Protests against the killing of three Baloch nationalist leaders continued across Balochistan on April 12 for the fourth consecutive day, Daily Times reported. The protests are being held against the assassination of Balochistan National Movement chairman Ghulam Muhammad Baloch, vice president Lala Munir Ahmed Baloch and Baloch Republican Party leader Sher Muhammad Baloch, with some blaming state agents for the murders. Political activists and supporters of the slain leaders observed a complete shutter down and wheel jam strike across the province and chanted slogans against the Government. Clashes between the Police and the protesters and arrest of political workers were also reported. Road links between Balochistan and other parts of the country were completely disrupted and passengers were stranded at bus stations and terminals. In addition, protesters in the provincial Quetta set ablaze branch offices of two private banks, two tractors belonging to the Agriculture Department, the office of a special magistrate, and two vans.

A tribal jirga (council) handed over three Jamrud mosque bombing suspects to political authorities in Khyber Agency on April 13, reports Daily Times. On March 27, a bomber had blown himself up during the Juma (Friday prayer) congregation at a crowded mosque at Begyari in Jamrud, killing 83 people. Sources said the Khyber Agency’s political administration had sought the custody of eight suspects from the Kokikhel Qaumi Jirga but only three – Khaista Khan, Taj Wali and Muhammad Rafiq – had been handed over to them. They said the jirga had promised remaining suspects’ handover within the next few days. Meanwhile, Khyber Agency’s Political Agent Tariq Hayat Khan distributed the PKR 300,000 cheques to the families of nine dead and one injured by terrorists.

The Criminal Investigation Department (CID), in collaboration with an intelligence agency, arrested an accomplice of banned Tehreek-e-Taliban Pakistan’s (TTP) chief Baitullah Mehsud in Karachi, reported Daily Times. The Senior Superintendent of Police (SSP) of the CID, Fayyaz Khan, on April 13 disclosed that 59-year-old Badshah Deen Mehsud, son of Gul Khadeen Mehsud, a resident of Shah Noorani Goth, Karachi and South Waziristan, was arrested from Pyala Hotel within the jurisdiction of Sachal Police station. Badshah, who speaks Urdu and Pashto, is affiliated with the TTP and is a close aide of Baitullah Mehsud. One of his sons, Mehrban is also working for the TTP. Mehrban is currently in Waziristan and comes to Karachi for terror activities. “Basically, Badshah provided logistical support to Mehsud. He was involved in various crimes including robbing money changers and banks, and providing vehicles and shelter to those working for TTP in Karachi,” said Khan, adding that he also provided medical treatment to the injured associates. Badshah was on CID’s wanted list in its Red Book, page No 41. Badshah also helped the TTP members when the Anti Violent Crime Unit and intelligence agency officials conducted a raid in Sohrab Goth area for the arrests of the terrorists involved in the kidnapping of renowned filmmaker and distributor Satish Anand. The filmmaker has now been released from the captivity of Ilyas Kashmiri, who currently is running the banned religious organisation Harkatul Jihadul Islami. “Further investigations are underway into the matter,” the SSP added.

Police officials said a heavy contingent of Police led by Senior Superintendent of Police, Operations, Yasin Farooq, and law-enforcement agencies jointly launched the operation in the limits of different Police stations after receiving threats of suicide attacks. “The police teams equipped with metal detectors and assisted by sniffer dogs combed markets, hostels, inns, hotels, restaurants, slums and hospitals and checked people living in rented houses,” they said.

In the province, Police in Dera Ismail Khan on April 2 arrested 28 suspected terrorists linked to various banned religious groups, Daily Times reported. According to the Dera Ismail Khan District Police Officer Muhammad Iqbal, the Police were carrying out search operations in the District to arrest saboteurs, adding the action would help eradicate sectarianism and terrorism. The second day of a joint search operation by the Pakistan Army and Police was carried out in Madina Colony and Mohallah Chah Syed Munawar Shah areas. A Kalashnikov, a rifle and bullets were seized. With this, the total number of arrests has increased to 116. The operation that was launched on April 1 is expected to continue for a few days.

