A local leader of the Taliban group has been killed together with seven other militants during the operations of the Afghan National Defense and Security Forces(ANDSF) in Helmand province, The Khaama Press reports on February 3. The Ministry of Interior (MoI) in a statement said the Taliban leader Qari Janan was killed in Highway 601 in Balochan area located in the outskirts of the provincial capital (Lashkargah). The statement further added that five militants also sustained injuries during the same operations. At least eight hideouts were also destroyed and some Improvised Explosive Devices (IEDs) which were planted by the militants in Balochan, Gul Agha, Asadullah and Kochian areas were discovered and defused, the statement by the MoI added.

On February 2, Afghan President Mohammad Ashraf Ghani said the Afghan National Defense (AND) and Security Forces would not accept transient peace, reports The Khaama Press. According to President Ghani, the Afghan Security Forces are moving towards self-sufficiency and would not accept a transient peace until a single a drop of blood remains in their body, emphasising that a peace deal which does not guarantee the role of security forces would not be able be acceptable. He assured that peace would be based on a deal which should clearly outline the role of the national defense and security forces. President Ghani also emphasised that the Afghan forces are prepared for generations, not for a day, for a year, a decade or one generation. He said the Security Forces have the responsibility to fight until a peace deal is reached and there would be no delay in this regard.

The Chief Executive of Jamiat-e-Islami (JeI) party Ata Mohammad Noor stated the Moscow dialogue will strengthen peace efforts in Afghanistan, The Khaama Press reports on February 3. Confirming his participation in the summit, Noor said in a statement “I alongside few prominent #Afghan leaders will be attending the intra-Afghan dialogue in Moscow which we firmly believe will be a pathway towards strengthening of the peace efforts led by the US and facilitated by other countries involved in the issue.” Noor further added “At the meeting in Moscow, we will be observing our national interests & the people’s will towards an enduring peace. At the meeting, I will also support the peace efforts led by US & will discuss solutions to bolster the efforts underway that will serve interests of our people.” The Moscow Summit will be organized on 5th and 6th of February in the capital city of Russia.

The U.S. President Donald Trump said that he will leave intelligence in Afghanistan after the withdrawal of the U.S. forces from the country, The Khaama Press reports on February 4. Trump stated, “We’ve been there for 19 years, almost, we are fighting very well. We’re fighting harder than ever before. And I think that they will- I think they’re tired and, I think everybody’s tired. We got to get out of these endless wars and bring our folks back home.” However, he said, “Now, that doesn’t mean we’re not going to be watching with intelligence. We’re going to be watching, and watching closely.” Trump also added that “And I’ll leave intelligence there. Real intelligence, by the way. I’ll leave intelligence there and if I see nests forming, I’ll do something about it.” President Trump had earlier vowed that he would bring American troops home if a peace deal was reached with the Taliban to end the war in Afghanistan.

At least six militants of the Taliban group and Islamic State-Khurasan (IS-K) were killed during separate airstrikes conducted in Nangarhar and Uruzgan provinces of Afghanistan, reports The Khaama Press. According to the informed military sources, a coalition air strike killed 3 IS-K fighters in Khogyani District of Nangarhar Province. The sources further added that another coalition air strike killed 1 Taliban fighter in Tarin Kot District of Uruzgan Province. The coalition forces also carried out an airstrike in Nahr-e-Saraj district of Helmand Province leaving 2 Taliban militants dead, the sources added.

Chief Executive Abdullah Abdullah on February 4 stated that the main obstacle to reach peace was Taliban’s position, adding that no change has been made in vision and position of the Taliban, a group that wanted to strengthen its position by wasting the time, reports Bakhtar News Agency. Abdullah said that one of regional countries is seeking a puppet or weak government in Afghanistan, but other countries do not want return of Taliban to power in the country. Pointing to reports of US troops withdrawal from Afghanistan, the country’s chief executive said that part of the forces would possibly leave, but it would not mean “doomsday”, adding that the burden of most of fighting and maintaining of security was on shoulders of Afghan National Defense and Security Forces (ANDSF). However, chief executive said there was a possibility that the number of foreign forces would decline but no such instructions have been given so far.

