Assam Rifles arrested two cadres of NSCN-IM, identified as 'sergeant major' Victor Ningshen and Kuhovi Achumi, a civil wing cadre of NSCN-IM from near near City Tower in Dimapur. In a press release, PRO IGAR-N stated that the two were held after an operation was launched based on information regarding extortion activities by NSCN-IM cadres from truck operators on NH-29. Extortion slips and INR 53,700 in cash were recovered from them. One vehicle (Maruti Alto Lxi, Regn No NL 01H 2566), and mobile phones (with SMS messages of truck numbers) were also recovered, stated PRO.

NSCN-IM condemned the killing of one NSCN-K member by AR on December 30 at Zhutovi village in Dimapur District and claimed the incident was a "well planned" executed by AR troops.

Based on specific intelligence inputs, AR launched a cordon search operation in General area of Ngoiting in Arunachal Pradesh and arrested a dreaded 'area commander' of NSCN-IM, identified as 'self style lieutenant' Tenyang Kungkho alias Saka Tutsa. Tenyang Kungkho has been involved in extensive extortion and was arrested from his residence along with a Chinese made 9mm loaded pistol with 3 round of ammunition, one .2 Bore Barrel gun including 6 cartridges and other incriminating articles like Village Tax collection slips. According to report, his arrest is a big blow to NSCN-IM operation in upper Assam and Arunachal Pradesh.

7thMile/ Chumukedima / Dimapur District

AR arrested a militant of NSCN-IM, identified as 'second lieutenant' Isak Khiamniungan along with one .22 Rifle with magazine and one mobile phone (Nokia) from 7th Mile, Chumukedima in Dimapur District. Claiming that the arrested cadre is likely to be involved in "arms peddling activities" in the area, the AR maintained that his action was in contravention to the Ceasefire Ground Rules.

NSCN-IM and Government of India decided to speed up the peace process by holding 'formal talks' twice a week. This decision was taken in the talk held in New Delhi between the two parties. According to sources, Thuingaleng Muivah and 10 other members represented the NSCN-IM while RN Ravi led the Government of India team. The sources said that the talk ended on a "highly positive note". There was exchange of views as usual between the two groups. "We are working very hard to wrap up the peace process at the earliest and by holding formal talks twice a week we are hopeful of sealing the issue soon," said the sources. The sources also said it is likely that there will be 'informal talks almost every day from now onwards'.

The format of talks between the Government of India and the NSCN-IM was changed last year (2015) with both sides agreeing to expedite the talks to find an amicable solution as soon as possible. A decision was taken to do away with the practice of holding one or two rounds of formal talks in a year. Such a practice was going on for years without much progress in finding a solution, report added.

SFs, in an operation, arrested two militants of the NSCN-IM from Kashipur and Lodi villages in Dima Hasao District while they were carrying out extortion activities in the area. A pistol, along with seven rounds of live ammunition was also recovered from their possession.

Representatives of NSCN-IM and the GoI would be holding a formal talk on February 2. Both the parties have been holding two-three meetings a week. According to sources, the NSCN-IM delegation would be led by its general secretary Th. Muivah while interlocutor R.N. Ravi would represent GoI. Sources also said that a delegation of NSF met Ravi, and appealed for expediting the peace process. Ravi reportedly told the NSF delegation to help bring all the Nagas together. NSF team, which also met Th. Muivah, would be calling on UHM on February 2. Sources said NSF has also sought an appointment with the Prime Minister.

Manipur Police beefed up security measures as Kuki organisations condemned the "unprovoked" gun attack on February 3 on Kukis in Molnom villagers near Pallel town along National Highway 2. Several shots were fired at the terrified villagers in Molnom. One youth, Lunkhogin Haokip, sustained serious injuries, Kukis of the village said. In a joint statement condemning the incident, the Kuki Chiefs' Association in Chandel District, the Kuki People's Forum, the Thadou Students' Association, and the Kuki Students' Organisation said that some cadres of the NSCN-IM had opened fire at the villagers. The Kuki Reformation Forum also condemned what it described as the unprovoked firing. In a statement it said the incident reminded the people of the "ethnic cleansing" started by the NSCN-IM.

Office of the CSD, NSCN-IM informed that it will begin to observe and conduct raids on all forms of "criminal activities" in Dimapur. A press release from CSD Secretary, Khekuto Jakhalu said that the main objective of the mission is to drive out all forms of illegal businesses in Dimapur. "The business system has been running under the influence of heavy weight backgrounds and also so called respective markets union," it stated.

MPA, the military wing of UNLF, said a final settlement with the NSCN-IM should be confined to Nagaland only and any attempt to harm Manipur's territorial interests would be opposed. "A settlement with the NSCN (I-M) should be within the confines of Nagaland only," Kh. Pambei, chairman of military affairs committee of the MPA, said in a statement issued in connection with the outfit's 29th raising day on February 9. Stating that Manipur should be kept out of the settlement, Pambei said any attempt by the Centre against the wishes of the people of Manipur would be opposed.

The NSCN-IM accused Chairman of Cease Fire Monitoring Group (CFMG), Lieutenant General (retired) NK Singh of making a "last ditch" attempt to derail the peace process between the NSCN-IM and GoI and abrogate the ceasefire. "The CFMG chairman is trying his level best and making a last ditch effort to sabotage the peace talks and abrogate the ceasefire for his own vested motives", alleged Kraibo Chawang, the Convenor of Cease Fire Monitoring Cell (CFMC) of the NSCN-IM at a press briefing at the CFMC office. Chawang said that while GoI representatives and NSCN-IM leaders are in hectic parleys in Delhi and are putting all efforts to hammer a solution to the protracted Naga political issue, at the ground level there are "anti-forces" at work.

Responding to allegations levelled against him by NSCN-IM, the CFMG chairman Lieutenant General (Retired) N.K.Singh termed it as "amazing and ironical" that the NSCN-IM was accusing him of trying to sabotage and derail the peace process between NSCN-IM and GoI when he was in no way involved in the talks at the highest levels in New Delhi. On the allegation that he has some vested motives, the CMFG chairman, in a press release, said his only motives and desire were to see genuine peace and good law and order in Nagaland, common people free from the fear of the gun, and a security environment conducive to encouraging increased economic activities and local employment.

AR recovered arms and ammunition includes, one 9mm Pistol with magazine, one magazine of Point 22 Pistol and live ammunition from the house of a suspected NSCN-IM cadre, Atovi Achumi in Thilixu village in Dimapur District. Stating that the NSCN-IM cadre was absconding from his house, AR said his family confirmed that the recovered items belonged to Atovi Achumi. The weapon was seized and handed over to Police since the same was being kept at the residence in contravention to the Ceasefire Ground Rules, the AR release said.

Nagaland Chief Minister TR Zeliang and members of the PWC of the Nagaland Joint Legislator's Forum on Naga political issue met the NSCN-IM 'general secretary' Th. Muivah and senior members of the group in New Delhi. A statement issued by CMO media cell said that the PWC led by Nagaland speaker Chotisuh Sazo and Chief mMinister T.R Zeliang and NSCN-IM leaders held a marathon deliberation on the peace initiatives between GoI and NSCN-IM. Both the sides discussed at length the status and progress of the on-going Naga political dialogue, where PWC also extended its support to facilitate the peace process, media cell stated. At the meeting, Muivah shared his views on various issues confronting the Naga people at this critical juncture and also made several observations on the peace dialogues.

