Three militant outfits of North
East, KLO, NLFT and PDCK had set March 31 as 'deadline' for
'Hindi speakers' and Bengalis to 'quit Kamatapur, Karbi-Longri
and Tripura' in an statement. The statement was signed by KLO
'chairman' Jiban Singh Koch, NLFT 'organising secretary' Seng-phul
Borok and PDCK 'chairman' JK Lijang. The statement also condemned
the killing of suspected NDFB-IKS, Ratna Narzary of Khunguri
village of Chirang District on December 29 by SFs. According
to the report, all these three militant groups are mentored
by the NSCN-K and ULFA-I.

Sources in Assam Police said that at a time when
majority of Karbi militant outfits were joining the peace process,
PDCK was trying to spread its tentacles in the hill District.
The source said that formed under the guidance of I.K. Songbijit,
who was earlier the hardliner leader of NDFB-IKS, PDCK has reportedly
launched a recruitment drive in the region. The source said, "Ever
since the genocide of Adivasis in 2014, Songbijit got reportedly
unpopular among the Bodos for his barbaric ways. Sidelined and
pushed to Myanmar, the rebel leader formed PDCK with Karbi youths
drawn from the NDFB faction." Many Karbi youths were recruited
in the NDFB-IKS faction when Songbijit was heading it and Police
suspect that these youths helped him to form the new outfit. According
to the source, there are around 60 cadres under IK Songbijit in
Myanmar training camps. The PDCK is talking about 'sovereignty'
and it is backed by NSCN-K and ULFA-I, the source added.

Security was beefed up after a bomb threat to
a bridge at Jirighat in Cachar District by militant groups. Ahead
of the Assembly elections in Manipur, intelligence report said
that the NSCN-IM or the NSCN-K might blast the Jirighat Bridge,
which connects Assam and Manipur.

The ADGP, L R Bishnoi, said that Chinese intelligence
agencies had been helping various insurgent groups of North Eastern
India having bases in Myanmar. L R Bishnoi also claimed that the
chief of ULFA-I, Paresh Barua had currently set up base in Ruili,
a Chinese town in the Myanmar border. He said that Paresh Barua
had drawn up plans to supply arms procured from Chinese agencies
to smaller armed groups of the North-eastern region. "Chinese
intelligences have been helping, directly or indirectly various
insurgent groups of the North-eastern region that have their bases
and hideouts inside Myanmar. These groups are under increasing
influence of the Chinese agencies, and ULFA-I leader Paresh Barua
is among those top leaders who have been in regular touch with
the Chinese liaison office in Ruili on the China-Myanmar border,"
ADGP LR Bishnoi said.
Giving a break-up of the cadre strength of different
North-eastern rebel groups in Myanmar, ADGP Bishnoi also said
that while the NSCN-K had over 1,000 cadres there, PLA- a Manipuri
group came second with over 250 men. "Taking into account at least
ten North-eastern rebel groups having their bases and hideouts
in Myanmar, there should be close to 2,500 militants from the
region in that country. Of them NSCN-K alone has a little over
1,000 men, followed by around 260 of the PLA, 230 of the UNLF
and a little over 200 of the ULFA-I," Bishnoi said. According
to him, the strength of the NSCN-IM there would be between 80
and 120, NDFB-IKS about 160, KYKL, PREPAK and PREPAK-Pro around
10 each. "Two things that have been happening there is that while
the rebel groups of the region work in close coordination, they
get almost 100 per cent support from the local communities close
to the Indo-Myanmar who belong to various Naga tribes. These villagers
not only provide them food and shelter, but also guide them through
the mountainous track," Bishnoi said.

of search operations, from different locations across the State.
The arrested militants belonged to UNLF, NSCN-K and NSCN-IM. Besides

arms were recovered during the operations. These operations were
conducted in Andro Kharam Leikai and Andro Bazar area in Imphal
East District, Mahakabui Namching village in Senapati District,
Dharmasala in Imphal West District, Kakching town in Kakching
District and its surrounding areas, Pallel in Chandel District
and Tuismi Bazar areas, and Kwakta in Bishnupur District. This
drive was launched in order to foil any unwanted incident ahead

one militant of NSCN-K identified as S. Khetoshe Sumi, who was

NIA probe into institutionalized extortion rackets
run by Naga militant groups in Nagaland has revealed that these
militant formations were getting money allegedly from 14 State
Government Departments. The news report names the Naga militant
groups involved as the NSCN-K, NSCN-IM and NNC.
Sources said these Government Departments include
the Directorate of Information Technology, Directorate of Soil
and Water Conservation, Directorate of Irrigation, Directorate
of Rural Development, Directorate of Urban Development, PWD, Roads
and Buildings and Directorate of Information and Public Relations.
"We have found documents that show that at least 14 Government
Departments made regular payments to Naga groups, including NSCN-IM,"
an NIA officer said. "We have seized receipts that show payments
of INR 2 crore. Further investigation is on."

