Draft agreement signed between the ANVC and ANVC-B with the centre and Meghalaya State Government on January 5, 2013.


  • Nomenclature of council to be GHADC.

  • ANVC gives up Grater Garo land, Statehood and Garoland Autonomous Council demand.

  • Development package for overall improvement of GHADC.

  • Creation of three sub-divisions, Rongjeng, chokpot and Tikrikilla.

  • Improvement of roads, bridges and airport.

  • Subjects to be included under Council reduced to 13 from 23.

  • Funding to GHADC to come from finance commission.

  • Funds to be jointly monitored by State government and Council.

  • ANVC can take part in GHADC first one year for planning and review.

  • After one year, fresh elections will be held to GHADC.

  • Total strength of the Council will be 40, of which 35 will be elected. 5 others including those from Nokma and women to be nominated.

  • Surrender of arms after signing of final MoS.

  • Three months after signing of MoS, ANVC to be disbanded.
