The Ministry of External Affairs (MEA) issued a statement on January 3, saying members of the minority Sikh community in Pakistan have been subjected to acts of violence at the holy city of Nankana Sahib. The statement said, "India strongly condemns these wanton acts of destruction and desecration of the holy place, we call upon the Government of Pakistan to take immediate steps to ensure safety, security, and welfare of the members of the Sikh community." The statement further said, "Strong action must be taken against the miscreants who indulged in desecration of the holy Gurdwara and attacked members of the minority Sikh community". The MEA’s statement comes following the reports of vandalism and stone pelting at the Gurdwara Nankana Sahib Gurdwara Nankana Sahib on January 3, by a group of locals, led by the family of a man who had allegedly abducted the daughter of an official of the Gurdwara.

Holding of local-Government polls in Khyber Pakhtunkhwa (KP) seems impossible in the next couple of months as so far, the Government has not taken the required steps for the purpose, reports Dawn on January 6. They further said that the Government so far did not frame delimitation rules for holding the polls. The Government could not hold elections within the stipulated 120 days since the expiry of the last elected local bodies on August 28, 2019. Official sources said that there was no possibility of holding polls in the near future. However, Provincial Information Minister, Shaukat Yousafzai told Dawn that the Government desired to start electoral process in March, 2020. He said that till that time all legal formalities would be fulfilled.

Official sources say almost 50 per cent (4,000) CCTV cameras are offline at a time when Lahore prepares to host some games of the Pakistan Super League and possibly the Bangladesh cricket team matches. Anti-Terrorism Court (ATC) in Rawalpindi on January 17 has sentenced 86 members of Tehreek-e-Labbaik Pakistan (TLP), including TLP chief Khadim Hussain Rizvi's brother Ameer Hussain Rizvi and nephew Mohammad Ali, to 55-year prison terms each for taking part in violent rallies in 2018 over the acquittal of a Christian woman in a blasphemy case, reports Daily Times. The trial had lasted for over a year. Additionally, the court ordered the convicts to collectively submit Rs 12,925,000 and directed authorities to seize their moveable and immoveable assets. The court was hearing a case registered in the Pindighep Police Station against TLP workers who held violent protests and clashed with the Police over the arrest of party chief Khadim Hussain Rizvi in 2018. Pir Ejaz Ashrafi, a senior leader of TLP, said the sentences will be appealed. “Justice has not been done,” Ashrafi said. “We will challenge the verdicts,” he added.

The editorial board of an online magazine, Balochistan Times, of which Hussain was the chief editor, publicly shared the news on March 28 that he had been missing from the Swedish city of Uppsala since March 2 and that a formal case had been filed with the Swedish police on March 3. “As of today (March 28), there is no clue about his whereabouts and well-being. The police have not shared any progress in the investigations with his family and friends,” read the press statement. His brother Wajid Baloch told Dawn that they had waited out 14 days thinking that Sajid might have been stuck in quarantine somewhere, but they opted to break the silence after so many days had passed. Hussain had left the country some eight years ago after receiving death threats. His wife Shehnaz told Dawn that he had worked on the issue of enforced disappearances in Balochistan, but his report exposing a top drug lord Imam Bheel in 2012 led to some threats. Pakistan authorities acknowledge the presence of only 19 terrorists who figure in the UNSC 1267 Sanctions List. For the rest, they have told the UNSC that they cannot locate them due to insufficient information.The UNSC 1267 Sanctions List has 130 names from Pakistan.Islamabad, however, acknowledges the presence of only 19 of them including Lashkar-e-Taiba (LeT) founder and chief Hafiz Saeed. She was acquitted last year.“USCIRF is aware of nearly 80 individuals who remained imprisoned for blasphemy, with at least half facing a life sentence or death,” it further said in the report.Highlighting the plight of Ahmadiyya Muslims, the panel said in its reports, “Ahmadi Muslims, with their faith essentially criminalised, continued to face severe persecution from authorities as well as societal harassment due to their beliefs, with both the authorities and mobs targeting their houses of worship.”It also said that 1,000 women are forcibly converted to Islam each year in Pakistan. “Many are kidnapped, forcibly married, and subjected to rape.”