A top official source of Assam Police informed
that the internal conflicts among the cadres of the ULFA-I and
NSCN-K have increased in recent times. The source said that two
top ULFA-I leaders currently based in Myanmar, who also known
to be very close with Paresh Baruah, have recently contacted to
a top official of Union Home Ministry and a top Assam Police official
and expressed their desire to come main stream. "Conflict has
been growing up in ULFA-I after its 'c-in-c' Paresh Baruah made
several statements in favour of China and some leaders of the
outfit had openly opposed it," added the source. In the same way,
the source said that, several leaders of NSCN-K are also in touch
with the Union Home Ministry. Supporting the point, the source

5 AR arrested a NSCN-K member, identified as 'lieutenant'
Kivito Kiba, from North Point Colony, Zunheboto Town in Zunheboto
District. According to PRO, HQ IG-AR (North), Lieutenant Colonel
Amitabh Sharma, the arrested person was involved in collection
of "illegal taxes and extortion activities" in Zunheboto Town.
PRO said one tax collection booklet and four duly signed tax collection
slips were recovered from his possession. The apprehended cadre
along with recovered items was handed over to Zunheboto Police
Station for further investigation, PRO added.

The NIA arrested three senior officials of the
Nagaland Government for their alleged role in large-scale extortion
and illegal 'tax collection' on behalf of the NSCN-K from various
Government organisations. An NIA source said that, the accused
- the joint director of the social welfare department, Tulula
Pongen, the joint director of the land resources department, Alienba
Pangjung Jamir, and a cashier of the land resources department,
K. Lashito Shequi - were arrested from Kohima in connection with
case registered at its Guwahati branch last year (2016). The NIA
had registered the case number RC-01/2016 following the arrest
of an NSCN-K member, S. Khetoshe Sumi, in Dimapur on July 31 last
year (2016). The subsequent probe revealed that at least 12 Government
departments in the State regularly paid money to members of the
NSCN-K and other militant organisations like the NSCN-IM and the
NNC.

The NSCN-K, in its statement, said it will not
tolerate any departmental authorities collaborating with the NIA
and threatened punitive actions against those conniving with the
agency. NIA had arresting three senior officials of the Nagaland
government for their alleged role in large scale extortion and
illegal tax collection on behalf of the militant outfit from various
government organisations. In a statement issued to the media,
the NSCN-K said the arrest of three State Government officials,
social welfare department Tulula Pongen, joint director of the
land resources department Alienba Pangjung Jamir and a cashier
of the land resources department, K. Lashito Shequi, by the NIA
was nothing "but a desperate attempt to veil its frustration over
failure to stem the Naga struggle and to coerce the patriotic

sustenance of "our national struggle".

SFs killed a militant belonging to NSCN-K in Wakka
village in Longding District. Based on intelligence input, a troop
of AR launched operation at Wakka village where the militant group
was hiding. When the troops reached the remote area, the militant
group started firing and bullets were exchanged for half an hour.
Kohima based Defence PRO Colonel Chiranjeet Konwer said that,
a militant was killed during gun battle and other militants of
the group had managed to flee from the area. SFs recovered a 7.62mm
pistol with 10 rounds live ammunition and ammunition of AK-47
from the slain militant who is yet to be identified.

States in the Northeast have asked the UMHA to
step up the presence of central intelligence and security forces
in five contiguous Districts in Arunachal Pradesh and Nagaland
adjoining Myanmar. These Districts, they said, have emerged as
the hub of the last remaining militants in the region. "We have
apprised the home minister of the security situation in the northeast
and informed him that all militant activities are being controlled
from Arunachal's Tirap, Changlang and Longding Districts, and
Nagaland's Mon and Tuensang Districts," said a top security official
who participated in the northeast security review meeting by Union
home minister Rajnath Singh in New Delhi. "We requested him to
increase the presence of central intelligence agencies and security
forces in these districts," the official added. According to the
UMHA report at the review meeting, the security situation in Arunachal
Pradesh (the three districts) and Manipur remains a subject of
concern, though relatively less than it has been in the past.
These five districts also border as many Districts of Assam on
the other side, including Tinsukia District, where the ULFA-I
is active and has been carrying out strikes jointly with Meitei
outfits of Manipur. "The biggest advantage of these five districts
is their proximity to the NSCN-K-controlled areas of Myanmar and
their highly difficult terrain, which makes patrolling a difficult
task for security agencies," the official said.

