Foreign Minister Shah Mahmood Qureshi saidcon January 10 that Islamabad wants the Afghan Taliban to give up their refusal to talk to the Afghanistan Government so that a political settlement of the 17-year-old conflict could be negotiated, reports Dawn. “We want them to sit together. It is for Afghans to sort out their problems and as long as they do not sit down and talk to each other, outsiders can do little to help them,” Qureshi said.Qureshi said “outsiders can do little to help Afghans overcome war if they do not sit together”.The remarks come as the Afghan President’s Special Envoy Umer Daudzai is in a four-day visit to Islamabad to hold talks with Pakistani officials as well as political and religious leaders to discuss the Afghan peace.

Inspector General of Police (IGP) Mohsin Butt on January 11 said that A total of 119 people — including 15 police personnel — were killed and 114 injured in terrorism-related incidents in Balochistan during 2018, reports Dawn. Twenty-five terrorists were also killed in encounters and 55 arrested in 1,245 intelligence-based operations (IBOs) in the province. Inspector General of Police Mohsin Butt said. He said that 1,245 IBOs and 1,869 combing operations were conducted under the National Action Plan across Balochistan in 2018 in which 55 terrorists were killed and 4,188 absconders and 5,449 accused were arrested. They belonged to 22 militant groups. IGP Butt said that another 898 suspects had been arrested during IBO operations. IGP Butt further said that 21,103 weapons, 2,536kgs of narcotics were recovered. He added that a total of 8,755 incidents of crimes — including 42 sabotage activities, 34 targeted killings and 11 sectarian killings — were reported in 2018 as compared to 9,490 in 2017.

Pakistan on January 15, released, Hafiz Mohibullah, member of a Taliban political commission, who was taken into custody from Peshawar, provincial capital of Khyber Pakhtunkhwa (KP) a few days ago, Taliban sources said, reports Daily Times. Hafiz Mohibullah has taken part in several rounds of peace talks. Taliban officials said they do not know as to why he was arrested at a time when Taliban and the US were engaged in talks to find out a political solution to the Afghan conflict. Meanwhile, Afghan Taliban warned on January 15, that they would be forced to stall all talks and negotiations if US refused to discuss withdrawal of foreign forces from Afghanistan. A Taliban statement said the US is ‘backing away’ from the agenda and is unilaterally adding new subjects besides using pressure tactics. The Taliban said they have kept all channels open for a political solution and designated political office in Doha for all contacts. “Every country seeking to lend a hand in finding a peaceful solution to the Afghan issue can contact the political office and are welcomed by the Islamic Emirate. This issue can neither be solved through pressure or tactical maneuvering of anyone nor is it acceptable for anyone to use the issue of Afghanistan for strengthening ties or furthering their own interests,” the statement said.

Finance Minister Asad Umar said on January 16, that talks are continuing with the International Monetary Fund (IMF) and Pakistan is seeking aid from the friendly countries for the last time, reports The News International. He further said the government is working on long-term and short-term strategy. Umar said Pakistan and China gave space to a third country to participate in the China Pakistan Economic Corridor (CPEC) plan. He said the CPEC is important for the region and the third partner can participate in investment. The minister said in April, 2019 a trade framework contract will be made with Turkey and it will promote trade with Iran and Europe. Earlier this week, Asad Umar said the country is not solely relying on the IMF for economic relief as it has also made alternative systems. The minister said the IMF has not placed any non-financial conditions and it is just an option to revive the economy.

Inter-Services Public Relations (ISPR) Director General, Major General Asif Ghafoor on January 18, said the military courts have not been set up on the Army’s wish but were needed by the nation and approved by the Parliament following a national and political consensus, reports Daily Times.“There was a wave of terrorism in the country. After the 2008 military operations gained momentum, many terrorists were arrested. Criminal justice system at that time was not quite effective in dealing with the terrorism cases, hence the military courts were established after a unanimous approval from the Parliament. It was decided through national consensus that military courts should be established and death penalty be revived,” Gafoor said. He also said 717 cases were referred to the military courts in the last four years, 646 of which have already been disposed of. He said there is a transparent system through which the cases are transferred to the military courts. “The accused are also provided an opportunity to defend themselves” he revealed. “These cases have no link with the missing persons,” he asserted. The ISPR Chief said terrorism incidents have decreased after the establishment of the military courts which have also created a sense of fear among the terrorists. “Military courts have sent a clear message to the terror outfits, militants and their handlers that they will be punished,” he said.

