Terrorists threat to Indian leadership

Since the past 2/3 months, all major Pakistan-based terrorist groups have been issuing threats to eliminate Indian leaders and destroy vital installations inside India on the pretext of atrocities on Muslims and their leaders in Kashmir and other parts of the country, desecration of Muslim holy places and the recent military exercises by India. These statements in the backdrop of sporadic terrorist related incidents in the country, especially in Delhi and Lucknow, indicate that besides J&K, these groups are extending their terrorist activities to other parts of the country including Delhi, Mumbai, Hyderabad and Junagarh. Terrorist incidents including suicide attacks as well as attempts on the lives of Indianleadership cannot be ruled out in the days to come. Following are the statements and announcements of terrorist groups in this regard;

AL BADR (AB)

Addressing a group of terrorists Shahbaz Cheema Ghazi, Senior Commander Al-Badr (Sargodha, April 25, 2001) reacted sharply to the alleged attack on the office of All Party Huriyat Conference (APHC) by Indian forces and said that they would definitely give a befitting reply to the attempt on the life of APHC leaders in Kashmir. He warned," if any damage is done to the APHC leaders including Ali Gilani, Al-Badr terrorists would eliminate the top brass of the Indian army, S/Shri Advani and Vajpayee (MUJAHIDEEN AL-BADR PHIR ADVANI AUR VAJPAYEE SAMET BHARATI FAUJ KE ALA AFSARON KO ZINDAH NAHIN CHHODENGE). He added that through "such mean tactics" India could not crush Jehad and the Jehadi spirit of terrorists. [NAWA-E WAQT 26.4.2001]

HIZBUL MUJAHIDEEN (HM)

Deputy Supreme Commander Hizbul Mujahideen Maulana Javed Qasoori, while addressing a press conference in (Islamabad, April 26, 2001) warned that if Indian forces caused any damage to Syed Gilani or any other APHC leader, HM would eliminate S/Sh. Bal Thackeray, L K Advani, George Fernandes and Brajesh Mishra. They would also extend their terrorist activities to interior parts of India. He claimed that HM terrorists paralyzed the movement of Indian Army by launching 32 major operations during past 26 hrs (April 25-26). [JASARAT DT. 26.04.01]

LASHKAR-E-TOIBA (LeT)

Saifullah Askari, Amir LeT, Kashmir, at a meeting of LeT terrorists (Kotli, April 3, 2001), regretted that Pakistani rulers were playing into the hands of infidel forces of the world. LeT Commander Mazhar Hussain said that it was the need of the hour that terrorists should jointly intensify their fatal strikes against India and form an Islamic state by wiping out the existence of India from the world. Hafiz Saifullah Mansoor, Amir MDI Punjab Province, while addressing MDI\LeT Office bearers at Jamia Mosque Qaba, (Islamabad, April 25, 2001) called upon LeT activists to receive Jehadi training and visit every nook and corner of Pakistan to invite Muslim youth for Jehad. Reacting to an announcement by India to send reinforcements after increased LeT suicide terrorist attacks in Kashmir, he announced that LeT was "all set to welcome" Indian reinforcements with more intense attacks. He stated that Kashmir would be converted into a grave yard of Indian Security forces (LASHKAR-E-TAIBA NE AANEWALI FAUJ KA ISTEQBAL FIDAI HAMLON SE KARE GA AUR KASHMIR KO BHARATI FAUJ KE LIYE QABRISTAN BANA DEGA). In his speech, Hafiz Abdur Rehman Makki, In-charge MDI Foreign Affairs Wing claimed that if LeT and other terrorist outfits had abandoned Jehad, India would have captured POK also. Commander Abdullah Makki, Amir LeT, Kashmir in his wireless address from the valley claimed that Indian forces and rulers were having sleepless nights because of terrorist attacks. He declared that LeT terrorists would continue to storm Indian Army camps and kill Indian troops (LASHKAR -E-TAIBA KE MUJAHIDEEN CAMPON KE ANDAR DAKHIL HO KAR BHAARTI FOUJION KEE LASHEN TARPATE RAHENGE). They would remain steadfast in the battle field and would sit at peace only after pushing India out of Kashmir.

Speaking on the second day of the Convention (April 14, 2001) MDI and LeT leaders including Mufti Abdur Rehman Rehmani , Qazi MDI Shariah court, Hafiz Abdus Salaam Bhatwi, Head Jamiyah Al Dawa Al Islamia, Maulana Amir Hamzah , Amir MDI Invitation and Reformation wing, Hafiz Abdul Ghaffar Awan, Maulana Abdur Rehman Aabid, Hafiz Saifullah Mansoor, Amir LeT, Sind announced that LeT would, God willing, repeat the history of destruction of Hindu deities in India. They asserted that Prophet Mohd had started destroying statues and Sultan Mehmood Ghaznavi used to attack India time and again to destroy them. They declared that LeT terrorists were determined that they would not retreat unless they hoisted the flag of Islam on Hindu temples in India afterdemolishing them. They described Muslims as one body and called upon them to unite under the leadership of an Amir. They reiterated that LeT was determined to continue the Jehadi tradition of Prophet Mohd and Jehad would continue till doomsday. These faithful to Islam would neither leave Islam nor the traditions of the Prophet, under pressure from any power or Govt.

Spelling out the details of suicide terrorist attacks by LeT in the year 2000, he disclosed that 95 terrorists took part in suicide attacks last year (2000), of which 24 were killed. He claimed that on the Indian side 891 Indian soldiers were killed in these attacks. With regard to LeT suicide terrorist missions this year (2001), Lakhvi disclosed that LeT had mounted 22 suicide terrorist missions involving 54 terrorists. while claiming that 262 Indian Troops were killed in these attacks, he admitted that 13 terrorists were also killed.