The Islamabad Police late on April 20 announced the arrest of two hard-core terrorists from the federal capital who were acting as planners and facilitators for carrying out terrorist acts in the city, The News reported. The Senior Superintendent of Police (SSP), Tahir Alam Khan, said Khairullah Mehsud, a resident of South Waziristan, who was living in Sector G-9/2, was arrested from F-9 Park. Intelligence agencies have reportedly traced his links with terrorist groups in South Waziristan, which he developed after the Lal Masjid incident. "He was in contact with Gul Bahadur in South Waziristan and Misal Khan in Akora Khattak. During the course of investigations Khairullah made certain revelations, which eventually led to the arrest of another terrorist identified as Khurram Shahzad son of Lal Afzal who had undergone terrorism training at the camp of a banned terrorist organization," the SSP said. Deputy Inspector General Saud Mirza while speaking at a press conference held at Central Police Office on August 15, disclosed that Rozuddin alias Toor, son of Sawab Khan, hails from Tank in Waziristan and was dispatched to Karachi by the TTP commander Qari Hussain Mehsud, who is an expert of making suicidal jackets, with a huge cache of explosives and ammunitions for carrying out terrorist activities, including suicide bombings on sensitive installations, especially on CID officials. Superintendent of Police (SP) CID, Mazhar Mashwani headed the team, which carried out the raid on the militants' hideout told Daily Times that four other militants managed to escape when the Police party reached the spot while police arrested Rozuddin and recovered a jacket carrying 16 kilogrammes of explosive, 10 anti-tank shells, one launcher with four RPG-7 rockets, 10 hand grenades and five TT pistols. Official sources said 11 bodies were found dumped on the roadside in Kanju Dheri and Dewlai areas in Kabal sub-division. Eight of the bodies were recovered from the Kanju area. Three bodies were recovered from Islampur, one in Kota Aboha, another from Gumband Mera and two more were found in Gorai area. Another unconfirmed report said three more bodies were found in the valley, raising the total to 21. In an interview with the BBC Urdu service, military spokesman Major General Athar Abbas said the slain men weren’t in the custody of the SFs and the military had no hand in the killings. He also said people who had suffered at the hands of the militants might have killed them to take revenge. Since July 13 when the displaced people started returning to Swat, a total of 102 bodies have been found dumped on roadsides and on the banks of Swat River. Almost all of them were reportedly stated to be of the militants.

