The Election Commission (EC) on January 12 convened an all-party meeting on January 15 to discuss various issues related to election, including the forthcoming National Assembly (NA) election, reports Khabar Hub. According to EC Spokesperson Shaligram Sharma Poudel, the Commission has called an all-party meeting for 11:30 am on January 15. EC has called 17 parties which have their representatives in the federal Parliament, province assembly and local levels for the meeting. Elections are being held for 19 members of the NA on January 26. The commission has also started preparations for the local elections to be held in April.

The ruling alliance secured victory in 18 of the 19 seats in the elections held for the members of National Assembly (NA) on January 26, reports Republica. Except for the victory of one of its members in Province 1, the main opposition party, Communist Party of Nepal-Unified Marxist-Leninist (CPN-UML) lost seven seats in the remaining other Provinces. The election was held after the four-year terms of 19 NA members expired recently. A total of 43 candidates contested in the polls for 19 seats that include seven under women cluster, three under Dalit cluster, two under physically disabled and minority cluster and seven under various other clusters.

In the meeting, EC officials recommended May 18 as a suitable date for local level elections as the term of local level representatives expires on May 19, 2021. “Holding election before the term of the local level representatives is the constitutional duty of both the government and the EC,” the EC said.

According to a notice issued by the EC, the political parties have to get registered in the office of EC by February 27. The local level elections will be held on May 13. Those parties willing to take part in the elections have to get registered within the given deadline. Currently, as many as 103 political parties have been registered in the EC. They have to register their parties for taking part in the elections as per the provision.

Talking to media persons, EC Spokesperson Shaligram Sharma Poudel said that the conflicting statements made by political leaders regarding the election had drawn their attention as the preparations for holding the local elections have reached the final stage. The Office of the Returning Officer informed that the candidates were elected undisputed when those registering their nominations for May 13 local election withdrew their candidacies on April 29. According to Returning Officer Bholaraj Regmi, the candidates elected unopposed were four from the Communist Party of Nepal-Maoist Centre (CPN-Maoist Centre) and an independent candidate.

The Election Commission (EC) has warned of taking stern action against those involved in spreading misinformation and disinformation and hate speech against political parties and election candidates on social networking sites in view of the upcoming local level elections, reports My Republica on May 2. While noting that such incidents are on the rise in digital spaces, the EC urged every one not to misuse social networking sites to assassinate characters and spread rumors as such acts likely to impact the outcome of elections. In order to monitor the use of social networking sites in the election, the EC has formed a task force, comprising cyber experts of security agencies. The EC, however, has expected that misuse of social media would be reduced with its stern warning that no activities that affect election outcome would be allowed. The Election Code of Conduct, 2078 BS has stated that if the social networking sites were used by ignoring the election code of conduct, EC would take action as per Section 23 of Election Commission Act, 2073, and Election (Crime and Punishment) Act, 2073, according to EC Spokesperson and Joint Secretary Shaligram Sharma Poudel. In addition to this, the EC has initiated a process to contact the offices of Facebook, Twitter, TikTok, Viber and Google in a bid to effectively regulate social networking sites as per Election Code of Conduct, 2078.

According to the Provincial Police Office, Polling Officer Krishna Prasad Acharya and his aide Kawa Rokaya were injured in the clash that took place at Mahadev Secondary School at Chakheli Rural Municipality-2. Police fired eight rounds of bullets to control the crowd, said Provincial Police Chief Rajesh Nath Bastola. A similar clash occurred at Adanchuli in Humla. Rautahat Police, on May 20, have arrested a person involved in running away with the ballot boxes after a dispute broke out during the local level election at Jethahariya polling station of Yamunamai village in Rautahat District on May 13, reports My Republica. The person has been identified as Chandeshwor Baitha (46), of Yamunamai Rural Municipality-2, is a former Police constable and has spent time in jail for his involvement in smuggling at the airport. The Police arrested Baitha from his house where he had been hiding. According to the District Police Office, Rautahat, Baitha has been presented before the Rautahat District Court for legal action under the Election Offenses and Punishment Act 2016.