Speaking at a gathering of family members of LeT terrorists killed in Kashmir ( Muridke, April 15, 2001), Gen Abdullah, Amir JuM, in his address described the Kashmir liberation movement as a war for ‘completion of Pakistan’ and announced that after Kashmir they would wage Jehad in Junagarh, Hyderabad, Manao and other Muslim states. HARKAT-UL-JEHAD-I-ISLAMI (HUJI)

There are indications that HARKAT-UL-JEHAD-I-ISLAMI (HUJI), which had so far confined its terrorist activities to J&K, is likely to extend them to Delhi and other parts of India on the pattern of LeT and JeM. HUJI Commander-in-Chief Mohd Iliyas Kashmiri and other leaders are engaged in condemning India for its alleged atrocities on Muslims and threatening India and Indian leaders of revenge. Kashmiri even warned to crush the US whom he described as ‘a dragon’.

In a statement at Kotli on April 20, 2001, Ilyas Kashmiri declared that unless Islam established its dominance over the evil forces (TAGHOOTI QUWWATON), their valiant struggle would continue. They would take revenge for ‘brutalities’ on all evil forces, including India. He announced that India, inspite of the sympathy and support of the US and Israel, could not save itself from the wrath of the terrorists. He also threatened to teach a lesson to alleged ‘contractors(THEKEDAR) active for the division of Kashmir.’ Describing the US, as a dreaded dragon, he alleged that it wanted to swallow the whole world, but the Muslim youth would eventually crush its head (AMERICA EK KHAUFNAK AZDAHE KI SHAKAL MEIN PURI DUNIYA KO HARAP KARNA CHAHTA HAI LEKIN MILLAT-E-ISLAMIA KE NAUJAWAN IS AZDAHE KA SAR KUCHAL KAR RAKH DENGE).

Earlier, talking to news persons (Kotli, April 17, 2001), he termed the offer of Indian talks as deceitful and ceasefire as an Indian tactic to create a rift between terrorists and Kashmiri people. But terrorists would not let any such conspiracy, under which India could get more opportunities to maintain its occupation of Kashmir and kill Kashmiri people, succeed. He asserted that Jehad was the only solution to the Kashmir issue and that they would concentrate on Jehad and not get involved in talks. He claimed that they would continue their Jehad and India would have to face defeat at the hands of terrorists very soon, just like Russia did in Afghanistan. Reacting to the alleged attack on the APHC office, he alleged that Indian agencies were involved in it. He said that such acts could not affect the liberation movement of Kashmir, which had become the destiny of Kashmiri people . He warned that if India did not abstain from its ‘traditional stubbornness, meanness and barbarity’, the Indian leadership "including terrorists like S/Sh. JAISH-E-MUHAMMAD (JEM)

In a report, Mufti Asghar, Chief Launching Commander JeM claimed that all vital installations of India were in the strike range of JeM terrorists and its explosive experts and that hard core commanders were firmly entrenched in Srinagar. They could easily carry out any blast in any area. He claimed that JeM was ahead of all other terrorist outfits in sending terrorists to J&K till Dec 2000. The outfit planned to send more terrorists this year as compared to the year 2000.[JAISH-E-MUHAMMAD, DT. APRIL 16-APRIL 29]

HIZB-UL-MUJAHIDEEN-PAKISTAN (HM-P)

HM’s Faislabad unit launched an 18-day "Invitation to Jehad Campaign" from May 15, 2000. Addressing a Training Convention organized at Mandi Bahaouddin (May 4, 2000) as part of the programme, Bakht Bedar, Nazim, HM North Punjab said that Muslim youth filled with the spirit of Jehad were offering their lives for upholding Islam all over the world, including in Kashmir. He claimed that the Kashmir Jehad had almost attained its goal and India would not be able to maintain its occupation of Kashmir for much longer. Qazi Mohammed Azim, Amir JI, Mandi Bahaouddin, in his address said that as a result of the sacrifices of the HM terrorists, Kashmir would certainly be "liberated from the Hindu beast" and the US, which describes itself as the sole super power, would also disintegrate like the U.S.S.R.[ NAWA-I-WAQT DT.5.5.2000 ]

HARKAT-UL-JEHAD-E-ISLAMI (HUJI)

Talking to newsmen, HUJI Amir-e-Ala, Maulana Mohammed Amin Khan asserted that the struggle being waged by the Kashmiri terrorists for getting rid of the "terrorist and rogue country India" and its forces, was fully in conformity with the U.N Charter. He alleged that the U.S, Russia, India and Israel were the biggest terrorist countries in the world. [KHABRAIN DT. 4.5.2000]

MDI’s ULEMA CONVENTION

Maulana Zakiur Rehman, Amir, Lashkar-e-Toiba revealed that so far 52 terrorists had taken part in 22 suicide missions, in which 19 suicide terrorists were killed. He claimed that on its part the Indian Army suffered 469 casualties, including some senior officers. Zaki pledged that the LeT would take revenge for each wound suffered by the terrorists and would not allow Indian Army to escape. Describing the year 2000 as vital for Jehad, Prof. Hafiz Mohammed Saeed, Amir, MDI urged the Pak Government and the Ulema to declare Jehad and prepare the nation for war. He claimed that in case of war, Kashmir would be liberated in the first phase. .

