Terrorist outfit LeT is recruiting "vulnerable
young men in Pakistan," as part of a larger conspiracy to wage
war against India, especially in the State of J&K, a chargesheet
filed by the NIA in the Udhampur terrorist attack case has said.
The NIA said the LeT "recruited these impressionable young men
and put them through various training regimes with the twin objectives
of radicalising their worldview and providing them with 'military'
skills and they were then illegally pushed into India to join
their colleagues and commit terrorist acts." The outfit recruited
"guides" to help "trained terrorists" infiltrate into India through
Helen Det, a launch pad being operated by the outfit in PoK near
the LoC, says the chargesheet pertaining to the attack on a BSF
bus in Udhampur on August 5, 2015, in J&K.

pushed heavily armed terrorists into India with the direction
to mix with the local people, create disturbance, and attack Police
and SFs. The video shows Bahadur Ali (21), a resident of Raiwind
in Lahore, spilling beans about LeT's role in the disturbances.
He is also shown speaking about the LeT's sophisticated communication
network and assistance rendered to it by the Pakistani army. Ali,
who was arrested from Yahama village in Handwara in Kupwara District
on July 25, was in one of the groups allegedly instructed to take
advantage of the current situation and throw grenades at the SFs
by mixing with the protesters. During communications with Ali,
Alpha-3 (a communication centre in PoK) told that the LeT cadres
had been successful in fuelling large-scale agitation in Kashmir
after Eid subsequent to the killing of HM 'commander' Burhan Wani
on July 8. "Further investigation is continuing on the disclosure
of Bahadur Ali regarding his role in the present unrest in Kashmir,"
Singh said.
Ali said he was recruited into JUD, an organisation
headed by Hafiz Saeed, aged 14, by a close aide of the 26/11 mastermind,
and given the task of collecting funds for Jihad in his
village. Moulana Abdur Rahim, who belonged to the LeT, also headed
by Saeed, radicalised him by showing films of alleged atrocities
on Muslims in different parts of the world including India and
exhorting youth to undertake Jihad to establish Islamic
rule there. He also served in the office of a LeT-affiliated NGO
Falah-e-Insaniat Foundation (FIF) at Lahore. Before being sent
to India, Ali underwent three training courses - 'Daura-e-Tulba'
(basic training for 15 days) at Manshera in the year 2013, 'Daura-e-Aam'
(21 days of basic arms training) at Aksa camp near Muzaffarabad
in 2014 followed by month-long 'Daura-e-Khas' at Tabook camp near
Muzaffarabad in the summer of 2016, during which he was trained
in use of sophisticated arms and field craft. He said there are
30 to 50 trainees at any given time in each course from different
parts of Pakistan including Pushto speaking men who are sent to
Afghanistan to fight the allied forces, the NIA said. "The In-charge
of the control centre at Muzaffarabad whom Bahadur Ali had also
met before infiltrating into India was a man named Waleed," Singh
added.

Strongly rebuffing Pakistan on Kashmir, India
said it has no "locus standi" in the matter and its attempt to
internationalise the issue will not "whitewash" cross-border terrorism
supported by it. It also asserted that the recent arrest of LeT
terrorist Bahadur Ali is yet another proof of Pakistan's continued
involvement in cross-border terrorism and infiltration into India,
despite several assurances that it will not allow its territory
to be used for terrorism against any other country. "Pakistan
has no locus standi in addressing any aspect of the situation
in Jammu and Kashmir, which is an internal matter of India, except
to put an end to all cross-border terrorism, infiltration and
support and instigation to terrorism and violence against India.
"We are in touch with important interlocutors bilaterally as well
as multilaterally to put across the correct picture. Let me also
say it does not matter how many letters are written, it will still
not whitewash cross-border terrorism," External Affairs Ministry
Spokesperson Vikas Swarup said.

