It has been reported that KNA-I has claimed responsibility for
the killing. It is being reported that 'information and publicity
secretary' of KNA-I claimed that Seiminthang was killed as a punishment
for acting against the activity of KNA-I on August 19.

The tribal armed outfits, KNO and UPF reaffirmed
to stand united at all times and not to disregard one another
while pursuing their political cause or demand even as they acknowledged
the explicit unity displayed by the tribal public both in India
and abroad. According to an insider, the meeting began at 10.30
am at an unspecified location in Manipur and was attended by top
leaders from both the outfits.

The UPF and the KNO have jointly decided to demand
a separate State of all hills in Manipur instead of continuing
with the present demand for 'separate administration of the hills,
according to ZRO president and general secretary of UPF Thanglianpao
Guite. In a major development to the present movement, the UPF
and the KNO following a marathon meeting of their top officials,
decided to come together and demand for a separate State to be
carved out of the hills of Manipur instead of demanding for separate
administration for the hills. According to the two organisations,
the demand will be much stronger than the present demand and they
will soon talk with the Centre in this regard. Guite said the
groups under the SoO with both the State and Central governments
have decided that only separation from Manipur will serve them
and they will demand for a State under the Indian Constitution.

Manipur Government has decided to request the
Centre to appoint an interlocutor to speed up tripartite peace
talks with militant groups KNO and UPF for permanent peace in
the hills. Manipur Education Minister M Okendro, who is also the
State Government Spokesman, said a Cabinet meeting chaired by
Chief Minister O Ibobi Singh on September 22, reviewed the prevailing
situation in the hill areas and requested the Centre to appoint
an interlocutor for tripartite peace talks with militant groups
KNO and UPF.

The ongoing agitation in the south District of
Churachandpur against three bills passed by the Manipur Assembly
has brought together two umbrella Kuki militant organisations
having tripartite SoO agreements with the state government and
the Centre. Intelligence sources said the KNO and UPF, the umbrella
organisations, are now working on a "Kuki state" within the framework
of the Constitution. The Assam Rifles initiated the peace process
with Kuki militant groups since 2005 and gradually more groups
came forward and signed tripartite SoO agreements. Cadres of more
than 20 armed Kuki groups are now staying at various designated
camps across the state. Though the groups have been demanding
start of a political dialogue, the Centre is yet to appoint an
interlocutor to initiate the talks.

Troops of Jwalamukhi Battalion of Senapati Brigade
under Red Shield Division arrested two KRA-U cadres in an operation
carried out in Pongmol village of Senapati District. The cadres
were identified as Lamkhapao Chongloi (31) and Thangkholun Chongloi
(44), both resident of village Khenjang in the District. They
were arrested along with a 7.65 mm pistol, four live ammunitions
of 7.65 mm and INR 2,500. Lamkhapao confessed that he is the president
of UG group of KRA-U under KNO umbrella and has been involved
in various nefarious activities of the group, a statement issued
by the PRO (Defence), Imphal, said. The arrested cadres were planning
to abduct the staff of contactor responsible for the repair and
maintenance of NH-2.