Fazlur Rehman Khalil taunted the Indian PM by stating "Vajpayee can’t save his cantonments, how can he liberate POK from them. He should instead, pray for the welfare of Delhi". (HUM SE VAJPAYEE APNI CHAWANI TO BACHA NA SAKA AZAD KASHMIR KYA AZAD KARAYEGA. USE AB DELHI KI KHER MANANI CHAHIYE). He asked USA and Europe to keep in mind "that we are not fundamentalists, and it is actually the Hindu Baniya who has crossed all limits in Kashmir". Markaz-uD-Dawa-Wal-Irshad(MDI)

Central Press Secretary MDI Abu Juber in a press release disclosed (Muzaffarabad, 31.2.00) that suicidal missions of LeT were fully prepared to take revenge for the killings in Lanjote. The cost of Sh. Vajpayee’s head had been fixed and that was a dagger. Fourteen Indian soldiers would be beheaded on account of each one killed in Lanjote (VAJPAYEE KE SAR KI KIMAT - EK KHANJAR LAGA DI GAYI HAI. EK SHAHEED KE BADLE CHAUDAH BHARATI FAUJIYON KE SAR UTARE JAYENGE). This revenge will be taken from the Indian army, not Indian citizens, he added. By visiting India, Juber contended, US President Clinton had become party to the bloodshed of Kashmiri Muslims. [AUSAF DT. 3.3.2000]

Jamiat-Ulema-e-Islam

MDI Amir Hafiz Mohd Saeed addressing a Shohda-e-Islam conference (Haveliya, 5.3.00), said that the US was terrorized more than India from terrorist activities and is sending its teams frequently to pressurize Pakistan to ban the HuM, LeT and other terrorist outfits. He stressed that no govt. could remain stable by banning terrorist outfits. No one could check them from waging Jehad in the name of Allah. He added that even after banning terrorist outfits, Jehad would continue because terrorists had pledged that the flag of Islam would flutter all over the world. Col Nazeer Ahmed and Ghazi Ali Amara also addressed the conference. [NAWA-I-WAQT DT. 6.3.2000]

International Secretary, Jamiat-Ulema-e-Islam, Syed Izhar Bukhari stated (Rawalpindi, 29.2.00) that the deteriorated structure of the whole community would only be set right by embracing the Islamic order, and their tragedy was that they were Muslims in name only, not actions. He added that an example of their extreme cowardice was that the wicked Vajpayee had attacked and beheaded their terrorists and taken away their bodies along with the heads but the Muslims were unable to avenge these killings. He said that they would however give a fitting reply. HARKAT-UL-MUJAHIDEEN (HUM)

Harkat-ul-Mujahideen Chief Maulana Fazlur-Rehman Khalil addressing a Sada-e-Mujahid Conference in memory of Mohd Yunus Bhatt (Lahore, Galba Mandi 6.3.00), said that Nawaz Sharif’s treasonable action towards the terrorists had proved very costly for him. They had told Nawaz Sharif during talks that Jehad was an order of Allah and that their duty was to move ahead and not roll-back. He added that even Russia, the so-called ‘father of India’, could not save itself and disintegrated, and now it was India’s turn. (SHOHDA KE KHOON SE INDIA KA BAAP ROOSE BHI NA BACH SAKA AUR TUKDE-TUKDE HO GAYA AB BHARAT KI BAARI HAI).

AL-BADR

Bakht Zamin, Amir, Al-Badr, in a recent interview claimed that the liberation movement which started from the Kashmir Valley had now spread to the Jammu region also. He also asserted that the terrorists would step up their activities soon after the snow melted and new fronts on the pattern of Kargil would be opened to increase pressure on the Indian Army. The terrorists would also increase coordination among themselves and adopt a unified strategy against India, he claimed. [GHAZI, 5.3.2000]

HARKAT-UL-MUJAHIDEEN (HUM)

Maulana Fazlur-Rehman Khalil, Secy. Gen. Harkat-ul-Mujahideen (HuM), in a recent interview described India as an enemy of Pakistan and stressed the need for launching a war against it and liberate Kashmir through force. Khalil urged HuM terrorists to wage Jehad for elimination of infidels (KAFIRON) and supremacy of Islam. [AL-HILAL DT. 3-9 MARCH 2000]

HIZBUL MUJAHIDEEN (HM)

Javed Ahmed Qasoori, Naib Nazim-e-Ala, HM, Pakistan who played an important role in bringing the students of different religious schools (madrassas) under the flag of Jamiat Tulba-e-Arabia (JTA), religious schools student wing of JI, as Nazim-e-Ala, JTA, is now active in strengthening HM. In a recent interview in Faislabad, he said that good understanding prevailed among terrorist outfits and that they conduct joint operations in Kashmir. To a question regarding American pressure for closing terrorist camps, he replied that the Pak govt. had said nothing so far in this regard. He stated that Jehad of Kashmir was in fact a battle of Hind and due to it the process of disintegration of India had begun. TEHRIQ-UL-MUJAHIDEEN (TUM)

Khalid Sayal in a report captioned "Preparation for one more Kargil like Operation" reported that, after Kargil, terrorists had evolved a new strategy of suicide attacks against Indian troops in Kashmir. The terrorists had finalized their plans for a summer offensive and in the coming months they would deliver such a shock to the world that everybody would forget Kargil. He warned that Delhi and Washington would not remain safe. [JASARAT DT. 27.3.00]

SADA-E-MUJAHID, NOV 99 (MONTHLY)

