After the Centre's nod, the Meghalaya Government on March 11 initiated the process to hold formal talks with the banned militant outfit Hynniewtrep National Liberation Council (HNLC), reports Assam Tribune. A senior official of the Meghalaya Home Department said that the State Government has appointed retired IAS officer Peter S. Dkhar as the interlocutor for facilitating the talks with the HNLC, which also last month offered to hold peace talks with the Centre and the Meghalaya Government without any pre-conditions.

The extension in ceasefire, which was to come to an end on May 30, indicates significant progress in talks between the two sides in the Afghanistan capital Kabul, sources familiar with the development said. Sources told Dawn that the two sides had agreed to extend the ceasefire and continue peace talks following separate meetings with Mullah Muhammad Hassan Akhund, Acting Prime Minister of the ‘Islamic Emirate of Afghanistan (IEA)’ at his office the other day. These sources said that in his meetings with the two sides, the soft-spoken septuagenarian leader expressed his desire that the talks and ceasefire should be allowed to continue without any cut-off date. No official statement has been issued so far regarding the indefinite extension in ceasefire but Dawn has been able to get confirmation of this significant development.

The ceasefire reached between the Army and the Tehreek-e-Taliban Pakistan (TTP) on the account of Eidul Fitr has been extended by the latter for another five days, The Express Tribune reported on May 11. There will be a ceasefire till May 15 between the two sides. The TTP announced this in an order issued by its military commission on May 10. The militant outfit also warned its fighters against defying the order, directing them to avoid skirmishes with Security Forces (SFs) till further orders. According to the order, the ceasefire will remain in place till May 15 and new directives will be issued on May 16. It may be noted here that the Taliban and the military had reached a ceasefire on account of Eid for 10 days. The terms and conditions of this truce have not been released either by the TTP or the military. Earlier on May 7, a grand Jirga (tribal council) in South Waziristan formed a 35-member committee to broker talks between the Army and the TTP after the deadline given by SFs to evacuate the area in order to carry out an operation to cleanse it of threats expired. The Army had given a deadline to the Mehsud tribe to evacuate the area so that they could conduct an operation.

"Talks are under way between the committees of the TTP and the government of Pakistan," he said in the statement, adding that the Islamic Emirate of Afghanistan — the Afghan Taliban — was mediating between the two sides. Khurasani went on to say that a 32-member committee of the Mehsud tribe in South Waziristan and a 16-member committee from the Malakand division also held talks with the TTP on May 13 and 14. "The committees called for a ceasefire by both sides in light of the ongoing talks. Therefore, keeping in view the demand, both sides have announced a ceasefire until May 30,” he added.

To extend peace talks between Government and Tehreek-e-Taliban Pakistan (TTP), a 50-member Jirga of notable tribal leaders will fly to Kabul for substantive talks with the TTP based in Afghanistan, The News reported on May 31 quoting Jirga members. Former senator Maulana Saleh Shah will preside over the Jirga. The Jirga consists of tribal elders from South Waziristan, North Waziristan, Orakzai, Kurram, Khyber, Mohmand, and Bajaur, as well as the Malakand Division. Barrister Muhammad Ali Saif, who led the tribal elders, dispelled the impression of a deadlock in the talks and told Dawn that the three-day talks were held in a “conducive environment” in which both sides addressed each other's reservations. “The negotiations did not fail but are continuing. Failure and success will be judged when the process reaches an end," he said, clarifying that the talks would fail when either side decides to halt the process. "But this is not the case," he added. “We had interactions with the TTP and the officials of the Islamic Emirate. We met the TTP separately and also together with the officials of the Islamic Emirate,” he added further. She made the call while delivering her speech in the 77th session of the United Nations General Assembly (UNGA). “Not a single Rohingya was repatriated to their ancestral home in Myanmar, despite our bilateral engagements with Myanmar, discussions with partners in trilateral format and engagements with the UN and other partners to assist Myanmar to create necessary conditions for safe and dignified repatriation,” she said. The PM said the ongoing political turmoil and armed conflicts in Myanmar has made the Rohingya repatriation more difficult. She said the prolonged presence of the Rohingyas in Bangladesh has caused serious ramifications on its economy, environment, security, and socio-political stability. She expressed concern that this situation could potentially fuel radicalization.

A three-day Border Co-ordination Conference (BCC) was held from December 7 to December 9 between the Inspectors General of the Border Security Force (BSF) of India and Region Commanders Border Guard Bangladesh (BGB) of Bangladesh at Agartala in Tripura, reports The Mizoram Post. The two sides reiterated to jointly deal with crimes, transborder issues and illegal activities along the Indo-Bangladesh international border. BSF's Tripura frontier Inspector General Sumit Sharan, who led the 12-member Indian delegation to the BCC, said that special emphasis was given to focused issues particularly insurgent activities, various trans-border crimes including smuggling of contraband items like drugs, narcotic substances, border violations, pending infrastructural and developmental work and Coordinated Border Management Plan (CBMP). NACTA made these revelations in a document presented to the participants of a meeting of the Senate Standing Committee on Interior. During the session, Jamaat-e-Islami Pakistan Senator Mushtaq Ahmed raised concerns over the rising terror incidents in the country. In a document presented before the committee, a copy of which is available with Dawn, the security body said: “Peace talks emboldened the militants and their presence in Swat can be attributed to their efforts to gain the pulse of locals and response by the state.” It pointed out that the US withdrawal from Afghanistan last year “gave impetus” to TTP activities with its base intact in the neighbouring country.

The Government of India and the Government of Manipur entered into a ‘Cessation of Operation’ Agreement with the Zeliangrong United Front (ZUF) on December 27 in New Delhi, reports Imphal Free Press. State Chief Secretary Rajesh Kumar signed the Cessation of Operation Agreement on behalf of the Manipur government in the presence of Nongthombam Biren Singh, the Chief Minister of Manipur. The agreement mentioned that ZUF representatives have agreed to abjure violence and join the peaceful democratic process. It will also provide for the rehabilitation and resettlement of the armed cadres of ZUF. A Joint Monitoring Group will be constituted to oversee the enforcement of the agreed ground rules.
