Abductions by the CPN-Maoist since the April 2006 Cease-fire

2011

June 20: About 70 UCPN-M cadres abducted three cadres of the CPN-UML and a minor in Makwanpur District. The incident occurred following a dispute over shifting Dandakhaka VDC office in the District the day before. The abducted UML cadres were identified as Lalit Moktan, Tularam Moktan, Padmeshwor Shangtan and his twelve-year-old daughter, sources said.

January 25: Cadres belonging to the UCPN-M abducted six activists of both NC and CPN-UML in Udayapur District. According to reports, UCPN-M cadres abducted NC activist Dik Bahadur Thapa (45), CPN-UML Lafa village committee chairman Kamal Rai (28), CPN-UML activists Parsuram Thapa (30), Kesar Rai(16), Karna Bahadur Rai (25) and his father Chunuklal Rai. The abduction followed the beating of Dhan Bahadaur Rai at the wedding ceremony of Ram Bahadur Rai, a local.

2010

December 2: The cadres of the UCPN-M abducted an Assistant Health Worker, identified as Abdul Rahaman of Koshi zonal hospital of Biratnagar District. Abdul was said to have been taken control by UCPN-M cadres-Ashok Mandal and Saban Hussel-from Koshi zonal hospital premises and kept in YCL office for interrogation. According UCPN-M cadres Abdul Rahaman was a fake health worker and used to cheat the local people.

April 29: Workers at Himalayan Distillery foiled Unified CPN-Maoist cadres’ attempt of abducting Uday Bhandari, General Manager of the Distillery in Parsa District.

February 4: Police arrested six Unified CPN-Maoist cadres in Itahari District in the charge of abducting a businessman. According to the Police sources, the Maoists were arrested under the Public Offence Act.

February 2: The Police arrested 11 cadres of the Unified CPN-Maoist, including Kochila State Committee Secretariat member Mohan Timsina, from the ward office of the party in Janata Basti of Itahari District for their involvement in the abduction of Pasang Sherpa, an entrepreneur of Chainpur in Sankhuwasabha.

2009

November 23: Police arrested Narendra Tamrakar, PLA ‘commander’ of Masuriya-based cantonment, on the charge of abducting a girl, Kalawati Tamrakar (18), in Dadeldhura District. Narendra was caught from Ajayameru VDC-7 on the same day. According to eyewitness accounts, seven men, including Narendra, had grabbed Kalawati and took her away in broad daylight. Deputy Superintendent of Police Chakra Bahadur Singh said that the other six men involved in the abduction are on the run and a Police team has been mobilized to search and arrest them. Kalawati has been handed over to her family.

January 11: Uma Singh, a Janakpur-based journalist, was killed by a group of unidentified assailants. The attackers forcibly entered her apartment in Rajoula and killed her with sharp weapons. Three years ago, the victim’s father and elder brother were abducted from their homes at Mirchaiya in the Siraha District. Her family had then accused the CPN-Maoist of being involved in the abduction.

2008

April 8: A group of 50-60 Maoists led by Sher Bahadur Bhandari abducted 22 Nepali Congress cadres, including 13 women, from Dhading-1 area.

April 2: The CPN-Maoist cadres have allegedly abducted two NC members, Rabindra Shahi and Keshav Bista, from Jajarkot district.

The Maoists released 10 CPN-UML cadres abducted by them from Bhagwati VDC-1. The Maoists claimed that they were taken into control for some ‘inquiry’ and released after discussion.

April 1: The Maoists abducted six NC cadres from Dadeldhura and took them to an undisclosed location, police said.

Cadres of the CPN-Maoist abducted district chairman of Amnesty International, Madhav Gautam, from Tagre area in the Arghakhachi district.

March 31: Maoists abducted 10 CPN-UML cadres, who were on an election campaign at Bhagwati VDC in the Jajarkot district.

