Commander of the Afghan National Army (ANA) in Dasht-e-Archi District Hamid Saifi said on April 2 “Red Division militants being trained and funded by some foreign groups and this is questionable. Some offensives that they have carried out have been above the Taliban’s (usual) capacity in terms of tactics, movements and functioning”, reports Tolo News. These militants carry out night attacks on Security Forces. Red Division is based along the bordering area between Afghanistan and Tajikistan. “Due to Taliban's ties to Russians, they want to have control over Dasht-e-Archi and keep a safe and continued relationship with Russia across the Amu River,” Hamid Saifi said. “They mostly belong to terrorist groups and the fighters belong to Islamic Movement of Uzbekistan, Tajik nationals, Quetta Council and Intelligence Agencies,” Abdul Hamid Hamidi, the Kunduz Police Chief added.

Ministry of Defence (MoD) Afghanistan Spokesman General Mohammad Radmanish said that 45 militants including a shadow deputy governor of the Taliban group were killed, 37 others injured and 25 others arrested during the operations of the Afghan National Defense and Security Forces (ANDSF) across Afghanistan in the past 24 hours, reports Khaama Press on April 10. 13 militants were killed in Shahwali Kot District of Kandahar while the Taliban’s ‘shadow deputy governor’ for Uruzgan was killed along with six others in Khas Uruzgan Distict. Six militants were also killed in Nad-e-Ali District of Helamand while three mine planters were killed in an explosion in Greshk District. Six more militants were killed in Zurmat District of Paktia, four were killed in Bala Bolok District of Farah, four others were killed in Kohistan District of Faryab, and three others were killed in Shajoi District of Zabul Province. Afghan Forces disocvered and defused 9 Improvised Explosive Devices (IEDs). 15 offensive operations are currently underway in 10 Provinces while Commando Forces conducted 69 operations and 5 air-strikes have also been carried out during the same period. According to the latest report of UNAMA, from 1 January to 31 March 2018, UNAMA documented 2,258 civilian casualties (763 deaths and 1,495 injured), reports Khaama Press on April 12. The report further adds that quarterly report describes civilian casualties from suicide improvised explosive devices (IED) and complex attacks as the leading cause of civilian casualties, a new trend observed in 2018. The Mission found that ground engagements were the second leading cause of civilian casualties, followed by targeted and deliberate killings, explosive remnants of war, and aerial operations. Additionally, the report notes with concern that the number of civilian casualties attributed to Anti-Government Elements increased.During the first three months of 2018, according to the report, Anti-Government Elements caused 1,500 civilian casualties (511 deaths and 989 injured) a six per cent increase from the same period last year. According to UNAMA, consistent with trends observed in 2017, civilian casualties attributed to Pro-Government Forces in the first quarter of 2018 reduced by 13 per cent to 407 civilian casualties (176 deaths and 231 injured). The Mission found that Pro-Government Forces caused 18 per cent of all civilian casualties in the first three months of 2018 (11 per cent by Afghan national security forces, two per cent by international military forces, four per cent by undetermined Pro-Government Forces, and one per cent by pro-Government armed groups). During the first three months of 2018, the mission documented 142 civilian casualties (67 deaths and 75 injured) from aerial attacks, similar to the number documented during the same period in 2017. The Mission attributed 35 per cent of civilian casualties from air strikes to international military forces, 35 per cent to the Afghan Air Force, and the remainder to unidentified Pro-Government Forces.

The Ministry of Defense (MoD) Afghanistan on April 15 said that based on a Presidential Decree, the Afghan Territorial Army (ATA) will soon be mobilized to help maintain security in insecure areas across Afghanistan, reports, Tolo News. According to the defense ministry, 5,000 soldiers have been recruited in the first phase of establishing the force. These soldiers are currently being trained, the MoD added. The first group has been recruited from Herat, Kandahar, Laghman and Kapisa Provinces. “In Laghman, Kapisa and Kandahar, 75 percent of the work has been done while in Herat 100 percent has been done. Recruiting soldiers for the Territorial Army is continuing,” MoD spokesman Mohmmad Radmanish said. According to the Defense Ministry, the ATA Soldiers will be recruited on a Provincial Level and they will be residents in the areas. They will wear an Afghan National Army (ANA) uniform, will receive up to 70 percent of an ANA soldiers’ salary and will be between 20 and 40 years old. With the formation of the new force, the total number of Afghan National Security Forces (ANSF) will increase to 390,000 officers, officials said. The ATA will be comprised of former soldiers from the Defense Ministry, but they will be led by Active Commanders in the Military. The main mission will be to maintain security of roads and Government Departments in insecure areas. The number of ATA Soldiers will eventually total 36,000.

According to reports, 10 attackers from the Afghan side were also killed in clashes that erupted in the area after the FC men erecting a fence along the border at Laka Tiga post in Lower Kurram Agency came under fire.
