Even while reiterating Turkey's concern over cross-border terrorism in Jammu and Kashmir, Turkey's Prime Minister, Bulent Ecevit, now on a visit to India, on April 1, called on India to resume peace talks with Islamabad. He also supported, as an 'important step' to fight the menace of terrorism, India's proposal for a global convention on terrorism. He added that Turkey is backing New Delhi's draft on the United Nations Convention on International Terrorism, talks on which will be held in September 2000. Prime Minister Ecevit met Indian Prime Minister A B Vajpayee and discussed terrorism in the region, including developments in Afghanistan, among other issues. Later, speaking at a banquet hosted by India's President, K.R. Narayanan, the Turkish Prime Minister pointed to the similarity that India shared with Turkey, which too was a victim of internationally sponsored terrorism but chose to deal with it in a democratic way.

Of these 8,180 were civilians and 2,152 were security officers. 2,656 died in exchanges of fire between security forces and militants, while an additional 10,999 militants have been killed in attacks by security forces.

According to the CBI, the suspect supplied the revolver and grenades to the hijackers. This arrest has shed light on the growing network of Pakistan's Inter Services Intelligence in the area according to the police. Security forces also believe that various North-eastern insurgent groups have begun to set up safe houses in the region.

Those arrested belonged to United Liberation Front of Assam (ULFA), National Democratic Front of Bodoland (NDFB), National Liberation Front of Tripura (NLFT) and All Tripura Tiger Force (ATTF). The arrests were made during a massive anti-terrorist drive and the offensive was meant to flush out militants who could pose a threat to Clinton's security.

Following peace accords signed with the Nationalist Socialist Council of Nagaland -Isak Muivah (NSCN-IM) and the Bodo Liberation Tigers (BLT), reports on April 2 indicate that the Union Government is likely to sign a peace accord with the National Socialist Council of Nagaland- Khaplang (NSCN-K) by April 10. This is expected to pave the way for political discussions to settle the Naga political problem. At a meeting chaired by the Union Home Minister L.K. Advani and attended by Chief Ministers of States affected by Leftwing extremism–– Andhra Pradesh, Madhya Pradesh, Maharashtra, Orissa and the Chief Minister’s representative from Bihar––it was decided to set up a Joint Operational Centre or Command as prelude to stepping up the fight against Leftwing extremist violence. The precise shape and composition of the proposed Centre would be worked out. It is expected to be an improvement on the Joint Coordination Centre set up in June 1998, and would serve as an intelligence-cum-action agency. Indirectly admitting that the Coordination Centre had not been very effective, Advani said it has now been decided to ‘go beyond’ mere coordination and set up a more cohesive agency in the form of a Joint Operational Centre/Command. He also said that a “uniform strategy” by the affected States was necessary to fight extremism. The States could even consider banning some of the extremist outfits in their areas of operation. Andhra Pradesh had already done it. Advani also favoured a ‘viable surrender policy’ for extremists to encourage the misguided youth to return to the mainstream; a sustained propaganda against Naxalite violence to counter the extremists’ claim that they were fighting for a cause. Naxalites of today were ‘bereft of ideology and idealism, Advani argued and pleaded for a campaign of ‘political education in order to “expose” them.

While a clear objection was not forthcoming in the remarks of the outfit's steering committee convenor, it appears that the NSCN-IM has taken objection to the government's inclusions of other factions in the peace process. Taking a different view, the Nagaland Chief Minister SC Jamir reiterated that the State government has an important role to play in the peace process by bringing all the factions involved in the conflict to the negotiating table. He also asserted the need to involve the local Naga population through their elected representatives rather than giving undue importance to organisations, which lacked an electoral mandate.

The Chief Minister P K Mahanta in the State Assembly presented a 16-page statement on the involvement of Pakistan’s Inter Services Intelligence (ISI) in Assam’s militancy on April 6. The statement included a photocopy of the United Liberation Front of Assam's (ULFA) Commander-in-Chief, Paresh Baruah’s fake Bangladesh passport obtained with the help of an official of the Pakistan High Commission in Dhaka. Another photocopy of a letter written by a Pakistan High Commission official in Delhi, requesting ULFA's chief to obtain Rs. 3 lakhs from the Harkat-ul-Mujahideen chief was also included in the statement. According to the Chief Minister who spoke in the Assembly, the ISI had a six-fold objective: promoting indiscriminate violence in the state by providing support to local militant outfits; creating new militant outfits for instigating violence between ethnic and religious groups; supplying sophisticated arms and explosives to various terrorist groups; causing damage to oil pipelines and other vital installations and communication lines; promoting fundamentalism and militancy among local Muslim youth by preaching ‘jehad’; and carrying on an inflammatory propaganda to heighten communal tension between Hindus and Muslims. The Chief Minister added that the police had arrested 101 Muslim United Liberation Tigers of Assam (MULTA) activists and 60 persons belonging to other outfits during 1998 and 1999. He provided details of 17 arrested Muslim militants along with their photographs and gave details of their stay in Bangladesh and Pakistan and the type and quantity of explosives brought by them. Police have also seized audiocassettes of “highly inflammatory and communally sensitive” speeches by Maulana Masood Azhar (the terrorist released during the IC 814-hijack incident).