Joshua Angami, '2nd Lieutenant' Akholie Angami, '2nd Lieutenant' Tieso Angami, '2nd Lieutenant' Awang Konyak, 'Sergeant Major' Mankho Konyak, 'Sergeant Major' Achi Konyak, 'Sergeant Major' Anyem Konyak and 'Sergeant' Aton Konyak all from NSCN-IM.

President of NSCN-U, Khole Konyak has formally joined NSCN-IM even as NSCN-U ordered his expulsion from the outfit. Khole, who was instrumental in splitting from NSCN-K in June 2011, in a statement issued from Delhi said, "I have realized and taken the right decision to join the only correct National line under the leadership of Chairman Isak Chishi Swu and General Secretary Th Muivah of the National Socialist Council of Nagalim." "...I accept and acknowledge their leadership and completely support the present Indo-Naga talk as the only acceptable foundation for our Nation's survival," he announced. "No one should doubt about it that I am also one of those who are looking for the future of the Nagas and I am fully convinced that NSCN led by Chairman Isak Chishi Swu and General Secretary Th Muivah is the only future- oriented organization of the Nagas," he said.

As scheduled, GoI and NSCN-IM held crucial talks at New Delhi. GoI represented by Interlocutor for Naga talks, R.N. Ravi and NSCN-IM led by its general secretary Th. Muivah. This time besides, Th. Muivah and senior functionaries, 'general' (retd) Kholi Konyak would also be part of the delegation. Kholi had recently left the GPRN/ NSCN and joined the NSCN-IM.

The ongoing Naga political dialogue was between the Centre and NSCN-IM and the State Government does not have a direct role except that of a facilitator, Nagaland CM T R Zeliang stated. He said the Government would continue to be a facilitator to the talks and the final agreement that may follow. Reminding the 60-member Assembly of the "truly significant point of time that Government is passing through without an Opposition," Zeliang said "the unique development is more the result of a mutual understanding among the members of the need to come together in one mind and one accord, and move single mindedly for a resolution of the long standing Naga political issue".

The ZUF has blamed the NSCN-IM for the frequent incidents of looting along NH-37 (Imphal - Jiribam Road). In a statement, A Longmei, information and 'publicity secretary' of ZUF said that the NSCN-IM has looted goods carrier and passenger vehicles at Longkao numerous times and had robbed INR one million from betel leaf carrying vehicles at Khumji recently right in front of the Indian Army. It also said that house tax of INR 1500 per household was forcibly collected at Khoupum. The poor villagers being afraid of the barrel of guns have to pay and NREGS funds were also deducted as taxes. INR 5000 each from every household was collected from Taosang and Lungreang as house tax, it alleged. The NSCN-IM slaughtered two cows from Thanagong village by force and beaten innocent villagers on March 10 and 15. They also thrashed labourers from Nepali and Meitei community at Khoupum Thingdouhap, it alleged. Further on March 23, NSCN-IM had burnt down a betel leaf vehicle at Shanti Khunou (NH-37) and falsely blamed the ZUF for the act, it said. It further said that in the name of operating against ZUF, the NSCN-IM and Indian Army have been playing double standard disturbing the tranquil atmosphere of the public and warned that it will not remain as mute spectator, but defend the rights and freedom of the people.

The NSCN-IM led by 'Kilo-Kilonser' Rh Raising officially welcomed to its fold 34 cadres from the GPRN/ NSCN, Arunachal Region of the Khehoi camp near Dimapur District. Among the 34 cadres included 'Brigadier Commander' Nokto Wangsa. A press release from MIP, NSCN-IM informed that the 'Kilo-Kilonser', conveying immense happiness at the "home coming", extended gratitude to the Almighty and appreciated 'Brigadier Commander' Nokto and others for responding to the "clarion call of the NSCN to all the comrades who are in different camp to come home and strengthen the Peace process which has gained momentum towards final solution after the signing of Framework Agreement." 'Kilo-Kilonser' Raising also appealed to all "who are still at large to join the peace process for which the door of NSCN is wide open."

The Joint Council meeting of Steering Executive and Cabinet, NSCN-IM in Dimapur, welcomed 19 "comrades" from various groups and conveyed immense appreciation for responding to the "call for unity and reconciliation". A press release from MIP, NSCN-IM informed that Shikuto Shohe, Kilonser, NNC lauded the leadership under Isak Chishi Swu and Th. Muivah for extending a warm gesture. He also expressed hope and trust that Nagas through NSCN and its leadership will surely bring political solution, the release stated. In the meanwhile, Yanpvuo Jungi, Tatar from GPRN/NSCN conveyed happiness with the signing of "Framework Agreement" with the Government of India. "By taking such a huge political step, the hope for solution and peace for the Naga people has become much closer than ever before. This is the reason why they have come to be a part of finding the final settlement," the release said. The 19 "home comers" comprise of cadres from NNC, GPRN/NSCN, NNC-NA, NSCN-K.

Dimapur Police informed that it has arrested three persons on charges of extortion. In a press release, Police informed that on April 5, one Sajuddin of Karimganj of Assam was arrested while demanding INR 10,000 from a business establishment as "annual tax" on behalf of the NSCN-IM. One Rajuddin of Karimganj of Assam was arrested on April 9 on charges of collecting tax from trucks carrying sands. Leaflets of various associations and cash were seized from his possession. On April 9, one Tokaho Chophy of Thilixu in Dimapur was arrested while he was extorting money from trucks in the name of GPRN/NSCN.

GoI asked Naga insurgent group NSCN-IM to stop all kinds of extortion in Nagaland and parts of Manipur saying such activities are not acceptable from a group which has signed a 'framework agreement'. At a meeting of the CFMG, held in New Delhi, the Government raised the issue of extortion by the NSCN-IM in different parts of Nagaland and Manipur and asked it to stop such activity. However, the NSCN-IM team, led by senior leader V S Atem, rebutted the Government claim saying the group does not indulge in extortion but "levy tax" from people, sources said. The Government team, led by Special Secretary (Internal Security) M K Singla, conveyed to the Naga group such activities were not acceptable, the sources said.

The Government of India has made it clear that no militant outfit under ceasefire agreement, including the NSCN-IM, would be allowed to indulge in unlawful activities and the concerned State governments should take strict actions against anyone involved in such illegal activities. Reacting to media reports about the involvement of the NSCN-IM and NSCN-K in large scale extortions in Upper Assam Districts, particularly from the tea gardens, highly placed sources in the UMHA said that the ceasefire agreements did not give license to any militant group to indulge in unlawful activities.

The NIA filed a chargesheet against an NSCN-IM militant in connection with the ambush on an army convoy in Arunachal Pradesh on April 2, 2015, in which three jawans were killed. The chargesheet was filed before a NIA Special Court for Arunachal Pradesh at Yupia on April 28 in which NSCN-IM militant Kapai alias Singmayo Kapai, a resident of Nagaland, has been named as the key accused.

