ICT-2 said JeI contributed significantly to the creation of auxiliary forces during the Liberation War for combating unarmed Bengali civilians in the name of protecting Pakistan. The then Pakistani Government and the military setup a number of auxiliary forces such as Razakars, Al-Badr, Al-Shams and Peace Committee.

Delhi Police Special Cell recovered 75 contacts from mobile phone book of Sayyed Liyaqat Ali Shah, including important operatives of Al-Badr.

The militant outfits, whose militants were being trained at the camp, included LeT, JeM, Al Badr and HM. Sources pointed out that though the militant commanders of these four outfits didn't have much co-ordination, they have joined hands to train the militants following dwindling strength of their cadre and repeated calls from their commanders operating in Jammu and Kashmir for infiltration of the militants to sustain terrorism.