From the past few years, HRCB has been actively working in Balochistan to collect information about the ongoing human rights abuses and report them to the international media and organizations. They employ “a network of volunteers and supporters” that assemble and communicate information from the remotest corners of Balochistan. Stanczak had been abducted from Attock, near Rawalpindi, in September 2008 and a case was registered with Basal Police Station against the unidentified kidnappers. The CTD Punjab and the ISI made the arrest when they obtained intelligence reports about the arrival of duo in Rawalpindi to commit a terrorist act. The raiding teams recovered explosives from their possession. After this breakthrough, the case of kidnapping and subsequent murder of Piotr for investigation has been re-opened some 12 years after its registration. A senior official privy to the development said the terrorists had held Piotr Stanczak captive for more than four months. He said a seven-minute horrific video was delivered to reporters in February 2009 that showed execution of the Polish engineer by unknown militants. “During interrogation, Kaleemullah confessed that he had taken part in beheading of Piotr Stanczak while Farid Khan said he had kept him in his custody in Darra Adam Khel for several days [before beheading]”, an official stated.

According to the details received by The Balochistan Post, BRA cadres killed a person, identified as Shoaib, who was said to be a member of state backed local Death Squad. According to Baloch political and social circles, death squads have been formed in Balochistan under the auspices of Pakistani intelligence agencies and the Army. Individuals belonging to these groups were openly allowed to commit theft, robbery and other crimes. Meanwhile, BRA claimed the responsibility for the killing of Shoaib. The BRA ‘spokesperson’, Beebagr Baloch, in a statement released to the media, has said that Shoaib had been active in abduction of Baloch civilians, theft and extortion in the area for the last five years, under state patronage. A man, identified as Zubair, the son of Dilmurad, was shot dead by Baloch Republican Army (BRA) cadres in front of Civil Hospital in Chitkan Bazaar of Panjgur District in Balochistan on June 16, reports The Balochistan Post. According to details, the incident took place in front of Civil Hospital where Zubair was severely injured by the firing of unidentified motorcyclists. Later he succumbed to his injuries. BRA claimed the responsibility of the attack. The statement released by the VMPS said that Pakistani forces have been raiding the homes of political activists across Sindh for past two days, arresting them and making them disappear. According to reports received so far, more than 50 Sindhi nationalists have been arrested and disappeared. SFs conducted a search operation at the houses of Sindhi nationalist leader Asghar Shah’s brothers, sisters, uncles and other close relatives from Syed Mohalla in Dokri city of Larkana District and subjected women and children to severe torture. During the operation, forces arrested Asghar Shah’s cousin Zahid Shah, nephew Imdad Shah, and a relative Rashid Shah and transferred them to an unknown location, statement read Whereas, the Pakistan Rangers (Sindh), Police and intelligence agencies raided the house of another nationalist leader, Zulfiqar Khaskheli’s brother in Jamshoro District. Writing for The Jerusalem Post, geopolitical analyst Preity Upala has said that the China Pakistan Economic Corridor (CPEC), the most vital project of China’s “expansionist” Belt and Road initiative, will be a ‘trillion-dollar blunder’, The Balochistan Post reported on June 23. Preity Upala, a political editor and analyst specialises in geo-political strategies, international affairs, conflict resolution and counter-terrorism, has said that CPEC is “‘colonial’ adventure that will never bear fruit.” She said that China had initiated the CPEC project under the intention of buttressing Pakistan’s unstable economy and to modernise its infrastructure but the unsustainable national debt, soaring trade deficit and the high inflation rate indicate that, instead of flourishing, Pakistan’s economy is plummeting. She said that the CPEC project’s initial cost had been calculated to be USD 47 billion but has now ascended to USD 87 billion. The debt quotient of this gargantuan project is said to be USD 80 billion, 90 per cent of which will be paid for by Pakistan as the national debt. Upala said that CPEC was launched under the false premise that a “nation needs these massive economic projects to be prosperous.” No one will be willing to pay for this project because no one would be able to extract money out of it. Pakistan will not be able to pay its 90 per cent share (USD 72 billion) of the debt quotient and China will seize the opportunity and infiltrate the Pakistani land. Pakistan will gradually lose sovereignty over its land. This project will not be a successful money-maker for China either. She claimed that there are ‘many’ reports from China that Pakistan is covertly trying to ‘sabotage’ the CPEC. The Chinese officials are frustrated by Pakistan’s inaction. “Like most adventures, there is no opacity”, she wrote. Pakistan will ultimately end up with an expensive infrastructure that it cannot survive. “It will be known as a ‘trillion-dollar blunder’”, she added.

