The KPLT has called a 36-hours Karbi Anglong bandh (shutdown strike), beginning 5 pm of January 24. It has also announced to boycott the Republic Day celebrations in the District. In a press communiqué, KPLT 'general secretary' and 'publicity in-charge' of the organization, Pakler Ageng, stated that, "There is no justification in observing Republic Day in Karbi Anglong as Government has resorted to oppressive and suppressive policies to thwart the free will of the people. Therefore, all democratic values have lost their credibility in the District."

A suspected cadre of KPLT Bikrom Teron died after he and four others were allegedly thrashed by the public for extortion in an interior village. Dispur in Kamrup (Metro) District of Assam

Six insurgent groups are currently active in Assam while 12 others in talks with the Central and State Government, Panchayat and Rural Development Minister Rockybul Hussain said. Six groups - ULFA-ATF, NDFB-ATF/ NDFB-IKS, KPLT, KLO, MULTA and HuM-are active in the State; Hussain said replying to a question in the House.

Hussain said outfits in talks were NDFB's Progressive faction, ULFA-PTF, KLNLF, ACMA, BCF, KRA, UKDA, KLA, HPC-D, APA, AANLA and STF.

The NDFB-RD and the NSLA have declared unilateral ceasefire, Hussain said while replying on behalf of Chief Minister Tarun Gogoi, who also holds the Home Affairs portfolio, said.

Two groups -BTF and ULFBV have already surrendered. Settlement has been reached by the central and state governments with the UPDS and the two factions of the DHD.

"However, details regarding the progress of talks with various outfits cannot be disclosed now," Hussain said. On cases faced by leaders and cadres of outfits in talks, he said, "We will not lift the cases faced by them. The cases will be dealt by the courts and judiciary. A monthly assistance of INR 3,000 is provided to each cadre belonging to groups engaged in peace talks.

"Son of the village headman is a member of the KLNLF outfit which is under ceasefire agreement with government and natural rival of the KPLT, probably the assailants suspected the victims son to be the mole of the police," said a senior Police Officer.

April 25 Golaghat District in Assam

A senior Police official said that the involvement of militants in rhino poaching had been confirmed with the interception of messages between the KPLT militants and poachers. "KPLT militants have been supplying arms to the poachers," the official said in the meeting of top officials from Golaghat, Nagaon, Karbi Anglong and Sonitpur Districts in Kaziranga. The civil administration and the home and forest departments have decided to join hands to strike hard at rhino poachers who have been on the rampage in the wilds of Assam.

SFs recovered a .303 rifle along with a silencer from a poacher, Borsing Tisso, in Ketoterang village. The poacher has further confessed that the rifle and the silencer were given to him by the militant group KPLT, he has not yet revealed when and who gave him the weapon.

Several second rung leaders of the KPLT escaped unhurt after a long gun-battle with a SFs in Tikoklangso village in Karbi Anglong. According to Police, based on a tipoff, a counter insurgency force of army and Police entered the village where a group of about six KPLT armed cadres with sophisticated weapons were camping for extorting money from the area.

DGP, JN Choudhury stated that though the level of violence involving the militant groups has come down, growing ethnic tension in different parts of Assam has become a matter of serious concern. Meanwhile, over 60,000 cases are pending in different Police Stations of the State, which is another major area of concern for the Assam Police.

DGP, Choudhary, said that with majority of the militant groups having come forward for talks with the Government, the level of violence has come down and only the anti-talk faction of the ULFA-ATF, NDFB-IKS, KPLT etc are active in the State now. However, these groups do not have all Assam footprints. But extortions by the NDFB-RD/ NDFB-IKS remain an area of concern, the DGP said.

Choudhury admitted that the growing ethnic tensions are a matter of concern as in recent times, the Kokrajhar and Goalpara areas of the State witnessed serious ethnic disturbances and long-term strategies would have to be taken to deal with the problem. He said that efforts are on to increase the number of Police Stations to improve civil policing and the State Government has already sought financial assistance from the Centre for setting up of new police stations.