The suspects were arrested in the Defence View area in the night of August 22, the Deputy Inspector General of Police (DIG) Saud Mirza said at a press conference. According to him, the accused surrendered themselves to law-enforcement agencies without putting up a resistance. The DIG said one of the accused, Shahzad, was a close associate of Amjad Farooqi and was involved in attacks on former President General (retd) Pervez Musharraf and former Prime Minister Shaukat Aziz. Police also seized three suicide jackets, 15 kilograms of explosive material, four AK-47 rifles, four pistols, two gas masks, five kilograms of ball bearings, 200 rounds of bullets, electric wires, remote controls and batteries. Police is also reported to have found about one and half kilograms of heroin. The accused allegedly smuggled drugs to foreign countries to generate funds for purchasing arms and ammunition and supporting families of their accomplices who were killed or were under detention. They also used to provide money to the Quetta-based Taliban commander Abdul Samad. Those arrested were Muhammad Aziz alias Salman, Muhammad Shahzad alias Pehlwan, Ghulam Muhammad alias Umar, Shahbaz alias Mian, Alam Zeb alias Huzaifa, Shakil Ahmed and Khalil Ahmed Toori. The DIG said Khalil Toori is a brother of Qasim Toori, a Jundullah activist arrested after an encounter in Shah Latif town of Bin Qasim area in January 2008. According to ISPR, a team of journalists visited the jannat at Nawaz Kot area of the agency. The ‘heaven’ consisted of four rooms. Each room contains beautiful paintings of running canals of milk and honey surrounded by hoors (maidens of paradise). Conducting Officer Major Saleem said Taliban clerics showed the jannat to the would-be suicide bombers to convince them that once they blew themselves up they would enjoy a status equivalent to that of the companions of Prophet Muhammad. He said they were also told that they would live forever in the company of beautiful hoors. He said SFs had also seized hate literature, CDs, hashish and other drugs from the site. Senior Superintendent of Police (SSP) OF CID Fayyaz Khan said an incomplete suicide jacket, 20 kilogrammes of explosives, two kilogrammes of ball bearings and nails each, six electric timers and wires, and one Kalashnikov rifle was recovered from his possession. “The man’s name is included in CID’s Red Book in the category of most dangerous terrorists,” Fayyaz Khan added. Khan said Nooran had organised a terrorist network in Karachi on the directives of the slain TTP chief Baitullah Mehsud. “Nooran was also involved in an attack on an Intelligence Agency personnel and the Anti-Violent Crime Unit (AVCU) in Sohrab Goth,” he said. “Two policemen were killed while several others, including AVCU chief SSP Farooq Awan and an intelligence official were wounded in the incident.” The arrested militant was also responsible for providing medical treatment to terrorists in the city who were wounded while fighting the Pakistan Army in Waziristan, Khan added further.

Khalil, who was said to be the right hand of late Baitullah Mehsud, allegedly masterminded the twin suicide bombings at Moon Market of Iqbal Town in Lahore on December 7, 2009. According to sources, the Cantonment Division Police raided an outhouse of Malik Nazir in a Manawan locality of Lahore on December 20 and arrested Khalil and the 17-year-old would-be suicide bomber, Usman alias Shahbaz. Police recovered explosive material and sensitive documents from the place where he was living. On confession provided by Khalil, Police captured another eight suspected militants, three of them from Tandlianwala in Faisalabad District. During interrogation, the suspected militants confessed that they were to attack the flag-lowering ceremony at the Wagah border on December 22. Khalil confessed before investigators that he had a team of 600 suicide bombers. According to sources, Khalil was on the US list of most-wanted terrorists. Capital City Police Officer Pervez Rathor said that Khalil arranged food, accommodation, weapons and vehicles for the bombers for attacks across the province.