In an interview, Asghar Khan stated that during the past 10 years HuM had intensified the so called liberation movement, which had now reached the stage of "rockets, Kalashnikovs and missiles". He said that when the Army increased its pressure in the Valley terrorists consolidated their activities in most of the districts of Jammu. They widened their operations upto Himachal Pradesh. They would prove their presence in India, if needed. He said that India was wicked (MAKKAR) and understood the language of force. [SHAHADAT DT. MARCH 2000]

Markaz-ud-Dawa-Wal-Irshad (MDI)

Prof. Hafiz Mohd. Saeed, Amir, Markaz-ud-Daawa-Wal-Irshad (MDI) while addressing members of the Bar Association (Islamabad, Dec 11, 2000) lauded the ongoing jehadi activities of terrorists in Kashmir and said that the terrorists were not bound to accept any US-decision or mediation on Kashmir. He stated that dictatorship or democracy had no importance in Islam and alleged that the US and its allies had set up their base in Gulf and allocated billions of dollars to stop Jehad in Kashmir. He disclosed that Pakistani terrorists, in a large number, were also active along with Kashmiri terrorists in Kashmir (KASHMIRI MUJAHIDEEN KE SAATH PAKISTANI MUJAHIDEEN KE EK BARI TAIDAD BARSAR-E-PIKAR HAI). He further revealed that a large number of Muslims from India had also joined the terrorists in Jehad for Kashmir (BHARAT KE ANDER SE BHI MUSALMANON KI KAFI TADAD JEHAD-E-KASHMIR MEIN MUJAHIDEEN KE HAMRAH SHAMIL HO CHUKI HAI). Prof. Hafiz Mohd. Saeed, Amir MDI, while addressing a Friday congregation (Karachi, Dec.24, 2001) expressed confidence that Kashmir would be liberated shortly through Jehad and India would fragment in several pieces. He said that apart from Kashmir, terrorists would soon extend their operations to other parts of Indian also, and India would meet a fate far worse than Russia (AUR BHARAT KA HASHAR ROOS SE BHI BURA HOGA). LASHKAR-E-Toiba’S THREAT TO LAUNCH TERRORIST OPERATIONs IN NEW DELHI

Zaki ur Rehman Lakhvi, Amir LeT, while talking to journalist at an Iftar party (Muzaffarabad, Dec.22), claimed that terrorists had reached up to Himachal Pradesh and they would now launch their terrorist operations in the corridors of power in Delhi. He said that J&K could be used, after its liberation as a base camp for the liberation of 360 million muslims of India. [AMN DT. 23.12.99]

Lashkar-e-Toiba (LeT) : Statement of Prof. Hafiz Mohd. Saeed, Amir LeT

Addressing a public gathering at Mianwali (February 4, 2001) he said that under an agreement with India, Israeli Jews were imparting special training to the Hindus. Referring to the attack on Lal Qila he stated that at present neither the residence of Sh. Advani nor of Sh. Vajpayee was secure in India.[Khabrain dated 5.2.2001]

Statement of Maulana Amir Hamzah, MDI

Addressing a public gathering on the occasion of Kashmir Solidarity Day, he said that suicide terrorist attacks like those on Lal Qila and Srinagar airport would continue for taking revenge for atrocities committed on ‘Kashmiri Muslim brethren’ during the past 53 years. He announced that they would extend their Jehad to Delhi. [Ausaf 6.02.2001]

Statement of Prof Hafiz Mohd Saeed

In an interview at Okara (March 22, 2001), he threatened to use sophisticated technology against India with "whom their open war was in progress". He said that while launching attack on Red Fort, they had conveyed the message that they could also enter Delhi.

A LeT Commander, Abu Ali, while giving details of the LeT activities in J&K during the first three months this year revealed (Multan, April 2) that LeT had despatched more suicide terrorist groups to several parts of Kashmir and India with a mission to target key and sensitive installations in India. He furtherdisclosed that 55 LeT terrorists were killed in different encounters with Indian forces in Kashmir during the first 3 months.[Khabrain dt 23.03.2001 ]

Statement of Iftikhar Ahmed

While talking to Kashmir Press International, he said that Sh. L. K. Advani was on the hit list of the outfit and they had chalked out a plan of carrying out suicide attacks on him. He further added that LeT intended to carry out suicide terrorist attack not only on Sh. L. K. Advani but also on Farooq Abdullah and other enemies of Islam very soon. [Khabrain dt 24.01.01]

Statement of Amir Hamza of MDI

Speaking at Mangora on April 30th , Amir Hamza said that following the liberation of Kashmir, terrorists would advance towards India and even the Indian PM would not be secure. [Masharaq dated 1.5.01]

Statement of Hafiz Mohd. Saeed

While addressing a Mujahid Tulba seminar at Rawalpindi on May 25. He announced that "Vajpayee’s throat would be chopped off in front of Red Fort, Bal Thackeray would be dragged in the markets of Patiala and L. K. Advani would be cut in pieces into the market of Amritsar." [Khabrain dated 26.05.01]

Statement of Abdullah Makki, Commander LeT

Speaking on the occasion of funeral prayers of LeT terrorist Abu-Rafeh killed in Kashmir, he announced (Agoki, July 27) that not only Kashmir but hoisting the Islamic flag on the Red Fort was their aim.[Khabrain dated 28.07.01]

Statement of Khalid Saif-ul-Islam and Qari Abdul Hafiz

LeT Commanders said that they would not allow any conspiracy of the US, UK and Israel to succeed with regard to the Kashmir issue. They said that Advani was signing agreements with Israel for security from suicide terrorists but they would chase Indian forces up to the corridors of power in Delhi. [Nawi-I-Waqt dated 30.07.01.]

