100 people dead and about 180 injured, Capital City Police Officer (CCPO) Mohammad Akbar told a press conference. The CCPO said that Shafiq and his accomplice Usman Saifullah, who is still at large, had killed 12 police cadets in 2003. Besides, he said, the two were involved in the murders of Dr Saqlain Naqvi, Abdul Ghafoor Zargar and in the recent killing of some people of the Shia community. He said the Court for Suppression of Terrorist Activities had sentenced him to life imprisonment. But the man opened fire at the police and was soon joined by his accomplices. The consequent exchange of fire continued for more than an hour. They said that the terrorists had been captured after a massive sweep of the city was launched on intelligence reports that three explosives-packed vehicles had entered the city to target sensitive locations. The first attack was carried out at the FIA regional headquarters on Temple Road, severely damaging the eight-storey establishment and adjacent buildings. The building also housed the offices of a special US-trained unit created to counter terrorism. The suicide bombers on a pick-up rammed through the gate of the building, running over a policeman before blowing up the vehicle, according to Dawn. The second attack was carried out on Bungalow No 83/F in Model Town – the office of an advertising agency. Two children and a gardener died in the bombing and about 12 people were injured. The advertising agency is located near Bilawal House, office of the Pakistan People’s Party. Capital City Police Officer Malik Muhammad Iqbal said attackers rammed explosives-laden vehicles into the targets in both the attacks. Police said around 50kg and 30kg of explosives had been used in the two attacks. Sources said police arrested 27 suspects from Lahore, Gujranwala, Sargodha and Okara on March 11-evening. 15 of them were detained during raids in the Awan Town, Shahdara, Misri Shah and Bilal Gunj in Lahore. Capital City Police Officer Malik Muhammad Iqbal and Deputy Inspector General of Police Tassaduq Hussain told a press conference that Muhammad Shahzad and Nadim Hussain were members of the South Waziristan-based militant organisation Tanzeem Jihad Islami. Shahzad was reportedly living in a small rented house in Karnalpura, Wahdat Colony, and that the place served as a meeting point for suicide bombers before the bombings at GPO and the Pakistan Navy War College. Nadim had set up a public call office and a computer shop named My Computer, at main Ferozepur Road, the police said, adding that the two used their businesses as a cover to help suicide bombers to enter Lahore. Police in Lahore on March 6 arrested three suspected suicide bombers of a defunct militant outfit who were planning attacks on prominent personalities, according to The Post. They also recovered 50 kilogram explosive material, four suicide jackets, two bottles of explosive chemical and a bundle of electric detonators from their possession. Capital City Police Officer Malik Muhammad Iqbal told a news conference that the police had information that three bombers were coming to Lahore from the FATA with explosive material. The police subsequently raided the Shafiqabad area and arrested the three bombers identified as Abdul Majid Rashid alias Wali Hasan of Rahimyar Khan, Qamar Saleem of Gujranwala and Nadeem Shehzad alias Qari of Kot Radha Kishan. However, their group identity was not disclosed.

Local people said that the tanks moved in at about noon after militants attacked soldiers checking vehicles near the Friendship Tunnel on the Indus Highway. They said that the soldiers retaliated and the militants consequently took refuge in a private school in the Shagiwal locality of the Darra town. The troops surrounded the school and tanks pounded its building. Militants had earlier blown up a college building in the area and abducted two people three days ago from the Indus Highway. The SFs also arrested seven militants from a school in the Mazid Khel area in Darra Adamkhel.

The political administration in Bajaur Agency launched a crackdown on the Salarzai tribe on May 9 and arrested over 50 people under the collective responsibility clause of the Frontier Crimes Regulation, according to Dawn. The administration also impounded 10 vehicles. The crackdown was launched after militants attacked a convoy of the Bajaur Scouts going to Latai Post from Khar and took 20 paramilitary soldiers hostage and snatched two vehicles and weapons from them on May 8. Sources said the militants later set the soldiers free but did not return the vehicles and weapons. An official said that the operation against the tribe would continue till local people returned the weapons. Taliban spokesman Maulana Umar acknowledged that his men had snatched the weapons and vehicles. He confirmed with Dawn that they had freed the hostages after talks with jirga (council) members but retained the weapons and vehicles. He also said that the Taliban had presented some conditions to the administration and the vehicles and ammunition would be returned if the conditions were met.
