Uripok / Imphal West District

A team of Imphal West District Police arrested a militant of KCP, identified as Akoijam Khamba Singh (45) from Bamon Kampu Mayai Leikai in Imphal East District. Three hand grenades, four detonators and a .32 pistol along with 2 live rounds were recovered from his possession. According to Police he joined the outfit in 2008.

One cadre of the Lamyanba Khuman faction of KCP-MC militant, identified as Kangabam Chaoba alias Mohen (63), who was involved in placing a hand grenade at the office of Pandam, an evening daily on December 26, 2016 was arrested by Imphal West District Police at Sagolband Kangabam Leikai area in Imphal West District. One Chinese hand grenade along with detonator and three demand letters were recovered from the arrested militant. The militant disclosed that he had been working under the command of self styled 'commander' Laishram Mangoljao alias Lamyanba Khuman of the militant group who was staying in Nepal. He also disclosed that he collected one Chinese hand grenade from another militant, AK Khamba (48) who was recently arrested by Imphal East District commandos.

After the arrest of the militant of Lamyanba Khuman faction of KCP-MC on January 8 by Manipur Police, who suspected to be involved in planting a hand grenade at the office of Pandam, an evening daily on December 26, 2016, a spokesperson of AR claimed that CorCom, an apex body of six outfits of Manipur responsible for the threatening of the local editors.

A team of Imphal East District Police arrested a KCP militant, identified as Ningthoujam Yamba Singh alias Sanayamba (35) at Keirao Awang Leikai in Imphal East District. Incriminating articles were recovered from the arrested militant.

The 'c-in-c' of KCP-Poirei Meitei Lup, identified as Khoirom Ranjit alias Rocky alias Great Macha (35) was arrested at Mayur Vihar area in East Delhi along with a female cadre of the militant group identified as Inungbam Sanatombi Devi (26). The Delhi Police recovered 100-150 mobile SIM cards and laptops from the militant leader and his associate. The Delhi Police also disclosed other information related to the militant group after interrogation. DCP (special cell) Sanjeev Yadav said, "They are involved in large number of cases of terror activities like lobbing of grenades, shoot-outs, killings, planting of bombs, running extortion network by intimidating businessmen and politicians."

A cadre of KCP-Poirei Meitei Lup, identified as Pukhrihongbam Ibomcha was arrested in Imphal in Manipur. A 9 mm pistol and 2 hand grenades were recovered from his possession.

Police arrested a KCP militant, identified as Rishikesh Singh (41), from Sangakpham Bazar area in Imphal West District. Incriminating articles were also recovered from his possession.

A court in New Delhi, remanded Inugbamsanatombi Devi, the female associate of 'c-in-c' of KCP-Poirei Lup, to judicial custody until January 31. She was arrested on January 12 along with Khoirom Ranjit, the 'c-in-c' of KCP-Poirei Meitei, who is in Police custody until January 19.

The 'c-in-c' of KCP-Poirei Meitei Lup, Khoirom Ranjit alias Rocky alias Great Macha (35) will be taken back to Delhi on January 18 (today) for further investigation. Khoirom Ranjit was brought back to Manipur on January 13 after he was arrested by a special cell of Delhi Police from Mayur Vihar area of New Delhi on January 12.

Sawombung / Imphal East District

SFs arrested one KCP militant identified as Sanjenbam Chandramani Singh alias Boynao alias Eyamba at Sawombung in Imphal East District. Incriminating articles were recovered from the arrested militants.

SFs arrested two militants of KCP-Poirei Meitei Lup, identified as Sanjenbam Ningthem Singh (40) and Wankhem Bihari Singh (34), in Kabowakching area of Bishnupur District.

A Court in New Delhi extended the judicial custody of the 'chief' of KCP-Poirei Meitei Lup militant Khoirom Ranjit and his two associates, Inugbam Sanatombi Devi and Pukhrihongbamibomcha Prem Kumar, till February 27.

Clarifying the stand of the present Union Government towards insurgents groups, the UMHA has indicated to a parliamentary panel that it is open to negotiations with only those militant formations that abjure violence and opt for a solution within the Constitution of India. The Government proposes to adopt a multi-pronged strategy to deal with extremists/separatists of the northeastern region. The parliamentary panel in its report advised that the government should start dialogue with these groups and address sympathetically their grievances within the framework of the Constitution of India with an aim of bringing them into the mainstream. The multi-pronged strategy includes this aspect also.

Currently, the Union government is engaged in peace talks with various insurgent groups of the Northeast and talks are continuing with the ULFA-PTF, NDFB-P, NDFB-RD, KLNLF- all from Assam, while the NSCN-IM, NSCN-KN and NSCN-R of Nagaland are under ceasefire agreements.