Federal Information Minister Fawad Chaudhry on January 18, confirmed that the NOC had indeed been issued after approval by the federal cabinet.“The issue was not on the normal agenda of the federal cabinet’s meeting but it was approved through circulation,” he stated. General Sharif retired in November 2016 and joined the Muslim countries’ counterterrorism coalition in April 2017. The Home Office report on Pakistan’s situation praised determination of Security Forces (SFs), especially Pakistan Army, saying that the military-led operations against militants were successful and the overall security situation improved compared to previous years. Between 2014 and 2017, the total number of violence-related fatalities declined by over 73 per cent, from 7,655 fatalities in 2,014 to 2,057 in 2017; the number of fatalities in the first three quarters of 2018 (930) compared to the same period in 2017 (1,585) decreased by 41 per cent, said the report. The western provinces bordering Afghanistan, Balochistan and the Federally Administered Tribal Areas (FATA), remained the areas where most militant and sectarian violence (suicide attacks and targeted killings) occurred, with Sindh (outside of Karachi), and Punjab experiencing the least, said the report. The report further said that total 66 militant and affiliate supporter organisations were banned from 2001 to 2018. These include Lashkar-e-Jhangvi (LeJ) Sipah-i-Muhammad Pakistan (SMP), Jaish-e-Muhammad (JeM), Lashkar-e-Taiba (LeT), Sipah-i-Sahaba Pakistan (SSP), Tehrik-e-Jaffria Pakistan (TJP), Tehrik-e-Nifaz-e-Shariat-e-Mohammadi (TNSM), Tehreek-e-lslami al-Qa’ida, Millat-e-lslamia Pakistan and dozens of other groups. The report noted that although displacement continued in the tribal areas in 2017 and 2018, thousands of IDPS (Internally Displaced Persons) have returned to their areas of origin following improvements in the security situation, with over 83,000 returning in the first nine months of 2018; however, many people have lost access to their homes and livelihoods. The report stated, “major source for decline in violence in Pakistan has been the improving situation in Karachi”. Although, the city was once considered a hub for political/ religious militancy and urban crime, Karachi’s security situation has improved dramatically since 2014. Data collected by the CRSS (Centre for Research and Security Studies) annual security report of 2017 confirms these trends. The Home Office report said that new challenges have risen and some previous challenges continue. The report noted: “Challenges in the Pakistan security situation also included the emergence of self-radicalised individuals and small terrorist cells, growing religious radicalism including on educational campuses, cross-border attacks by Pakistani militants based in Afghanistan and the growing footprint of Islamic state.” Between 2014 and 2017, the total number of violence-related fatalities (including civilians, security forces and militants) declined by over 73 per cent, from 7,655 fatalities in 2014 to 2,057 in 2017. Casualties of violence increased in the third quarter of 2018 compared to the previous quarter, up from 521 to 964 (397 dead, 567 wounded). More than 50per cent of these casualties were recorded in Balochistan alone, followed by KP, Sindh, FATA and Punjab. “However as compared to the previous three quarters in 2017, the total number of fatalities during the same period in 2018 declined by 41 per cent (1,585 in 2017 and 930 in 2018).”

In February last year, former president Mamnoon Hussain had promulgated an ordinance amending the Anti-Terrorism Act (ATC) with regards to proscription of terrorist individuals and organisations to include entities listed by the UN Security Council. The move had resulted in the declaration of JuD and FIF as proscribed groups.However, the two Hafiz Saeed-linked organisations had slipped off the national list of proscribed organisations after the presidential ordinance lapsed.This time, the two organisations have been notified as proscribed organisations by the PTI-led government itself, through the Ministry of Interior.Before the government's official ban, the two organisations had been under watch by the Ministry of Interior under Section 11-D-(1), read with Schedule-II of the Anti-Terrorism Act. ISPR DG Major General Asif Ghafoor said that the Indian fighter jets attempted to intrude from three sectors including Sialkot-Lahore, Okara-Bahawalpur and Kiran in Muzaffarabad, which were timely spotted and repulsed by Pakistan’s regular Combat Air Patrol (CAP) teams, he said. He said after the Pulwama incident, tensions mounted and Pakistan started carrying out regular CAP missions to effectively respond to any aggression, under which one or two CAP missions used to remain airborne all the time. “Last night, our radars were observing them. They had earlier come closer to our border but did not cross it. Last night, their first visibility was observed near the Sialkot and Lahore border. They were seen approaching the border. Our Combat Air Patrol (CAP) team approached and challenged them. They did not cross,” he said. “As per the SOP (standard operating procedure), when the first team got committed there, the next CAP team was automatically airborne. During this, another one of their formation was picked in Bahawalpur sector. The second standby team went down south and challenged it. We then observed that the heavier of their teams was approaching Muzaffarabad sector from Kiran Valley. When our third CAP team challenged them, they had crossed the LoC,” he added. “Their approaching of the border, the challenge and their return took four minutes,” he asserted.