The counter-terrorism committee deals with individuals, groups, undertakings and entities linked with al Qaeda and ISIS. Earlier, in September 2019, Islamabad and Beijing had moved a joint proposal, seeking to declare Venumadhav Dongara, a Kabul-based Indian engineer, as an internationally-wanted terrorist for supplying weapons, ammunition and explosives to a terrorist group which allegedly attacked the Camp Badaber, an airbase of Pakistan Air Force in Peshawar, in 2015. The move was, however, put on technical hold by Washington D.C., citing “lack of evidence”, who, subsequently, vetoed the proposal. Pakistan’s Foreign Office expressed disappointment over the decision. FO Spokesperson Aisha Farooqi, in a statement, said: “We are disappointed that Pakistan’s proposal to designate Venumadhav Dongara as a terrorist has been objected to.” Pakistan had also proposed the designation of four other Indians under the sanctions list, namely Dongara, along with Ajoy Mistry, Gobinda Patnaik, and Angara Appaji. “These Indian nationals were financing, sponsoring and organising terrorism inside Pakistan by providing financial, technical and material support to terrorist groups including Tehreek-e-Taliban Pakistan (TTP), Jama’at-ul-Ahrar (JuA) and others,” the statement said.

The Sindh Government on July 2 issued an order to detain four persons convicted in the kidnapping and killing of a United States (US) journalist Daniel Pearl, whose sentences were overturned by the Sindh High Court (SHC), earlier in April, reports Dawn. Two officials in Central Prison Karachi and the Sindh Home Department, which issued the order, said, while speaking on condition of anonymity, that a British Pakistani national, Ahmed Omar Saeed Sheikh, as well as the co-accused, Fahad Naseem, Sheikh Adil and Salman Saqib, will be detained at the prison till September 30. The move comes days after the Supreme Court paved the way for Sheikh's release by rejecting a Government request for an immediate hearing of an appeal against his acquittal in the 2002 murder of US journalist Daniel Pearl. The order of detention has been issued under Section 11-EE of the Anti-Terrorism Act of 1997. It empowers the Government “to arrest or detain suspected persons.”

The 27-page report released by the Sindh Government, states that the fire was started in the factory for non-payment of PKR 200 million as extortion. According to the report, Muttahida Qaumi Movement (MQM)’s Hamad Siddiqui and Rehman Bhola demanded extortion from the factory owner but the initial investigation had not mentioned the extortion anywhere in the FIR or in the investigation. The JIT has recommended withdrawing the previous FIRs and filing of new FIRs under terrorism provisions in its report and also recommended including the names of Rehman Bhola, Hamad Siddiqui, Zubair Charia in the new FIR. The JIT has also recommended including the names of Qadari, Dr Abdul Sattar, Ali Hassan Qadri, Iqbal Adib Khanum and four unidentified persons in the FIR. It has also recommended to cancel the passports of the accused and put their names on the ECL. According to the details, RSF claims of obtaining a facsimile of a ‘leaked’ memo of the Pakistani Government that names six journalists – five Pakistanis and one Afghan – of damaging Pakistan’s ‘foreign interests.’ The memo accuses the aforesaid journalists of disseminating “rhetoric against Pakistan” and of being “involved in various activities in Europe and America which are seriously damaging Pakistan’s foreign interests abroad.” The leaked memo, according to RSF, accuses the journalists of “either participating in anti-Pakistan activities or producing anti-state content” for foreign media under pseudonyms. The restoration of bank accounts has taken place following formal approval of the Sanctions Committee of the United Nations Security Council (UNSC). The other members of JuD who got their bank accounts restored include Abdul Salam Bhuttavi, Haji M Ashraf, Yahya Mujahid and Zafar Iqbal. All of them are UNSC’s enlisted terrorists though and currently facing sentences ranging one to five years in Lahore jail for terror financing cases filed against them by the Punjab Counter Terrorism Department (CTD). The Sindh Home Department on July 15, extended the detention order of Ahmed Omar Saeed Sheikh, the prime suspect in the 2002 kidnapping and murder of The Wall Street Journal reporter Daniel Pearl, and three other suspects for another three months, reports Pakistan Today. In April, 2020, the Sindh High Court (SHC) had overturned the murder conviction of all four suspects, the other three being Fahad Naseem, Sheikh Adil, and Salman Saqib who were earlier sentenced to life in prison, including British-born Sheikh, saying the murder charges against him were not proven. The Home Department said that the accused have been detained under Article 11EEE of the Anti-Terrorism Act, 1997, fearing the accused may form a new militant network if released from prison. The Supreme Court last month had refused the Sindh government’s request to suspend the SHC verdict to acquit the suspects. It also refused to immediately hear the appeal and instead said to hear it on September 25, 2020.