Statement of Prof. Hafiz Abdur Rehman Makki, Secretary MDI, Foreign Affairs

Addressing the seminar ‘Ghazwa-e-Hind’ (Battle of India Conference) at Lahore on August 6, 2001, he announced that the Indian PM would be hanged at the Red Fort, through Jehad. Besides Kashmir, they would attack the Indian military installations elsewhere in India also. [Ausaf and Nawa-I-Waqt dated 7.08.2001.]

Statement of LeT Commanders on August 14, 2001

Addressing Takmeel-e-Pakistan Conference, the Commanders said that Pakistan was incomplete without the liberation of Kashmir and retrieval of Junagarh. They said that if India did not withdraw from Kashmir, terrorists would mount Red Fort type terrorist attacks on Indian military installations all over the country. In a panel interview to Ausaf (November 20), Prof Saeed said that the LeT would revive the Kashmir issue by launching 6-7 Lal Qila type attacks in India soon. Press release of JeM dated October 1, 2001, Karachi

In a press release issued by JeM on October 1, 2001 the group accepted responsibility for the suicide attack on the State Assembly building. It claimed that the JeM terrorists like Saifullah sacrificed their lives in this attack. JeM, Amir Masood Azhar told Jung on telephone that people of Kashmir responded to Indian terrorism with terrorism and this action was a part of this process.[Jung dated 2.10.2001]

Muridke Convention of Markaz-uD-Dawa-Wal-Irshad (MDI) of 1999 threatening the US

The Muridke Convention of Markaz-ud-Dawa-wal-Irshad (MDI) has been an annual feature. However, in 1999, Nawaz Sharif, the then Prime Minister of Pakistan, had banned the Convention. Saifullah Qasoori, Chairman, Daawat-o-Islah, wrote in an article in December 1999 that the Nawaz government, prior to its fall, had arrested a large number of terrorists and raided the offices of jehadis. However, those hatching conspiracies were dethroned and put behind bars. General Musharraf usurped power in October that year. Thanks to his generosity, the MDI convention was permitted and was ultimately held on November 4-6, 1999. Delegates from Kashmir, Bosnia, Philippines, Myanmar, Chechnya, Saudi Arabia, Kuwait, UK, France, USA and Afghanistan attended the convention. Special lectures were delivered on Hinduism and its effects, Jehadi movements, democracy as an evil system, etc.

The three-day MDI Convention was attended by over 500,000 people. The main feature of the convention(1999) was that more than 10,000 terrorists participated and displayed their weapons openly. For three days, speakers after speaker indulged in rhetoric of hatred towards all religions other than Islam and glorification of Jehad. Hafiz Mohd. Saeed, Amir, MDI, urged General Musharraf to support Jehad for liberation of Kashmir and said that those who betrayed Jehad would not be allowed to live in Pakistan. He claimed that India would disintegrate and called the USA as the biggest terrorist. He also urged General Musharraf to work fearlessly without succumbing to US pressure. He also lauded the Jehadi activities and said that the terrorists had demonstrated their ability totarget the Prime Minister’s Office. The last day of the Convention was also attended by Hamid Gul, former ISI Chief.

Militants Rhetoric in Post September 11 Scenario

Militant outfits and religious groups which were accustomed to using aggressive and malicious language against India and the West, particularly the US and Israel, threatens to kill Indian leaders and predict destruction of India and the US, which according to them are infidels as well as evil and satanic forces targeting Islam and the Muslim all over the world, gradually toned down their rhetoric against these countries in the aftermath of the Sep 11 terrorist attack on the US fearing American back lash. They, however, continue to curse the US and its allies. October 2001 saw them fully focussed on the Afghan war and strongly condemning Musharraf for selling out Pakistan to the US. Hafiz Mohd Saeed, Amir LET and his associates alone organise about 350 gatherings throughout Pakistan from Sep 11 to Dec 30, 2002 to mobilise Pak public opinion in favour of the Taliban and keep the sagging morale of Let militants high. JeM Supremo Masood Azhar’s tone and tenor, only confined to JeM monthly, had been very harsh towards the US and its allies. He described them as murderers and predators and announced that the great war between the infidels and Islam had begun. However, he avoided any public rhetoric.

They continue to be optimistic about the victory of Taliban till the end of this year, claiming that the US would also meet the same fate of the erstwhile Soviet Union. They described Taliban’s surrender as a strategic move. Militant groups that remained committed to Kashmir were Hizbul Mujahideen, Al Badr, Lashkar-e-Islam, Harkat-ul-Jehad-Islami and Tehrik-ul-Mujahideen. However, Hizbul Mujahideen has been in in the forefront in this regard. Javed Qasoori, Dy Supreme Commander HM was seen taking the lead in criticising India and the US on the Kashmir and Afghanistan issues. Syed Salahuddin, HM Sypremo though talked of the liberation of Kashmir, he restricted himself from using fiery language. He claimed that power corridors of Washington, New Delhi and Tel Aviv were trembling due to the Jehadi movements and in his speeches Kashmir figured least. Shifting focus to Kashmir, Hafiz Mohd Saeed indicated that LeThad plans to increase militant activities and open new fronts, also warned to launch Red Fort type attacks in India to revive the Kashmir issue. In view of the impending ban on LeT, he was quick to clarify in the mid of December that LeT had no evil designs against the US and West. Al Badr Amir also pledged to send militants for Jehad, saying that thousands of militants were ready to fight against India Recently formed militant outfit Lashkar-e-Islam was appreciative of its militants. fighting against Hindu infidels in Kashmir. All militant and religious groups held India responsible for attack on the Indian Parliament to defame the so-called liberation movement and justify the attack on Pakistan.