The Foreign Minister made these remarks during an interview with CNN journalist Christiane Amanpour regarding Pakistan's ongoing tensions with India, which was sparked by the Pulwama incident and has since led to armed conflict at the Line of Control (LoC). Qureshi was asked how he would respond to Indian concerns regarding Jaish-e-Muhammad (JeM). "My message to the Indians is that this is a new government that has a new mindset. We want to live in peace. We have a people-centric agenda. We want to concentrate on fixing the economy. We want to improve governance and eradicate corruption in Pakistan. That's the mandate given to us. "We want to see peace and reconciliation in Pakistan and the region. The western front is consuming us; we do not want [escalation on the] eastern front. The policy of our government is that we will not allow our soil to be used by any organisation or individual for terrorism against anyone, and that includes India." Qureshi was asked what he thought of India's desire to have the JeM's head's name on the international terrorist list. "We will be open to any step that leads to de-escalation. If they have good, solid evidence, please sit and talk, initiate a dialogue and we will show reasonableness." The Foreign Office said that the Government issued the UN Security Council (Freezing and Seizure) Order, 2019 in accordance with the provisions of Pakistan's United Nations Security Council (UNSC) Act, 1948. "The objective of the UNSC (Freezing and Seizure) Order 2019 is to streamline the procedure for implementation of Security Council Sanctions against designated individuals and entities," it said in a statement. Interpreting the order, Foreign Office spokesperson Mohammad Faisal said it means that the government has taken over the control of assets and properties of all banned outfits operating in the country. "(From now onwards), all kinds of assets and properties of all (banned) organisations will be in the government's control," he said. He added that the Government will now also seize the charity wings and ambulances of such banned outfits.

Federal Ministry of Interior on March 7 announced that it had taken control of 182 religious schools and have placed 121 people in ‘preventive detention’ since the crackdown began last week, reports Daly Times.“Provincial governments have taken in their control management and administration of 182 religious seminaries (madaris),” the Ministry said in a statement. It said institutions from different groups have been taken over, including 34 schools or colleges, 163 dispensaries, 184 ambulances, five hospitals and eight offices of banned organisations. “Interior ministry is working closely with the provinces in crackdown on the banned outfits,” the statement added.Many banned groups run seminaries, which counter-terrorism officials say are used as recruiting grounds for militant outfits. Jamaat-ud-Dawa (JuD), which operates hospitals and a fleet of ambulances, is estimated to run about 300 madaris across the country. JuD called the crackdown unfair and said it would seek to counter the government action in courts. “The whole nation is asking that what message the government wants to send by sealing welfare organisations and kicking students out,” said JuD spokesman Yahya Mujahid. Officials say the crackdown is part of a long-planned drive and is in accordance with the National Action Plan (NAP).