The NSCN-R accused NSCN-IM of "attacking and arresting" members of "revolutionary group" and termed it as "most unfortunate and uncalled for". In a press release, NSCN-R MIP alleged that the group's two 'deputy kilonsers' Yamthong and Tangsoi were 'arrested' by NSCN-IM at Dimapur and questioned whether the arrest was made by the regional authority, in their own individual interest or by higher authority of the NSCN-IM 'government'. NSCN-R asked NSCN-IM to clarify or explain before the Naga people adding that such act was not a "good sign" when Nagas were yearning for "peace and reconciliation" amongst the various section of the Naga society.

Kanubari /Longding District /Arunachal Pradesh

Three cadres of the NSCN-IM were arrested in a joint operation by Army and local Police at Kanubari in Longding District of Arunachal Pradesh. The arrested cadres were identified as 'Political Officer' of the outfit Panglem Wangpan (32), 'Second Lieutenant' Hiwan Boham (25) and 'Second Lieutenant' Aton Konyak (26). Three pistols, one hand grenade, 20 live rounds of 7.62, five .22 live rounds, 30 grams of opium smeared in cloth and extortion letter addressed to the two contesting candidates in the May 16 Kanubari bye-election were recovered from the NSCN-IM cadres.

10 members from various Naga Political Groups joined the NSCN-R. According to a press release from the MIP NSCN-R, the 10 include six from the NSCN-KK and two each from the NSCN-IM and NSCN-K. The "home comers" have reposed their faith and confidence under the visionary and dynamic leadership of Y. Wangtin Naga and P. Tikhak, the MIP stated. "Their joining the NSCN (R) is the right decision taken in the interest of the Nagas, (sic)" it added.

Acting on a tip-off, troops of 32 AR conducted operation at Borlongrijan village in Dimapur District and arrested one cadre of NSCN-IM, identified as 'assistant section officer' Benthungo Lotha along with illegal arms and ammunition. One 7.65mm pistol with five live rounds was found in his possession.

It may be recalled that Kholi Konyak, in a statement dated March 12, 2016, declared that he decided to join "the only correct national line under the leadership of 'chairman' Isak Chishi Swu and 'general secretary' Th.Muivah..." He recently, was also part of the talks between Centre and the NSCN-IM in Delhi on March 15, 2016.

The NSCN-IM said that the GoI and the outfit "have now reached the most crucial and concluding stage" and as such advocated Naga unity and reconciliation. "Now the biggest question to the Nagas is, "how long the NSCN should wait for all to join as one? The Govt of India and the NSCN in their political negotiations have now reached the most crucial and concluding stage. It will therefore be unwise, rather absurd on the part of the Nagas to prolong or wait indefinitely.

The world is racing and how can the Nagas think of nineteen (19) years of negotiation as not long enough?" the NSCN-IM asked. "We signed the Covenant of Naga Reconciliation on July 13, 2009 and it was duly signed by SS Khaplang, Singya and Isak Chishi Swu who are the highest authorities of the three Naga political (underground) groups," it said while adding, "We have committed to the Naga people and to God that we will achieve Naga Reconciliation on the basis of the Historical and Political rights of the Nagas. But unfortunately SS Khaplang backed out from this historic Agreement which was aimed at finding meaningful and permanent reconciliations amongst the Naga Political groups. But we leave the matter to the Naga people and to God to judge," added the outfit.

AR arrested one NSCN-IM cadre, identified as 'sergeant major' Areo A during an operation in Pherima in Dimapur District. Acting on specific information about an NSCN-IM cadre attempting to sell a weapon, the AR personnel intercepted the cadre near Zion Hospital, Purana Bazaar, a press release informed. During the search, one .32 Pistol along with magazine was recovered.

One NSCN-R cadre, identified as 'Razou Peyu' Hokuto Ayemi was killed by unidentified assailants at Green Land hotel in Mariani (near Nagaland border) in Jorhat District of Assam. However, the NSCN-R on May 31 asked both the NSCN-IM and NSCN-KK to make inquiry regarding the "cold-blooded killing" of its cadre.

Condemning the incident, the NSCN-R said the Naga national movement is not a personal issue or business that some individual or group can use it to do away with any Naga life. The NSCN-R requested the NSCN-IM to inquire into the incident from their workers as well as the public whether the claim that the 'killers' are from the NSCN-IM command is true or not.

The 'General' (Retired) Kholi Konyak, who was recently appointed as the 'vice-chairman' of NSCN-IM clarified his stand that he joined NSCN-IM under the leadership of 'chairman', Issac Swu and 'general secretary', Th. Muivah to unite with "our" own Naga brothers and to achieve "our" common goal "if not at least die trying for the cause". The recent development of joining hands with NSCN-IM was that I did not "surrender to my enemies" but to unite with my own Naga brothers, Kholi said. He also sought for forgiveness in case he had hurt the sentiments of the Naga brethren during his sixty long years of political career. Kholi further said that he has no grudges against any individual or parties but felt that "one should give one's position or wealth for the cause" so that unity could be achieved.

Reacting to the news reports which were published in section of the local daily and social media on the so called 18-point demand, NSCN-IM 'MIP' in a press note termed it as "comical speculation". NSCN-IM clarified that "no such funny points are discussed at the negotiating table nor have any plan to do so in the future as well". Therefore, the 18-point demand as stated by Imphal Times was nothing but just another "usual speculation", MIP said.

Reacting to "extreme provocation" hurled by ACAUT through repeated challenges to the "realm of nationalist government and administration", NSCN-IM said this has "reached the point of re-examining together with the Naga people" on how the "agent of divide and kill the Naga nationalist movement" be given space of tolerance and why befitting action should not be initiated against ACAUT.

In a strongly worded statement, 'MIP' asked how could an agent of "divide and kill the Naga nationalist movement" be given space of tolerance and why not befitting actions against them should not be initiated". MIP said it (ACAUT) was spearheaded by a "handful of prejudiced persons whose vested interest were contradictory to the nationalist agenda, patronised and secretly funded by the apparatus of Indian bureaucrats and retired Indian army Generals", who it said, were hell bent to disturb the progress of Indo-Naga peace talks.

ACAUT Nagaland said that the NSCN-IM and the other Naga Political Groups (NPG) should view ACAUT, as an ally for it has been their "safety-valve". "Instead of engaging in self glorifying propaganda like 'banning' ACAUT, the NSCN-IM and the other factions should view ACAUT as an ally for it has been the safety-valve," stated Media Cell, ACAUT Nagaland in a press statement issued to the media. This statement comes as response to NSCN-IM June 12 press statement terming the anti-corruption and anti-taxation watchdog as an agent of "divide and kill the Naga nationalist movement" and questioning why befitting action should not be initiated against them.

One cadre of NSCN-IM, identified as Khüchopra Veswü reportedly a 'Leacy' of Chakhesang Region NSCN-IM was arrested for alleged rape of a minor from Kitsubozou colony in Kohima. The accused had allegedly carried out the despicable act on the 13-year-old minor for over a year. Kohima Police confirmed of the arrest made and said the accused presently kept under judicial custody. PRO) Kohima Police, Atu Zumvu said the accused confessed to his crime before the Court and a criminal case under IPC has already been filed against him at North Police Station.