March 23: Maoists abducted and assaulted Basu Neupane, principal of the Janajagriti Secondary School at Dharamapani VDC in the Pyuthan district in Dharmapani VDC. They later released him, after warning him not to participate in the election meeting of the NC candidate Gobindaraj Joshi at the constituency. Neupane is an active member of the NC-affiliated Teachers’ Union and a former correspondent of the Rastriya Samachar Samiti.

March 12: Maoists abducted two workers of the Rashtriya Prajatantra Party (RPP) in the Chitwan district.

March 9: Suspected Maoists abducted Mangal Gurung, the CPN-UML candidate in the Manang district.

January 17: Maoists abducted a CPN-UML cadre and Pakarbas VDC secretary, Tulsidas Shrestha, in the Ramechhap district.

Maoists abducted two school students, Resham Ruchal and Manish Shrestha, from their residence in Ramechhap district. The pro-CPN-UML All Nepal National Free Students’ Union national committee member Prakash Karki has also alleged that a group of 50 Maoists took under control three other students, Rita Poudel, Srijana Dhungel and Subba Rokka while they were in class.

January 16: Maoists abducted two other CPN-UML cadres, Ram Bahadur Kadayat and Jagdish Lohar, of Sodsa VDC in the Achham district for allegedly assaulting up a Maoist cadre.

2007

November 4: Maoists abducted two court employees, Sashi Ram Bista and Khadka Bahadur Khadka, from the Kholagaun area of the Rukum district while they were on duty.

November 1: A group of around 50-60 YCL cadres abducted Dwarika Man Singh Pradhan, a former member of the now-defunct Rajparishad (Royal Council), on -night in Dolakha district. YCL’s regional in-charge Bishal Khadka said Pradhan was taken into custody for investigation on increasing pro-royal activities in the name of development.

October 31: Maoists abducted a Nepali Congress activist, identified as Dabale Lama, from the Bauddha area of Kathmandu.

October 29: Maoist cadres from the Solukhumbu-Kathmandu Republic Forum abducted Surendra Kumar Rasaili, president of the Nepal Dalit Union, a sister organisation of the Nepali Congress, from Sukedhara area of capital Kathmandu.

Around 50-60 cadres of the YCL abducted Rabi Rana, consultant of the Nepali Congress-affiliated Nepal Tarun Dal, from Sallaghari in Bhaktapur.

October 27: Maoists in the Arghakhachi district abducted three persons from the Dhatibang VDC area. Among those abducted are a school teacher Himlal Poudel, local health worker Mitradev Poudel and a civilian Mek Bahadur Rajkot. Maoist district secretary Chandra Bahadur Khadka said the three were taken away for interrogation about an incident that occurred five years ago.

October 24: Maoists abducted a district level leader of Nepali Congress and a former secretary of Okhaldhunga District Working Committee, Ashok Karki, along with his two brothers and a nephew. Karki’s two brothers are identified as Rana Bahadur and Dhan Bahadur.

October 23: YCL cadres abducted an activist of the Nepali Congress, identified as Hari Prasad Sharma, from his residence at Bijeshwari VDC-3 area in the Rukum district.

October 12: YCL cadres in Kalikasthan Ghumti area of the district are collecting "compensation" from local people accused of vandalizing the YCL party office on September first week. According to local people, the YCL cadres have written letters to seven persons demanding compensation ranging from NR 50,000 to NR 150,000 respectively.

October 10: Maoists abducted Debiram Chaulagain, district committee member of the CPN-UML of Bhojpur, from his residence in Deurali VDC on and took him to Jhyaupokhari. According to CPN-UML leader Sherdhan Rai, Maoists demanded NR 1,00,000 from Chaulagain who was in charge of local Turke-Jhyaupokhari road construction project. When Chaulagain refused to pay the money from the project's budget, the Maoists demanded Chaulagain pay from his own pocket.

October 5: Maoists abducted Birendra Shah, the Bara correspondent of Kathmandu-based Nepal F. M. in the Bara district.