Sindh’s Auqaf department has taken control of at least 18 seminaries and mosques for their links with the JuD, the JeM and the Tehreek-e-Ghalba Islam, a JeM’s splinter group, in various parts of the city. Mufti Munir Ahmed Tariq, an official of the provincial Auqaf department, who has been given responsibilities in this regard, said they had taken control of 18 seminaries without facing any resistance in the past two days. “Ten among them were associated with the JuD and the remaining were linked with the JeM and its splinter group, Tehreek-e-Ghalba Islam,” Tariq said. The JuD’s associated madrasas include: Madrassa Huzaifa Bin Yameen (Gulshan-e-Hadeed, Phase 2), Madrasa Maaz bin Jabal (Quaidabad), Madrasa Riaz Ul Jannat (Anda Morr), Madrasa Umul Qura (Korangi), Madrasa Mughira Bin Shuba (Korangi), Madrasa Allah Wali (Korangi), Jamia Darasat (Gulshan-e-Iqbal), Jamia Ul Iman (Gulshan-e-Iqbal), Madrasa Umul Qura (Korangi Industrial Area) and Madrasa Khalid Bin Waleed (Shah Latif Town). A third-year student at Bahawalpur's Government Sadiq Egerton College on March 20 stabbed a professor to death over what he vaguely described as the academic's "anti-Islam" remarks, reports Dawn. Associate professor Khalid Hameed, the head of the English department, was seated inside his office at the college when he was allegedly accosted and attacked with a knife by the student. According to initial information noted by Police at the scene of the crime, Khateeb Hussain, a 5th-semester Bachelor of Arts (BA) student enrolled in the English department, had exchanged hot words with Prof Hameed at around 8:40am over the arranging of a 'welcome party' at the college. The event, which Hameed was overseeing, was to be held on March 21 to welcome new students to the college. Hussain was averse to the event being organised because he viewed the mingling of male and female pupils at the function as "un-Islamic". Following an argument, Hussain stabbed the professor in the abdomen and head. Hameed was taken to the Bahawalpur Victoria Hospital, where he succumbed to his injuries. In the video, seen by Dawn, the suspect identifies himself as Khateeb Hussain and says that he attacked the English professor because he allegedly "spoke against Islam". In response to a question, he says he assaulted the teacher with a knife in the office where he was sitting. Both of the suspect's hands are bandaged, indicating he received knife injuries during the scuffle. When informed that the professor had died at the hospital, the suspect expresses satisfaction with his actions. He is then questioned on why he did not use a lawful way of voicing his complaints against the academic, to which he responds that the country's laws are "freeing the blasphemers (gustaakhon) ". When asked if he regrets his actions, he expresses no remorse.

United Nations (UN) sources said that this is the first time the US, the UK and France have moved a draft resolution directly in the UNSC to designate Azhar. The previous have been listing proposals in the Sanctions Committee of the Security Council to designate the JeM chief. Unlike a listing proposal, which is generally under a 10-day no objection period, the draft resolution is not under any no-objection provision. Sources in New York said that the draft resolution will be discussed informally and then it goes to the Council. However, it is not yet decided by when a vote would be held on the draft resolution, during when it could again face a veto by China, which has in the past blocked bids to blacklist Azhar. Reacting to US’s move, Chinese Foreign Ministry spokesman Geng Shuang in Beijing said that, “This is not in line with resolution of the issue through dialogue and negotiations. This has reduced the authority of the Committee as a main anti-terrorism body of the UNSC and this is not conducive to the solidarity and only complicates the issue”. “We urge the US to act cautiously and avoid forcefully moving forward this draft resolution,” Geng said. Meanwhile, the sources in New Delhi said that, they were aware that a draft has been initiated for consideration of Council members to list Azhar in the sanction’s regime as part of international community’s efforts to fight against terrorism. “It will not be appropriate for us to comment at this stage on a process which is entirely within the parameters of informal discussion of the Council and its members,” the source said.

Police and Security Forces (SFs) personnel killed five Tehreek-e-Taliban Pakistan (TTP) militants holed up in a house in E-sector of Phase-VII in Hayatabad area of Peshawar, the provincial capital of Khyber Pakhtunkhwa, on April 16 after a fierce gun battle lasting over 17 hours, reports Dawn. One Police officer also killed during the gun battle. The TTP in an email message issued claimed that six of its members were involved in the gunfight with law enforcement personnel. The gun battle started at 7.30pm on April 15-evening as Police tried to enter the house in E-sector during an intelligence-based operation (IBO). Assistant Sub-Inspector Qamar Alam lost his life while trying to enter the house. A terrorist was also killed during an initial exchange of fire that triggered a fierce gunfight which continued till the killing of the four remaining terrorists around April 16-noon. Two SFs personnel and two civilians, including a woman, were injured during the gunfight. The Bomb Disposal Squad (BDUS) during the clearance found an explosives-rigged bike on the ground floor, which was connected with explosive materials planted in the basement of the house. The BDU destroyed the bike with an explosive charge, which brought down the two-storey house. “The house and bike were rigged with about 60kg explosives, which had been destroyed with a 250-gram explosive charge,” BDU chief Assistant Inspector General of Police (AIG) Shafqat Malik said.