The Social Media Sites Monitoring Committee of the Election Commission (EC) has reviewed the use of social sites and digital media during the local level elections held on May 13, at the committee's meeting held on May 25, reports My Republica. Secretary at the Election Commission Gokarna Mani Dawadi, who is also the committee's coordinator Gokarna Mani Dawadi, concluded that the committee's work was highly effective despite limited time and resources available. The Committee could carry out more effective work in the coming election by learning from difficulties surfaced in election-related arrangements and existing laws, he said. Marking the beginning of the central-level review of the recently held local level election in Kathmandu on June 30, Thapaliya said it was EC's responsibility to conduct the polls but a decision on the election date is yet to be taken. Stating that fencing the vote counting sites was a compulsion and was done citing insecurity in the local level polls, the CEC said it is unfortunate in a democracy. The EC has already concluded its review meetings of the local level polls in all seven provinces.

Although there were concerns that the formation of a new party as independent could cause problems for independent candidates, the EC decided to register the party saying that the word ‘independent’ does not violate conditions set by the EC for the registration of a new political party. The new party has received ‘bell’ as its election symbol from the EC. NIP Coordinator Lamichhane has announced his intention to contest in the upcoming federal election scheduled for November this year. All political parties, on August 9, have reached an agreement to implement a majority of the recommendations given by the Parliament Select Committee to Identify Appropriate Reforms of the Election Laws and the Electoral System, reports Colombo Page. The decision was reached during a discussion held Monday between the representatives of the Election Commission and the secretaries of the political parties representing the Parliament. It has also been agreed to adopt and immediately implement some of the recommendations before holding the next election. Among the recommendations agreed to implement immediately are control of election expenses, the provision of early voting, and the establishment of special polling centers on polling day, strengthening female/youth representation in public institutions, and enforcement of media regulations for all media during the polling period. Another recommendation agreed upon was validating the code of conduct issued by the Election Commission until the end of the term of office of the members of public representative bodies and giving it legal power.

Communist Party of Nepal-Maoist Centre (CPN-Maoist Center) and Nepal Socialist Party (NSP) have been jointly registered as parties on August 16 at the Election Commission (EC) for the November 20 elections to the House of Representatives (HoR) and Provincial Assemblies, reports My Republica. Both the parties agreed during the Maoist Standing Committee meeting held at the central party office of CPN-Maoist Center in Paris Danda to contest the election under the same symbol in the upcoming elections. The meeting also decided to allow Baburam Bhattarai to contest the election on the Maoist Center’s election symbol. NSP Chairman Bhattarai and CPN-Maoist Center Chairman Pushpa Kamal Dahal supported the idea of contesting with the same election symbol in the upcoming federal and provincial assembly members elections. In the local elections held on May 13, ballot papers were printed with additional election symbols for parties registered for election and independent candidates. When the ballot paper was printed in that way, the ballot papers became large and the number of blanks was also increased. Shaligram Sharma Paudel, the spokesperson for the Election Commission (EC), informed that the ballot papers will be printed by including the election symbols of the candidate who will be the first to be elected in the upcoming federal and provincial assembly elections and the candidates who will be elected (directly) and the parties which will be running for the proportional system. The Commission has said that 165 types of ballot papers will be printed for the federal government, 330 for the provinces, seven for the seven provinces and one for the proportional electoral system. The Commission has prepared for proportional suffrage by including four separate ballots, marking places, and ballot boxes in the polling station, and including temporary voters in the temporary voter list including employees working in the election, security personnel, prisoners, voters in old age homes operating with approval.

EC said that when the date of the election has been announced, conducting programs that are not part of the government's plan will affect the fairness of the election. EC’s Assistant Spokesperson Surya Prasad Aryal made it clear that the plans mentioned in the budget will not be stopped. He said that the commission is emphasizing on maintaining the sanctity of the election. Thereafter, the designated official to register voters list will allocate time to make claims and objections over the electoral roll. Under this, things like correction of errors in details on the electoral roll, removal of names from the voters’ list, change of address and polling stations and removal of duplicate names will take place. The voters will be given time for a clarification when a complaint about fake details has been filed. The authorities concerned have been asked to complete the campaign and send the details to the EC within September 9. The Election Commission (EC) has completed the printing of 40 per cent of ballot papers for the first-past-the-post (FPTP) system under the elections to the House of Representatives (HoR) and provincial assemblies (PA), reports My Republica on October 24. Towards the proportional and FPTP electoral systems, around 70 percent of the total required ballots have been printed. Now, the shipment of PR ballot papers goes on. According to EC's Assistant Spokesperson Kamal Bhattarai, the printing of 1,067,500 ballot papers for election under the FPTP system has been completed. Of the readied ballots, 8,700,000 are for the HoR elections and 8,057,000 ballot papers are meant for the PA elections. Around 40,000,000 ballot papers for the PR electoral system have been already printed. For the PR system, ballot papers have been already transported to 68 districts. The number of total voters for the twin elections is 17,985,070 and one voter is required to vote on four ballot papers for the twin elections under the both systems. Around 80,000,000 ballot papers are required for the voting of twin elections taking place on November 20 in a single phase.