Reiterating its support to the August 3, 2015 Framework Agreement between the GoI and NSCN-IM, the Nagaland Legislators' Forum on Naga Political Issue has resolved to urge the Union Government and the NSCN-IM to take the Agreement forward and arrive at an honourable settlement which is acceptable to the Nagas. Adopting a three-point resolution at a meeting in the conference hall of Nagaland Assembly on June 15, the House entrusted the Parliamentary Working Committee along with all elected members of Assembly including two MPs of Nagaland, under the leadership of the Speaker and the Chief Minister, to go to Delhi and put pressure on the Central leadership for an early solution and also to find out the latest developments taking place in the negotiations between the Centre and NSCN-IM. The legislators' forum also appealed to the FNR and the PAC to be more pro-active in bridging the gaps between the different political groups so that they can contribute towards solving the Naga political problem at this crucial juncture.

NSCN-IM strongly condemned the 'inhuman act' of Khüchopra Veswü, who allegedly raped and committed incest on his minor step daughter, and said it 'bows its head in shame'. Government denied having agreed to a proposal of Naga insurgent outfit NSCN-IM of granting separate passport and flag for Nagas saying peace talks with the group was still continuing. "Government recognises the unique Naga history and is committed to it. Talks with NSCN-IM is going on. News of granting separate passport and flag are not true," Minister of State for Home Kiren Rijiju said in New Delhi. Rijiju's comments came in the wake of reports which suggested that the Government has agreed to NSCN-IM's proposal for separate passport and flag for Nagas.

The ENNG alleged that NSCN-IM is putting "severe pressure" upon the people of Tirap, Changlang, and Longding of Arunachal Pradesh. "The forceful taxation is highly imposed towards the poor local people and it is against the Nagas' humanity and gross violation of international human rights," stated a press release issued by R. Stephen Naga, ENNG President. Since the beginning of the entry of NSCN-IM and NSCN-K into Tirap, Changlang, and Longding (TCL) in 2002 and 1998 respectively, both the factions have killed many civilians, it alleged. They then started heavy imposition of taxation, where maximum revenue was collected from villagers, local contractors, tea growers, MLAs etc, it added. It went on to state that the Arunachal Pradesh general assembly election is entirely under the control of the NSCN-IM.

"And the present situation of the Nagas of Changlang district is extremely worse. The NSCN (IM) cadres are forcefully collecting taxes per village Rs.40,000 (forty thousand) and Rs.20,000 (twenty thousand) from each truck and elephants owners and even the daily earners are forced to pay tax," the release alleged. ENNG further accused that when the group's demands are not exactly fulfilled, the villagers are ill treated and beaten up. "The Nagas of Arunachal Pradesh, the so-called TCL are not an enemy to their organization nor the people invited them to come to our land for sovereignty but the people were well wishers at the cause of your demand, when you say so, and you have promised to bring peaceful solution," the release stated.

Eighty-five-year-old co-founder and chairman of NSCN-IM, Isak Chisi Swu died in a hospital in New Delhi, after a prolonged illness. Born in 1929 at Chishilimi Naga village in the Zunheboto District of Nagaland, Swu was a member of the influential Sema tribe of the state. After graduation in Political Science from St. Anthony's College, Shillong in Meghalaya, Swu joined the Naga National Council in 1950's under the leadership of Angami Zapu Phizo.

Thuingaleng Muivah (82), 'general secretary' of the NSCN-IM, which signed a framework agreement with the Government last year (2015), said that the outfit had not given up its demand for sovereignty. Muivah also said that a separate flag and passport for Nagas was not just a "demand" but a right as the "Nagas were never under Indian rule." "No, no. The understanding on shared sovereignty has been arrived [at] because the uniqueness of Naga history is recognised. We are not giving up on the demand of sovereignty," Muivah said in a rare interview with The Hindu since the signing of the agreement, and perhaps the first after the death of NSCN-IM 'chairman' Isak Chishi Swu.

Minister of State for Home Kiren Rijiju last year said that the NSCN-IM had given up its demand for sovereignty and the rebel outfit wants "a solution within the Constitution of India." Muivah said the talks this time would succeed as the Government was positive. "We are confident because this time there is positivism from the Government of India." Muivah dismissed the possibility of the talks running into trouble because of Swu's death. "Well, there is no point in delaying the talks. The Nagas were kept divided, not by the Nagas but by external forces. But now things are clear. Indians are bound to accept the demand of the Nagas."

On a separate flag and passport, Muivah said: "Well, it is actually not a demand. Why? The Nagas were never part of the Indian union by consent of the Naga people. In a press note, NSCN-IM MIP strongly condemned "illegal abduction" of its Sumi Region razau peyu, A. Sumi Aloto from Zunheboto District on July 18, by 5 AR. Expressing shock, MIP alleged that AR made Aloto "forcibly sign", to claim that he belonged to NSCN-K. MIP said that this was the "fourth incident where NSCN cadres were abducted by 5th AR and forcibly made to sign as belonging to Khaplang". Former Director General of BSF D.K. Pathak was appointed as the new chairman of the Ceasefire Monitoring Group (CMG) that was created in 2001 to formalise a permanent peace accord with Naga groups. This is the first time that a Police officer has been appointed to the post, which has in the past been held by Army officials. The post was held by Lt. Gen. (retd) N.K. Singh and his tenure came to an end on June 30. Pathak, a 1979-batch IPS officer of the Assam-Meghalaya cadre, will operate from Kohima. An order issued by the UMHA said the appointment will be for a year from the date Pathak takes charge. He will "monitor the implementation of the agreed ground rules during the operation of ceasefire with the NSCN-IM, the NSCN-KK and the NSCN-R in Nagaland," it said.

Police arrested two cadres of the NSCN-IM, identified as Renchamo Khuvung (33) and Ngachanpam Kasar (31), who were reportedly collecting money from commercial vehicles proceeding to Kohima, from Wokha District. Even as the chief negotiator of the NSCN-IM and general secretary Th. Muivah and Government of India's Interlocutor to the Naga talks R.N. Ravi recently issued a joint communiqué that sought to convey the message that solution was well within reach and soon, the NSCN-IM has virtually threatened to walk out of the process for solution unless its demand for integration of Naga contiguous areas were accepted as part of the deal. According to reliable sources, NSCN-IM leaders led by Th. Muivah have made it clear to Government of India's Interlocutor R.N. Ravi that they were ready to walk out of ongoing peace talks if the Government of India did not consider integration of Nagas' land. Sources further disclosed that both the entities were now talking seriously about integration of Nagas land in the face of an adamant stand adopted by the NSCN-IM which has coined another slogan "No integration, No solution." NSCN-IM leaders led by Muivah have been holding series of meeting with R.N. Ravi for at least two to three times a week. Both the parties will be holding a meeting on August 19, sources informed.

The issue of integration had been insisted upon by the NSCN-IM and in the face of opposition from neighbouring states some of who have even threatened to react, the Government of India had placed it in the back burner. Then Prime Minister A.B. Vajpayee during his Kohima visit on 2003 had ruled out integration. The resurrection of the demand for integration has placed the entire process in a situation which could but only delay solution, according to sources.