She said the cabinet was briefed by Education Minister Shafqat Mahmood regarding the initiatives to bring 30,000 religious seminaries into national mainstream. She said the education minister informed the cabinet that a one window registration of those seminaries and monitoring of their funds were important for their mainstreaming. The suspects were picked up after tracing the bomber. Officials said one of the detainees was a rickshaw driver who transported the suicide bomber to Data Darbar. According to officials, investigators have pieced together CCTV footage from across the city to determine the movement of the attacker. Through the clips, the investigators learnt about a tea stall which had opened in the GarhiShahu area about three months ago and was frequented by the attacker. Other footage showed the attacker getting into a rickshaw that took him to the Data Darbar via the railway station, officials revealed.

The Directorate of Revenue Intelligence (DRI) on May 16 arrested one person in Ahmadabad in Gujarat while busting a network operating across India, China, Pakistan and Myanmar that had been engaged in smuggling high-end drones, reports The Hindu. Accusing the arrested person Chinmay Anand of being the network’s kingpin, the DRI also seized high-end drones and recovered other equipment that is normally used in espionage and surveillance. According to the DRI, the drones were supplied by Chinese companies, based on orders received from Pakistan-based firms, to a warehouse in Dehong, in China’s Yunnan province. From Dehong, which is located close to Myanmar’s eastern border, the drones were smuggled into Myanmar and from there to India. While all transportation up to Imphal was by various modes of road transport, the final leg from Imphal to Ahmedabad was done using domestic airlines by mis-declaring the prohibited cargo as camera stands, household goods, electronic items, etc. to elude detection by Indian agencies. The seized articles include 85 high-end drones of DJI Mavic, DJI Phantom and MI brands. Besides, 27 DJI Mavic Air Fly More Kit and 34 DJI Ronin S Handheld Gimbal Stabilizer for DSLR and mirror-less cameras used in film shootings were also recovered. The agency contended that the racket had been going on since 2017 and that drones worth10 crore had already been smuggled into and supplied in the country. “Illegal drones in private hands can pose a threat to national security as they can be used for espionage and sabotage purposes by the enemy states and anti-national and terrorist groups,” the DRI asserted.

The Policeman, Jahangir, was killed when two armed assailants on a motorcycle shot him in Hijrat Colony within the limits of the Civil Lines police station. He was shot while he was on an intelligence mission before a combing operation in the area. While one of the attackers who killed the Policeman, Rehan Gul, was already arrested within two weeks of the incident; however, a key suspect, Noor Wali, went underground. Wali continued to move from one place to another as he first escaped to Buner, then Karak and then Kohat, and finally returned to Karachi after the passage of almost two months after the incident. He said that 40 youngsters have joined militancy in the Valley this year (2019) so far though the number has declined over the previous years due to outreach programme of the Army with teachers and families of the youth. At the same time, he said, 86 militants have been neutralized this year while 20 others have been apprehended in the Valley till date. Describing situation in Jammu and Kashmir as ‘under control’, the Army Commander, who has regularly been taking visits to forward areas on the Line of Control (LoC) in Jammu and Kashmir as well as hinterland, said Pakistan continued to indulge in anti-India activities by trying to infiltrate militants and promote drug trafficking. However, he declared that Army will not allow terror to take roots in Jammu region. Singh also said that Pakistan army has failed in infiltrating militants and, therefore, was trying to radicalize local youth through social media to pick up guns in the Valley.

The Indian Coast Guard (ICG) on May 21 apprehended a Pakistani fishing vessel off Gujarat and seized 200 kg heroin, worth 600 crore in the international market, reports The Hindu. According to Additional Director General K. Natarajan, Coast Guard Commander (Western Seaboard), late on May 20 received intelligence input from the Directorate of Revenue Intelligence (DRI) and other agencies that a Pakistani fishing boat was to deliver narcotics off Gujarat and that it was to be received by an Indian boat. The ICG swiftly diverted its ships to effect interception of the boat. In the early hours of May 21, one of the Coast Guard ships intercepted the Pakistani fishing boat Al-Madina off Jakhau in the Arabian Sea. “Despite evasive manoeuvres carried out by the crew of Al-Madina and rough sea conditions, it was successfully intercepted within Indian waters. During the hot pursuit, the crew threw bags containing suspicious material into the sea. The Coast Guard team, upon boarding the vessel, took the crew into custody and retrieved the material,” Mr. Natarajan said. “On initial checking 195 packets containing 200 kg of heroin has been found. The Pakistani vessel crew are being subjected to interrogation and rummaging is being carried out by various agencies,” Mr. Natarajan said.

