Police arrested two PREPAK militant namely Ningthoujam Manglem Singh alias Joychandra (30) and Ningthoujam Uttam Singh (36), from Imphal East District in separate incidents. While Ningthoujam Manglem Singh was arrested from Chingambam Leirak Machin in Khurai Telipati Road, Ningthoujam Uttam Singh (36) was arrested from Khuman Lampak area.

Bishnupur

Unidentified persons hurled a bomb near an oil pump at Moirang in Bishnupur District. A person was injured in this incidence where a patrol team of JKLI troopers was also present.

Ukhrul

At least one AR personal was reportedly injured when militant suspect ambushed a camp of the 44 AR at Nambisa area under Phungyar sub-division of Ukhrul District.

Based on specific intelligence regarding the movement of militants, AR established a vehicle check post in the general area of Sugnu village of Thoubal District OGWs of PREPAK The arrested individuals have been identified as Irungbam Ranjit Singh and Khaidem Abung Singh.

KSA President Thangjam Premananda alias Popo was arrested by Imphal West Police Commandos from an unspecified location. Investigation revealed that KSA is a frontal organisation of PREPAK and Premananda was regularly informing PREPAK about situation of Manipur University and agitation on ILP.

CorCom in a press statement said that NSCN-K has taken the right decision by abrogating the cease fire agreement with GoI. It stated that "The decision taken by the NSCN-K under the leadership of S.S. Khaplang to abrogate the 14-year ceasefire with the Centre is a right step".

PREPAK stated that president of KSA Thangjam Premananda Singh alias Popo is not related to PREPAK in any manner and the KSA is not a frontal organization of PREPAK.

PREPAK-pro clarified that there is no connection between PREPAK-pro and Lamyanba, Dineshwor alias Amuba and Bobo alias Laingam, who were arrested on March 25.

Manipur

AR in coordination with Police forces of Manipur killed three militants, arrested 40 UG cadres and three OGW and recovered huge quantity of arms and ammunition in last 45 days in the state, an AR release said. During the counter insurgency operation, from August 1 to September 15 last, three cadre of PLA were killed, the AR release said. Seven cadres of UNLF, seven cadres of NSCN-K, five cadres of PREPAK-Pro, six cadres of PREPAK, four cadres of PLA, eight cadres of KYKL, one cadre of ZUF, one cadre of KCP, one cadre of Vice-Chairman faction of PREPAK (PREPAK-VC) and three 'overground' cadres of UNLF, PREPAK and KYKL each were arrested, the release added. The release further said arms and ammunition including one AK-47 rifle, two 7.62 mm A-1 Rifle, one 9 mm carbine machine gun, four 9 mm pistol, one lathod gun with three lathod shells, one country made 12 bore single barrel rifle, 8 IEDs, two Chinese hand grenades and other assorted ammunition were recovered.

Heingang / Imphal East District

Troops of 45 AR of 9 Sector AR under the aegis of Headquarter IGAR-S along with Police representatives of Heingang Police Station arrested one UG cadre of the PREPAK-Pro, identified as No 43968 (Batch No 49), SS Pvt Suresh Tamang alias Boi (35), from Khabeisoi in Imphal East District.

Imphal West District

Imphal West District Police commandos arrested an underground cadre of the PREPAK, identified as Thokchom Bishworjit Singh alias Motombi (35) of Kwakeithel Thokchom Leikai. Two live rounds of 9 mm carbine and eight rounds of 5.56 mm calibre were seized from his possession, said a press release issued by Police PRO.

The proscribed PREPAK-Pro has warned all the indigenous communities of Kangleipak (Manipur) against the Government of India's alleged assimilation policy and migration war. Conveying deepest regards to all the countrymen, revolutionary leaders/cadres and all those people who have been killed in the course of the revolutionary movement on the occasion of the Red Army's 39th raising day, the outfit's chairman L Paliba M asserted that Kangleipak (Manipur) is the 'promised land' for all the indigenous ethnic groups of the land. To protect the 'promised land' is the responsibility of all the indigenous people. All ethnic based movements should be tackled collectively with the collective history of the land. It's time for all the scholars and intellectuals to come forward and show the right path to all those people pursuing narrow, parochial agenda. A statement issued by the Chairman questioned whether the ethnicity based movements can withstand the Government of India's assimilation policy and migration war. He also questioned whether ethno- exclusive aspirations are feasible given the geographical position of the land. Only the correct interpretation of history and a common vision can bring about lasting peace, the Chairman asserted.

