ANVC leaders are eyeing to join the various political parties in Garo Hills with an aim to contest the 2018 Assembly polls in the State. However, there is no plan on the part of ANVC to form a separate political party, as the top leaders intend to join other political parties.ANVC publicity secretary Arist Sangma stated "We are not going to form any political party due to financial and physical constrains but some of us are planning to join other political parties".

Former 'publicity secretary' of ANVC, Artist Sangma, ecalled that on March 15 a letter was sent to the State Government to continue with the monthly stipend till the cadres receive the one-time payment as per the provision of the peace pact. Sangma said that in the previous meeting, the Government had agreed to pay the monthly stipend, but in vain. The last time the cadres received the monthly stipend of INR 3000 each was in September 2014.As one time financial package, all the ANVC and ANVC-B cadres are entitled to get INR 250,000 each, but the process in this regard is yet to start.

Chief Minister Mukul Sangma has convened a meeting with the leaders of ANVC and ANVC-B on August 27 to discuss the progress of the Agreed Text of Settlement. An analysis of the agreement shows that it does not specify the onetime financial package to the cadres though the ANVC and ANVC-B cadres are entitled to get INR 250000 each as per the norm of the Centre as one time financial assistance which will have to be utilized for livelihood initiatives. Agreed Text for Settlement has no mention about any special economic package.

The former leader of the ANVC-B Bernard N Marak expressed his concern over the delay of implementation of the 'Agreed Text for Settlement'. It may be noted the MoS or the 'Agreed Text for Settlement' was signed between the ANVC, ANVC-B, Centre and Meghalaya government in September 24, 2014. "Even after 13 months of the signing of MoS the text is yet to see the light of the day. The delay in executing the agreement is creating confusion among many, forcing to raise questions on the contents of the agreement," Marak said in a statement. According to Marak, the "agreed text" was a solution to many issues related to people of Garo Hills. "The delay of which is obstructing the good days from dawning in Garo Hills. Good governance is the core vision of the agreed text which has to be materialized against all odds and obstructions. The state should implement the agreement instead of dilly-dallying the entire rehabilitation process," Marak added.

The disbanded breakaway faction of the ANVC - ANVC-B -criticized the Centre and the State Government for the delay in the announcement of rehabilitation package for its cadres. The ANVC-B leader Bernard Marak said that his group was yet to receive any response either from the Centre or the State Government regarding rehabilitation package. Irked over the delay, the ANVC-B has decided to write again to the State government and the Centre seeking early announcement of package for the cadres.

ANVC-B chief, Bernard N Marak once again continued the fight for the attainment of rehabilitation packages from the Meghalaya government with Marak writing to the CM of Meghalaya, Mukul Sangma, seeking release of the packages as per the agreement inked when they completed disbandment procedures last year. Writing on behalf of the Achik Matgrik Society, of which he is also the chairman, Marak sought immediate consideration in honour of the ATS. The ATS had been signed on the September 24, 2014. "The agreement assured us of a rehabilitation package upon joining the mainstream. We disbanded on December 15, 2014. We intend to remind you that it is now 14 months since we signed the agreement but we are yet to get any support from the government," he wrote.

The Centre has cleared the release of INR 150,000 each as one-time financial assistance as part of rehabilitation package to both ANVC and ANVC-B members following the peace settlement with both Centre and the Meghalaya State government in September last year. An official source said that in addition, the Centre has also agreed to release the pending monthly stipend of INR 3,500 each to the ANVC cadres. According to the official, following the clearance by the Centre, the state government will work out the modalities on the disbursement of the amount of money to the cadres. The official said that though the government had sought INR 250,000 per cadre as one time financial assistance, the Centre has agreed to provide INR 150,000 each. The official added that in addition to INR 150,000, the state government is looking at additional package in terms of livelihood programmes to the cadres of both ANVC and ANVC-B.

Police arrested Jerome Momin, the former commander- in-chief of ANVC, currently under peace pact, for allegedly selling sophisticated weapons and ammunition to self styled commander in chief of GNLA, Sohan D Shira, in exchange of money worth INR 1.7 million. Police personnel from Williamnagar, the headquarters of East Garo Hills District, raided the house of Jerome, and arrested him in connection with selling of weapons to GNLA, a revelation which will have far reaching consequences for the disbanded ANVC which is still waiting for the fulfilment of Agreed Text of Settlement signed in September last year. IG, operations, GHP Raju, in a statement issued on November 25 said Jerome had sold three big weapons and ammunition at a cost of INR 1.7 million to Sohan.

The Meghalaya Police trust deficit on the leaders of the ANVC and its ANVC-B is well exposed following the arrest of the Jerome Momin, the then self styled 'Commander in Chief' of the Garo outfit. "Going by the striking abilities during the days prior to ceasefire agreement, it is well beyond doubt that the two outfits have not fully deposited the arms and ammunitions," stated a senior Police official who is monitoring the investigation into the arms transaction indulged by Momin even on a day when his outfit formally signed the peace agreement with the government. "We don't have inputs on the hidden arms of the ANVC but it should be quite a number," stated the source. A total of 447 ANVC cadres were part of the disbanding ceremony. They also surrendered 93 numbers of weapons. The ANVC-B cadres numbering 301 members deposited 98 weapons. Interestingly, a majority of the weapons deposited were small pistols and local made guns with only a handful of sophisticated AK rifles. According to Police, at the height of its militancy the ANVC had a stockpile of rocket launchers and light machine guns but these were not surrendered during the disbanding ceremony.