Expressing its concern over the ‘No, Not Again’ campaign directed against a section of top political leaders in social media platforms, the EC held a meeting involving experts and officials concerned on October 28. A Task Force of the EC has started the search operation to find out those responsible for the controversial campaign in social media. EC officials said the participants of the Friday (October 28) meeting even suspected that cadres and leaders of political parties could have been involved in the misconduct to defame the contesting candidates. “Many political leaders even suspected the involvement of other members from their own group for the misconduct,” said the EC source. Issuing a press statement earlier last week, the EC said that it had taken cognizance of some social site users publishing misleading and biased contents and giving offensive statements against candidates vying in the upcoming elections. The election body had also warned of taking stringent action against those involved in such acts.

The seven-point instructions were forwarded to the Office of the Prime Minister and the Council of Ministers to communicate it to the central government, provincial government and the relevant bodies at the local level. In the directive, the EC has called for the easy access of the transport during the election, especially making it regular and reliable to the office of the Chief Returning Officer at the district headquarters and the place where the office of the Returning Officer is located. In addition, the roads and other physical infrastructure leading to the designated polling places and polling centers should be maintained in good condition. In the second phase of the electioneering from today till November 17, the parties and candidates are allowed to organize rallies, mass assemblies and corner meetings in the course of electioneering. CEC Thapaliya said this while addressing a press conference the EC organized on November 2, a day before the second phase of the election campaign commences. He said that the EC has so far asked for clarifications from 71 individuals and organizations in connection to the violation of the election code of conduct and they are in the process of responding to that. The Federalism Implementation Study and Monitoring Committee under the National Assembly (NA) has furnished 99-point recommendations in 12 different themes, reports My Republica on November 4. Committee Coordinator Khimlal Devkota shared that the Office of the Prime Minister and Council of Ministers was recommended to amend the explanation of duties and responsibilities of three tiers of Governments, reasoning that there was no clarity on their jurisdiction. Likewise, the committee has recommended the Ministry of Law, Justice and Parliamentary Affairs to limit the number of province ministers to 10 percent of total assembly members, also taking into consideration that it would not be lowered to five in minimum. The committee has noted that public trust has eroded towards federalism due to increasing administrative costs with the rise in the number of province ministries and ministers. The committee has also recommended the Ministry of Home Affairs to complete Police adjustment acknowledging the independent power of the province to look after provincial police and law and order in the province. Also recommended is to make temporary management of province and local level employees. The Ministry of Federal Affairs and General Administration has been recommended to immediately resolve the problems surfaced in performance in lack of employees at province and local levels. The report has recommended reducing the number of employees at the federal level by half. The committee has also instructed the Government to put in place legal and policy arrangements to keep the employees at province and local levels. The report has furnished 33-point recommendations related to fiscal federalism. Among the areas of recommendations are assurance of the rights of different groups including women, constitution of joint committee and implementation of the committee directives, decentralization plan, good governance, service delivery and implementation of fundamental rights, federalism execution action plan, execution of constitutional commissions' recommendations, administrative federalism, intergovernmental coordination and collaboration.

Mahottari Police arrested seven persons who were spreading propaganda against the election from Balawa-7, Banouta Tole in Mahottari District in Province No 2 of Nepal on November 15, reports My Republica. Superintendent of Police (SP), Krishna Pangeni said that they were arrested from Balawa-7, Banouta Tole of Mahottari on charges of being involved in anti-election activities. According to the Police, six people including Birendra Yadav, Rajeshwar Yadav and other central members of Communist Party of Nepal-Maoist-Revolutionary (CPN-Maoist-Revolutionary) Party led by Mohan Vaidya and the driver of a vehicle were arrested. Anti-election pamphlets and miking materials and the Tata Sumo vehicle used by them were also seized by the Police.