October 3: Maoists abducted a senior leader of the CPN-UML, Yagya Dhwaj Karki, along with his driver Dubendra Kunwar and accountant Tribikram Bhandari from Pulchowk in Kathmandu.

September 8: YCL cadres abducted a Nepali folk singer, Ram Prasad Khanal, from Bhairahawa Airport in the Rupandehi district.

August 14: A group of about 12 YCL cadres attempted to abduct the Dristi weekly’s journalist Madhav Basnet from his office at Bagbazar in Kathmandu and threatened to kill him. He said the YCL cadres tried to abduct him after he declined the offer from the party to rejoin the organization.

June 20: YCL cadres abducted the Regional Health Director, Dr. Piyush Bahadur Rajendra, at Nepalgunj in the Banke district.

June 3: Three cadres of the Maoist-affiliated Young Communist League (YCL) abducted a businessman, identified as Sitaram Prasai, who had been evading arrest despite a warrant against him, from his office of the Cottage and Small Industry Development Bank in Kamaladi.

May 21: Maoists abducted Biswonath Shah, principal of the Janasewa Secondary School of Siraha, from his residence at Karjanha Village Development Committee (VDC) area in the Siraha district on the charge of committing irregularities in the school's finances.

May 16: YCL cadres abducted eight persons from Dhamauli-4 in the Rupandehi district.

Maoist insurgents abducted three youths, Krishna Prasad Poudel, Birendra Adhikari and Santosh Bohora, at Narayangadh in the Chitwan district.

Maoists abducted Balgopal Shrestha, a local businessman, from his house at Barahakshetra in the Sunsari district, on the charge of "illegally selling mobile SIM cards."

March 18: Maoists abducted the operator of Hotel Woodland at Durbarmarg, Hari Shrestha, from his hotel in Kathmandu and assaulted him after he refused to give NR two million as demanded by the Maoists. They later released him after making an agreement paper, which states that Shrestha will pay NR 10 million to the Maoists and will also provide 10 rooms free of cost for them.

March 17: In the Kavre district, the pro-Maoist YCL cadres abducted a civilian, identified as Suresh Malla, and took him to an unknown location.

March 5: An armed group of Maoists abducted five local residents from Durgapur Bazaar in the Ghailadubba VDC area of Jhapa district and kept them in confinement at an unspecified place, saying they needed to ‘question’ them.

February 18: Maoists abducted family members of a civilian, identified as Nanibabu Karki, from his residence in the Bouddh area of Kathmandu district and set ablaze his house, accusing the family members of murdering Nabaraj Bajagain, a relative of a local Maoist leader Badri Bajagain.

February 13: Maoist insurgents abducted some school students and took them towards the district headquarters in Dhadingbesi, to make them participate in the Maoist's central level meeting in Kathmandu.

January 26: A group of Maoists abducted three locals, Purna Bahadur Oli, Mok Bahadur Oli and Durga Bahdur Oli, from their residences at Dhakeri VDC area in the Banke district.

January 13: Maoists assaulted and subsequently abducted two persons in the Kapilavastu district. A group of 15 Maoists led by area number 6 members Bishal and Sushila abducted Devendra Mishra and his son Manish.

2006

December 6: CPN-Maoist cadres kept a team of political leaders and human rights activists in confinement for four hours at Sukadeva in the Hekuli VDC area of Dang district.

November 27: Maoists abducted and later tortured a student of the City College in Biratnagar, before releasing him.

November 15: Maoists kidnapped more than a dozen school children from the Sundarpur and Dulari VDC areas of the Morang district.

November 14: A report from Dhading district stated that the Maoists have abducted schoolchildren from different places in the district to conscript them into the People’s Liberation Army.

November 14 and 15: Maoists abducted more than a dozen youths from the Dulari-3 and Sundarpur-2 areas in the Morang district to recruit them in the People’s Liberation Army. They also reportedly abducted more than a dozen youths from Khanar, Sonapur and Duhabi in the Sunsari district.