A total of 23 underground outfits of Manipur, consisting two conglomerates - the UPF and KNO are currently under SoO agreement with the Union Government. Three valley-based underground outfits of Manipur - the URF, KCP-L and KYKL-MDF have signed MoU with the Union Government.

The Union Government has informed that pursuant to the policy of talks, various insurgent outfits, including the UPDS, DHD of Assam and ANVC and ANVC-B of Meghalaya have signed memorandum of settlement with the Government and dissolved themselves. As a result, a number of members of insurgent outfits have surrendered after laying down arms and joined the mainstream of society.

AR troops have arrested, Naoba Metei (16), a cadre of the Manipur-based outfit KCP, from Kunsa village in Tirap District.

Kakching Bazar / Kakching District

One militant of KCP-N, identified as Kshetrimayum Jiten Meitei (44), was arrested by SFs at Kakching Bazar in Kakching District. One Chinese grenade and one pressure bomb were recovered from the arrested militant.

Hotel Imphal / Imphal East District

A woman sympathizer of the KCP-MJC militant, identified as Vahey Kipgen (30), was arrested along with extortion letters near Hotel Imphal in Imphal East District.

Takyel Khongbal Mayai Leikai / Imphal West District

A woman, identified as Naorem Lukamani Devi, who was declared an absconder by Special Court, NIA Guwahati on March 28 last year (2016) was arrested by the investigation agency from Takyel Khongbal Mayai Leikai in Imphal West District. The husband of the arrested woman, Priyokumar alias Kesho Meitei, is the 'c-in-c' of the KCP-MTF, who was arrested by NIA from Siliguri in West Bengal in June, 2012.

Two militants of KCP -Tamnganba, identified as Taorem Jamesh Khuman alias Nongdamba (24) and Thounaojam Surjit alias Mamo (34), were arrested by SFs at Wangjing near Canteen Lampak under Thoubal Police Station in Thoubal District. One 9 mm pistol with four live rounds of bullets, four mobile phones and a wallet containing INR 1570 were also recovered from the arrested militants.

Heingang Mayai Leikai / Imphal East District

One militant of KCP-P, identified as Oinam Manitomba Singh alias Thoiba (37), was arrested by the SFs at Heingang Mayai Leikai in Imphal East District.

Imphal

In connection with the different cases taken up against KCP-Poirei Meitei by NIA for extortion, bomb attack, abduction for ransom and others, the investigation agency interrogated a former Director of JNIMS and a reporter of an evening newspaper (Kangleipakki Meira).

One militant of KCP-MC (Progressive), identified as Okram Ojit alias Naobi (21) was arrested during a search operation, near Sawombung oil pump in Imphal East District.

Wairi Bamon Pareng / Kakching District

Two cadres of the KCP-MC (Progressive), identified as Asem Romen alias Uttam alias Rame (33) and his wife Salam Ayingbi (30) were arrested from their residence at Wairi Bamon Pareng in Kakching District. One 9 mm pistol with two live rounds, four extortion notes and two mobile phones with SIM cards were recovered from their possession.

Yairipok Laimanai / Thoubal District

A team of the NIA visited the residence of the arrested 'c-in-c' of the proscribed KCP-Poirei Meitei, Khoirom Ranjit at Yairipok Laimanai, Thoubal District as part of the ongoing investigation into different cases registered against the 'c-in-c' and the militant group.

Chingmeirong / Imphal West District

SFs arrested one militant of KCP-MC, identified as Ningombam Birjit Singh alias Ibungo (44), from Chingmeirong in Imphal West District. According to the SFs he was involved in several extortion cases.

The NIA recorded the statement of three prosecution witnesses including two women and a restaurant owner as a follow-up investigation of the different cases taken up against the arrested 'c-in-c' of KCP-Poirei Meitei Khoirom Ranjit for extortion, bomb attack, kidnapping for ransom and others.

Yairipok Kekru Mathak Leikai area / Thoubal District

SFs arrested one militant of KCP-Poirei Lup, identified as Longjam Bijando Singh (48), Yairipok Kekru Mathak Leikai area in Thoubal District. SFs also arrested two women, identified as Longjam (o) Debala Devi (41) and Khadangbam (o) Sanatombi Devi (45), along with the militant. According to the Police they were involved in concealing one AK assault rifle and incriminating articles.

Imphal

One militant of KCP-Lamphel, identified as 'commander' Soraisam Modhuchandra Singh alias SM Meitei (45), surrendered before CM N.Biren Singh along with two 9mm pistols with two magazines and nine live rounds at a function at the Chief Minister's Secretariat in Imphal.

Imphal West District

One militant of KCP, identified as Aribam Rikesh Sharma alias Tingku (24), was arrested by Police in Imphal West District. One .32 pistol along with two live rounds, four contact notes of KCP (People's War Group) militant, one ID card and a mobile phone were recovered from the arrested militant.