The DGP pointed out that of late, the mobs have become more and more aggressive and dealing with such mobs is a major problem as the Supreme Court also gave clear-cut guidelines on the use of force.

KPLT militants shot dead, Joysing Senar (35), at Lang Tor Tor village under Dokmoka Police Station in Karbi Anglong District. According to sources, the slain person had run an extortion racket in the area in the name of KPLT. The sources also told that he was the former member of now ceasefire group Karbi Longri and KLNLF, but later switched to KPLT. He was later expelled from the organization on the ground of gross indiscipline and impropriety.

An extortion drive by KPLT in areas near the Nagaon-Karbi Anglong boundary has forced villagers to flee in panic,. According to reports, around 20 families of Jargaon village under Jakhalabandha Police Station in Koliabar sub-division of Nagaon District fled to the nearby Sakmutia tea estate recently, seeking safety. The villagers said KPLT cadres had recently come to their village and demanded an "annual tax" from the residents. "We were asked to pay INR 1,000 as annual tax. It varied in case of well-to-do families and those who owned commercial and private vehicles," a villager said.

Suspected militants belonging to KPLT abducted three persons from the Geleki area, near the boundary of Kaziranga National Park, in Karbi Anglong District. The abducted persons were identified as Bijoy Barma, Paresh Saikia and Binud Kalita. However, Binud managed to escape. All the three were engaged as daily wage earners in the construction work of the National Highway.

Rengma Nagas settled in KAAC region have been allegedly served a one-month ultimatum by the KPLT to either accept the identity of the Karbi or leave the place. NRHPF 'chairman' Keyhang Rengma said that a meeting of Rengma village Gaon Buras (Village headman), leaders, pastors and elders was forcibly arranged by KPLT at one Karbi village, Tisso village. At the meeting, KPLT allegedly told the Rengma Nagas to decide their fate within one month i.e. on or before July 9 next. Maintaining how Rengma Nagas could become Karbis, NRHPF chairman Keyhang appealed to all the Nagas to intervene and help seek justice. In January 2013, members of Rengma tribe demanding the creation of NRHAC in KAAC formed CNRH with an armed wing called NRHPF.

Karbi militant formation, KPLT declared blanket ban on the sale and exploitation of forest products of Karbi Anglong from June 25. This was contained in a press communiqué issued by 'information and publicity secretary' of KPLT, P. Ajang. P. Ajang categorically mentioned that bamboo, coal, timber and any other kind of forest product will not be allowed to be taken out from any part of Karbi Anglong. He further asserted that KPLT has banned hunting and poaching of wildlife in the District. The outfit in the statement has also wanted of strict action against those violators. "Anyone who dares to violate the command of KPLT will be dealt firmly, and that for any harsh action KPLT will not remain responsible", the statement stated.

Following mass appeals by several civil society organizations, KPLT has urged the displaced Western Rengmas in the District to "return home under full assurance of peaceful coexistence." KPLT leaders in a press note has also denied allegation levelled against the organization by "certain Rengma leaders" and said it upheld the "age-old cultural and social relation between the Karbi and Rengma communities" who have domiciled in Karbi Anglong since the 18th century. KPLT, however, cautioned the Rengmas not to fall prey to any outside force for settling their own issues.

RVCCF has appealed KPLT to settle the issue arising out of its ultimatum served on the Rengmas of Karbi Anglong before the situation went out of hand.

All displaced Rengma Naga villagers sheltering in a church in Chokihola of Karbi Anglong District after abandoning their villages due to the threat from KPLT militants, were safely escorted to their homes under police protection. This was declared by a Joint Committee of eleven civil societies of Karbi Anglong on June 19 which coordinated to resolve the crisis.

KPLT denied issuing ultimatum to Rengma to leave Karbi Anglong District if they could not persuade the Rengma militant to surrender before them by July 9. The KPLT 'Chairman', Bidisar Tungjang, claimed that a meeting was held at Borlangso, & said, "the meeting was peaceful and cordial, and there was no sign of enmity between the two sides." He went on to say that, Rengmas and Karbis have been living together since time immemorial. Rengmas living in Karbi Anglong have been living like a Karbi, their contribution towards the progress of Karbi Anglong cannot be denied. The Rengmas of Karbi Anglong are peace loving and friendly, therefore how can a diktat of such kind be made against them, he said.

