887 prisoners some of whom are members of the Taliban are expected to be released by the Afghan Government, reports Tolo News on June 5. Critics have criticized the move, adding that it will have a possible impact on the country's situation and that the decision has been made without wider consultations. The Presidential Palace has said that these inmates will be released on the order of the president within the next ten days.During this Eid speech, Ghani, however, did not clarify the identities of the inmates on the release list. But, said that the decision was made in line with the demand of the Peace Jirga in Kabul.“When a man himself (President Ghani) is illegitimate, then he cannot make a decision. This is a big issue and it's beyond the authority of him, but he does everything he wants and does it illegally. This is also counted among his 'illegal activities',” said presidential candidate Shahab Hakimi.

A report by a Turkish news agency, Anadolu Agency, shows that almost 200 Afghan civilians were killed during the holy month of Ramadan as the Taliban and other insurgent groups are refraining to agree on a ceasefire despite repeated calls by the Afghan Government, the international community and the members of the public, Tolo News reported on June 5.Figures compiled by Anadolu Agency suggests that an additional 300 civilians were wounded in a series of IED blasts, suicide attacks, targeted killings in Helmand, Ghazni, Nangarhar, Jawzjan, Paktika, Ghor, Badghis, Zabul, Kunduz, Herat, Faryab, Sar-e-Pul, Kapisa, Baghlan, Maidan Wardak, and Kabul provinces in Ramadan which started on May 6. The last two days of Ramadan, June 2 and 3 witnessed five IED blasts which left seven people dead and more than 20 others wounded. In a recent incident on Monday, June 3, an IED explosion targeted employees of the Independent Administrative Reform and Civil Service Commission, leaving five dead. The Anadolu Agency’s research shows that Kabul city alone was rocked by three terrorist attacks in the last week of May, killing six soldiers and five civilians, while injuring over 20 civilians. However, Ghazni remained the most volatile province of all 34 provinces in the country this month, the report added.

President Ashraf Ghani, at the Shanghai Cooperation Organization (SCO) summit in Bishkek, Kyrgyzstan on June 14 said that breakthroughs in the Afghan peace process will take time without a regional consensus and addressing Taliban’s independencies with their supporters, reports Tolo News. “We consider the US commitment to a political solution to be credible and are coordinating to build the necessary international consensus on peace. But without a regional consensus on peace and addressing Taliban’s interdependencies with their supporters, breakthroughs will take time,” Ghani said. Ghani said the Afghan government’s mandate for seeking peace with the Taliban comes from the 23-point resolution of the recent Consultative Loya Jirga, whose 3,200 elected members represented the men and women of Afghanistan. He said that “although the Afghan war is multi-dimensional, reaching a peace agreement with the Taliban is a key component for the reduction of violence”. President Ashraf Ghanimade four suggestions on Afghan peace. A regional and international coalition for peace should be formed; a regional task force should be formed to develop bankable programs and projects for regional connectivity and poverty reduction; the issue of narcotics as a driver of conflict and criminality should be comprehensively addressed within the peace-making and peace-building framework; and finally, agreeing to a regional framework for fighting terrorism. Ghani added that the Afghan government will hold the presidential elections on September 28, focus on peace, implement a program of self-reliance, invest in regional connectivity and renew its international and regional partnerships to pursue the vision of building the institutions of the Republic. Meanwhile, Indian Prime Minister Narendra Modi said that a prosperous and secure Afghanistan will benefit the SCO member countries, reports Tolo News. “Peaceful, united, safe and prosperous Afghanistan is an important factor for stability and security in the Excellencies, SCO area,” Modi said. “Our aim is to support the efforts of the government and Afghanistan for Afghan-led, Afghan-owned and Afghan-controlled inclusive peace process.”