In a simultaneous operation, three Pakistani and three Nepali nationals were arrested in Kathmandu with Rs 7.6 crore in fake Indian currency notes (FICN) of Rs 2000 denomination. “Those arrested included FICN kingpin Yunus Ansari,” said a senior DRI official. Ansari is known to have links with India’s most wanted don Dawood Ibrahim and Pakistan intelligence agency ISI (Inter-Services Intelligence) and has been responsible for running FICN network from Nepal. He is also suspected to have links with proscribed Pakistani terror outfit Lashkar-e-Taiba (LeT) that has been responsible for several bomb blasts in India. Son of a former Cabinet minister of Nepal Saleem Mia Ansari, Yunus was arrested twice earlier in 2010 and in 2014 based on DRI information for circulating FICN. “In the last few months, maritime route in the Indian Ocean has been exploited by the international organised narcotic smuggling syndicates for trafficking drugs. The other sensitive route has been India-Pakistan border in J&K where DRI had made seizure of heroin and arms and ammunition in a joint operation with Indian army last year,” a senior DRI official said.

Due to firing of the group, five army soldiers got injured. In exchange of fire, three individuals who attacked the post lost their lives and 10 got injured. All injured have been evacuated to army hospital for treatment,” the ISPR stated, adding that Ali Wazir along with eight individuals has been arrested, while Mohsin Dawar is at large after inciting the crowd. According to the ISPR, the aim of the attack at the checkpost was to exert pressure for the release of a suspected facilitator of terrorists arrested the other day. On May 6, a first information report (FIR) had been registered against members of the PTM central committee including MNA Ali Wazir in North Waziristan for inciting people to revolt against the state. According to sources, a clearance operation was conducted on May 24 in Doga area of North Waziristan as part of the sanitisation campaign. Troops deployed on one of the blocking positions received fire from Doga village and a soldier received a bullet injury in his belly. Following the incident, two suspects were taken into custody on May 25. A day after the arrests, MNAs Mohsin Dawar and Ali Wazir on May 26 incited the people to launch an assault on the Army checkpost.

After weeks of an impasse on the Kartarpur corridor, the Government of India has written to Pakistan, proposing the next round of talks to be held from July 11 to 14 on the Pakistani side of the Attari-Wagah border, reports The Hindu on June 30. “The meeting would discuss the draft agreement on the modalities for movement of pilgrims along the Kartarpur corridor and resolve outstanding technical issues related to alignment and infrastructure along the corridor,” an official source said. The government’s decision to propose the fourth round of talks came a week after the External Affairs Ministry said Prime Minister Narendra Modi wrote to his Pakistan counterpart Imran Khan. Mr. Modi wrote that India was keen on seeing the corridor completed in time for the 550th birth anniversary of Sikh founder Guru Nanak in November. “We will continue to work for early operationalisation of the Kartarpur Corridor and keeping it functional all year round,” Ministry spokesperson Raveesh Kumar said on June 20. However, talks had been put off as India had sought “clarifications” on several issues including whether to build a bridge or a causeway over the Ravi, proposed caps on pilgrim numbers, and the presence of Khalistani separatists in key posts of the gurdwara committee in Pakistan. Asked if the new Indian proposal for dates meant that the issues had now been resolved, a source said that the move “shows India’s commitment to the corridor”. India has also asked Pakistan to increase the number of pilgrims under the 1974 bilateral Protocol who visit annually various religious shrines in Pakistan on the occasion of Guru Nanak Dev Jayanti, to 10,000 this year,” the source said. This will be the second round of meeting between senior officials to finalize the modalities after the two sides agreed last year to open the religious corridor, adds The Times of India. The first round earlier this year saw the Pakistani side visiting the Indian side of the border. Apart from that meeting, the two countries have also held three rounds of technical-level at the level of experts to try and finalise the alignment, crossing point and infrastructure along the corridor. Following the decision taken by the Cabinet on 22 November 2018, India is expeditiously building the requisite infrastructure, including a 4- lane highway and a state of art passenger terminal for the corridor, sources here said. More than 45 per cent of work on the Indian side is said to have been completed. "The target is to complete the road by end September 2019 and the passenger/ pilgrim terminal by end October 2019, in time to operationalize the Kartarpur corridor on the occasion of the 550th birth Anniversary of Guru Nanak Dev falling in November 2019," said a source requesting anonymity. India though believes that Pakistan has not been flexible in dealing with issues like the number of pilgrims who would be allowed to visit the Gurudwara every day. While India has proposed that 5,000 pilgrims visit the shrine daily, and 15,000 on special days, Pakistan doesn't want more than 500-700 per day. India has asked Pakistan to increase the number of pilgrims, under the 1974 bilateral Protocol, who visit annually to various religious shrines in Pakistan on the occasion of Guru Nanak Dev Jayanti, to 10000 this year on his occasion of 550th anniversary. "In addition to the above, India has also asked Pakistan to permit and facilitate Nagar Kirtan to be organized by SGPC and Delhi Sikh GurudwaraPrabandhak Committee (DSGPC) at Gurudwara Nankana Sahib in July 2019 and then in October / November 2019 to mark the year-long celebrations of 550th Anniversary of Guru Nanak Devji," said a source. India has also urged Islamabad to not promote secessionist activities while carrying out work on the corridor meant to facilitate pilgrimage to the Kartarpur Sahib gurudwara in Pakistan.