State Forest Minister Rockybul Hussain stated in the Assembly that altogether 78 persons were killed and 191 abducted by different insurgent outfits in 601 incidents, during the last two years, when 20 security personnel were also killed. The ULFA-I had killed 16 persons, including a 10-year-old girl, a four-year-old boy and girl each, while the anti-talks faction of NDFB-ATF had killed 12 civilians including a 10-year-old-boy, Hussain said.

The KPLT killed 12 persons, NSCN-IM/K killed four, Meghalaya based GNLA killed three, KLO, KRA, DNRF, HPC and Dima Halim Daogah- Jewel Garlosa (DHD-Jewel) killed one each, besides 25 by other militant formations.

A total of 135 militants were killed and 2,749 arrested during the period, he said. To another question, the minister said five underground outfits are active in Assam and they are ULFA-Liberation, NDFB, KPLT, KLO, MULTA and HUM Assam unit.

ULFA-I has urged Bangladesh Prime Minister Sheikh Hasina to give "an honourable and decent repatriation" to its jailed 'general secretary' Anup Chetia.

KPLT militants on August 7-8 , during the 300-hour Karbi Anglong bandh (General Shut Down) called by the outfit, militants armed with sophisticated weapons, attacked the Uttarborbil Police Outpost under Howraghat Police Station at around 8.46pm on August 7. The militants fired indiscriminately and lobbed grenades at the police outpost with the help of rocket propelled guns (RPG). The police retaliated and the exchange of fire continued for about 10 minutes. Later, the militants fled from the spot under the cover of darkness. No casualty was reported.

However, six workers were released later and they reached Kuthori in Nagaon District on November 24. Later, the remaining persons were also released on the same day. Sources stated that they were released against ransom allegedly paid to the outfit.

SFs arrested a militant of the LAEF from Jorabat area on the outskirts of the Guwahati city in Kamrup District. The city Police operation wing SP Ranjan Bhuyan said, "The militant cadre identified as Mojince Sangma (33), hailing from Goalpara, was on his way to Bokolia in Karbi Anglong District to procure arms for the outfit. We found 15 rounds of .9mm ammunition and INR 187,000 from his possession too. Sangma was scheduled to procure at least two sophisticated small arms from a KPLT linkman. "He said the LAEF is getting support from the KPLT in procuring arms. The KPLT gets used arms from ULFA-I [Independent faction of United Liberation Front of Asom] and then they sell them to the LAEF and the UALA. Some groups in lower Assam are also in close contact with the KPLT," added the Policeman.

Police claimed that a section of militants belonging to the KPLT, including a top leader of the outfit, have expressed their willingness to come overground and join the mainstream. "So far, we have received feelers from about 12 KPLT cadres, including its 'general secretary' Resim Lakthe, showing a desire to lay down arms and hold talks with the Government," a senior police officer said. He said the number was likely to go up to 18.

Forest Minister Rockybul Hussain on December 16 said that six militant outfits, including ULFA-I and NDFB-IKS, are active in Assam with a cadre strength of 760. Hussain answering on behalf of Chief Minister Tarun Gogoi, also in charge of Home, said the other outfits are KPLT, KLO, MULTA and HuM -Assam unit.The NDFB-IKS has the highest number of cadre at 300, followed by ULFA-I with 240 militants, KLO has 100, and MULTA and HUJI have 40 each, he said. Altogether 15 underground groups were on ceasefire agreement with the government and their cadres were staying in designated camps across the state, the minister said. These are ULFA (Pro talk faction led by Arabinda Rajkhowa), NDFB-PTF, KLNLF, ACMA, BCF, KRA-Assam, UKDA, AANLA, STF, APA, KLO/KLO HPC-Democratic and NDFB-Ranjan Daimary. Six new extremist organisations were also formed and they are Karbi National Liberation Army, United Peoples Liberation Front, DHD-Action, Dima Jadi Naiso Army, National Liberation Front of Bengali and United Dimasa Kachari Liberation Front.