Prime Minister Imran Khan on July 24 expressed his firm resolve to end the “sense of deprivation” long felt by the people of Balochistan by launching a series of development projects to undo the neglect of decades in the province, reports Daily Times. “Ensuring complete peace, security and socio-economic development for the people of Balochistan are the key priorities of my government,” he said while chairing the second meeting of the National Development Council (NDC). The NDC’s first meeting was held in August 2019 after its formation in June that year. Ministry of External Affairs (MEA) Spokesperson Anurag Srivastava said India hopes that such participation in public events by a former UN-designated terrorist would not go unnoticed. Asked about reports that Pakistan got Hekmatyar to speak at an event of a Pakistani mission in Afghanistan, he said, "We have seen the media reports of the participation of the former UN-designated terrorist in an event organised by the government of Pakistan. This is nothing new, Pakistan not only harbours terror outfits, but also encourages them." In 2017, the United Nations removed Afghan warlord Hekmatyar from its list of designated terrorists, lifting the assets freeze, travel ban and arms embargo imposed on the insurgent leader who signed a peace pact with the Afghan government. JuA ‘chief’ Omar Khalid Khurasani and HuA’s ‘chief’ Omar Khurasani have pledged allegiance to TTP ‘chief’ Noor Wali Mehsud, the TTP said in their statement. JuA parted ways with the TTP in 2014 after developing differences with the then leader of the group, Mullah Fazlullah. It had even condemned the TTP’s 2014 attack on the Army Public School in Peshawar. Later, HuA was formed after the JuA split into two groups. Ehsanullah Ehsan, the former spokesperson for the TTP and JuA who escaped from Army’s custody in January 2020, told Samaa TV that JuA had parted ways with the TTP after developing differences over the organisational structure. “They demanded that our organisational structure should be similar to the Afghan Taliban and all decisions should be taken by an independent Shura,” Ehsan said. “And all groups should be given representation in it based on their capabilities.” Noor Wali Mehsud is different from other TTP leaders because he adopted a “reconciliatory policy” after becoming the TTP chief and assured the disgruntled groups of addressing their concerns, Ehsan said. JuA and HuA are not the only groups that have re-joined the TTP lately. Some commanders of the Shehryar Mehsud group and a faction of the Punjabi Taliban have pledged allegiance to Wali too. Some observers also credit Wali for TTP’s regrouping. Rifatullah Orakzai, a journalist based in Khyber Pakhtunkhwa who has interviewed several militant commanders in the past, says Wali has more control over the group as compared to Mullah Fazlullah. Wali became the TTP chief after the killing of Fazlullah in a US drone strike in Afghanistan in 2018. “People from Mehsud tribe were the main foot soldiers of the TTP when it was first formed,” Orakzai says. Wali was close to former TTP supremo Hakimullah Mehsud who was also killed in a US drone strike in North Waziristan in 2013. “Noor Wali was a member of Halqa-e-Mehsud (a powerful group within the Pakistani Taliban),” he says. Wali was a fighter but he has always been considered an Aalim (Learned) and a “politician” within the TTP. “He has also written a book. In his book Inquilab-e-Mehsud, he openly highlighted the flaws within the TTP that proves that he is capable of understanding the ground realities”, according to Orakzai.