Tinsukia Police arrested four militants of the NSCN-IM and rescued an engineer who was abducted from Deomali of Arunachal Pradesh. According to Police sources, the highway patrol team of Tinsukia Police during a routine check spotted a suspicious vehicle in Tinkonia in the town and brought all occupants to Police Station. On questioning, it was revealed that out of five persons four were NSCN-IM militants, including a minor and the other was the abducted engineer Lova Yekar. A pistol and nine rounds of ammunition were recovered from their possession. The three NSCN-IM militants barring a minor have been identified as Phoren Ramwa alias Nagato Sumi, 'self-styled sergeant', Jayway Moanchan, 'self-styled chairman' and 'area commander' of Nokte region residing at Hebron camp and Kamri Ymc alias Yumchunga, 'self-styled sergeant major' while the minor has not been identified.

According to the statement of Phoren Ramwa, who resides in Laptambasti in Tirap of Arunachal Pradesh, they abducted Lova Yekar, an engineer from Deomali from whom the NSCN-IM militants demanded INR 300,000 as ransom. Not satisfied with his offer of INR 10,000, Phoren and his accomplices, brandishing a pistol, dragged Yekar out of his government quarter. While travelling to Dimapur via Tinsukia, the militants fell into Police dragnet.

ACAUT Nagaland urged the State Government to arrest the NSCN-IM town 'commander' as per the FIR registered against him and his alleged "extortion activity" at Santsuphen in Wokha District before the situation turned worse. In a press release, media cell, ACAUT Nagaland, stated that people would take "whatever means necessary to protect themselves" if the state failed to do so. It stated that the August 12, 2016 incident, wherein a group of irate public of Wokha town ransacked the office of the NSCN-IM town command, was "testament to this fact." ACAUT extended its support to the Wokha people and the joint resolution passed by several frontal organisations, which demanded the arrest of town 'commander' on or before August 23. The joint resolution also urged the Ceasefire Monitoring Group chairman to take serious note of public sentiment and shift out the office of NSCN-IM town command from Wokha immediately.

Tinsukia town in Tinsukia District of Assam is being used as transit route and corridor by NSCN-IM militants from Hebron Hq of Dimapur (Nagaland) to Lohit District of Arunachal Pradesh since the past several years, said Phoren Ramwaone, arrested NSCN-IM militant currently in Tinsukia Police custody who was involved in recent abduction case of a Deomali-based Arunachale engineer. Phoren revealed that the two school children arrested in the kidnapping case and currently lodged in Juvenile home Jorhat, were sleeper cells and it was a common practice to lure school children from Naga dominated areas of Arunachal Pradesh, particularly Nokte and Wancho, in return for just INR 3,000 - INR 4,000 and to transport them to Hebron camp for training, who in later stages are inducted into either civil or military wing of NSCN-IM and in an average 5-6 children are picked up from Lohit and Longding Districts annually.

Myanmar military authorities have denied that there was a recent exchange of gunfire on its soil between Indian army and the NSCN-K, the media reported. The denial referred to some media reports that the Army entered Myanmar territory and fought with the NSCN-K on August 19 and that the fighting lasted for three hours, Xinhua news agency reported. Myanmar military's information quoted witnesses as saying that the gun battle between NSCN-K and NSCN-IM occurred inside India, one mile west of the Myanmar-India border, and not in Myanmar. However, Myanmar military columns on the border were on full alert to ward off foreign troops from entering the country, the military authorities said. Myanmar would neither accept nor encourage any armed group to station on its soil to potentially terrorise the government, it said. The authorities insisted that Myanmar armed forces was working in tandem with Indian army and rendering cooperation in patrolling the border and exchanging information.

Nagaland Chief Minister TR Zeliang clarified that neither he nor the State Government were in possession of the 'Framework Agreement of August 3, 2015' and that they trust the statements of the negotiators that "the best interest of the Naga people would be ensured while evolving a negotiated settlement". Responding to the allegations levelled against Zeliang by leaders of four NNPGs, the CMO in a statement termed them as "some serious but unwarranted allegations". Taking a jab at some people who said there was nothing for the people of Nagaland in the Framework Agreement, the CMO said it appeared that such people had seen the contents. It said there were also some people who asked how they could support the agreement without seeing the contents. A consultative meet on the Naga political talks was held at Tseminyu town between the Rengmas and NSCN-IM, wherein the ongoing political issue and the frame work agreement were discussed at length, reports Nagaland Post. In a press release, RH president Kenyuseng Tep said the Hoho and its frontal organizations comprising of GBs, student leaders, mothers, youths and members from different village councils attended the consultative meet. The NSCN-IM team led by CFMC convenor K. Chawang and Tatar Hoho Speaker Zarzie Nyuthu and a host of kilonsers addressed the meeting. RH president said the gathering felt "the necessity of settlement of the Naga political issue will be at the interest of all the Nagas" and therefore endorsed the negotiating party to continue the talk for a final settlement keeping in mind the interest and rights of Nagas were honoured and protected. A delegation of Naga Hoho and NMA met UHM Rajnath Singh and discussed with him present situation in Nagaland. In a press release NSCN-IM through its 'MIP' has termed the detaining of Naga army officers who were on peaceful duty on September 28 by of Major Rahul and the Jawans of 35 AR, Maram Battalion under Senapati Brigade as "highly condemnable", an activity vitiating the peaceful atmosphere. The MIP said, the Indian SFs arresting PK Akas, Kashung and N. Elvis and labeling them as extortionists involved in nefarious activities was "highly questionable". The released said those arrested by AR were on official duty to monitor law and order situation for peaceful maintenance against destructive elements who occasionally created unlawful activities including threat to civilian lives such as bombing etc. It maintained that the detained Naga army officers were never indulged in tax collection as was alleged by AR.

The UCM appealed to the Manipur Government to take appropriate action against NSCN-IM for indulging in 'criminal activities' by violating ceasefire ground rules in the State. "An intense public agitation is looming large if the government does not take appropriate action against the Naga outfit at the earliest," UCM president Elangbam Jonson said. Johnson expressed opposition to Assam Rifles for releasing three NSCN-IM cadres on September 29 after they were arrested for committing "unlawful activities" in Senapati District. The SF had said the cadres were released on health ground. "It's unacceptable that the NSCN (IM) militants were freed simply on health ground. Such a move has no any meaning," the UCM leader insisted. A strong protest by Senapati town residents was registered against the arrest creating disturbances to normal life.

Nagaland Governor PB Acharya reiterated that unity among the Nagas was a prime necessity to enable ongoing peace talks be successful. In a communiqué the Governor lamented that division and disunity among the Hohos (apex tribal council), for whatever cause, could lead to sacrificing peace and development in the State. The Governor further revealed that he was "very much concerned" about the unity of the tribal Hohos in order to carry forward the ongoing peace talks of NSCN-IMwith GoI. Acharya expressed deep concern over the dissociation of three major tribal bodies- Ao Senden, Lotha Hoho and Sumi Hoho- from the Naga Hoho. The government felt that the ongoing peace talks should not be derailed by the disassociation of three main Hohos from Naga Hoho.