After Musharraf’s January 12, 2002 address which was followed by raids on the offices of the militant and sectarian groups, almost all militant and radical groups totally ceased to be aggressive towards the US, West, Israel and India. With the exception to JuP Amir Shah Ahmed Noorani, who continued to talk of Jehad and oppose friendly ties between Christians and Jews. On Kashmir, they do not seem making tall claims of their active participation in militancy in Kashmir, destroying India or killing Indian leaders.

Al Badr

Commenting on war euphoria created by India, Faisal Ghazi Kashmiri, senior Commander, Al-Badr, alleged at a gathering (Sargodha, January 2) that attack on Indian Parliament was a pre-planned strategy of India and US aimed at justifing ban on militants and ending Jehad-e-Kashmir, and destroying the nuclear capability of Pakistan. He asserted that eliminators of Jehad would be destroyed themselves but Jehad would continue with the blessings of Allah (JEHAD KO KHATAM KARNEWALE KHUD HONGE LEKIN JEHAD JARRI RAHEGA). Lashkar-e-Toiba (LeT)

Addressing an Iftar party, Hafiz Mohd Saeed claimed (Lahore Nov.27), while replying that to a question that fencing on border by India would not affect the increasing operational activities of militants. He revealed that LeT comprisingPakistanis and Kashmiri youth was actively mounting Fidai attacks against Indian forces.[KHABRAIN, DT. 28.11.01]

Describing Dec 13 , 2001 attack as an act by the Indian Intelligence agencies, Professor Hafiz Mohd Saeed, Amir LeT said ( Gujranwala, Dec 14) that militants did not carry out such ill planned ( Mujahideen Aise Nakaam Karwahiyan Nahi Karte Ke Advani aur fernandse Jaise Kise Wazir ko Nuksan Na pohanche) attacks letting ministers like Advani and Fernandes escape unhurt.

According to a report LeT has decided to shift its headquarter from Lahore to Muzaffarabad, PoK. LeT sources revealed that the shift has been completed. [JANG, DT. 10.12.01 & NATION, DT. 14. 12.01-20.12.01]

Addressing a gathering Saeed described ( Lahore, Dec 17) Mr. Vajpayee’s threat as bragging of an insane person, who was between 65 and 71 years of age. Saying that Indian ministers and PM were begging for American cooperation against militants, he warned India that if it made any attempt to target militants training centres on the direction of the US and its allies, Jehad would further proliferate. In an interview with times of India (Dec 23 ), Saeed said that Jehad against India would continue despite freezing of accounts. He reiterated that Jehad against India would continue and militants operations would be intensified.[KHABRAIN, DT. 24.12.01]

Talking to foreign media persons, Saeed claimed that LeT’s militant role was confined to Kashmir only and if India could check their activities there, if it could . How can Pak govt stop Jehadi operations, he questioned. [JASARAT & KHABRAIN, DT. 21.12.01]

Hizbul Mujahideen (HM)

Maulana Mohd Javed Qasoori, Deputy Supreme Commander HM while addressing a gathering of HM militants claimed (Rawalpindi, Oct 25) that HM would continue Jehad till complete destruction of India. He said that they would sacrifice their lives for the liberation of Kashmir. Terming India as an internationalterrorist, he said that they would continue Jehad till the last Indian soldier was present in Kashmir. [AUSAF DT. 26.10.01]

Syed Salahuddin, Supreme Commander HM, while paying rich tribute to Khalid Saifullah, Area Commander HM, killed during an encounter with security forces recently in Kashmir, declared that the mission of martyrs would continue uninterrupted till the goal was achieved. [NAWA-I-WAQT, DT. 2.12.01]

Syed Salahuddin, Supreme Commander HM while paying tribute to Shakir Ghaznavi, HM District Commander, Baramullah, killed recently during an encounter with Security forces in Kashmir, reiterated (Muzaffarabad, Dec 14) that mission of killed militants would be continued at all costs and as a result of their sacrifices, Kashmiris would get liberation from Indian occupation. Saiful-Islam, Chief Commander HM, Moinul Islam , Naib Chief Commander HM and Abu Ubaidullah, Divisional Commander North Kashmir also paid rich tribute to the killed Commander and expressed their resolve to continue the mission of martyrs.[JASARAT, DT. 15.12.01]

Syed Salahuddin, Supreme Commander HM and Chairman Muttehda Jehad Council in an interview with BBC (Muzaffarabad January 2) regretting over the ban on militant outfits LeT and JeM, he said that they could understand compulsions of the Pak government but declared that HM would continue its struggle till India withdrew from Kashmir. Syed Salahuddin, HM Commander, while paying tribute to Commander Ghulam Mohd Gunnai @ Salim, killed at Rafiabad, Tehsil Sopore in Kashmir on January 22, 2002, reiterated (Muzaffarabad, January 22) his pledge that the HM would continue its Jehad against the Indian forces in Kashmir till their expulsion from J&K. In his Eid message, HM Supreme Commander Syed Salahuddin emphasized (Muzaffarabad, Feb 22) that Muslims could lead the liberation movement of Kashmir to a logical end only by following the traditions (of Sacrifice) of Hazrat Ibrahim. He claimed that the Kashmir issue which had gone into the back stage ,had been highlighted throughout the world as a result of sacrificesof Kashmiris. He urged Muslims to pledge that they would continue liberation movement with full vigour and not allow anyone to commit betrayal.[JASARAT, DT. 23.02.02]

