The US Special Inspector for Afghanistan Reconstruction (SIGAR) in a report quoting the Resolute Support (RS) says 876 civilians were killed and 1,685 were wounded from July 1 to September 30, 2020, Tolo News reports on November 9. In line with the continued rise in violence, this quarter’s casualties increased by 43 per cent compared to last quarter (April 1–June 30, 2020), the report says. The report says that though casualties are typically high in the third quarter of any year, this quarter’s high figures are notable because they occurred during an ongoing peace process and despite Taliban commitments to reduce violence. According to the report, RS attributed about 83 per cent of this quarter’s civilian casualties to anti-government forces (40 per cent to unknown insurgents, 38 per cent to the Taliban, 3 per cent to Islamic State-Khorasan [Daesh], and 2 per cent to the Haqqani Network), roughly the same as last quarter’s breakdown. Another 8 per cent were attributed to pro-government forces (8 per cent to ANDSF and no incidents attributed to Coalition forces), and about 8 per cent to other or unknown forces, the report says.

The NATO Secretary General Jens Stoltenberg on November 17, said “the price for leaving too soon or in an uncoordinated way could be very high,” referring to recent reports on Trump administration’s plan to reduce its presence in Afghanistan, reports Tolo News. “Afghanistan risks becoming once again a platform for international terrorists to plan and organize attacks on our homelands. And ISIS (Daesh) could rebuild in Afghanistan the terror caliphate it lost in Syria and Iraq,” Stoltenberg said. “NATO Allies support the peace process in Afghanistan. As part of this process, we have already significantly adjusted our presence”, he added. The NATO Chief said that he has repeatedly said that they will continue to review their troop levels in Afghanistan. “We now have under 12,000 NATO troops in Afghanistan, and more than half of these are non-US forces,” he added. He mentioned that even with further US reductions, NATO will continue its mission to train, advise and assist the Afghan security forces. “We are also committed to funding them through 2024,” he said.

German military on November 24 said that they are reducing the military presence in the Kunduz Province, reports Reuters.Germany started to redeploy its around 100 troops from the camp in Kunduz, which is located inside a larger Afghan base, about a week ago, the German military spokesman said. If military advisers were needed in Kunduz in future, German troops would be flown there from a large base in Mazar-i-Sharif where around 1,000 German soldiers are stationed, he said. The move was planned by North Atlantic Treaty Organisation (NATO)’s mission in Kabul in late summer and is not a reaction to the United States’ announcement last week that it will cut United States (US) forces in Afghanistan to 2,500 from 4,500 by mid-January, a spokesman for Germany’s Joint Operations Command said.

According to GTI 2020, peace talks in Afghanistan have a substantial impact on terrorist activity, but still, terrorism is active in the region. The global economic impact of terrorism in 2019 has cost 26.4 billion, 25% lower than the war expenditures of 2018, 16.7% of Afghanistan’s GDP was impacted by war, making it highest in the rank.
