Based on a specific intelligence
regarding the movement of militants, the troops of the 45 AR
established a vehicle check post in Yurabung area in Imphal
East District and arrested one UNLF cadre. The arrestee has
been identified as No 1810, Self-Styled Private, Raghu alias
Thomas, resident of Khajiri in Nambol in Bishnupur District
and he has been handed over to Lamlai Police Station.

MPA, the military wing of UNLF, said a final settlement
with the NSCN-IM should be confined to Nagaland only and any attempt
to harm Manipur's territorial interests would be opposed. "A settlement
with the NSCN (I-M) should be within the confines of Nagaland
only," Kh. Pambei, chairman of military affairs committee of the
MPA, said in a statement issued in connection with the outfit's
29th raising day on February 9. Stating that Manipur should be
kept out of the settlement, Pambei said any attempt by the Centre
against the wishes of the people of Manipur would be opposed.

A team of District Police commando arrested one
self-styled 'Sergeant' of UNLF while conducting operation in and
around Wapokpi bazar in Thoubal District. The arrested individual
has been identified as Thounaojam Manglemba Singh alias
Kanbiba (32) of Thounaojam Mamang Leikai, according to a statement
issued by the PRO of Police Department.

Police commandos arrested a UNLF cadre, identified
as Thokchom Brendy Meetei alias Leiren alias Athouba
(33) during a search operation conducted at Hatta Minuthing in
Imphal East District. On his disclosure, one .38 pistol loaded
with eight live rounds, one magazine loaded with seven rounds,
four Chinese hand grenades, two 36 HE hand grenades and 10 detonators
were recovered from the house of one Kshetrimayum Jugindro of
Langthabal Kunja.

A combined team of District Police commando and
6th Assam Rifles conducted search operation at Khumbi Terakhong
near Primary Health Centre area in Bishnupur District and arrested
one member of UNLF. The arrestee has been identified as "Lance
Corporal" Khangembam Binodkumar Singh aka Bungo aka
Biramani aka Tompok aka Chingsinba (35) of Kumbi Bazar Khaidem
Lekai.

|
Manipur-based insurgent outfit UNLF claimed responsibility
for the bomb attack on AR jawans in Minuthong in Imphal
West District in which at least one personnel of 25 AR was killed.
UNLF 'director' of publicity M Sak-hen in a press release in Imphal
said that the bomb attack on the AR party was carried out by a
special team of the outfit as part of its ongoing struggle for
independence.

A self-style 'corporal' of UNLF militant identified
as Ningthoujam Priyananda alias Amutombi alias Laidaba
(30) of Kongba in Imphal, involved in attacks on SFs at various
places, was arrested by a joint force of State Police commandos
and AR personnel from Wangoo parking in Chandel District. One
.32 pistol along with magazine loaded with two live rounds and
one Chinese hand grenade were also recovered from his possession.

DGAR, Lieutenant General Harminderjit Singh Sachdev
said that India and Myanmar have started joint border patrolling
in some stretches of the "unfenced border" between both the countries.
"In some places (joint border patrolling) it has started but not
fully. The patrolling has not started all over, but in some specific
areas. They (Myanmarese Army) also come and we also go there (Myanmar),"
Sachdev said on the sidelines of investiture ceremony of the Assam
Rifles. India has been urging Myanmar to take action against the
rebels which include Manipur-based UNLF, PLA, KYKL, PREPAK; Assam-based
ULFA and the NSCN-K operating from Sagaing division and the Chin
State of Myanmar.

Based on reliable information, a combined team
of Imphal East District Police commando and 45 AR conducted search
operation in and around Khurai Lamlong Bazar and arrested one
active member of UNLF, identified as Sorokhaibam Chingkhei Singh
alias Aoupa alias Haokip (24) of Kongpal Chingambam
Leikai in front of Friendship Educational School, Tinsid Road
in Khurai. Investigation revealed that he has extorted INR 15,000
from the Pradhan of Khurai Chingambam Leikai Gram Panchayat
in March, 2016 and had also extorted huge amounts of money from
the general public.

A team of Imphal West District Police commando
arrested an active member of UNLF, identified as Akoijam Jiteshwor
Singh (60), while conducting frisking and checking in front of
District Collector office in Lamphel in Imphal West District.
Incriminating articles along with a sum of INR 9,500 were recovered
from his possession. On his disclosure, later, the team recovered
19 live rounds of AK-47 rifle ammunition from his residence. Investigation
revealed that he was involved in transportation of arms and ammunition
and extortion of money from the general public.

The UNLF clarified that the ongoing movement spearheaded
by JCILPS to implement ILPS in Manipur is neither instigated nor
sponsored by UNLF and that Khomdram Ratan is not related to the
outfit in any way. A statement issued by M Sakhen Deputy Director
Department of Publicity of the outfit contended that the movement
of the JCILPS and UNLF are two separate entities with different
goals. It asserted that the struggle taken up by UNLF is to retain
the lost sovereignty of Manipur from the colonial rule of India
while the one spearheaded by JCILPS is people's movement to save
the indigenous population of the state from the unabated influx
of outsiders. Rubbishing the reports linking the outfit's struggle
with that of JCILPS movement, it claimed that the report published
in a national daily was a plot jointly taken up by the Indian
government and its intelligence agency to mislead the people's
movement taken up by JCILPS. The fact that JCILPS movement is
against the migrant influx from mainland India and the assimilation
policy of India speaks for itself that such misleading propaganda
is imminent, it said. At the same time, clarifying that Khomdram
Ratan is not a cadre of the outfit and not in the list of the
outfit's enrolment register, it said that the photo of Ratan that
went viral on social media was manipulated.

