Security situation in tribal districts witnessed significant improvement in 2019, according to the annual security report of Fata Research Centre (FRC), reports Dawn on January 15. The report issued on January 14 said that 160 incidents of violence were recorded during the year 2019 in tribal districts compared to 264 such incidents in 2018. “It shows a 16 per cent decline in incidents of terrorism and 82 per cent decrease in counter-terrorism incidents,” said the report. It added that the 106 incidents of terrorism in the previous year included 54 attacks on security forces and 48 attacks on civilians while attacks targeted members of civil militia or peace committee. The incidents of both terrorism and counter-terrorism resulted in 281 casualties including 110 killed and 171 injured in all tribal districts, marking a significant decrease of 24 per cent in overall casualties. The report said that of the total casualties, 57 per cent were related to security forces. Comparatively, 12 per cent increase in casualties of security forces was observed. Civilians stood at second with 87 casualties, which make it 31 per cent of the overall casualties. A significant decline of 55 per cent was observed in civilian casualties in the reporting year. Eight casualties of peace committees were also recorded during the year 2019. The report said that North Waziristan tribal district remained the most turbulent one as 45 terrorism incidents were recorded in the district compared to 58 such incidents in 2018. South Waziristan tribal district stood second with 25 terrorist incidents which resulted in 44 casualties followed by Bajaur and Khyber that reported 15 and 12 incidents of terrorism, respectively. Six incidents of terrorism were reported from Mohmand tribal district while only one such incident took place in Orakzai. Although only one incident of terrorism was reported from Kurram, yet the district is highly vulnerable to terrorist attacks.

The Commission of Inquiry on Enforced Disappearances (COIED) on March 3 disposed of 4,476 cases by February 29, out of a total of 6,556 cases registered by January 31, reports Pakistan Today. According to an official handout issued, a total of 6,556 cases were received by the commission up to January 2020 and 48 more cases were registered by the commission in January – raising the total number of cases to 6,604. The commission disposed of 42 cases in February 2020 and thus total disposal of missing persons up to February 29 is 4,476 and balance as on February 29 is 2,128. The commission has conducted 666 hearings in February, 322 in Islamabad, 208 hearings in Karachi, 68 hearings in Peshawar and 68 hearings in Lahore during February 2020.

At least 50 Pakistani fighters have been killed in military action by the Turkish Army and Syrian forces in Syria’s last major rebel stronghold in the northwest of the country, Pakistan Today reported on March 9 quoting Arab News. Fighting has escalated dramatically in recent days in Idlib in northwest Syria, where Turkey has sent thousands of troops and military vehicles in the last month to counter Syrian government forces’ advances in the last remaining bastion held by rebels. On the opposite side in Syria’s nine-year conflict is Russia, which supports President Bashar Assad and has also carried out airstrikes in recent days. On March 5, Turkey and Russia agreed to a cease-fire deal after talks in Moscow to contain a conflict that has displaced nearly a million people in three months. “The number of those [Pakistanis] killed is more than 50,” an official told Arab News on condition of anonymity as he was not authorized to speak to the media about the issue. Another government official confirmed that 50 Pakistanis had been killed. Pakistan’s foreign office did not respond to Arab News queries when contacted to comment on this news. The deceased likely belong to Zainebiyoun Brigade, a militant group that was placed on the US Treasury’s financial blacklist in January 2019 and comprises Pakistani Shias fighting in Syria and Iran. According to media reports, Zainebiyoun Brigade has over 800 Pakistanis fighting in Syria. The group’s fighters are allegedly trained by Iran’s Quds Force, the military unit responsible for projecting Iran’s influence via proxies across the Middle East.