All the five bodies have been identified by the relatives on the basis of clothes and some physical marks. The State government has however, decided to wait for the reports on the DNA tests to be conducted on samples taken from the exhumed bodies. Meanwhile, a formal First Information Report (FIR) has been lodged by police over the incident in Brakpora, when a group protesting against the "Panchalthan encounter", were fired upon by a police party accompanying the group. 20 policemen have already been suspended.

This decision comes amidst reports of increasing interaction between militant outfits operating in different states of the North-east region. One such meeting between leaders of the National Liberation Front of Tripura (NLFT), All Tripura Tiger Force (ATTF), National Socialist Council of Nagaland (Muivah) (NSCN-IM) and the United Liberation Front of Asom (ULFA) was recently held in Silchar, Assam. The meeting is reported to have decided on intensifying militancy in the region with the NH 44 (connecting Tripura and Assam) as one of the main targets. The Home Minister had indicated that the release of these leaders was part of a larger plan for resolving the Kashmir issue. The apex body of Jammu and Kashmir's separatist groups, the Hurriyat Conference is likely to consider with an open mind, the Union government's formal proposal for a dialogue to solve the Kashmir issue. This was indicated by its Chairman Syed Ali Shah Geelani on April 6. However, a section of the Hurriyat has ruled out the possibility of talks within the framework of the country's Constitution. A Pakistan based militant outfit, Hizbul Mujahideen has rejected the informal offer for talks. The outfit insisted that security forces must be withdrawn from the State and detainees released, to created an atmosphere conducive for talks. The group also asserted that the proposed talks should involve Pakistan. Pakistan has officially dismissed, on April 8, the reported talks offer by India's Home Minister as "propaganda".

Seven militants, one security force's personnel and one civilian were killed in several incidents across Jammu and Kashmir since the evening of April 27. Of these, two high ranking Hizbul Mujahideen militants were killed in Kandi, Kupwara while a member of Lashkar-e-Toiba's suicide squad Fidayeen was killed in Chilla Danga, Samba in an encounter which also claimed the life of a security forces personnel. Other members of the Fidayeen escaped from the scene of the encounter. The other four militants, killed in separate encounters are yet to be identified.

Efforts are on to hammer out the differences brewing between United Liberation Front of Asom (ULFA) Chairman Arabinda Rajkhowa and self-styled Commander-in-Chief Paresh Barua. Senior police officials said incriminating documents seized from apprehended militants had revealed sharp differences between the two top leaders on the latest style and functioning of the banned organization. They also stated that ULFA foreign secretary Sasha Choudhury was currently in Bangladesh and holding talks with Rajkhowa to bridge differences between the two leaders.They further said that Paresh Baruah was at present in Pakistan and holding talks with the military ruler there to chalk out a new strategy to step up their operation in the State. Rajkhowa and Barua might meet in their headquarters in Bhutan to resolve their differences.

Identifying South Asia as a major hub of international terrorism, the US State Department in its report for 1999, has accused Pakistan and Afghanistan of harbouring several international terrorist organisations including those operating in Jammu and Kashmir. The report severely criticises Pakistan for refusal to end support to groups that train terrorists in neighbouring Afghanistan and in Pakistan itself. The report added that Pakistan has declined to close "certain Pakistani religious schools that serve as conduits for terrorism" even as it has arrested and extradited several terrorists.According to Michael A Sheehan, the Department’s coordinator for counter-terrorism, the report stopped short of labelling Pakistan as a terrorist sponsor State as "it is a friendly State that is trying to tackle the problem." The report cites "credible reports," which says, that Pakistan continues to support militant groups like the Harakat ul-Mujahadeen, a prominent terrorist group involved in Jammu and Kashmir's militancy.Reacting to the report, Pakistan vehemently denied that it was in any way supporting or tolerating terrorism. A Pakistan embassy official in Washington countered the report saying "If they have evidence, they should share it with us.