Addressing an emergency meeting of the Muttehida Jehad Council, Salahuddin, Chairman MJC declared ( Muzaffarabad, March 6) that armed struggle would continue in any case till the liberation of Kashmir. It would continue until the territory of J&K was liberated from communal Hindu imperialism . [KHABRAIN, DT. 7.03.02]

Jaish-e-Muhammad (JeM)

In a statement (Srinagar, Feb 4), Shamasuddin Haider, JeM spokesman said that JeM had decided to confine its operation to Kashmir only. He disclosed that all JeM militants operating inside India have been ordered to arrive in Kashmir as per decision of the outfit so that suicide attacks against Indian forces could be further intensified. He claimed that JeM was in possession of as much ammunition as was required to fight against India for next five years. [JANG,DT.5.02.01]

Jamaat Al-Daawa (JAD) — New Name of Markaz-ud-Daawa-wal-Irshad (MDI)

The Pak law enforcement agencies which launched their operation against militant outfits, LeT and JeM by raiding their offices in Karachi on Dec 30, has now intensified crack down on militant and radical groups following General Musharraf’s address on Jan.12, 2002. There are reports that till now ( Jan 14) about 1600 LeT JeM, SSP, TJP and TNSM from all over Pakistan have been rounded up. The Pak vernacular media had indicated last month (Dec 2001) that the Pak government was under immense pressure from the US with regard to most powerful terrorist group LeT, whose 5000-10000 terrorists are active in J&K, and JeM after the terrorist attack on the Indian Parliament on Dec 13, 2001. It alleged that the Pak government arrested Masood Azhar and Hafiz Mohd Saeed on Dec 26 and Dec 30 respectively on the instructions of President Bush.

MDI was renamed as Jamaat-Al-Daawa in Lahore on Dec 26. Prof. Hafiz Mohd Saeed, who handed over Amirhood of LeT to Abdul Wahid Kashmiri on Dec 22, 2001, will be the Amir of the new outfit.

Addressing a press conference (Lahore, Dec 26), Saeed said that MDI Shoora had decided to launch political, organizational, religious and reformative activities from the platform of Jamaat-Al- Daawa to counter Indian propaganda against Kashmir Jehad. Claiming that LeT did not take this decision because of US declaring LeT as a terrorist organization or under pressure from Pak government, he said that no one had pressurized nor contacted them for changing the name. Shoora council of the erstwhile MDI decided to change the name of the organization and separate LeT from it. He, however, admitted that LeT was under pressure and that the militants always worked under pressure. Declaring that LeT were not bothered if the US declared it as a terrorist outfit, nor it intended to take any certificate of peace from the US, he claimed that India was not capable of attacking Pakistan but if it did so, it would have to face severe consequences. Claiming that Kashmir would be liberated soon, he said that Jamaat-Al-Daawa had appointed a religious scholar from Kashmir as the LeT Amir and the JAD would continue to extend an all out cooperation to it. LeT is alive and it will continue to kill Indian troops in Kashmir. Jehad is continuing and will continue in any case, Saeed added. He declared that JAD did not recognize the LOC and the way LeT brought success to the nation in Kargil, it would get Kashmir liberated if India attacked Pakistan. LeT launched Jehad from Kupwara 12 years ago and extended it from Srinagar to Badgam, Badgam to Jelhum and Jammu to Doda after crossing the Chenab.

Hafiz Abdus Salam, Acting Amir JaD, while talking to LeT spokesman on his visit to the office of LeT mouth piece, the Jehad Times, claimed (Lahore, Jan 11) that JaD’s Jehadi activities were still continuing all over Pakistan. He claimed that their stand on Kashmir issue remained unchanged and they would continue their support and assistance to the Kashmiri militants. [ KHABRAIN DT. 12.1.01]

Prof Hafiz Mohd. Saeed, Amir, Jamaat-ul-Daawa, in a letter addressed to Pakistanis, alleged (Lahore, Jan 28) that Muslims were being victimized as terrorists today. There were very few people who had decided to sacrifice their lives for religion. He added that the need of the hour was to promote Islamic and Jehadi culture among Muslim youth. [JANG, DT. 29.0102]

Activities of JaD Amir Hafiz Mohd Saeed

Hafiz Mohd Saeed, who was taken into custody by the Pak authorities on Dec 30, 2001 following announcement of ban on militant and sectarian outfits by Musharraf on Dec 12, was released on three day parole (Feb 12- Feb 14) to attend burial of his mother Ayesha Bibi at his native village Salanwali, Sargodha. Funeral prayers were attended by thousands of militants belonging to different militant outfits. He was sent back to Sahala, Rawalpindi jail on Feb 14. Earlier, on Feb 13, JI PoK Amir, Abdur Rashid Turabi met him and discussed important matters pertaining to the prevailing situation.

In a statement acting Amir of JaD Hafiz Abdus Salaam stressed (Lahore March 8) that it was essential for Muslims to wage Jehad against India to stop Hindus from constructing Ram Mandir. Saying that this objective could neither be achieved through protest rallies or statements nor did Hindus bother about such things, he emphasized that Muslims would have to pursue the method ofProphet Mohd. Nothing but only Jehad was was a remedy to the repression being perpetrated on Muslims in India .[JASARAT, DT. 9.03.02]

Hafiz Abdus Salam, Acting Amir JaD, while talking to LeT spokesman on his visit to the office of LeT mouth piece, the Jehad Times, claimed (Lahore, Jan 11) that JaD’s Jehadi activities were still continuing all over Pakistan. He said that JaD activists were neither harassed nor disappointed. He disclosed that the common people were attending all the programmes. He said that India was mistaken if it thought that by arresting a few leaders, it would stop Jehad. He claimed that their stand on Kashmir issue remained unchanged and they would continue their support and assistance to the Kashmiri militants. [KHABRAIN DT. 12.1.01]