According to the Pakistan Institute for Conflict and Security Studies (PICSS), a slight upward tick has been observed in casualties in militant attacks in Pakistan during April though the number of such assaults remained the same as compared to March, reports Dawn.PICSS has released statistics for April, which show the number of casualties in militant activities increased by 6pc but injuries decreased by 75pc, compared with March, across Pakistan.Militants appear to be trying to get back some territory in North Waziristan District of Khyber Pakhtunkhwa (KP) where most of these violent activities were recorded in April. The alarming situation in North Waziristan can be gauged from the fact that 90 per cent of casualties in violent incidents during the month of April took place in this District. PICSS recorded a total of nine militant attacks during April in which 18 people died — 10 security personnel and eight militants — while six Security Forces personnel got injured. Tribal Districts of KP (erstwhile FATA) witnessed the highest number of violent militant activities, where six out of total nine attacks took place.Eight security personnel lost their lives in the tribal Districts of KP, while eight militants were also killed. Four security personnel were also injured in erstwhile FATA. Apart from eight militants killed during retaliatory actions by SFs, 21 more militants were also killed in the tribal Districts of KP in actions initiated by SFs, PICSS statistics show. Two militant attacks were reported in Balochistan and one in Sindh — all of them of minor nature with two casualties in Balochistan.No militant activity was recorded in Punjab, Gilgit-Baltistan, Azad Jammu and Kashmir, and other parts of Pakistan, but an incident of kidnapping took place in the provincial capital of Sindh, where a 39-year-old Chinese national was abducted. Meanwhile, SFs carried out a total of 16 actions against militants in areas of Balochistan, KP and Sindh. Pakistani forces arrested 12 suspects involved in different terror and anti-state activities, including eight from Sindh and four from KP. Four members of Al Qaeda in Indian Subcontinent (AQIS) were also arrested in Karachi.

As many as 73 people had been picked up by the Pakistani forces, including students, women, children, and infants, but 28 were later released. According to a recently released report by a United Nation (UN) monitoring team, thousands of Pakistani nationals from Lashkar-e-Taiba (LeT) and Jaish-e-Mohammed (JeM) continue to support the Taliban against the Afghan Government, The Economic Times reported on June 5. The report referred to Pakistan’s double game of claiming to fight terrorism while backing terror groups that enhance its foreign policy goals. “One Member State reported that the total number of Pakistani nationals fighting with terrorist groups in Afghanistan may be as high as 6,000 to 6,500,” said the 11th report from the U.N.’s Analytical Support and Sanctions Monitoring Team. The report referred to three major Pakistan-based groups active in Afghanistan – Tehreek-e-Taliban Pakistan (TTP), LeT and JeM. All three groups operate inside Afghanistan with support of the Taliban. “The presence of these groups is centered in the eastern provinces of Kunar, Nangarhar and Nuristan, where they operate under the umbrella of the Afghan Taliban,” the report stated.

The report that documents major instances of the violation of religious freedom across the world, released by Secretary of State Mike Pompeo at the State Department on June 10, said human rights activists reported numerous instances of societal violence related to allegations of blasphemy; of efforts by individuals to coerce religious minorities to convert to Islam; and of societal harassment, discrimination, and threats of violence directed at members of religious minority communities. The report expressed concern about what they stated was an increasing frequency of attempts to kidnap, forcibly convert, and forcibly marry young women from religious minority communities, especially young Hindu and Christian women. "There also continued to be reports of attacks on holy places, cemeteries, and religious symbols of Hindu, Christian, and Ahmadiyya minorities," the report added. According to Ahmadi civil society organizations, the State Department said, Islamabad failed to restrict advertisements or speeches inciting anti-Ahmadi violence, despite this responsibility being a component of the National Action Plan (NAP). The report said that visiting US government officials met with minority community representatives, parliamentarians, human rights activists, and members of the federal cabinet to highlight concerns regarding the treatment of religious minority communities, the application of blasphemy laws, and other forms of discrimination on the basis of religion. But still no coercing action has been taken. According to civil society reports, there were at least 84 individuals imprisoned on blasphemy charges, at least 29 of whom had received death sentences, as compared with 77 and 28, respectively, in 2018, the State Department said in the report.

The United States (US) annual terrorism report, 'Country Report on Terrorism 2019', said Pakistan was doing too little to counter terrorist groups, particularly those taking aim at rival India and the dreaded Haqqani Network operating in Afghanistan, reports The Times of India reports on June 26. The reported said Pakistan continued to serve as a safe haven for certain regionally-focused terrorist groups. It allowed groups targeting Afghanistan, including the Afghan Taliban and affiliated Haqqani Network, as well as groups targeting India, including Lashkar-e-Toiba (LeT) and its affiliated front organisations, and Jaish-e-Mohammed (JeM), to operate from its territory. Islamabad has yet to take decisive actions against Indian and Afghanistan-focused militants who would undermine their operational capability. Thought Pakistan undertook counter-terrorism operations against groups such as Tehreek-e-Taliban Pakistan (TTP), JeM, LeT, ISIS-K, and the Balochistan Liberation Army (BLA), the country remained a safe harbour for other regionally focused terrorist groups. While Pakistani authorities indicted LeT ‘chief’ Hafiz Saeed and 12 of his associates on December 11, 2019, they have made no effort to use domestic authorities to prosecute other terrorist leaders such as JeM ‘founder’ Masood Azhar and Sajid Mir, the mastermind of LeT’s 2008 Mumbai attacks (26/11), both of whom are widely believed to reside in Pakistan under the protection of the State, despite Government denials.