Pakistan on February 12 acknowledged for the first time that the Mumbai terrorist attacks were partly planned in Pakistan and that it has arrested six suspects, including the “main operator”, The News reported. In its first detailed response to the dossier provided by India, Pakistan said criminal cases had been registered against nine suspects on charges of “abetting, conspiracy and facilitation” of a terrorist act. However, it said more evidence is required from India, including DNA samples of Ajmal Kasab, the lone Lashkar-e-Toiba (LeT) militant arrested during the attack, to establish his identity. Addressing a press conference in Islamabad, Interior Adviser Rehman Malik told the media that FIR No: 01/009 had been lodged with the Special Investigation Group in the Federal Investigation Agency against nine suspects. The Pakistani investigators have identified Hammad Amin Sadiq as the alleged ‘mastermind’ of the whole conspiracy. Malik said the cases against nine persons had been registered under the Anti-Terror Act and the Cyber Crime Act and they would be tried under these two sets of laws. He said six of the nine accused named in the FIR have already been arrested and being interrogated, two have been identified but not arrested so far while investigations are still under way into the possible involvement of the ninth accused. He identified those arrested as Zakiur Rehman Lakhvi, a LeT ‘commander’ who was arrested from Muzaffarabad soon after the Indian Government alleged that the LeT was responsible for the Mumbai attacks, Javed Iqbal, who was arrested from Barcelona in Spain, Hammad Amin Sadiq, believed to be the main operator belonging to southern Punjab, Zarar Shah, Mohammad Ashfaq and Abu Hamza. The name of Ajmal Kasab is reportedly not included in the FIR. He also said some of those arrested by the security agencies of Pakistan for possible involvement in the Mumbai attacks belong to the LeT. Malik said Javed Iqbal, who was based in Barcelona, was the person who paid $200 for the ‘Internet Domain’ that was also used for communication and planning for the Mumbai attacks. “Having ascertained the involvement of Javed Iqbal, we somehow lured him into coming to Pakistan and he was arrested on his arrival,” Malik said. He also said the e-mail sent by ‘Deccan Mujahideen’ claiming responsibility for the Mumbai attacks was believed to be prepared and sent by Zarar Shah, who was responsible for communication link in the whole operation. Mailk disclosed that the money to fund these attacks was transferred from Pakistan and was received in Italy. This money transaction was made through a Pakistani bank. He also said after thorough investigations by the Pakistani security and intelligence agencies it was learnt that these alleged terrorists operated from two bases — one inside Karachi and the other outside but not very far away from Karachi. He also disclosed that the terrorists used three boats for traveling to Mumbai, one named ‘Al-Hussaini’ and the other ‘Al-Ghaus’. For communication, they used ‘Call Phonic’ system and they also bought Indian cell phone SIMs for communication from inside India. He also pointed out that the satellite phone connection that was used for communication during the Mumbai attack was registered in the Middle East and not in Pakistan. Malik said the findings have already been shared with India. The Indian high commissioner in Islamabad was called to the foreign office and the report was handed over to him officially. “We also have forwarded a set of 30 questions for which we would need answers as early as possible to support and further the investigation process on our side. We have asked the Indian government to provide us the DNA samples of the lone surviving terrorist, Ajmal Kasab, to ascertain his nationality, as we don’t have any record of the individual with Nadra (National Database Registration Authority)… At the same time we would like to have the statement given by Ajmal Kasab to the Indian investigators, how this group of terrorists managed to sneak past the Indian security and intelligence agencies guarding their coastal lines, and how these nine persons managed to travel in a small boat and reach the Indian coast.”