Reacting to UCM statement published in local news papers on October 2, the NSCN-IM stated that it was unfortunate that UCM is reacting and intimidating public uprising against the released of three NSCN-IM cadres detained by the 35th AR at Senapati on September 28. In a press release, NSCN-IM 'MIP' stated that the three Naga armies were detained under wild allegations and were released as they were proved innocent. "It is irony that UCM which always voices against the removal of AFSPA from the so called Manipur State, on the one hand totally oppose the ceasefire between NSCN and GoI thereby propagating continuous killing and shooting between the NSCN and the Indian Armies," the MIP statement read.

A NIA team was in Nagaland recently to crack an alleged nexus between Government officials and militants and diversion of development funds to outfits. According to source, NIA officials questioned State Government officials and added that some heads may roll soon. Millions of rupees have reportedly been diverted to the coffers of militant outfits despite the Centre's efforts to stop it. Militancy and corruption are believed to be one of the main reasons behind the backwardness of the State. Though the Centre has banned the illegal collection of "tax" by the militants, there are at least nine outfits operating in the State that are extorting taxes from the people.

The NSCN-IM said it was the legitimate right of the group to collect tax from the people as they represented the voice of the Naga people. The ACAUT, a citizens' group, has come out strongly against taxation by militant groups and organised rallies throughout the State. Sources said the NIA was concerned about the NSCN-K, which continues to collect lakhs of rupees even after abrogating the ceasefire last year (2015). A source also said NIA had questioned State Government officials over militants employed in government departments.

A 'khapur' (area administrator) of NSCN-IM, identified as Lovika Ayemi (26), who was suspected to be behind a failed extortion attempt, was arrested by the Police from a village under Niuland in Dimapur District in the wee hours. According to the Police, the accused was on the run since September 16 after vandalising a jewellery shop at Nyamo Lotha Road. The Police said that the accused smashed a glass counter and fired two shots from a small firearm, snatched a mobile phone and INR 5000 in cash from a salesman before escaping in a motorcycle. The incident was reportedly over the shopkeeper failing to fulfil monetary demand. The incident was captured by CCTV which proved crucial in identifying the accused and also, phone tracking, which eventually aided the Police in locating his whereabouts, the Police added. One .32 pistol and a magazine suspected to have been used in the crime was also recovered from his possession.

The Chief Minister T.R. Zeliang stated that the 'Framework Agreement' between the Government of India and the NSCN-IM is a preamble to the final Naga political solution. Though the contents of the August 3, 2015 Framework Agreement have not been made known officially, the Interlocutor RN Ravi had explained in detail about the same to various tribal organisations, and opined that it was the preamble, containing directions and guidelines as to how the final solution should be worked out, Zeliang stated. "As per my understanding, it is basically like a preamble only, containing the intention and commitment of both the parties to the talk to settle the Naga political issue amicably, without the use of force or violence, on the basis of shared sovereignty, and understanding of each other's situations and viewpoints, including the recognition of the unique history and situation of the Nagas," he viewed. "The details of the final agreement are to be finalised later, after having wide ranging consultations with the stake-holders," he said and stressed that the Naga political problem should not be allowed to linger on indefinitely. Considering the "positive approach" of the Central Government under the Prime Minister, Narendra Modi, this is the opportune time to bring the Naga peace talk to its logical conclusion, Zeliang added.

The ANSF has urged the NSCN-IM to stop its unlawful 'tax collection' from various educational departments in Arunachal Pradesh. At a meeting with the NSCN-IM, the ANSF said the tax collection was creating hurdles in the development of education in many Districts, according to an ANSF statement. The ANSF pointed out that the tax collection by NSCN-IM in three economically and socially backward Districts of the state - Tirap, Changlang and Longding - have led to financial problems in the operation of several schools and colleges.

The NSCN-R claimed that some person/group of persons is collecting and indulging in "illegal activities" to tarnish its image. A statement from the NSCN-R 'MIP' alleged that, this was a "well planned policy initiated by some rival groups". The NSCN-R further informed that all kinds of Chaplee assignments given to officials by the previous 'Chaplee Kilonser' A. Langhkuh Konyak remains cancelled as the latter defected to the NSCN-IM. "All the Revenue Heads allotted to Military Wing as per decision during meeting held in February 2016 remains cancelled," it added. Noting that some unofficial persons without proper assignment are "harassing" Supari agencies, the NSCN-R has informed the agencies not to entertain any person/group dealing in the name of NSCN-R with effect from October 21 "till further orders".

Manipur CM Okram Ibobi Singh escaped unhurt when suspected NSCN-IM militants opened gunfire as he was getting out of his helicopter at the Ukhrul helipad in Ukhrul District on October 24. A jawan of the Manipur Rifles was injured in the firing that took place when the CM was being greeted by officials of Ukhrul, where he was to inaugurate a hospital and a power substation at Hunphung village. The CM's helicopter immediately took off and left for Chingai village but he could not reach Hunphung as members of TNL blocked roads by burning logs, an official said. Singh then flew back to Imphal.

Earlier on October 23 night, suspected NSCN-IM cadres gave a clear inkling of their plans to sabotage the CM's trip by triggering a blast outside the Ukhrul District hospital. An IRB jawan sustained splinter injuries in the attack. But Singh noted that as CM he could not be held back from inaugurating projects in his own State and insisted on keeping his Ukhrul schedule amid heightened security arrangements. Report said that two IRB jawans were injured in four bomb explosions which started from about 12.10 am on October 24. Of the four bombs which exploded in quick succession, one exploded near the district hospital at Hungpung at about 4 am.

Officials in the security establishment said there were intelligence inputs that NSCN-IM, led by T Muivah who is a Tangkhul Naga from Ukhrul, was unhappy at Singh visiting 'an area of their dominance' and that the outfit may resort to violence. The incident indicates a possible security lapse and underlines the influence of Naga insurgents in the area. Officials said NSC-IM, which is demanding Ukhrul District as part of 'Greater Nagalim', may not have intended a life-threatening assault on the CM but only fired at the helipad to "stake their claim to Ukhrul". An officer warned the NSCN-IM attack could evoke protests by the Meiti groups. The Centre is likely to raise the attack at the meeting of the next Naga ceasefire monitoring group.

October 25 October 25 The NSCN-IM termed it as 'false allegation' that it was involved in the ambush on the Chief Minister's chopper on October 24 at Ukhrul which was made by Manipur Chief Minister Okram Ibobi Singh and Deputy Chief Minister Gaikhangam. Narrating the sequence, NSCN-IM, 'MIP' said Ibobi was to inaugurate the development projects in Ukhrul on October 15 to boost his Government's dwindling image on the eve of election. Security was therefore beefed prior to the visit especially in the three venues where Ibobi was to have visited-district hospital Hunpung, Chingai Block and LM Block, it said. MIP maintained that Ibobi had "done so much damage to the Naga people and tribal in general in Manipur" and cited the following- the three anti-tribal bills and which resulted in the loss of nine innocent tribal lives at Churachandpur; strongly opposed solution of the Nagas and the 1997 cease fire between the Government of India and NSCN and advocating war at Naga areas; totally opposed the home visit of chief negotiator of the Naga people in the "Indo-Naga political talks" and 'general secretary' Th. Muivah to his native village and resulting in the killings of two innocent Naga students at Mao Gate in 2010. As such, MIP said, the TNL declared boycott Ibobi's visit to Ukhrul because of his "anti-Naga and anti-tribal mentality, attitude and policies" adding, that such a man did not deserve to set food on Naga soil. The NSCN-R asked the NSCN-IM to "change the present atmosphere" and consult all Naga political groups regarding the 'Framework Agreement'. A press statement from the 'MIP' of the NSCN-R said that it had met with the NSCN-IM leadership and "suggested for wide consultation with all stake holders." It however lamented that the NSCN-IM leadership "have not used their wisdom and have come on their way and continued to stress on open door policy, which means all the NPGs should join NSCN-IM."