The report details the human rights abuses – murder, enforced disappearances, theft, forced location, arson – committed in the previous month by the ‘Pakistani state’ in different areas of Balochistan. “Balochistan is under unannounced martial law; state jurisdiction is under military control. Political dissent is paid with confinement, death and barbarism”, the report said. It said that the baton charge and detainment of the students in a peaceful protest in Quetta is a travesty of political freedom. The students had only demanded internet facilities to participate in online classes, as the educational institutions were shut down due to the Covid-19 pandemic. The report gives a detailed day by day account of the human rights abuses in Balochistan and concludes that 42 persons were detained in 70 military raids and operations throughout Balochistan and relocated to unknown locations; 8 persons were killed, including two by the Gwadar coast guards; a woman was shot down in her attempts to resist the dacoits in a burglary in Daazan; the “depression” of her missing brother prompted a woman to commit suicide in Gokdaan; attempts were made to demolish the grave of Nawab Khair Baksh Marri and the gravestones of the “martyrs of Balochistan” were removed and thrown away in Quetta. Seven other people have died in other incidents, including the four who were invited and subsequently killed by Sanaullah Zehri in his house. Outside of Balochistan, 4 persons were killed in Karachi. The report clarified that it did not include the persons who were temporarily detained by the forces and later released. The report said that aerial and land operations were executed in other areas of Balochistan, like Buleda, Awaran and Mashkay. As a result, hundreds of cattle had died and almost 50 houses were arsoned. The security forces allegedly pillaged various areas of Mashkay and Jhaoo and arrogated roughly 300 animals. The interspersed tribal population of Balochistan were deracinated from their domiciles and forcefully relocated in the vicinity of military cantonments. The report further said that the “war crimes” of Pakistan have always resulted in “human tragedies.” The families of missing persons have been protesting on the roads for years but the state has turned a blind eye to their pleas and screams. It said that the mental anguish of a brother’s disappearance compelled his sister to commit suicide in Gokdaan.

According to a United Nation (UN) report, Pakistani nationals remain at the leadership levels in terror groups such as al Qaida in the Indian Subcontinent (AQIS), Islamic State in Iraq and the Levant - Khorasan (ISIL-K) and Tehreek-e-Taliban Pakistan (TTP), and many of them are yet to be blacklisted, The Times of India reports on July 26. The 26th report of the Analytical Support and Sanctions Monitoring Team concerning ISIL, al-Qaida and associated individuals and entities said that in April and May, the Afghan special forces conducted a series of countrywide operations and arrested the head of the ISIL-K Aslam Farooqi (also known as Abdullah Orokzai) and his predecessor Zia ul-Haq (also known as Abu Omar Khorasani) and others. Farooqi, who hails from Pakistan's Khyber Pakhtunkhwa (KP), is the mastermind behind the terror attack on a prominent gurudwara in Kabul in March that killed 25 Sikhs. He is not blacklisted by the UN Security Council's 1267 al Qaeda Sanctions Committee. Similarly, Haq is also a Pakistani national and has not been blacklisted yet. AQIS operates under the Taliban umbrella from Afghanistan's Nimroz, Helmand and Kandahar provinces and its current leader is Pakistan-born Osama Mahmood, who is also "not listed" under the UNSC sanctions. Mahmood succeeded Asim Umar. The report said that the group reportedly has between 150 and 200 members from Bangladesh, India, Myanmar and Pakistan and "is reportedly planning retaliation operations in the region to avenge the death of its former leader." The Sanctions Monitoring Team report said that the "large terrorist group present in Afghanistan" Tehrik-e-Taliban Pakistan (TTP) is led by Amir Noor Wali Mehsud. Pakistan-born Mehsud was designated a global terrorist by the UNSC sanctions committee only this month, more than two years after he was named the TTP leader, following the death of former TTP ‘head’ Maulana Fazlullah. Mehsud is supported by his deputy Qari Amjad and TTP ‘spokesperson’ Mohammad Khorasani, both not listed under the UNSC sanctions. This demonstrates that the Pakistani nationals operate at leadership levels in the terror organisations and point to the terror groups' Pakistani links.