Claiming a major breakthrough on the third day of the ongoing operation against the militants and outlaws in Khyber Agency, the political authorities on January 1 indicated at reopening the Pakistan-Afghan Highway by January 3, The News reported. Authorities said 80 per cent of the targets were achieved as several notorious criminals were either arrested or surrendered to the administration. Some 13 houses, used for anti-social activities, were also demolished. The encroachments along the Jamrud Bazaar and the adjoining areas were removed. Sources said 15 more wanted criminals were arrested on January 1, bringing the tally of those arrested during the last three days of the operation to 43. A total of 33 structures, including houses and guest houses, were demolished in the operation. The NATO supplies snatched earlier were also recovered during the operation. The looted items were recovered from the house of Adam Jee in Wazir Dhand area, prompting the troops to demolish the house after retrieving the snatched goods. Briefing the media, Political Agent of the Khyber Agency Tariq Hayat said that on the third day of the operation, militants’ hideouts and criminal dens in Ghundi, Shahkas and Wazir Dhand area were targeted with artillery shells before the troops moved in. He also said that known kidnappers and looters were arrested during the operation and a large quantity of arms and ammunition and looted goods recovered from different places. The SFs also claimed to have killed several militants when their hideouts were dynamited besides arresting 10 suspects and recovering explosives and suicide vests from them during the operation in different areas of the agency. Sources told The News that militants attacked the SFs’ check-posts in Darwazgai-II and Lakaro with mortar guns and rocket launchers after which a fierce clash started. Sources added that a mortar shell fired by the militants hit the Darwazgai-II checkpoint in which a soldier, Niaz Muhammad Jan, was killed and two others wounded. A spokesman for the Mohmand Rifles, a wing of the paramilitary Frontier Corps (FC) in Ghallanai, told the media that they targeted different areas of Safi, Lakaro and Utmanzai with artillery and mortar guns, killing several militants. “We have also arrested 10 suspects in Qandaro area who were transporting arms and ammunition to their associates engaged in clashes with the security forces in Darwazgai-II and Lakaro checkpoints. A vehicle laden with explosive devices, Kalashnikovs, bombs, suicide jackets and masks was captured,” the spokesman claimed while showing the seized items to journalists. Addressing a press conference, he said the arrests were made when police and elite force personnel raided a house in the city’s Dhoke Lakhan area. They also seized four motorbikes, one car, detonators with wires, nut and bolts weighing 20 kg, one timer, four hand-grenades and eight pistols. One of the detained suspects is Dr Abdul Razzaq of the Cantonment Hospital who has been missing for some time and his case is in the Lahore High Court in Islamabad. The CPO said the terrorist gang had indirect links with the militant group of Baitullah Mehsud in Wana. He said they had confessed to having carried out a number of terrorist attacks, including the RA Bazaar bombing in which seven army personnel were killed, assassination of Lt-Gen Mushtaq Ahmed Baig, Melody suicide attack on police force, blast outside the Danish embassy and heinous attack on Italian restaurant. Tribal sources said the murder of Malik Guli Shah, a pro-government tribal elder in Jamrud, Khyber Agency, on July 1 was the immediate reason for the military action. He added that the political authorities also arrested five militants allegedly involved in the killing of Guli Shah. Three of the arrested militants belonged to the Nangarhar province of Afghanistan and the remaining two hailed from the Kukikhel tribe in Khyber Agency, the sources added. Punjab Law Minister Rana Sanaullah said the cleric, variously identified as Hafiz Riaz or Master Riaz, and two other men who were in the house at the time, were arrested from a hospital where they were admitted for injuries sustained in the explosion. Police said they suspected Master Riaz of storing the explosives for "terrorism" purposes. Children of the village attended Koran classes at the house and a number of them were inside at the time of the explosion. Khanewal District Police Officer Kamran Khan told the media that two suicide jackets, detonators, six rocket launchers and some Jihadi literature were recovered from the incident site. SFs also launched search operations in Goal village in Matta and Kanju in the Kabal sub-division and destroyed four houses of the militants and recovered eight rifles and two pistols along with some ammunition. The class-IV employee, Muhammad Iqbal, was beheaded inside his home in Sambat Cham on the night between July 17 and 18. The incident reportedly prompted the Police to initiate action in the area, killing one suspected militant, identified as Bawar Khan, and arresting Noorani Gul. They also had an exchange of fire with the militants after their raid on the Taliban hideouts. Seven houses of the militants were reportedly razed to the ground.

They said the exchange of a heavy fire and mortar shell firing were heard from Koza Bandai village of Kabal area when the two sides clashed. Locals said the fighting resulted in the killing of 14 militants, including two ‘commanders’ identified as Zarqavi and Zulqarnain. Major Zahid of the Pakistan Army was also reported to have been killed during the encounter. Official sources in Mingora told The News that the operation was carried out in the Shahdherai, Damghar and Dardial areas of Kabal sub-division. The Inter-Services Public Relations (ISPR) also confirmed the clashes, militants’ casualties and the killing of the Army officer. According to the ISPR, the SFs conducted a search and clearance operation in Kamyrai near Dardial. During the exchange of fire, Major Zahid was killed, it said. 12 terrorists were killed in the exchange of fire with the troops, the ISPR added. The Security Forces raided a house in Loy Shelman after being tipped off while investigating two arrested suspects, said Khyber Rifles Commandant Colonel Furqan at the Landikotal army camp. Furqan said the suspects – who were ammunition dealers in Landikotal – were arrested by the Frontier Corps personnel earlier. He said that Afghan national Noor Afghan was the main suspect in smuggling weapons from Afghanistan to Loy Shelman, from where the arrested dealers supplied the weapons to Mohmand and Orakzai Agencies.