Four Districts of south Kashmir - Pulwama, Shopian,
Kulgam and Anantnag - have descended into anarchy with hundreds
and thousands holding 'azadi' rallies almost daily in absence
of an effective Police Force. Out of 36 Police Stations in these
Districts, only three -one each in Pulwama, Rajpora and Awantipora
- are functioning with any semblance of efficacy. Barring these,
all Police have evacuated Police Stations since frenzied mobs
began their attacks, setting a number of these ablaze. Sources
said the Police department has "for the time being" shut down
dozens of Police Stations. Most have turned into empty shells
now guarded by the Army and CRPF. CRPF personnel are no longer
visible in south Kashmir. In places like Aishmuqam in Anantnag,
sources said they had been instructed to remain mute spectators
while crowds rule the streets. Scores of youth have joined the
militants in Tral, where organised training camps are being run
by top LeT and JeM 'commanders' to turn out jihadis, a

The infiltration of militants into Kashmir valley
has gone up by over 100 per cent this year despite Army being
on high alert along 400 kilometres long LoC in North Kashmir.
According to MAC figures, 72 militants, mostly belonging to LeT,
have infiltrated into Kashmir this year till July while last year
the number was 35 for the whole year. However, a senior Police
officer said that it is a conservative estimate and as per the
ground reports the number could be double than that of the official
figure. He said some of the groups, who have recently infiltrated
into Kashmir, are yet to come under SFs radar. The security agencies
gave two reasons for the increased infiltration this year. One,
Pakistan wants to step up militancy in Kashmir and second, this
year the SFs achieved major success against militants by killing
102 of them so far which is highest in recent years. Sources said
that there are more than 40 training camps operating in PoK with
19 of them most active and are imparting map reading, GPS use,
weight, weapon and tactical training to the militants who are
sent to launching pads along the LoC for infiltration. These training
camps are at Skardu, Kel, Karko, Dullu, Titwal, Chakoti, Kotli,
Dehri, Barhal Mirpur and Chaprai. Army said that over 200 highly
trained militants are waiting on these launch pads for infiltration
and Army is on heightened alert along the LoC to foil their attempts.
The Army patrols along and beyond the LoC fence have been intensified
to foil infiltration attempts by militants who are conducting
recce daily. Army has also intensified search operation in the
forests of North Kashmir so as to tackle the infiltrated militants
there only and prevent them from coming out to the populated areas.

The JeM had carried out multiple terror strikes
in Jammu and Kashmir but none were as audacious as the Uri attack
in Baramulla District on September 18. After the Uri strike, JeM
has joined the league of top terror groups like LeT and Al Qaeda,
especially as the attack followed the one on the Pathankot airbase
on January 2, 2016. In contrast, the LeT, considered the biggest
active terror group in the subcontinent, has failed to demonstrate
its striking capability post Mumbai 26/11 as it has come under
various international sanctions. Its groups of militants who infiltrated
into India recently were either killed or arrested. JeM has been
constantly upping its ante inside the valley after 2012 under
the banner of 'Afzal Guru Squad.' Set up in 2000 by Maulana Masood
Azhar - released by the NDA Government, after the hijacking of
Indian Airlines flight to Kandahar 1999 - JeM was once isolated
within Pakistan but appears to have got a new lease of life including
support from the ISI. The group was also responsible for an attack

the perimeter fencing of the highly-guarded army installation

the terrorists were well-versed of the layout of the army base
close to the LoC, the assailants locked the cooking room and store
from outside to prevent the soldiers from leaving before setting
them afire, sources privy to the probe said. The investigators
are not ruling out "insider help" to the terrorists in view of
the precise nature of the actions undertaken by the intruders
once inside the army base, the sources said, adding the attackers
first cut the perimeter fencing at two places. After locking the
cooking room and store, two of the terrorists started moving towards
the officers' quarters within the base but they were gunned down
before they could inflict any further damage, they said. The two
GPS sets recovered from the slain militants were damaged during