Missing Persons Commission has disposed of 4,616 cases up till July 30, 2020, as per monthly progress report released by Farid Ahmed Khan, the Secretary of Commission of Inquiry of Enforced Disappearances (COIOED), on cases of alleged enforced disappearances for the month of July 2020, Pakistan Today reported on August 4. A total number of 6,686 cases were received by the Commission up until June 2020. During July 2020, 43 more cases were received by the commission and the total numbers of cases reached 6,729. The commission disposed 23 cases in July 2020 and thus total resolved cases as of July 30, 2020 is 4,616, with a balance of 2,113 cases. The Commission will resume its hearings soon after review of lockdown policies announced by the Federal Government and Provincial Governments.

The Government has frozen 964 properties of Jamaat-ud-Dawa (JuD) and Jaish-e-Mohammad (JeM), the Federal Interior Ministry informed the Senate (Upper House of Parliament) on September 16, reports The Express Tribune. The Federal Interior Ministry told the Senate that 907 of the frozen properties belonged to JuD and 57 to JeM. A total of 611 properties of JuD were frozen in Punjab, followed by 108 in Khyber Pakhtunkhwa (KP), 80 in Sindh, 61 in Azad Jammu and Kashmir, 30 in Balochistan and 17 in Islamabad Capital Territory (ICT). Similarly, eight properties of JeM were frozen in Punjab, 29 in KP, 12 in Azad Jammu and Kashmir, four in ICT, three in Sindh and one in Balochistan. The frozen properties of the JuD include 76 schools, four colleges, 330 mosques and seminaries, 186 dispensaries, 15 hospitals, 262 ambulances, a funeral bus, three disaster management offices, 10 boats, 17 buildings, a plot, an agricultural land and two motorcycles. The properties of the JeM frozen by the government include 53 mosques and seminaries, two dispensaries and two ambulances. Submitting the Federal Interior Ministry’s written reply to the Senate, Minister of State for Parliamentary Affairs Ali Muhammad Khan elaborated that the Provincial Home Departments had frozen the properties of proscribed organisations under the United Nations Security Council (Freezing and Seizure) Order, 2019 issued by the Federal Ministry of Foreign Affairs.

In its written response, the Federal Ministry of Interior detailed that the National Counter Terrorism Authority (NACTA) is compiling data of martyred persons in terrorist incidents since 2015, however, the statistics did not contain details of terrorists killed in different actions. The Senate was told that 3,990 incidents of terrorism took place from January 2015 to September 2020. 3,384 persons were martyred and 8,436 people left wounded in the incidents. 1,457 personnel of law enforcement agencies were martyred and 1,927 other persons also lost their lives, whereas, 2,569 security officials and 5,867 other persons were wounded. In year-wise statistics, 1,139 incidents occurred in 2015 which caused the loss of 838 lives and 1,706 left wounded. 785 incidents took place in 2016 with 804 deaths and 1,914 injured. 668 people were martyred and 2,153 injured in 741 incidents occurred in 2017. 584 incidents took place in 2018 with 517 martyrdoms and 1,256 wounded. 375 people were martyred and 963 injured in 482 incidents occurred in 2019 and 175 martyrdoms and 446 people left wounded in 259 incidents in 259 till September 2020.

The Khyber Pakhtunkhwa (KP) Inspector General of Police (IGP) held a video-link conference on December 7 with the Provincial Police top brass wherein the departmental performance and law and order situation of the Province of past 11 months was contemplated, reports ARY News. The huddle underscored an apprehension of 21,154.6 kilogrammes of hashish and 38,017 bottles of liquor by the Police in many a raid throughout this period. In over 12,431 search and strike operations in this period, the huddle laid out, about 56,827 suspects were detained for investigations in a number of cases. The Regional Police Officers (RPOs) of KP collectively shared the number of total 67,635 people arrested on suspicions in 71,778 snap checking pickets. It was also shared that as an outcome of all the targeted operation in the province in the said span, about 20,358 weapons were confiscated with 477,875 rounds. RPOs added that about 206 hand-grenades, four stun-guns, and five rocket launchers were recovered in these targeted operations as well. 1,957 detonators, 2,232 dynamites, four bombs were captured as well, the performance report briefed KP IGP.