Brahmapur Nahabam / Imphal East District

Police arrested one militant of KCP, identified as Gurumayum Basanta alias Munda Sharma (36), from Brahmapur Nahabam under Porompat Police Station in Imphal East District. One 9 mm pistol loaded with five live rounds was also recovered from the arrested militant.

Koirengei / Imphal East District

SFs arrested one militant of KCP, identified as Leitam Keni Singh alias Ibungo (33), from Koirengei near forest gate in Imphal East District. Incriminating articles were recovered from the militant. According to the Police he was involved in extortion of huge amount of money from schools located at Pangei road.

Sagoltongba area / Imphal West District

One militant of KCP-N, identified as Khaidem Naoba Meitei alias Telheiba alias Padaba (15), was arrested by SF at Sagoltongba area in Imphal West District.

Wangoi Shantipur area / Imphal West District

SFs arrested two militants of KCP- Lamyanba Khuman, identified as Thoudam Premkumar Singh alias Manao alias Ta Manao (30) and Mohammad Manir Khan alias Monir (30), from Wangoi Shantipur area in Imphal West District. One .32 mm pistol along with one magazine and five live rounds, one Chinese hand grenade along with detonator were also recovered from them.

Police, in a search operation, arrested one militant of KCP-N, identified as 'lance corporal' Hidam Aboy alias Atappa (24), at Sawombung forest gate under Lamlai Police Station in Imphal East District.

Moreh forest gate / Tengnoupal District

Police arrested one militant of KCP-N, identified as Kshetrimayum Gopal, from Moreh forest gate in Tengnoupal District.

Imphal east

SFs detained one KCP-Noyon militant, identified as 'lance corporal' Hidam Aboy alias Atappa (24), Sawombung forest gate area.

Police Commando arrested a militant of KCP-N while conducting a cordon and search operation at Salungpham Mayai Leikai area in Thoubal district. The arrested militant was identified as Thingbaijam Jotin alias Thoungamba alias Moramba (22)

Police commandos arrested a Noyon faction of KCP-Noyon militant, identified as Thingbaijam Jotin Singh alias Thoungamba alias Moramba, from Salungpham Mayai Leikai in Thoubal District.

Seven armed militant formations called a 12 hour shut down strike on August 15, in the entire North East India, which they term as WESEA to ban celebration of Indian Independence Day. The total ban on the celebration of Indian Independence Day was made in a joint statement signed by 'publicity secretary', HNLC, Ksh Laba Meitei, 'president', KCP, Jiban Singh Koch, 'chairman', KLO, N.Oken, 'chairman', KYKL, B..R Ferengga, 'general secretary', NDFB-S, Sengphui Borok, 'organizing secretary', NLFT and J K Lijang, 'chairman', PDCK.

Imphal

Altogether 68 militants of six different militant groups laid down arms before the Government at a ceremony held at 1st Battalion Manipur Rifles banquet hall. The militants who laid down arms today included 17 of UNLF, 23 of KCP, seven PLA, 10 of PREPAK, four of KYKL and seven of PREPAK-PRO .However, only seven/eight weapons reportedly brought by the militants were displayed at the ceremony saying that other weapons were being verified by Police .Speaking at the home coming ceremony, Chief Minister N Biren assured that all the militants who have joined the mainstream would be fully protected .

The CorCom, an umbrella body of four militant groups of Manipur, claimed that the 68 militants, who surrendered before Chief Minister N. Biren Singh on August 14, were all 'deserters' and would be punished. SFs arrested another active cadre of Lamyanba Khuman faction of KCP-MC, namely Hoineilung Kamei alias Temba (38) from Konthoujam Maning Leikai in Imphal West District. One .32 revolver was seized from his possession.

Imphal East

Police arrested a cadre of KCP-Noyon, identified as Wahengbam Momocha (29),from Singjamei Kongba Road opposite to Mata Cinema Hall at Imphal East District. A police source said that a sum of INR 50,000 extorted from staffs of Ideal College was recovered from the cadre.

A combined team of Manipur Police and Army arrested one active cadre of KCP - People War Group, from Wabagai Bazaar area in Kakching District.

Thoubal

A combined team of Manipur Police and Assam Rifles (AR) arrested another active cadre of proscribed KCP-MJC from Thoubal Bazaar area in Thoubal District.

Police arrested one KCP-Noyon militant, 'corporal' Khuraijam Ingocha Singh alias Black alias Kakabi (44), in a search operation carried out in and around Chingmeirong Mamang Leikai in Imphal West District.

NIA raided the residences of two militants of KCP-PWG The raids were carried out in the residences of Khumanthem Jack in Yurembam Awang Leikai in Imphal West District and Laishram Ranjit alias Tamnganba of Kwakeithel Moirangpurel Leikai, also of Imphal West District. Both the individuals were arrested from Delhi on August 14.