Pakistan Government on August 19, proscribed a group identified as Khatam-ul-Ambia for being an offshoot of a banned organisation Ansar-ul-Hussain involved in terrorism under the Anti-Terrorism Act, 1997, reports Samaa TV. The National Counter Terrorism Authority (NACTA) added Khatam-ul-Ambia’s name to its list of proscribed organisations after the Federal Ministry of Interior issued the notification. The notification, however, didn’t reveal the name of the banned group that Khatam-ul-Ambia is an offshoot of. An official of the Federal Ministry of Interior, requesting anonymity, told Samaa TV that Khatam-ul-Ambia is an offshoot of banned Ansar-ul-Hussain. The organisation is based in Khyber Pakhtunkhwa (KP), added the official. Banned in December 2016, Ansar-ul-Hussain is a sectarian group believed to be recruiting Shia men in Kurram District and other areas in KP for fighting against IS (Islamic State) in Syria.

The decision is aimed at blocking them from creating a law and order situation in the month of Muharram. “The movement of these persons within their residing districts will be restricted for purpose of delivering any speeches within their respective districts,” read the notification. A notification issued by the law and human rights department said the Chief Minister had formed the District human rights committees under Section 4 of the Khyber Pakhtunkhwa Promotion, Protection and Enforcement of Human Rights Act, 2014. The committees will be headed by the respective deputy commissioners as their chairpersons and will comprise Superintendent of Police (investigation), Superintendent of Prisons, District officer (male/female) of the Education Department, District Health Officer, District Social Welfare Officer and two representatives of civil society to be nominated by the chairperson. The committees will monitor the overall human rights situation in the respective Districts, investigate the cases of human rights violations, visit jails for monitoring human rights of inmates, go to hospitals for assessing provision of facilities to visitors, visit places of detention (Police Stations) on complaint of torture, inspect schools, colleges and universities for creating rights awareness, visit orphanages and shelter homes, identify and recommend cases for the relief of the human rights violation victims through the relevant organisations, and mobilise local community and encourage their participation for promotion and protection of human rights.

In a briefing paper released on September 9, ICJ, a Geneva-based non-governmental human rights organisation, titled “Entrenching Impunity, Denying Redress: The Commission of Inquiry on Enforced Disappearances in Pakistan” regretted that the government body had documented a number of enforced disappearances, but failed to take a pragmatic approach to end the heinous crime and deliver justice to the families of the victims. Commission on Inquiry of Enforced Disappearances (COIED) was established in 2011 by the Pakistani federal government to track the whereabouts of the victims of enforced disappearances and trace the organizations or individuals responsible for these disappearances. The ICJ briefing paper provided an assessment of the performance of COIED in addressing the issue of enforced disappearances and evaluated the legal framework that the Commission operates under in the light of international law and standards.

According to the contents of the FIR reviewed by Dawn, the complainant, Javed Khan, a resident of Majeed Colony in Landhi, said that he is a machine operator at a factory in the Landhi area. The Government has frozen 964 properties of Jamaat-ud-Dawa (JuD) and Jaish-e-Mohammad (JeM), the Federal Interior Ministry informed the Senate (Upper House of Parliament) on September 16, reports The Express Tribune. The Federal Interior Ministry told the Senate that 907 of the frozen properties belonged to JuD and 57 to JeM. A total of 611 properties of JuD were frozen in Punjab, followed by 108 in Khyber Pakhtunkhwa (KP), 80 in Sindh, 61 in Azad Jammu and Kashmir, 30 in Balochistan and 17 in Islamabad Capital Territory (ICT). Similarly, eight properties of JeM were frozen in Punjab, 29 in KP, 12 in Azad Jammu and Kashmir, four in ICT, three in Sindh and one in Balochistan. The frozen properties of the JuD include 76 schools, four colleges, 330 mosques and seminaries, 186 dispensaries, 15 hospitals, 262 ambulances, a funeral bus, three disaster management offices, 10 boats, 17 buildings, a plot, an agricultural land and two motorcycles. The properties of the JeM frozen by the government include 53 mosques and seminaries, two dispensaries and two ambulances. Submitting the Federal Interior Ministry’s written reply to the Senate, Minister of State for Parliamentary Affairs Ali Muhammad Khan elaborated that the Provincial Home Departments had frozen the properties of proscribed organisations under the United Nations Security Council (Freezing and Seizure) Order, 2019 issued by the Federal Ministry of Foreign Affairs.