The commission warned the candidates and cadres of the upcoming election that section 24 (5) of the Election (Offenses and Punishment) Act states that no campaigning activity can be done 48 hours before the election. Talking to News Agency Nepal on November 15, Election Commissioner Ram Prasad Bhandari said that no program related to election publicity can be held in the 48 hours duration before the polling. He said, “Section 24 (5) of the Election (Offenses and Punishment) Act prohibits any election-related programs from 48 hours before the election. Such programs are prohibited.”

There is a need for the ruling alliance to win the polls to ensure the rights of the deprived social class, geography and indigenous people, said the former prime minister. Dahal, in a video message, urged all voters to exercise their right to vote and make the coalition victorious. "The responsibility of making Nepal prosperous through people's access to education, health and employment opportunities and a self-reliant economy has fallen on our shoulders. There is no room for excuses," he said. Chairman Dahal stressed the need for a pro-change force to lead the next Government to realize these dreams, and said, "For ending regressive forces and corruption, and pursuing the journey of socialism through a prosperous Nepal, I want to appeal to all the voters to vote for candidates from the alliance under the first-past-the-post system and for the Maoist Center (whose election symbol is 'a hammer and sickle within a circle') under the proportional representation system."

Bajura Assistant Chief District Officer Lokendra Bista said, the condition of one person is serious, while the injured have not been identified. On November 20, an assistant polling officer, identified as Prem Bhandari, and an army officer, Arjun Uparkoti, were injured in a clash at the Devkota Basic School Unapani polling station of Sarkegad Rural Municipality-3 in Humla District (Province No. 6) of Nepal, reports Khabar Hub. The Police fired 17 rounds in the air to control the situation at the polling station. The results so far shows that 19 Ministers from the Federal and seven Provincial Governments, who contested election under the First Past the Post (FPTP) electoral system for the members of the House of Representatives (HoR) and Provincial Assemblies elections were defeated, and some of the ministers, who have become candidates, have yet to receive their results. Five incumbent ministers of the Federal Government have been defeated, which include, Culture, Tourism and Civil Aviation Minister Jeevan Ram Shrestha, Energy, Water Resources and Irrigation Minister Pampha Bhusal, Youth and Sports Minister Maheshwor Jung Gahatraj, Water Supply and Sanitation Minister Umakant Chaudhary and State Minister Umesh Shrestha. The EC meeting held on November 27 took the decision that it would conduct election again at voting centers 'a' and 'b' of Putalikath of Janajyoti Secondary School in Baiteshwori Rural Municipality-2; at voting centers 'a', 'b', and 'c' of Kalidhunga Secondary School at ward no 3 of same rural municipality. Other centers to have the election again are 'a', 'b' and 'c' of Baiteshwori Secondary School at ward no 6 of the same rural municipality, and voting centre 'a', and 'b' of Health Post building Japhe in Tamakoshi Rural Municipality-3. The EC said the voting was not held in a free and fair atmosphere in the above-mentioned centers on November 4, for which the office of the chief returning officer in Dolakha has been directed to hold voting again within four days.

Chairman, Nepal, while talking to journalists at the end of this party’s Secretariat meeting on November 29, said that the stance of the party, a member of the current ruling coalition which also contested the parliamentary and provincial elections as an alliance, means it would be easy for the coalition to form the next government. The ruling coalition comprises the Nepali Congress (NC), Communist Party of Nepal-Maoist Centre (CPN-Maoist Center), CPN-Unified Socialist, Rastriya Janamorcha and the Loktantrik Samajbadi Party (LSP). Despite the electoral alliance, the CPN-Unified Socialist has won just 10 seats in the federal parliament and 14 seats in various provincial assemblies. The party is struggling to retain its status as a national party for which it must garner at least three percent of the popular votes in parliamentary elections. "I don't see the possibility of a leftist alliance forming a government," he said, "We have decided to continue our partnership with the ruling coalition."