Pakistan has agreed on a plan to overhaul instruction at madrasas or religious schools to bring the institutions closer into line with conventional schools and curb extremist teaching, Education Minister Shafqat Mahmood said on July 19, reports Daily Times. The plan is the latest effort to address longstanding concerns that the roughly 30,000 madrasas in Pakistan provide a haven for extremist teaching with a rigid curriculum based around religious studies that fails to prepare students for employment after they graduate. Under the plan, agreed with the madrasa umbrella organization, Wafaq-ul-madaris, religious schools would be registered and helped to strengthen conventional teaching in subjects like English, science and mathematics. They would remain responsible for religious teaching and in exchange would have to commit to ensuring that extremist teaching was not part of the curriculum. “There will be no preaching of hate speech of any kind against any religion or sect,” Education Minister Shafqat Mahmood said.

Lijian Zhao, During the meeting, said the China-Pakistan Economic Corridor (CPEC) project would prove to be a game-changer in the region and that it would bring a revolution in the development of Pakistan. Zhao said that with its completion the CPEC project would give a boost to Pakistan’s trade and strengthen the country’s economy. The economic corridor project would be beneficial not only for Pakistan, but also for the entire region, he added. "We were fighting the US war on terror. Pakistan has nothing to do with 9/11. Al-Qaida was in Afghanistan. There were no militant Taliban in Pakistan. But we joined the US war. Unfortunately, when things went wrong, where I blame my government, we did not tell the US exactly the truth on the ground," Khan said. Part of the reason for this, Khan explained to the lawmakers, was that the Pakistani Governments were not in control. "There were 40 different militant groups operating within Pakistan. So, Pakistan went through a period where people like us were worried about could we survive it. So, while the US expected us to do more and help the US win the war, Pakistan at that time was fighting for its own existence," he said.

Pakistan Prime Minister (PM) Imran Khan’s admission that “30,000 to 40,000” militants - trained in Afghanistan and Kashmir - are still operating in Pakistan, may become a serious issue for Islamabad with the Financial Action Task Force (FATF), Government of India sources said in New Delhi, reports The Hindu. The sources indicated that India was considering making the remarks a part of its submission ahead of the next meeting in October of the international terror financing watchdog. Earlier, speaking at a think-tank in Washington on July 23, Imran Khan said though Pakistan’s Government had launched a “National Action Plan” against terrorism after the Peshawar school attack in December 2015, implementation began only after his Government came to power last year. “Until we came into power, the governments did not have the will to [implement the National Action Plan], because if you talk of militant groups, they still have about 30,000-40,000 people who are armed and who have been trained in some sort of a theatre, who fought either in Afghanistan or maybe in Kashmir,” Imran Khan said at the United States Institute of Peace, in the first clear admission by Pakistan that thousands of terrorists and training camps which have been active in Kashmir, still operate in Pakistan. Later in the day, He also pointed to the existence of at least “40 militant groups” in the period after the 9/11 attacks in 2001. Imran Khan’s remarks contradict the Pakistan Army’s position on the existence of terror groups.
