An explosion on the dais at the annual convention of the Lashkar-e-Toiba (LeT) in Lahore killed three persons and injured an estimated 30 others on October 22. The Lashkar-e-Toiba is a terrorist outfit active in the insurgency in Indian controlled Jammu and Kashmir. The number of injured is yet to be determined as the outfit was reported to have undertaken damage control measures on its own, restricting the entry of police and journalists into the venue. The explosion occurred before the leadership of the Lashkar was to come and sit on the dias. Official sources stated that the explosion was caused due to a bomb hidden under a carpet though a Lashkar spokesman claimed that a grenade or mortar had been fired from outside the venue at the Gulshan-i-Iqbal park. No one claimed responsibility for the blast. Hafiz Muhammad Saeed, chief of Lashkar's parent outfit, Markaz-ud-Daawa-Wal-Irshad(MDI), while addressing the convention after the blast, held India and Israel as responsible for the blast and threatened revenge. He claimed that Lashkar terrorists have begun heading for Himachal Pradesh, an Indian province near Kashmir, and the Fidaai groups would now penetrate into Tel Aviv as "Hindus and Jews have become united against the Ummah"(Islamic community). Hafiz Saeed is also reported to have claimed that it was a good sign that Pakistan's Chief Executive, General Pervez Musharraf differentiated Jihad from terrorism. He added that Gen. Musharraf should try to promote the Jihad culture and take measures so that Pakistan could play the role of the leader of the Ummah.

Seven people were killed and over 30 others injured when a bomb exploded in a crowded market in the Eastern part of Lahore city on the evening of September 7. While two persons died on the spot, the other five succumbed to their injuries after being shifted to various hospitals for treatment. Another five of the injured were reported to be in a critical condition. The explosive device was planted in a vehicle parked in the market. This is the second explosion in the city this week after a bomb exploded on September 3 at a city bus stand, killing three and injuring twelve. While police have not named any suspects so far, they have claimed that the involvement of a "foreign hand" could not be ruled out implicitly suspecting India as the instigator of the blasts. Pakistani security forces had arrested a group of terrorists on August 26 at Kasur, who they claimed were sponsored by India to carry out a series of bomb blasts since 1996.