Imphal West District

A team of District Police Commandos conducted frisking and checking at Thangal bazar near UBI Branch in Imphal West District, and arrested one cadre of the PREPAK, identified as Wangkhem Gunadhaja Singh (41) of Kakwa Ningomthong Sairom Leirak, according to a statement of PRO Police Department RK Tutusana. One Honda Activa scooter bearing registration number MN 01Q/5284 and other incriminating articles were recovered from his possession. Investigation revealed that he came to the bazar to extort money from businessmen and shopkeepers for celebration of his party's raising day on October 9.

Thoubal bazar / Thoubal District

Based on a specific intelligence input regarding movement of overground workers, SFs launched a joint operation at Thoubal bazar in Thoubal District and arrested an over ground worker of PREPAK. The arrestee identified as Asem Sarat Singh (50) of Thoubal Awang Leikai, revealed that he has been extorting money from schools, colleges and brick kilns in Thoubal District under the instruction of one Malem, who was presently residing in Myanmar, said a press release issued by PRO, headquarters of IGAR-S.

The PREPAK, through a press release issued by its publicity officer 'Captain' Achou, has refuted any connection whatsoever between the outfit and Asem Sarat (50) of Thoubal Awang Leikai, who was arrested in a joint operation at Thoubal bazar in Thoubal District on October 24. The allegation that Sarat was entrusted the task of collecting money by PREPAK's Malem from schools, colleges and brick firms located in Thoubal District was baseless, it contended.

Based on specific intelligence regarding movement of a PREPAK militant, troops of 45 AR of 9 Sector AR, established a vehicle check post in general area Koirengei in Imphal East District and arrested the militant, identified as Moiranthem Sanajaoba Meitei (27) of Khongman Atom Leirak. Later, Moiranthem was handed over to Heingang Police Station.

Based on a specific intelligence input regarding movement of UG cadres, troops of 24 AR of 26 Sector AR under the aegis of headquarters of IGAR-S along with Thoubal District Police commandos launched a joint operation at L Chalwa village and arrested three PREPAK-Pro cadres including two girls. The arrestees were identified as No 471011, Batch No 47, 'self styled Pvt' Soibam Angau alias Heithoiba (18), No 471012, Batch No 47, 'self styled Pvt' Khetrimayum Monjuta alias Laleima (18) and No 491025, Batch No 49, 'self styled Pvt' Phijam Nanao alias Phajathoe (16).

Informing that it would be observing martyrs' day (Athoubasingi Ningshing Numit) on November 12 as in the preceding years, the PREPAK appealed to all the people of the land to join the martyrs' day observance and pay befitting homage to the revolutionaries who have laid down their lives in the course of the movement. A press release issued by the outfit's 'assistant secretary', further appealed to all the people to refrain from holding/participating in any entertainment programmes on November 12.

Kakching Khunou Lamkhai / Thoubal District

Based on a specific intelligence input regarding movement of a UG cadre, troops of 22 AR of 28 Sector AR under the aegis of headquarters of IGAR-S along with Thoubal District Police commandos established a joint vehicle check post at Kakching Khunou Lamkhai and arrested an active cadre of PREPAK-Pro, identified as Angom Ibotombi Singh (26) of Kakching Khunou in the District. Angom has been handed over to Waikhong Police Station.

Manipur

The PREPAK-Pro has claimed that Nameirakpam Sanjit alias Abung alias Ningthiba (Batch/AR No 39899) of Pukhao Naharup Awang was awarded capital punishment by the outfit. A press release issued by the outfit's assistant publicity secretary Eshingchaoba informed that N Sanjit fled away together with a weapon issued to him after shooting dead a woman cadre of the outfit on March 19 this year.

Ahallup / Imphal East District

A team of Imphal East District Police commando arrested one active cadre of PREPAK while conducting frisking and checking in Ahallup area. The arrested individual has been identified as Maibam Abung Singh alias Khoimei (36) of Soibam Leikai Khalabung Leirak. Investigation revealed that he was involved in transportation of arms and explosive from different places and also extorted money from general public, private firms, contractors, Government offices etc for raising party fund. Incriminating articles were seized from his possession.

Lairikyengbam Makha Leikai / Imphal East District

A team of Imphal East District Police commando arrested one active member of PREPAK-Pro while conducting search operation. The statement said that the cadre, identified as Joysangkar alias Loyumba alias Khoungang (28), was arrested from his residence located at Lairikyengbam Makha Leikai.

Santipur Leikai / Thoubal District

Troops of 22 AR under the aegis of IGAR-S arrested one over ground worker of PREPAK-Pro from Wangoo Warukok Santipur Leikai in Thoubal District. The arrested cadre has been identified as Athokpam Anand of Wangoo Warukok Santipur Leikai, Thoubal District. He has been handed over to Sugnu Police Station in the District.