Police Chief of Kandahar, General Tadeen Khan, said that the Taliban attacks on security forces in the south of Afghanistan have increased amid the start of summer holidays in Pakistani madrassas(place of religious education) which according to him is training “extremism and terrorism” to its students, reports Tolo News on June 16. “It is the summer and it is a war season because madrassas in Pakistan are off and they [the students of the madrassas] are sent to Afghanistan in the name of Jihad,” the Police Chief said. Khan said that while peace efforts are underway, the Taliban are intensifying the war in the south so they can “get privileges” during the talks. A study by Afghanistan Institute of Strategic Studies in 2017 found that the number of unregistered madrassas in Afghanistan has dramatically increased.Almost 300 people were interviewed at 50 unregistered madrassas in ten provinces of Afghanistan with the main focus on suicide attacks, the study shows.“Afghan students should be trained inside the country in order to prepare their mindset in favor of their country, but when they receive training on use of weapons and extremism in other countries,” said Fida Mohammad, member of Kandahar Provincial Council. “We have Islamic education sections within the education directorate but it is marred by corruption. We will be able to prevent the seasonal conflicts if we send a limited number of students to proper Islamic studies centers outside the country,” said Hekmatullah, a civil society activist in Kandahar.

According to a recent United Nations (UN) report 20 regional and international terrorist groups, including Pakistan-based Lashkar-e-Taiba (LeT) are currently fighting against government forces in Afghanistan, mainly in the border areas, reports The New Indian Express. "Al-Qaida is eager to expand its presence in Barmal District in Paktika Province. It has been intensifying its concentration in the Afghan-Pakistan border area in close cooperation with Lashkar-e Taiba and the Haqqani Network. Al-Qaida members act as instructors and religious teachers for Taliban personnel and their family members," said the report. It quoted Afghan officials as saying that some 500 Lashkar-e-Taiba fighters are active in Kunar and Nangarhar provinces of the country."Kunar Province remains a focal area for foreign terrorist fighters. Of the more prominent groups operating there, Lashkar-e-Taiba reportedly continues to act as a key facilitator in recruitment and financial support activities," the report said."The group reportedly tried to manage relations between the Taliban and ISIL and establish some kind of truce. But more recently it has distanced itself from ISIL and has played a more neutral role," it added."Aiman Muhammed Rabi al-Zawahiri, Hamza Usama Muhammad bin Laden and the Taliban leadership have repeatedly emphasised the importance of the alliance between Al-Qaida and the Taliban. Al-Qaida has grown stronger operating under the Taliban umbrella across Afghanistan and is more active than in recent years," the report stated. It quoted Afghan officials as saying that the number of Al-Qaida affiliates currently assessed to be operating in Afghanistan stands at approximately 240, with the most significant numbers located in Badakhshan, Kunar and Zabul provinces.

However, he added that we are not and will not negotiate with the Taliban on behalf of the government or people of Afghanistan.

The North Atlantic Treaty Organization (NATO) Secretary General Jens Stoltenberg called the existing opportunity for peace in Afghanistan ‘unique’ amid remaining challenges in the country, reports Khaama Press on June 27.He made the remarks during a press conference after concluding a meeting with the NATO-led Resolute Support defense ministers in Brussels.Stoltenberg further added “Allies fully support the efforts of the US Special Representative, Ambassador Khalilzad, to achieve a political settlement.”He also added “We have recently generated forces for the next rotation, throughout next year.”Stoltenberg said “we have confirmed our financial support for the Afghan security forces through 2024. We will stay in Afghanistan for as long as necessary, to ensure the country never again becomes a safe haven for international terrorists.”Meanwhile, the NATO Secretary General said “We went into Afghanistan together. And we will take decisions about the future of our mission together.”Stoltenberg added “We will also continue to provide financial support and Allies have committed to provide continued financial support until 2024. Then, of course, the presence of NATO troops in Afghanistan after a peace deal will, of course, depend on the content of the deal. But I think it is a bit too early to speculate exactly on what kind of presence we will have after a potential deal, because we haven’t seen the content of the deal yet,” adds Tolo News.