The UNLF denied having any connection whatsoever
with one Akoijam Jiteshwar (60) who was reportedly arrested by
Imphal West District Police commando on June 2 in front of DC
Office at Lamphel. In a statement, M Sak-hen, 'director department
of publicity', UNLF said that Akoijam Jiteshwar is not a member
of the UNLF or its armed wing MPA in any way. He has not been
assigned any responsibility by the outfit. There is no incident
of recovering ammunition from him and the allegations leveled
against him were false.

The NIA Special Court at Guwahati convicted 18
members of the UNLF, including its chairman Raj Kumar Meghen,
under various sections of the UAPA and the IPC for various offences,
including criminal conspiracy of terrorist acts and waging war
against the Government. The members of the outfit have been sentenced
to rigorous imprisonment ranging from seven to 10 years for hatching
criminal conspiracy of terrorist acts in Assam and Manipur and
waging war against the Government of India. The NIA had submitted
two chargesheets in the case, charging 25 persons for their involvement
in terrorist conspiracy and waging war against the Government.
Of these, 18 persons faced the criminal trial while the remaining
seven are absconding.
The case relates to a search conducted on April
30, 2010 at a rented house in Guwahati in which two persons including
Khundong Tomba alias Bikramjit, vice chairman of the outfit
and Y Nabichand, another UNLF cadre were arrested and a laptop,
three pen drives, one mobile phone, one wireless internet connection
and INR 50,000 in cash were recovered from their possession. In
the subsequent investigation, NIA and Assam Police arrested 20
more members of the UNLF, who were charged with hatching terrorist
conspiracy in Manipur and Assam. It was alleged that the outfit
had indulged in large scale extortion from Government officials,
recruitment of cadres, purchase of arms and ammunition, for waging
war against the Government.
The NIA also arrested UNLF chairman Raj Kumar
Meghen alias Sanayama and a large number of digital articles
like laptop and mobile phones were recovered from him and other
cadres, which revealed financial dealings of the organisation
as well as money trail of investments by the organisation.

of its members were deeply saddened by the news of conviction
of the UNLF of Manipur, Chairman, Raj Kumar Meghen alias Sanaiyama's
by another 10 years. It said that the Indian Government machinery
in occupation is "scared" of the impact of Sanaiyama's principle.

The CorCom raised strong objection to the Government
of India's attempt to enter the league of the elite Nuclear Suppliers
Group (NSG). A representation jointly signed by UNLF 'chairman'
and CorCom 'convenor' Khundongbam Pambei, PREPAK 'acting chairman'
Khumujam Shathy, PREPAK-Pro 'chairman' Longjam Paliba and RPF
'president' Irengbam Chaoren and addressed to the NSG Chair asserted
that the Government of India does not deserve any respect and
therefore must not enjoy NSG membership. Manipur was forcibly
annexed by India on October 15, 1949, they alleged. India's membership
to NSG will buttress its agenda to building a monolithic nuclear
power block in the region, which will in turn become the instrument
of oppression by the exploitative market forces that have been
erected to enjoy the spoils of unjust war.

A former cadre of the UNLF was killed by some
unidentified assailants at Tera Sapam Leirak, Nongmaithem Leikai
in Imphal West District. According to information culled from
the spot, the deceased has been identified as one Meikam Romen
(32) of Tera Lukram Leirak. He was working as a brick layer after
he left the UNLF about five years back. Fatal bullet wounds were
seen on many parts of his body including the head.

The banned militant group, UNLF claimed its hand
in killing of Meikam Romen at Tera Sapam Leirak, Nongmaithem Leikai
in Imphal West District on July 7. A press release issued by the
outfit's department of publicity director M Sak-hen said that
Romen was awarded capital punishment for surrendering to adversary
forces along with weapons belonging to the party.

were seized from his possession.

A combined team of Bishnupur District Police commandos
and 7 AR conducted frisking along Tiddim Road at Kangvai in Churachandpur
District and arrested one 'self styled copora' of UNLF, identified
as Laishram Rakesh Meitei alias Thounaojam (31). One live
round of .303 rifle, one live round of 7.62 mm and other incriminating
articles were recovered from his possession.

|
A combined team of Imphal West Police commandos
and 12 Bihar Regiment arrested one active cadre of UNLF, identified
as Elangbam Shyamjai Singh (56) during a search operation at Samurou
bazar in Imphal West District. The cadre was involved in recruiting
young boys and girls to make them undergo training at Myanmar
and Mizoram, said the Police.

A UNLF woman cadre, identified as Sagolsem Sandhyrani
alias Sanahanbi (19) was arrested by a team of Imphal East
Commando while conducting frisking and checking at JNIMS crossing
in Imphal East District. She was driving towards JNIMS in a Honda
Activa Moped when the Commando team arrested her. Sources further
mentioned that she joined UNLF in February, 2012 and was trained
at Lejik Myanmar under MPA no 2371 of 38 batch.

Moirang Siribon Leikai / Bishnupur District
|
One woman cadre of UNLF, identified as Heisnam
Shangoi Devi was arrested by a team of Manipur Police commandos
from her residence at Moirang Siribon Leikai in Bishnupur District.
On investigation it was learnt that she was trained at Sajik Tampak
in Chandel District bordering Myanmar and belonged to the 20th
batch of the militant group. One Chinese-made hand grenade was
also recovered from the possession of Shangoi Devi.

A team of Imphal West District Police Commando
arrested one active member of UNLF during a frisking and checking
at Sanjenthong and adjoining areas of Babupara. The arrestee has
been identified as Ngangbam Gunamani Singh alias Kamcha
(47), of Singjamei Chingamathak Liwa Lambi Ningthoujam Leikai.
The PRO statement said Gunamani was involved in extortion of huge
amount of money from various Government offices, educational institutes,
health institutions and businessmen. Incriminating articles were
seized from his possession, it added.