It asked that all NPGs be consulted "because it will not be possible to solve Asia's longest political problem by talking to the Government of India alone." The NSCN-R, while stating that it does not "demean the Naga Civil Societies," however pointed out that the Naga political groups "who are in battle line should be best consulted." "While the Naga people disapproved and refused to accept Framework Agreement and factional solution, the NSCN/GPRN-Reformation will also equally disapprove and reject it whatsoever. Therefore, the NSCN-IM leaders should change the present atmosphere by consulting other NPGs," it said.

NSCN-IM 'kilonser' for 'MIP', V. Horam said that the Framework Agreement, signed between NSCN-IM and GoI on August 3, 2015 was the "foundation upon which the edifice of solution will be built". He was speaking at the 'consultative meeting on Indo-Naga Political talks', at Longleng organized by the Phom region on October 26, a press note from the MIP stated. Stressing on the topic, he said the Naga political issue has received a new urgency and had gained momentum during the last two years. With the talks progressing in the right direction, Horam claimed that both the sides-- NSCN-IM and GoI, were closer than ever before to the final settlement and expressed hope that "it would be sooner than later."

He reiterated that the "Framework Agreement, put in place today between Nagas and the GoI is a result of prolonged, dedicated and prayerful outcome between the two parties who have submitted themselves to settling down the final solution of the Nagas." Horam further said as per the agreement, "India and Nagas will co-exist as two separate entities and that the question of merger with one does not arise since the GoI has recognized the legal rights of the Nagas for integration." "A roadmap has also been worked out for materializing through democratic process taking into consideration the political rights of the Nagas," he said. While stating that "a new relationship has been established between the two equals", Horam said this will ensure the rights of the Nagas and guarantees the security concerns of India.

Manipur Police arrested four OGWs of the NSCN-IM during a raid at the house of one Ringreingam Ruivah of Fairyland under Lamphel Police Station in Imphal East District. The alleged OGWs were identified as Ningkangam Muivah alias Freeboy (37), Ramthem Muivah (35), Chonreisim Phunghsok alias Rogai (33) and Vivian Ruivah (40). Three mobile handsets with four SIM cards and a wallet containing INR 6000 were recovered from their possession. After the preliminary verification, Police revealed that they were involved in extortion of money from the general public, shopkeepers and government offices etc for raising party fund.

NSCN-IM rejected the claim that one of its members was arrested by Imphal West Police commandos at Bethany Hotel in Deulaland Imphal on October 25. In a press note, NSCN-IM 'MIP' alleged that the "dejected" chief minister of Manipur, Okram Ibobi Singh, after the humiliation and failure of his recent venture to Ukhrul due to non cooperation shown by the public for his "anti Naga policies", was exercising his "muscle power" by harassing innocent Nagas residing in Imphal town through raiding and arresting without any reason. MIP said it was not surprising that under false allegation Phaningkhui Kapai was arrested and labelled as NSCN member working for 'kilo kilonser' Ahao Raising. MIP stated that Kapai was neither its member nor working for the 'kilo kilonser' at all. "The NSCN disowned such allegations aiming to tarnish the good image of hon'ble kilo kilonser," MIP stated, adding that Ibobi should stop his communal attitude towards the Nagas and all the arrested innocent public be released immediately.

A team of Imphal West District Police carried out a search operation in Thangmeiband Tarung Khun area in Imphal West District after receiving information about the presence of some anti-social elements and arrested a self-style corporal of NSCN-IM identified as Poujok Adaho alias Alison Kamei (41). The NSCN-IM, in a release, expressed surprise that under false allegation, one Phaningkhui Kapai, of Paoyi village under Ukhrul District, was arrested by Imphal West Police commandos from Bethany Hotel, Deulaland, Imphal on October 25 by labeling him as an NSCN member and working for kilo kilonser (Home Minister) Ahao Raising. A press note from the 'MIP' of the NSCN-IM informed that the house took a unanimous decision to oppose "such provocative move to the last." It further affirmed the "ownership of the land that it is a part of ancestral Naga domain." "Unless rightful ownership of the land is acknowledged by the settlers, the NSCN-IM/GPRN shall never tolerate any move that infringes upon the rights of the owner (Nagas)," it stated. The NSCN-IM nonetheless stated that it is "prepared to negotiate on any proposed agenda if ownership is duly acknowledged and respected."

The GDRN/NNC-NA group headed by Khumcho Chilimmong as 'president' and Hangping Zeliang as 'ato kilonser' dissolved on October 31, 2016 and its members has declared allegiance to the NSCN-IM. A declaration issued by the 'former' 'president' and 'ato kilonser' of GDRN/NNC-N/A, on behalf of all former members of the outfit, "assured that it shall no longer affiliate with other organization other than NSCN-IM" and that the "GDRN/NNC-N/A shall no longer exist." "We have witnessed many failures through divisions and we have seen enough of it, so, the only key to achieve what we aim is only through unity. It is our destiny to unite; and for which we had taken the steps to merge with the NSCN-IM government," the declaration read.

However, refuting GDRN/NNC-NA's claim that "both civil and army wing" was officially dissolved," MIP GDRN/NNC-NA on November 1 clarified that the statement was only to create confusion among the public, adds Nagaland Post. MIP said GDRN/NNC-NA was quite safe under the leadership of 'president' Kiumkam, stating that it will keep striving for the betterment of the Nagas under the banner of GDRN/NNC-NA. It affirmed that GDRN/NNC-NA will remain alive "till our long cherished goal is achieved". It therefore, appealed to all stakeholders not to confuse with the news of the breakaway group statement. Rather, the breakaway group, according to MIP, has finally given up their immature political crisis with the president of GDRN/NNC-NA by joining NSCN-IM.

The NSCN-IM stated that the claim made by GPRN/NSCN, NPAC Convenor, Kughalu Mulatonu that formal talks between GPRN/NSCN and the GoI is expected to start by March 2017 are "repeated empty claims" and "invented stories". While denouncing the claim, 'MIP' NSCN-IM in a press statement asserted that, much before March 2017 the Indo-Naga political talks would have resulted to a final solution and therefore the "question of even the existence of the GPRN/NSCN would not arise by then." The NSCN-IM maintained that officials of GoI have repeatedly told "Kehoi Campers" that there will be only one solution for the Indo-Naga political issue and that the on-going Indo-Naga political talk with GoI and NSCN representing Naga people is inclusive and final.

