Pakistan's support to Sikh militants

Pakistan has been deeply involved in training, guiding and arming the Sikh militants. Wadhawa Singh, Chief Babbar Khalsa International (BKI), Lakhbir Singh Rode, Chief, International Sikh Youth Federation (ISYF), Paramjit Singh Panjwar, Chief, Khalistan Commando Force (KCF), Gajinder Singh, Chief, Dal Khalsa International (DKI) and Ranjit Singh @ Neeta, Chief, Khalistan Zindabad Force (KZF) permanently based in Pakistan have been coordinating militant activities of their outfits in India under the guidance of Pak ISI. Pak ISI agents regularly escort Sikh militants for trans-border movements and provide safe havens for their shelter and dumps of weapons and explosives.

The interrogation reports of Sikh militants arrested in India confirm training of Sikh militant youth in Pakistan including arms training in the use of rifle, snipper gun, LMG, grenade and preparation of IEDs using gun powder and possession of arms and explosives by the Pak based Sikh militant leaders. Pak ISI plans to cause disturbances in India by explosions in big cities like Amritsar, Ludhiana, Chandigarh, Delhi and targeting of VVIPs. Nearly 200 Sikh youths were reportedly getting training in Pakistan in the first half of 2001. The details of training camps where these militants were trained are enclosed.

Pak ISI operatives had stepped up recruitment particularly among illegal immigrants abroad for training in Pak camps for militant related activities. Concerned over the difficulties expressed by militants in recruiting youths to carry out subversive activities in Punjab on a large scale, the Pak authorities were exploring the possibilities of involving the following:-

i) Re-induction of militants released from various jails in Punjab.

ii) Sikh youth in rural areas of Punjab, addicted to opium and various drugs,

iii) Illegal Sikh immigrants in abroad staying in various Gurudwaras controlled by militants, and

iv) Pak Christian boys belonging to lower strata of society.

Pakistan has created a strong nexus between Sikh militants and Kashmiri separatist outfits in Pakistan and other countries abroad. Lashkar-e-Toiba was entrusted with the task of training militants of BKI and ISYF and infiltration into India via Jammu sector. A 35 day training programme was conducted by LeT in Mar-April 2001. BKI and LeT had set up a common office outside Nanakana Sahib Gurudwara (West side). LeT Foreign Affairs Secretary, Prof Haffiz Abdul Rehman is a close friend of Wadhawa Singh, Pak based chief of BKI.

Ranjit Singh @ Neeta @ Manpreet Pak based chief of Khalistan Zindabad Force (KZF) enjoys considerable support of Kashmiri militants. He along with some ISI officials had played a major role in working out a nexus among various Sikh and Kashmiri militant groups.

Pakistan had kept militants under constant pressure to undertake militant actions in India. With the support of Pak ISI, Jammu bred Ranjit Singh @ Neeta, Chief of KZF has spread up its activities in Jammu and Punjab. Pak mission in Kathmandu (Nepal) is providing logistic help to Sikh militants in India for the supply of explosives, fake currency and safe passage to India. BKI and KZF activists arrested in India during the years 2000-01 have reported the connivance of Pak ISI officials in Kathmandu in Sikh extremist activities.

Formation of Pakistan Sikh Gurudwara Prabandhak Committee in April 1999 under the chairmanship of ex-DG, Pak ISI Lt Gen (Retd) Javed Nasir has been a subtle move of Pak ISI to achieve its long and short term goals. The creation of PSGPC has given a tailor made opportunity to Pak ISI to inter-mix with pro-Khalistanis including from India as well as hold on properties and collections of Gurudwaras in Pakistan. These donations are used to finance the pro-Khalistan movement against India and make it ‘self sufficient’ in view of economic crunch in Pakistan. Pakistan has achieved success in impressing the gullible Sikhs that Gurudwaras are better maintained by PGPC than SGPC. Pak Govt has liberalised visas for visiting Sikhs on various religious occasions and anti-India propaganda is done very effectively. Since the formation of PSGPC the interaction between pro-Khalistani Sikhs has substantially increased and they have encouraged private jathas from India to undermine the authority of SGPC. The visit by private jathas has also provided an effective channel ofcommunication between Pak based militants and their accomplices in India. Pak ISI officials who are deliberately attached with the jathas try to elicit information affecting security of India and spreading malice and discontentment

BKI and ISYF (R) activists from abroad have come to notice for making frequent trips to Pakistan for meeting Sikh militants and Pak ISI officials. Sadiq Mohmmad and one Bhatti, officials in Pak missions in New York and Los Angeles respectively are believed to be actively involved in pro-Khalistani activities. Pak mission in Germany is also providing support to the Sikh militants and sponsor their visit to Pakistan.