Despite reported ban on the publications and web sites of the militant groups, Al-Dawaa for the month of March 2002 is available and Jad’s web still operational. JI’s fortnightly Jehad-e-Kashmir is also available. LeT has changed its strategy with regard to its claims. It has stopped revealing the parentage and domicile of the LeT militants killed in J&K, so that it could escape charges of terrorism in J&K . About 70 LeT militants from Pakistan were killed in last three months of Jan, Feb and March 2002. Al-Dawaa published their names, not their domicile. Only one report published in Jasarat, dt. 6.4.02 speaks of killing of a LeT militant of Pakistani origin in J&K on March 14,2002.

LeT’s activities continuing unabated is proved by the fact that during the last week of March 2002, militants carried out 7 attacks including 2 suicide attacks on the Indian forces. It revealed that two suicide bombers Abu Aqasha and Abu Harira, active in Tauheed Ganj area of Baramullah had killed a Major along with6 soldiers in Baramullah. Two Let militants Javed Mehmood @ Abu Abdullah s\o Mohd Ali and Mohd Amjad @ Abu Hafiz s\o Ghulam Mohd were also killed at Pulwama. In another encounter between Indian forces and militants at Banihal, Mohd Aasim Shahzad @ Abu Akram s\o Mirza Mohd Aslam, Abu Ansari and Attah Mohd @ Abu Fahadullah were killed on March 29, 2002.

Saeed, who was arrested on Dec 30, 2001 as a result of Musharraf regime’s crack down on militant and extremist outfits, soon after his release, resorted to his Jehadi rhetoric in a mild manner. He announced (March 31) his support to Jehad and militants and described (Lahore, March 3) Jehad as part of Islam. Pledging JaD’s every possible help to the Kashmiri militants. In February, however, when he had been on a three -day parole (Feb 12- Feb 14) to attend burial of his mother Ayesha Bibi at his native village Salanwali, Sargodha, he had alleged that an international plan to wipe out religious parties in Pakistan had been prepared and the Pak rulers were enforcing it . Latest reference to America by him was on April 6 when he alleged that Muslim Govts were playing the role of maid servant of the US. About India , Saeed urged Indian Muslims to get united and instead of getting killed sacrifice their lives in a manner that their sacrifices did not go waste. He asked them to get united for Jehad and start an organized struggle for their rights. He expressed the hope that several armed separatist movements would emerge soon in Gujarat and Uttar Pradesh.

Contrary to Saeed’s restrained rhetoric Al-Daawa, spits usual venom against infidels, particularly Hindu. saying that the US and western countries have failed in hiding their evil approach towards Islamic Jehadi movements, it claimed that Jehad had emerged strong and Mujahideen were moving ahead every where whether it was Palestine or Kashmir or the Taliban movement. It stressed that Allah has described Qasas ( murder in exchange of murder/ Islamic punishment) as life, it said that it was essential to take revenge of the repression committed on the Muslims. Addressing a gathering, Hafiz Mohd Saeed, Amir JaD announced ( Okara April 9, ) that Kashmiri Jehad would continue till the shackles of slavery werebroken ( KASHMIR KA JEHAD JAARI RAHEGA AUR GHULAMI KI ZANJEEREIN TOOTANE TAK JAARI RAHEGA. He said that America would not be successful in realising its dream of crushing the Muslims. Emphasizing that the country and would remain safe only if Islam was defended, he alleged that India and Israel, under American patronage, were committing atrocities on Muslims. He prophesed that situation in the world was changing rapidly through Jehad and Israel and India would be destroyed soon. [AUSAF DT. 10.4.02]

Addressing a gathering at funeral prayers offered of LeT Commander Abu Abdullah@Mohd Javed Mehmood , r/o Pinddad Khan, killed in Kashmir recently, Saeed regretted ( Pinddad Khan, April 9)) that militants were being suppressed due to international pressure on the Pak Govt. Addressing a gathering of thousands of people ( Faisalabad, April 12), Hafiz Mohd Saeed declaring that Jehad had divided the world into Islam and blasphemy. He urged Muslims to unite against infidels after abandoning communalism and groupism ( MUSALMAN FIRQAPARASTI AUR PARTIBAZI TARK KARKE KAFIRON KE KHILAF MUTTEHID HO JAYEN) . He alleged that India was being incited by the US , because all these wolves were united to eliminate Muslims ( YEH SARE BHERIYE AKATHE HOKAR MUSLMANON KO KHATAM KARNA CHAHATE HAIN). Claiming that Muslim were not retreating and the US was afraid of Jehad , he said an alliance of Muslims against Israel was being formed . The Jehadi process was getting the impetus the world over. Addressing JaD militants at Wehari (April, 12), Saeed announced that the Kashmiris would soon breath in an atmosphere of freedom and the entire map of the region would change after liberation of Kashmir. [NAWA-I-WAQT, DT. 13.04.02]

Speaking at a gathering at Okara (April 13), Saeed said that external forces did not like JaD fighting against infidelity. He accused India and Israel of subjecting Muslims to repression at the instigation of the US, he disclosed thatKashmir Jehad was in progress and would continue till the chains of slavery were broken. Speaking at a Friday congregation at Kandayala Tirgar (April 27) Saeed. Turning to the so-called Kashmir Jehad, he warned that those suggesting to stop Jehad and hold talks, should remember the fate of Yasser Arafat.