A Major of the Territorial Army, identified David
Manlun, and a civilian, identified as Rajendra Gupta, and three
militants were killed in an encounter with a group of suspected
militants at a place in between Lapa Lempong and Oting villages
near Tizit subdivision of Mon District. Three militants of ULFA-I,
who were killed in the encounter, were also identified and they
are 'second lieutenant' Phanindra Asom (35), Bipul Asom (32) and
Dikom Konwar (35). Apart from that, three Army jawans (troopers)
were also critically injured in the encounter. The encounter took
place when a joint team of the 164 Territorial Army and 12 Para
launched an operation in the area based on information about the
presence of a combined group of ULFA-I and NSCN-K militants. Two
AK-56 rifles, an AK-47 rifle, nine magazines, 277 rounds of ammunition,
two hand grenades, four mobile handsets, medicines, blankets,
sharp weapons and other warlike stores were also recovered from
the encounter spot.

The 'chairman' of the NSCN-K, SS Khaplang (Shangwang
Shangyung Khaplang), age around 77 years, died at Taga region
in Myanmar. He had been suffering from diabetes and other age-related
ailments for the past few years. The ageing Khaplang, who was
a Myanmarese Naga, had been the most influential living Northeastern
militant leader and recently formed a new platform of northeastern
militant groups called the UNLFW. After SS Khaplang the 'vice-chairman'
of NSCN-K, Khango Konyak is widely expected to replace his position.
Another senior leader in the running is Nikki Sumi, who is part
of the outfit's military wing.

the demise of S.S. Khaplang. According to the sources Khango Konyak
was 'vice-president' of the militant and he is believed to be

Khango is known for defiant stand and has in the past shown reservation
in coming back to ceasefire process with GoI. A senior official
Nagaland Police said, "Khango maintains close relationship with

Sumi, wife of Niki Sumi, a 'commander' of the NSCN-K. The searches
at Shelly Sumi's residence came a week after four Nagaland government
officers - former tourism director Purakhu Angami; additional
director of agriculture V Aza; joint director of irrigation Hutoi
Sema and fisheries superintendent Kekhriesatuo Tep - were arrested
for allegedly funding the insurgent group from the state exchequer.
In a statement, the NIA spokesperson IG Alok Mittal said that
they had information that Shelly Sumi and her associates were
in possession of cash and other incriminating documents pertaining
to the NSCN-K in their houses in Dimapur, Nagaland. "Accordingly,
searches were conducted at the houses of the accused persons Shelly
Sumi, Ikheli Yeptho, Shutoli and Hozheli at Naharbari Basti, Dimapur,
Nagaland on Tuesday [October 24] and cash amounting to INR 27,90,550
was recovered from these premises," he said. 12 mobile phones,
three laptops, one hard disk and 33 incriminating documents were
also seized during searches. The agency said that the seized money,
suspected to have been extorted/collected from the public/government
servants, was meant for sending to the NSCN-K camps in Myanmar
to fund activities prejudicial to the sovereignty and integrity
of India.

The NIA is likely to issue summons to Shelly Sumi,
wife of Niki Sumi, a 'commander' of the NSCN-K, and others over
a case of terror funding in Nagaland, an official said. On October
24, NIA recovered INR 2.7 million from the house of Shelly Sumi
at Naharbari Basti in Dimapur, the main commercial town of Nagaland.
Twelve mobile phones, three laptops, a hard disk and 33 documents
were also seized, it said. "So far, we have not arrested anyone.
Summons will be issued to Shelly and her associates," a top NIA
official said. Various intelligence agencies have been keeping
a close watch on the movement and activities of Shelly and her
associates in Nagaland and Manipur. NIA officials said the seized
money was suspected to have been extorted from the public or government
servants and meant for sending to the NSCN-K camps in Myanmar
to fund activities "prejudicial to the sovereignty and integrity
of India".

Nagaland Governor P.B. Acharya 'requested' Myanmar-based
NSCN-K to join the ongoing peace talks with the Centre, a Raj
Bhavan communique said. "P.B. Acharya values the formal joining
of six NNPGs in peace talks, and requested the NSCN-K to join

protracted Naga political problem is found at the earliest," the
communique said. The NSCN-K abrogated a 2001 ceasefire accord