World Sikh Muslim Federation (WSMF) was floated in UK in 1996 to provide a joint anti-India platform to Sikhs and Muslims. Manmohan Singh Bajaj of Dal Khalsa, Samiullah Mallik, a known ISI agent in UK and Usman Khalid, a UK based retired ISI officer are the main brains behind it. They have received the full co-operation of Khalid Ranjha, Minister of Law in Punjab (Pakistan). Manmohan Singh Bajaj is a frequent visitor to Pakistan and very close to Pak ISI and PSGPC officials.

After the Sep 11 attacks in USA, Pakistan had advised the Pak based Sikh militants to lie low and some of them had been shifted to Islamabad and Faizabad. However, Pak propaganda aimed at forging Sikh Muslim unity was quite discernable during the recent visit of Sikh jathas to Pakistan on Guru Purab in Nov 2001. The focus of speeches by the Pak leaders was on the historical links between Sikhs and Muslims. Pak ISI is keen to promote International Sikh Muslim Itehad Federation which is likely to act as front organisation for anti India propaganda and to portray Sikhs and Kashmiris as natural allies fighting for common cause against Govt of India.

After India has asked for extradition of 20 militants/criminals including the top five Sikh militants, they have been assured by their Pak authorities that Pakistan would never accept such a demand of Indian Government. It has been confirmed that all the Pak based militants are safe and their associates settled abroad are in constant touch with them. List of 14 important Sikh militants in Pakistan of various organisations is enclosed. Also enclosed all full details pertaining to five of those whose extradition has been sought by Govt. of India.

TRAINING CAMPS FOR SIKH MILITANTS IN PAKISTAN

The following training camps were actively used for imparting training to Sikh militants in Pakistan.

Pak ISI office located in Gulbarg locality in Lahore was reportedly being used by Wadhawa Singh, Chief of BKI for imparting training to their militants. Big bungalows on the outskirts of Lahore city was provided to militants for training and meetings with pro-Khalistanis coming from abroad. These training camps are under the close supervision of Pak ISI officials. They are also using the premises of Gurudwaras in Pakistan for short duration training.

13. Activities:

i) In Nov.1981, he along with Tarsem Singh, killed a Nirankari Chief, Prahlad Chand in Kapurthala, Punjab and was declared a proclaimed offender in that case. Since then he is underground and now staying in Pakistan.

ii) He is a Pakistan trained explosive expert. After the death of Sukhdev Singh on 9.8.92, he became Chief of BKI. He was provided a Kothi in Lahore.

iii) He planned the elimination of Sardar Beant Singh, the former Chief Minister of Punjab in 1995.

iv) In June, 1998, he organized Burail Jail break near Chandigarh to release Jagtar Singh Hawara, one of the prime accused in the Beant Singh assassination case.

v) In July 1998 he organized BKI cadres in India for VIP killings in Delhi.

vi) Rachpal Singh, a human bomb trained by him was sent to India to harm Sh. K.P.S. Gill, ex-DGP, Punjab in June’99.

vii) Wadhawa Singh developed close nexus with Kashmiri militants in Feb 2000.

viii) Piara Singh, German based activist of BKI sent financial support and organized supply of RDX to their associates in Gurdaspur during April, 2001 on the direction of Wadhawa Singh. Amarjit Singh Sohal, a hardcore Sikh militant of BKI lodged in Amritsar jail coordinated the supply of weapons for undertaking a major action in Punjab to eliminate P S Badal, the then Chief Minister of Punjab, K P S Gill, RSS leaders, important political leaders and police officers in Punjab. 15 Kg RDX, 5.5kg PETN, 3 AK 47 rifles,600 cartridges, 14 grenades and other items were recovered from five militants of BKI..

ix) One Kulwant Singh, an important BKI activist was deputed by him in July 2001 to kill Prakash Singh Badal, the Chief Minister of Punjab by a human bomb. However, he could not succeed.

x) On the directions of Wadhawa Singh, a fund collection drive was undertaken by the BKI, UK during July-August 2001 and a sum of UK Pounds 20,000 was sent to BKI Pakistan through hawala to facilitate terrorist activities in India and a second instalment of UK Pounds 50,000 was supposed to be sent to Pakistan later on.

xi) Wadhawa Singh, was nominated the head of all the Sikh militant organisations in Pakistan. Ranjit Singh @ Neeta, the Chief of Khalistan Zindabad Force along with Wadhawa Singh was given the additional responsibility of carrying out terrorist activities in Jammu & Kashmir.