Manipur

NSCN-IM demanded the immediate release of four persons without any condition, who were arrested by Manipur Police on October 27, stating that the four have no connection with NSCN whatsoever. NSCN-IM 'MIP' in a press note said that the four-- Ningkhangam Muivah, Ramthem Muivah, Chonreisem Phungshok and Vivian Ruivah from Imphal were arrested without any rhyme or reason. MIP said the four have been confirmed as law abiding citizens of Somdal village. MIP said branding them as over ground workers of NSCN-IM, simply on the basis of person belonging to a particular community and falsely implicating them and framing charges is an heinous act. Further, NSCN-IM cautioned the "communal Manipur government" to desist from indulging in such activities so that such incident does not reoccur compromising the safety and security of the Nagas. It may be noted that the Imphal East District Police commandos arrested four persons, claiming that they were linkmen/over-ground workers of the NSCN-IM.

Sibilong Part I/ Tamenglong District/ Manipur

Five civilians were abducted and assaulted by NSCN-IM cadres for reportedly giving refuge to rival NSCN-K cadres at Sibilong Part I in Tamenglong District. The civilians abducted by suspected NSCN-IM cadres were Sibilong Village Authority Vice-Chairman Mathiuthon Gangmei (40), Diamond Gangmei (30), Majagong Kamei (30), Shanri Gonmei (25) and Stephen Gonmei (22). Out of five, the Village Authority Vice-Chairman Mathiuthon succumbed to the injuries while two others sustained critical injuries, as for the remaining two, their whereabouts could not be traced so far.

AET under Zone-II of Dimapur Police arrested one NSCN-IM cadre, identified as 'rajapeyu' (Area Administrator) Kennedy Poumai, from Notun Bosti area in Dimapur District while he was collecting 'Trade License Tax' from the business establishments.

Ukhrul District

Senior NSCN-IM leader, Anthony Ningkhan Shimray stated that Nagas would be free from Indian political domination and added that the 70 years of struggle of the Nagas will be politically resolved soon. Anthony Ningkhan Shimray who was imprisoned for more than five years in Tihar jail came to his home town at Ukhrul District headquarters for the first time on December 7 after his release on bail in August to have a public discourse. The TNL on behalf of the Tangkhul community accorded a warm welcome to the NSCN-IM leader at TNL ground.

Speaking at the felicitation programme, Anthony asserted that the Naga issue will be resolved on the basis of the unique history of the Naga people and added that the 'Framework Agreement of 2015' will override the 16 Points Programme and the Shillong Accord signed earlier. Under this agreement, Naga Nation would be established and the NSCN-IM will create a new history, for under the agreement Nagas will be treated as a separate entity, added Anthony. The Nagas will have a separate flag and a Constitution to govern ourselves, he claimed. Nagas are likely to have an interim administrative set up under Regional Autonomous Territorial Council and in the process a joint commission will be instituted to work out the boundaries of the Naga inhabited areas so as to integrate the Nagas under one administrative roof, further claimed Anthony. Other tribal communities are welcome to be a part of Pan Naga Hoho/Parliament, he said and added that the Nagas will not discriminate the rights of other tribal communities.

Taking strong exception to what it described as 'ongoing incessant assault" on the political and historical rights of the Nagas by the Government of Manipur backed by Central Government, NSCN-IM maintained that as it represents the Naga people and their political aspirations, it would therefore take full authority to claim the responsibility of their well being and protection. In a press release, 'MIP', NSCN-IM said declaration of disturbed areas in the hill areas of Manipur and sending the Central Forces has taken the Nagas by surprise and questioned GoI if it was "a sign of sincerity or of seeking peaceful political solution?" Objecting to the creation of seven new districts, out of Naga areas, NSCN-IM expressed its belief that Naga people's protest under the aegis of the UNC against the creation of new districts was "their legitimate historical and political rights." Further, it described the arrest of UNC by Manipur Police as "not only a cowardly act" but lack of statesmanship in handling political issue.

Senapati District

Different Naga organisations confirmed their rigid stand against the Government decision of creating of new Districts. Manipur's apex Naga organization, the UNC held a meeting at Senapati District bordering Nagaland where it viewed the Ibobi Government's decision as against the interests of the Nagas and decided to keep opposing it, report said. Sources also said that the meeting had taken a decision to impress upon the Central Government to expedite the peace parleys with the NSCN-IM based on the "Framework Agreement" signed last year (2015). The UNC insisted that Sadar Hills was the "ancestral homeland of the Nagas" where "migrant" Kukis are now in a majority. The organisation alleged that by upgrading it to a full-fledged District, the State Government was trying to keep the Kukis in good humor ahead of elections.

Women vendors of Khwairamband Keithel of Imphal called a 24 hour State-wide bandh against the violence of Tengnoupal. A protest rally was also taken out by the women vendors and alleged that NSCN-IM was responsible for the violence and economic blockade.

The State Government of Manipur sent a report to the UMHA, based on a report filed by the State DGP, stating that NSCN-IM was suspected behind the twin attacks that killed three policemen and wounded 6 others along Imphal-Moreh road ahead of CM Okram Ibobi Singh's visit to Tengnoupal District on December 16.

A group of suspected NSCN-IM militants attacked a post of IRB at Noney District and decamped with large number of weapons. At least 20 weapons have been reportedly snatched from the IRB men. NSCN IM spokesman V Horam denied the involvement of the outfit as suspected. He said, "This is a political conspiracy in Manipur aimed at coming assembly elections."

Asserting that it would be wrong to view all the Naga people as agents/henchmen of the UNC or NSCN-IM, the MNRF stated that there are a lot of Naga people who are against the ongoing economic blockade and NSCN-IM's 'theory of integration'. Appealing to all the leaders to reconcile and ensure peaceful co-existence in the Manipur, MNRF said that it would be foolish to let the future generations witness the chaos and violence.

The Union Minister of State for Home Affairs, Kiren Rijiju met Manipur CM Okram Ibobi Singh over the issue of economic blockade in the State imposed by the UNC and asked the Manipur Government to bring back normalcy in the State by removing the economic blockade. Rijiju also said that 15,000 paramilitary personnel had already placed under the disposal of the Manipur Government while 700 more were on their way. While over the allegation of the possibility of the UNC being backed by NSCN-IM, Rijiju said that no group would be allowed to break ground rules and would be brought to task if anyone tried to do so.

The UCM's President Elangbam Johnson alleged that there was a link between the UNC's demands and NSCN-IM's recent violent actions. Speaking to media persons at Lamphelpat in Imphal West District, he said that NSCN-IM's hands were too obvious in the recent spate of violent activities such as firing at truck drivers on Imphal-Jiribam highway and killing of three Policemen ahead of CM Okram Ibobi Singh's visit to Tengnoupal on December 15.

The NSCN-IM said that the protest of the Naga people under the aegis of UNC against the creation of the new Districts by Manipur CM Okram Ibobi Singh was their 'legitimate historical and political rights'. Alleging Manipur Government's action as 'a communal threat to the Naga people', the statement also expressed their concern over the issue of ongoing peace talk between NSCN-IM and the GoI. It demanded unconditional release of the arrested UNC leaders, withdraw all Central forces and initiate political dialogue with the UNC and the Naga people.