The Chief Executive of the Unity Government Abdullah Abdullah said that one of the regional countries is seeking to turn Afghanistan into a puppet state, The Khaama Press reports on February 5.Abdullah said “Is there a country in the region that to see its interests in persistent war in Afghanistan? The local officials in Baghlan Province confirm that a number of Afghan Local Police (ALP) forces have lost their lives in an attack by Taliban militants in Markazi District of the province, late on February 4, reports The Khaama Press. A security source confirmed that 10 Afghan Local Police personnel lost their lives in the attack which triggered clashes that continued for two hours. According to the official, at least four Taliban militants were also killed and five others were wounded during the clash with the Afghan Local Police forces.

The Ministry of Defense (MoD) says a large-scale Taliban attack has been repulsed in the outskirts of Kunduz city, The Khaama Press reports on February 5. The Ministry also added that the security personnel have also suffered casualties during the clash but did not elaborate further regarding the exact number of the security forces who have lost their lives.According to a statement released by the MoD, the Taliban militants launched a large-scale attack on security posts at around 1:00 am local time which was repulsed by the Security Forces (SFs).The statement further added that the clash left at least 22 militants dead and 18 others wounded.

US senators, across party lines, on February 4 supported an amendment against plans to withdraw troops out of Afghanistan, reports Pajhwok Afghan News. The lawmakers, voting in favour of the American military stay in the war-torn country, warned a precipitous pullout could let al Qaeda and Islamic State regroup there. According to Al-Jazeera, a majority of 70 senators voted for the text that was opposed by 26. Mitch McConnell, the Republican leader of the Senate, sponsored the measure. Only three of the 53 Republicans in the Senate opposed the amendment, which will eventually be incorporated into a broader security bill on the Middle East. The measure says the terrorist outfits still pose a serious threat to the US, warning that a precipitous withdrawal could "allow terrorists to regroup, destabilize critical regions and create vacuums that could be filled by Iran or Russia." The amendment, which is nonbinding, will encourage co-operation between the White House and Congress to develop long-term strategies in Afghanistan and Syria. The NDS in a statement said Abu Obaidullah Mutawakil who used to work as a lecturer in a university and was also a prayer leader in Sheikh Mohammadiha Mosque has been arrested on charges of recruiting militants for ISIS-K. The statement further added that Mutawakil was arrested during an operation which was conducted in the vicinity of the 5th Police District of Kabul city. Mutawakil has so far recruited hundreds of youths in ISIS-K ranks and has deployed them in Nangarhar province, NDS said, adding that 16 students of Mutawakil who have been arrested from different parts of Kabul have confessed that they were encouraged and recruited in ISIS-K ranks by Mutawakil. Ahmadullah, the second son of Mutawakil also joined ISIS group earlier this year and is actively operating in ISIS ranks in Nangarhar province, the NDS said. However, sources said that some members of the like Mullah Abdul Ghani Baradar, head of Taliban’s Qatar office and an influential figure among the group, will not attend the talks as their names are on the United Nations (UN) blacklist. UNAMA attributed the majority of civilian casualties 63 per cent– to Anti-Government Elements (AGEs), 37 per cent to Taliban, 20 per cent to Daesh/Islamic State Khorasan Province (ISKP), and 6 per cent to undetermined AGEs. Pro-Government Forces caused 24 per cent of civilian casualties –14 per cent by Afghan national security forces, six per cent by international military forces, as well as four per cent by other pro-Government armed groups and forces, describing suicide attacks as key factor to the significant increase in civilian casualties while aerial and search operations have also been described as key factors in rising civilian casualties.

Portions of the plan were shared with the outlet by current and former US and European officials. The plan would halve the US troop presence in Afghanistan in the next few months. With European and Australian troops taking charge of training Afghan forces, remaining US forces would be freed up to focus more attention on counter-terrorism strikes.