GAJINDER SINGH, CHIEF OF

i) He was a prime accused of hijacking IC 423 on 29.9.1981 from Delhi to Lahore and remained in Pakistan jail for 14 years. During his detention in Pak jail he remained in touch with Ranjit Singh Rana in UK and wrote articles for a journal of Dal Khalsa in UK. He was released from jail in 1995. He is running a web site - [email protected] maintained and designed by Hammad Ahmed Shah of Shah Cyber International, UK. He has also written a poetry book ‘Suraj Te Khalistan’ for which preface was written by poet Ahmed Rahi

ii) .He tried to escape from Pakistan on many occasions. However, once he succeeded in leaving Pakistan via Nepal but was arrested at Frankfurt Airport and sent back to Pakistan.He is disappointed about the general attitude of Pakistani Government towards Sikh militants and according to him they are treated as no better than asylum seekers. Gajinder Singh has shown keenness to return to India.

iii) He is in touch with his erstwhile colleague Satnam Singh Paonta who came to India after serving 14 year sentence in Pakistan. His wife, Manjit Kaur managed to obtain political asylum in Germany (Feb.2001) and has been issued a travel document to travel to all countries except India.

14. Activities :

He has been involved in planning a number of terrorist actions in India with the help of his associates in India, Canada and USA. On July 30, 1997, his associates who came to harm Punjab Chief Minister were arrested near Indo-Pak border in Amritsar. Since early 2000, he has been making efforts to execute the terrorist action in India with the help of Bhagwan Singh, a leader of AISSF, who was close associate of late Bhagwan Singh, a leader of AISSF, who was close associate of late Bhindranwale. He with the help of S S Bhinder, ISYF(Germany), S S Bhullar, ISYF(Canada) and Dr. Bhagwan Singh Sandhu @ Mokhal has been making efforts to organise terrorist related activities in India.

i) Paramjit Singh Panjwar supplies arms and ammunition from across the border to his associates in India with the help of smugglers of Distt.Amritsar and Pak based smugglers. While in India, he made many trips to Pakistan for smuggling of weapons through Punjab and Rajasthan border. He was also in touch with Afghan Mujahideens based in Peshawar. He was involved in killing of Harminder Singh Sandhu, Gen. Secy. AISSF (M) and Punjab and Sindh Banks robbery in 1990.

ii) Gurdial Singh Lalli of ISYF (Bittoo-Jasbir), Germany provided him DM 35,000/-in 2000. Amrik Singh Chaheru, ISYF(DDT), UK visited him (Nov.99) to chalk out future course of action, including seeking assistance from Kashmiri and Afghan militant groups.

iii) His wife, Paljit Kaur (also a proclaimed offender) has taken political asylum in Germany since Dec.97 alongwith her two sons. One of his sons has acted in a video film ‘Kesri Penda’ made by Pak ISI to project discrimination of Sikhs in India.

iv) He has been permitted ( Dec., 2000) two weekly radio broadcasts on the Pakistan Radio by Pak authorities for anti-India propaganda.

RANJIT SINGH @ NEETA, CHIEF OF Khalistan Zindabad Force (KZF)

His wife Charanjit Kaur @ Harbinder Kaur @ Raju went to Pakistan via Nepal in January 1997. She along with her one year old daughter, left for Canada in June’99 and has sought political asylum which has been rejected by Canadian authorities in Oct 2001. She is likely to be deported back to India. However, Neeta is trying to bring her back in Pakistan with the help of Pak authorities.

11. Background details:

He was arrested with Satpal Singh of Simbal Camp while attempting to detonate a bomb from Gurudwara Tall Sahib in Jammu in 1990. He was again arrested in Mumbai in Sept.’93 by Maharashtra Police. He escaped from Police custody on Dec.3, 1995 with four other militants. He slipped into Nepal and reached Kathmandu in early 1996 and stayed with the brother of Joga Singh of Mayalu Hotel before going to Pakistan. He is based in Lahore since March 1996.

12. Activities :

He has been organizing various terrorist actions in India with the help of his associates, particularly in Jammu area. The explosions in Jhelum Express (Dec.1996), roadways buses in Pathankot (April and June 1997), Shalimar Express (June 1998), Sialdah Express (Feb.,2000), Puja Express (Jan. 2000) and bomb blast in bus at Sirhind (March,2000) were carried out by his associates.

In Nov., 1998, Neeta was involved in transhipment of arms and ammunition to Sikh terrorists in India in collusion with Mukhtiar Singh and Paramjit Singh of ISYF(DDT), UK. In October 1998, Punjab Police arrested a few Sikhextremists from Madhopur who were acting at the behest of Neeta and ISYF(DDT), UK. On November 17, 1998, Nepalese police was able to apprehend Lakhbir Singh, r/o Jammu, activist of KZF and recovered huge quantity of RDX and other materials.

In August 2000 his sister-in-law and two other associates were arrested in Delhi with RDX. Neeta has been regularly pursuing her case in Delhi with the help of his associates in India.