November 12: Maoists abducted four persons, including a bank manager, from the house of a local, Shyam Shah, at Haripur-7 in the Sunsari district.

October 30: CPN-Maoist cadres abducted Nepali Congress activists, Naresh Raut Kurmi, Jawahir Raut Kurmi and Krishna Nandan Yadav, from the Rautahat district.

In the Jhapa district, Maoists assaulted and subsequently abducted the owner of the Munal Wood Industry, Shiva Upreti, from Chandragadhi-6. The group later called Upreti's family and asked for ransom and warned that they would kill Upreti if the family members do not give the money.

October 29: Maoists abducted Prabin Khadka, a worker of the Nepali Congress (Democratic) at Budhanilkantha in the capital Kathmandu.

October 22: In the Dang district, Maoists abducted seven civilians on the charges of being involved in assaulting people and indulging in hooliganism.

October 20: Maoists took a civilian, Gopal Rajbansi, of Arjundhara VDC-2 area in the Jhapa district in custody on charges of being allegedly involved in robbery and rape.

October 19: Seven activists of the Nepali Congress (Democratic) were abducted by the Maoists from Budanilakantha in Kathmandu.

October 8: Maoists abducted a civilian, Deepak Dahal, of Kohabhara in the Jhapa district; along with a motorcycle he was riding, from Sunjuwa in the Morang district.

October 1: Maoists abducted a former mayor, Balibhadra Rana, from Nawalpur in the Dang district.

September 6: Maoists abducted five civilians affiliated with the Rolpa Drinking Water Project on the charge of spending the VDC’s budget for the project without informing them.

September 4: Maoists abducted three girls of Sanoshree VDC area in the Bardiya district and took them to an undisclosed location.

August 20: Maoists killed a Nepali Congress activist, Dip Narayan Yadav, in the Dhanusha district. Maoists had abducted Yadav from his house at Barmajhiya in Dhanusha district on August 5 after accusing him of being involved in the killing of one of their leaders Ram Brikshya Yadav.

An armed group of 20 Maoists abducted one Raj Kumar Kusiyat from his house at Shripur Jabdi-5 in the Mahottari district.

August 16: Maoists captured a cadre of the Janatantrik Terai Mukti Morcha, Ram Bilash Yadav, after a gun battle occurred between the two in the Itatar VDC area of the Siraha district.

August 15: Maoists abducted two Indian citizens from Mahendranagar in the Kanchanpur district.

Maoists abducted six people on the charges of robbery from the Godar area in Dhanusha district.

August 1: Maoists abducted a CPN-UML member, Prakash Maharjan, of Kirtipur Municipality-3, on the charge of tearing a Maoist pamphlet stuck at the door of his private room.

July 30: Maoists abducted a CPN-UML cadre, Jageshwor Mandal, at Aamgachhi-9 in Morang district while they have kept an elderly, Ram Bahadur Tamang of Khanar-7 in Sunsari district, in their "labor detention camp" for the last nine days.

July 4: Maoists abducted the chief of the Rajbiraj customs office, Tirtha Raj Khatiwada, in Saptari district.

Maoist abducted the Nepali Congress’ Rupandehi district committee member Astabhuja Pathak.

July 3: Maoists abducted an unidentified farmer in Dhanusha district.

July 1: Maoists abducted Bharat Thapa, of Urleni village in the Nuwakot district.

In the Siraha district, a group of Maoists abducted Biltu Mahato, a cadre of the People's Front Nepal, from his home at Lalpur-5 in the Siraha district.

June 28: Maoists abducted two persons, Satis Chandra Shukla and Dhruba Prasad Shah, from Kapilvastu and Siraha respectively.

June 22: Maoists abducted a former mayor of the Tansen Municipality, Dhata Nanda Bhattarai, from his house at Tansen in the Palpa district.
