The US peace envoy for Afghanistan Zalmay Khalilzad on June 1 said that “We’re optimistic that finally we are moving forward to the start of the intra-Afghan negotiations”, reports Tolo News. Khalilzad is hopeful that the violence will stay low and the intra-Afghan negotiations will begin with the Taliban. “I believe we are in a more hopeful moment that validates our approach," said Khalilzad, citing the Eid ceasefire called for by the Taliban, which was reciprocated by the government. "By all accounts violence was down dramatically during Eid,” the US envoy said. “Since the Eid ceasefire, violence has been relatively low. It hasn’t gone back to pre-Eid circumstances or conditions. And at the same time the government of Afghanistan in response to the ceasefire and the reduction of violence that has taken place has accelerated the release of prisoners,” he mentioned. On the political crisis in Afghanistan, Khalilzad said: “The political crisis in Afghanistan that produced two presidential inaugurations, now it’s been resolved, and the two leaders are working together on an agenda for peace.”

There has been a significant drop in the Taliban’s attacks since the group announced a ceasefire with the Afghan forces during the three days of Eid that were celebrated from May 24 to May 26, Afghan security officials said, Tolo News reports on June 2. Security sources within the Afghan Government have said that before the Eid ceasefire, the Taliban were initiating almost 100 attacks daily across the nation, but now these attacks have been reduced to six minor attacks daily. The ceasefire by the Taliban was intended to expedite the process of the prisoner swap between the two sides.

An explosion in the vicinity of Wazir Mohammad Akbar Khan mosque in diplomatic area of Kabul city left at least two persons dead and two others wounded on June 2, reports The Khaama Press. Tariq Arian, a spokesperson for the Ministry of Interior, said that security forces discovered some other explosives before the militants manage to detonate them. No individual or group has so far claimed responsibility for the incident. One of the dead has been identified as, Mawlavi Ayaz Niazi, the prayer leader of Wazir Mohamamd Akbar mosque.

The videoconference was joined by Afghan and American senior officials; First Vice President Amruallah Saleh, Second Vice President Mohammad Sarwar Danish, Dr. Abdullah Abdullah, Chairman of the High Council for National Reconciliation; Yosuf Ghazanfar, the President’s Special Representative on Economic Development; Dr. Fazel Fazly, Director General of Administrative Office of the President, Dr. Zalmay Khalilzad, the U.S. Special Representative for Afghanistan Reconciliation; General Scott Miller, the Commander of NATO’s Resolute Support Mission; and Ross Wilson, Charge d’Affaires of the US Embassy in Kabul. Saudi Arabia strongly reacted to the bombing of Wazir Mohammad Akbar Khan mosque of June 2, in capital Kabul which left many dead or wounded including a prominent prayer leader, Mawlavi Ayaz Niazi, Khamma Press reports on June 4.The Ministry of Foreign Affairs of Saudi Arabia in a statement said it expresses the Kingdom of Saudi Arabia’s utter condemnation and denunciation of the bomb blasts at a mosque in the Afghan capital of Kabul, which has resulted in deaths and injuries.“The Ministry offers its condolences to the families of the victims and to the Government and people of the Islamic Republic of Afghanistan, wishing a speedy recovery to the wounded, and that security and stability prevail throughout Afghanistan, reaffirming the Kingdom’s rejection to all forms of violence, extremism and terrorism,” the statement added.

Sirajuddin Haqqani, ‘deputy leader’ of the Taliban, said that despite the group's belief in the peace negotiation talks as one of the core components of the solution to the conflict in Afghanistan, the Taliban will still continue the path of jihad (holy war) and strengthen its military power, Tolo News reports on June 3. In a message to mark the completion of training of a group of Taliban suicide bombers at an unknown location, Haqqani said that the peace process does not mean the Taliban will abandon the path of jihad. Footage released on the group’s social media platforms show a group of Taliban fighters wearing suicide vests who are passing in a parade in front of the Taliban’s military commission. Messages from other top Taliban officials, including Mullah Abdullah Ghani Baradar and Mullah Yaqoub, were read out in support of the suicide squad. “We believe that the talks are the solution, the politics of sharia (Islamic) law is one of the paths of our jihad and struggle, but no one should miscalculate our politics and willingness for talks --- they shouldn’t expect (the Taliban) to abandon jihad and their military capabilities,” said Haqqani in a message to the Taliban fighters. “We will use our ability to further develop the strength of the military and jihadi forces of the Islamic emirate (Term used for Afghanistan by the Taliban),” said Mullah Yaqoub.

The presence of thousands of foreign terrorists including up to 6,500 Pakistani nationals pose a complex challenge for the Taliban group to prove its credibility as a counter-terrorism partner following the signing of peace deal with the United States, the United Nations (UN) said in its report, The Khaama Press reports on June 3. “The Monitoring Team now estimates that ISIL-K numbers are as low as 2,200 in Afghanistan. It remains capable of mounting attacks in various parts of the country, including Kabul, but some of those claimed may have arisen wholly or partly from a tactical accommodation with the Haqqani Network,” the report said. It also added that the main risk of ISIL-K resurgence in the context of the Afghan peace process may lie in its ability to present itself as the only defiant terror group in the country and attract new recruits and funding accordingly. “In addition to their handling of any threat posed by Al-Qaida, the Taliban’s credibility as a counter-terrorism partner for the international community will rest on their success in countering the threat from ISIL-K,” the report said. In other parts of its report, the United Nations added, “The senior leadership of Al-Qaida (QDe.004) remains present in Afghanistan, as well as hundreds of armed operatives, Al-Qaida in the Indian Subcontinent, and groups of foreign terrorist fighters aligned with the Taliban…A number of significant Al-Qaida figures were killed in Afghanistan during the reporting period. Relations between the Taliban, especially the Haqqani Network (TAe.012), and Al-Qaida remain close, based on friendship, a history of shared struggle, ideological sympathy and intermarriage.”