According to the inquiry report, at least four Army personnel, including a Major, were removed from the services by the military’s court of inquiry and five others were jailed for 28 days. Colonel Kashif, a representative of the Army, told the judicial commission that the officers and soldiers didn’t show negligence but the action against them was taken because they didn’t maintain Army’s highest standard while responding to the attack on the school. In October 2018, Supreme Court’s former chief justice Saqib Nisar had set up a one-man commission headed by Justice Khan. The commission was made after the parents of children demanded the authorities form a high-level inquiry commission to investigate the massacre. The judicial commission submitted its report in the Supreme Court in July. The commission recorded the statements of 101 witnesses and 31 Police and other officials of law enforcement agencies for its 3,000-page report. It was prepared by Justice Muhammad Ibrahim Khan of the Peshawar High Court.

President Marcus Pleyer announced the decision at a virtual press conference held after the body's three-day plenary session came to an end today. The FATF reviewed Pakistan’s progress on the 27-point action plan for addressing anti-money laundering and terror financing in its plenary session that started on October 21. In a statement issued after the plenary session concluded, the FATF said: "To date, Pakistan has made progress across all action plan items and has now largely addressed 21 of the 27 action items. As all action plan deadlines have expired, the FATF strongly urges Pakistan to swiftly complete its full action plan by February 2021." The statement added that Pakistan needed to work on four areas to "address its strategic deficiencies". These include: demonstrating that law enforcement agencies (LEAs) are identifying and investigating the widest range of terror financing activity, which target designated persons and entities, and those who act on the behalf/direction of the designated persons or entities; demonstrating that terror financing prosecutions result in effective, proportionate and dissuasive sanctions; demonstrating effective implementation of targeted financial sanctions against all 1267 and 1373 designated terrorists and those acting for or on their behalf; preventing the raising and moving of funds including in relation to non-profit organisations; identifying and freezing assets; and prohibiting access to funds and financial services; demonstrating enforcement against violation of terror financing sanctions, including in relation to NPOs, of administrative and criminal penalties and provincial and federal authorities cooperating on enforcement cases.

A University of Karachi laboratory on December 7 came to the conclusion that explosive material was used that caused the collapse of a multistorey building in Gulshan-i-Iqbal Town on October 21, killing nine people and injuring 22 others, reports Dawn. Initially, the Sindh Police’s Bomb Disposal Squad (BDS) had declared that the explosion was caused by gas leakage, however, Sui Southern Gas Company (SSGC) had denied it. Gulshan-i-Iqbal Town Station House Office (SHO) Safdar Mashwani said that the investigators had sent different pieces of evidence to KU’s HEJ Research Institute of Chemistry, including a piece of pipe. The officer confirmed that the Police have received report from the KU lab, which revealed that TNT explosive material was used in the blast. The officer said that in light of new findings, the Police would invoke the Anti-Terrorism Act and the case would be referred to the CTD for investigation as it was an act of terror.

To ensure security for the native Christian community during Christmas in the city, the Rawalpindi Police has devised a comprehensive security plan where some 3,800 Police personnel will be deployed at churches and other places, The Tribune reports on December 24. With the city witnessing a return of terrorism this year, the official said that security has also been tightened at the entry and exit points to the city with special checking ordered. A Police spokesperson said under the security plan, no one will be allowed to park their vehicles near Churches. Instead, the City Traffic Police (CTP) will make arrangements for parking vehicles of visitors while parking lots will be set up nearly 100 feet away from the churches. Further, Police officials in plain clothes and fully equipped uniformed officials will be deputed at and near Churches and public places, he added. Sharpshooters will also be deployed on the rooftops on buildings adjoining churches.

On December 25, US State Department has expressed its “deep concerns” over the Sindh High Court (SHC) order to immediately release the four men accused of kidnapping and murdering Wall Street Journal’s former South Asia bureau chief Daniel Pearl in 2002, reports Express Tribune.“We are deeply concerned by the reports of the December 24 ruling of SHC to release multiple terrorists responsible for the murder of Daniel Pearl. We have been assured that the accused have not been released at this time,” the State Department said in a series of posts on Twitter.It said the US understood that this case is ongoing in the Supreme Court of Pakistan, adding that it will “follow it closely”. “We continue to stand with the Pearl family through this extremely difficult process. We continue to honour Daniel Pearl’s legacy as a courageous journalist,” it added.
