One hand grenade was recovered
at the residential gate of Yengkhom Janaki (81) at Uripok Achom
Leikai at around 7.30 am. A note beside the grenade said that
Red Army of KCP would attack Yengkhom Janaki and his son-in-law
for paying no heed to the outfit's repeated warning over alleged
misappropriation of rice sanctioned under 'Mid Day Meal' scheme.
The grenade was set off safely at a garbage dumping site of
Lamphelpat by a bomb disposal squad of Manipur Police.

Bamon Kampu Mayai Leikai in Imphal East District. Three hand grenades,

recovered from his possession. According to Police he joined the
outfit in 2008.

One cadre of the Lamyanba Khuman faction of KCP-MC
militant, identified as Kangabam Chaoba alias Mohen (63),
who was involved in placing a hand grenade at the office of Pandam,
an evening daily on December 26, 2016 was arrested by Imphal West
District Police at Sagolband Kangabam Leikai area in Imphal West
District. One Chinese hand grenade along with detonator and three
demand letters were recovered from the arrested militant. The
militant disclosed that he had been working under the command
of self styled 'commander' Laishram Mangoljao alias Lamyanba Khuman
of the militant group who was staying in Nepal. He also disclosed
that he collected one Chinese hand grenade from another militant,
AK Khamba (48) who was recently arrested by Imphal East District
commandos.

The 'c-in-c' of KCP-Poirei Meitei Lup, identified
as Khoirom Ranjit alias Rocky alias Great Macha (35) was arrested
at Mayur Vihar area in East Delhi along with a female cadre of
the militant group identified as Inungbam Sanatombi Devi (26).
The Delhi Police recovered 100-150 mobile SIM cards and laptops
from the militant leader and his associate. The Delhi Police also
disclosed other information related to the militant group after
interrogation. DCP (special cell) Sanjeev Yadav said, "They are
involved in large number of cases of terror activities like lobbing
of grenades, shoot-outs, killings, planting of bombs, running
extortion network by intimidating businessmen and politicians."

Clarifying the stand of the present Union Government
towards insurgents groups, the UMHA has indicated to a parliamentary
panel that it is open to negotiations with only those militant
formations that abjure violence and opt for a solution within
the Constitution of India. The Government proposes to adopt a
multi-pronged strategy to deal with extremists/separatists of
the northeastern region. The parliamentary panel in its report
advised that the government should start dialogue with these groups
and address sympathetically their grievances within the framework
of the Constitution of India with an aim of bringing them into
the mainstream. The multi-pronged strategy includes this aspect
also.
Currently, the Union government is engaged in
peace talks with various insurgent groups of the Northeast and
talks are continuing with the ULFA-PTF, NDFB-P, NDFB-RD, KLNLF-
all from Assam, while the NSCN-IM, NSCN-KN and NSCN-R of Nagaland
are under ceasefire agreements.
A total of 23 underground outfits of Manipur,
consisting two conglomerates - the UPF and KNO are currently under
SoO agreement with the Union Government. Three valley-based underground
outfits of Manipur - the URF, KCP-L and KYKL-MDF have signed MoU
with the Union Government.
The Union Government has informed that pursuant
to the policy of talks, various insurgent outfits, including the
UPDS, DHD of Assam and ANVC and ANVC-B of Meghalaya have signed
memorandum of settlement with the Government and dissolved themselves.
As a result, a number of members of insurgent outfits have surrendered
after laying down arms and joined the mainstream of society.

of the arrested woman, Priyokumar alias Kesho Meitei, is the 'c-in-c'
of the KCP-MTF, who was arrested by NIA from Siliguri in West

Altogether 68 militants of six different militant
groups laid down arms before the Government at a ceremony held
at 1st Battalion Manipur Rifles banquet hall. The militants who