The Government believes at least 250 terrorists
belonging to three Pakistan-based terror groups are active in
the Kashmir valley and they could target SFs to 'avenge' the surgical
strikes carried out by the Army across the LoC. Quoting intelligence
inputs, top Government sources said that most of the 250 terrorists
belonging to LeT, JeM and HM had infiltrated before the surgical
strikes and were hiding. They said the terrorists have been given
clear instructions by their handlers across the border to target
SFs to "avenge" the surgical strikes. The central Government has
asked SFs operating in J&K to maintain maximum alertness and take
all precautions to foil any attempt by the militants to target
them. Sources said even though vigil along the LoC as well as
the IB was intensified, there were gaps in many places due to
the difficult topography. Army, BSF, CRPF and J&K Police have
also stepped up search for the terrorists. It is believed that
some 100 terrorists are waiting across the border to infiltrate.
SFs have killed more than 40 terrorists in the last one month
while they were trying to infiltrate or attack the bases of Army
and other SFs. Since the attack on the Army's Uri camp which killed
19 soldiers, terrorists have made several attempts in Baramulla,

Police said three militants, including two foreigners,
with the assistance of five-member LeT module robbed Jammu and

leads about the bank robbery and the trail left by assailants,
Police meticulously dealt with the clues using technology as well
as human sources. "During the process, the team zeroed in on one
Muhammad Iqbal Wani, a resident of Chewa Kalan in Pulwama District.
His arrest and disclosures further led to Farooq Ahmad Bhat and
Tanveer Alam Wani, both residents of Chew Kalan," the SP said.
The SP said that during questioning it was found that the trio
ran a "highly committed and confidential" OGWs network of LeT.
"They revealed that conspiracy of robbing the Malpora Branch was
hatched and master minded by one Arif Dar alias Abu Haibatullah
- resident of Lelhar village of Kakapora in Pulwama, who is an
active local militant of LeT, along with two foreign militants,
identified by their codes, Abu Ali and Abu Ismail," the SP said.
Bhat further said that the OGWs provided all the support for facilitating
the robbery, including transportation, logistics and had conducted
recce of the bank multiple times. "The group also used the services
of Tanveer Bhat and Raqeeb Rather, also residents of Chewa Kalan,
for driving the assailants to and fro upto Malpora," he said.
The SP said the militant trio on November 21 left Chew Kalan village
along with LeT OGWs in two vehicles and on reaching Malpora, they
barged into the Bank branch and robbed it of nearly INR 1.3 million
by keeping the employees at gun point. "It was their (militants)
plan basically," he said. "After the incident, the group drove
back to Chew Kalan, where these militants de-boarded en route
and decamped along with the cash. With the arrest of these five
suspects, a very important OGW module of LeT outfit stands busted.
The hunt is on for the militants who are in hiding," the SP Pulwama

Three militants were killed in a gun battle that

Police spokesman while giving details said that Police received
specific information about the presence of militants in the house
of one Mushtaq Ahmad Ganie son of Ghulam Qadir Ganie at Hassanpora
in the Arwani area of Anantnag on December 7. "As per the information,
Mushtaq Ahmad Ganie works as an OGW of terrorists of LeT outfit
and not only harboured terrorists in his house, but also provides
all sort of logistical support to them", the spokesman said. "Based
on this input, an operation was launched by joint team of Anantnag,
Awantipora police along with Army and CRPF. The said house was
cordoned off and when the security forces party entered into the
house for searching, terrorist fired on them. The fire was retaliated
and the ensuing gun battle lasted for almost two days. The operation
concluded today [December 9] when a joint team of Jammu and Kashmir
Police and CRPFs QAT stormed the house and cleared it. The cover
fire to the storming team was given by Army troops" the spokesman
said. He said that during the search operation, two bodies of
the militants and three AK-rifles along with other incriminating
material has been recovered from the debris of the house. As reported
earlier, one civilian was killed in the cross-fire on December
8.
An unnamed Police official said that the three
LeT terrorists killed in the encounter at Anantnag were planning
to create fresh unrest in the Valley on the lines of disturbances
that followed after HM militant Burhan Wani was gunned down in
a similar encounter on July 8. "They wanted the protests by locals'
supporters to get out of hand and lead to a law & order face-off
between the forces and local sympathizers. This, they believed,
would have triggered a fresh spell of unrest in the Valley. However,
with locals failing to come in aggressive support and confining
themselves to pelting stones at the forces, it seems their plans
went awry, and they finally fell to the bullets after a protracted
gunfight," said the officer.