The NDFB-IKS led by Karbi militant leader I K Songbijit is on top of the list followed by the KPLT as leading militant outfits in the State. The Paresh Baruah-led ULFA-I, after its split from the ULFA-PTF led by Arabinda Rajkhowa, has been officially relegated to the third spot among the militant outfits of the state. The ranking is in terms of rebel outfits' striking power.

The NDFB-IKS has the highest number of cadres, about 300, followed by ULFA-I with about 240, while the KLO has around 100 and the KPLT 40. In the state, ULFA-I is present in Goalpara and Tinsukia districts only while the NDFB-IKS is active in the entire BTC belt as well as in Sonitpur District and neighbouring Arunachal Pradesh. The KPLT, on the other hand, is confined to Karbi Anglong district while the KLO is present in Golakganj in Dhubri District and in North Bengal areas.

At least four persons, including three women, were Shot dead by suspected KPLT militants in Khowanigaon under Borpathar Police Station in Karbi Anglong District on December 27. The deceased villagers, meanwhile, have been identified as Logu Hembu, Noshengle Hembu, Rhenho Nandu and Kegwathong Kemp. Reports of three KPLT militants being gunned down during a cross-firing with the, rival Rengma Naga militant formation, NRHPF are also doing rounds, although their bodies are yet to be recovered.

Superintendent of Police of Karbi Anglong, MJ Mahanta said that the deceased included the village headman, besides three women of the Rengma community. The SP said, "Investigation is on to find out whether the villagers died during a cross-firing between the two militant groups or were attacked by the KPLT militants. We are also trying to recover the bodies of the KPLT militants, who are believed to have been shot dead by NRHPF militants in an encounter."He said vigil in the locality has been intensified and necessary measures are being taken to thwart such incidents.

December 27 Karbi Anglong

Over 200 Rengma Naga villagers residing in the said area left their houses after the incident. They have taken shelter in the Borpathar High School and in the church. Some others are also reportedly taking shelter in the jungles of nearby hills to save themselves from Karbi militants' attack.

"We suspected that our village would be attacked five days ago and moved the administration last week, demanding security. Had the administration taken steps, the brutal attack could have been prevented," Rengma Naga Peoples Council 'adviser' Devid Rengma told . Sources said KPLT militants had issued an ultimatum to Rengma Nagas to leave the District by December 25.

December 29 Karbi Anglong

A fierce gunfight between KPLT militants and security Forces took place in the remote Borlangso hill area under the Chokihola Police Station of the Bokajan subdivision in Karbi Anglong. According to information received, a group of KPLT militants, armed with sophisticated weapons, entered the Borlangso village and attempted to set several houses ablaze. No casualty on either side has been reported so far, sources said. Miscreants accompanied by suspected KPLT militants torched around 20 abandoned houses at a Rengma village in the Borlangso area of the district.

A joint team of Karbi Anglong Police and SFs recovered bullet-riddled decomposed bodies of two aged women suspected to have been killed at Rengma mouja in Karbi Anglong District. The village is now abandoned. With the recovery of these two bodies death toll in KPLT led violence against Rengma Nagas of Karbi Anglong has now reached to six.

December 30 Karbi Anglong

Assam Parliamentary Secretary for Home, Atuwa Munda, on December 30 said nearly 1,500 people from both the Karbi and Rengma communities are in relief camps.

He also said that that preliminary investigations had indicated that imposition of "tax" by the KPLT on orange cultivation and the Rengma villagers' refusal to pay could be a reason for December 27 violence. Munda said following the attack on Rengma villagers, the Rengma Naga Hill Protection Force, a militant outfit earlier unheard of, came into the picture and started targeting the Karbis. He said 10 Central Reserve Police Force (CRPF) companies had reached Bokajan and had been deployed in the trouble-torn areas. On December 29, three companies of Assam Police Battalions were dispatched to the district after fresh incidents of violence were reported in the morning.
