A Hizb-ul-Mujahideen (HM) terrorist, Tanveer Sheikh, was arrested while trying to attack SF personnel in the Darsu village of Baramulla district. Three hand grenades were recovered from his possession. Four staff members of a private recording studio, belonging to the Hmar community, were abducted by the Kuki National Front (KNF) cadres belonging to its Zougam faction from Tuibong on April 1 for the refusal by the owner of the studio to pay the extortion amount of Rupees 200,000. The Mizo People’s Convention (MPC), in a press release, accused the Kukis of violating terms of a peace accord signed between Zomis and Kukis for restoring of peace and normalcy on October 1, 1998. The MPC alleged that the leaders who went to negotiate for the release of the abducted were assaulted and their vehicle confiscated. It further said that the abduction occurred despite the fact that Mizo leaders contributed Rupees 5,000 from each household to meet the demand of Rupees 2, 00,000 since March 30, 2006.

Prime Minister Manmohan Singh said on April 1 that the process initiated by the Union Government to restore peace in Assam would be expedited, but ruled out talks with the United Liberation Front of Asom (ULFA) on the "sovereignty" issue. Dr. Singh, who arrived in Assam on a two-day election campaign, told a press conference in Guwahati that negotiations would be held within the constitutional framework. "The ULFA may raise the issue during talks but that does not mean all issues are open to negotiation," he said. "Doors will be open to all those who shun violence. Two rounds of talks have been held with certain groups [the discussion with the ULFA-formed People's Consultative Group] and we will accelerate the peace process," he added The Prime Minister also stated that his Government would take a tough stance on infiltration in Assam. "I want to assure the people of Assam that we will show no mercy on illegal infiltration. At the same time, all genuine citizens have my assurance that in the name of detection of foreigners they will not be harassed."

The suspected Lashkar-e-Toiba (LeT) operative arrested by the Gulbarga police in the State of Karnataka had planned to target dams and power grid and installations in Andhra Pradesh using bombs and grenades, police investigation revealed, according to PTI. Shamim Ahmed, who was arrested on March 30, was carrying maps of these facilities, according to Gulbarga Superintendent of Police, K. Ramachandra Rao. Rao said interrogation revealed that Ahmed underwent a 13-month training at Muzaffarabad in Pakistan occupied Kashmir in respect of using AK-47 rifle, grenades and time bombs, rocket-firing, and "jihadi" activities targeting India.

According to The Hindu, five Communist Party of India-Maoist (CPI-Maoist) cadres, including three women, were killed in an encounter with the police in a forest near the Andhra Pradesh-Chhattisgarh border on April 2. About 15-armed Maoists had earlier fired at police commandos combing the forest area near Mukkanur village in the Khammam district. The police have identified one of the dead Maoists as Shyam, a ‘deputy commander’ of the Venkatapuram local guerrilla squad. The encounter is said to be the first outcome of joint operations between Chhattisgarh and Andhra Pradesh Police after the March 31 meeting of police chiefs in Delhi, where they resolved to share information and resources.

The Maoists blew up portions of railway tracks and a halt station on the Gaya-Dhanbad section of Mughalsarai division in a bid to enforce the 24-hour Magadh bandh (strike) in Bihar to protest against arrest of their leader Guddu Sharma. Over 200 heavily-armed Maoists stormed the Bansi Nala halt station in Gaya district at around 2:15 AM, overpowered the railway employees on duty forcing them to move away and detonated dynamites to raze the one room structure to the ground, police said. The Tripura Chief Minister, Manik Sarkar, who holds the Home portfolio, is reported to have informed the Legislative Assembly on April 10 that at least 458 militants belonging to the All Tripura Tiger Force (ATTF) and National Liberation Front of Tripura (NLFT) had surrendered in last two years with the respective surrender figures of 2004 and 2005 as 322 and 136. The surrendered arms included AK series rifles, SLRs and grenades. The Chief Minister also mentioned that 77 militants were killed in counter-insurgency operations during the same period. The arrest figure from January 2005 to February 2006 was 57, added Sarkar. He further said that despite the decline in the insurgency-related incidents in the last few years, the situation was not totally conducive for repeal of the Disturbed Area Act, which was made applicable in phases fully to 28 police stations and partially to six police stations since February 16, 1997. He also ruled out withdrawal of security escort for the passenger and goods-carrying vehicles plying on the National Highway 44 connecting Tripura with Assam. "Government is well aware of the problems that the passengers are facing due to escort. But right now we do not find the situation is conducive enough for withdrawal of the escorts," said the Chief Minister.

He said that the movement might have lost much of its intellectual attraction but it has gained in strength by spreading to over 160 districts. Prime Minister further said that the affected States must set up unified commands and undertake joint operations to fight the menace. Police action should be backed by liberal surrender and rehabilitation policies, which could be modified by the Chief Ministers to make them more attractive. The first blast targeted a vehicle of the Border Security Force (BSF) near the Central Telegraph Office at 11.50 AM injuring two BSF personnel and a civilian. Within 20 minutes, another grenade was thrown in the direction of a Central Reserve Police Force (CRPF) vehicle at Magarbal Bagh. It missed the intended target and exploded but failed to cause any damage. Within the next 15 minutes, terrorists lobbed the third hand grenade on a bunker of the CRPF 113 near Hanuman Mandir at Amirakadal killing two civilians, including one woman, and injuring 10 others. A fourth grenade targeted a vehicle of the J&K Police Security Wing at Batmaloo at about 1315 hours. Two police personnel and two civilians were wounded in this explosion. Three civilians are reported to have died and 11 others wounded during the fifth grenade blast took at the crowded Badyari Crossing near Dalgate. Terrorists triggered a sixth grenade blast targeting the CRPF post in the Safakadal area at around 1830 hours, causing injuries to eight civilians and six police personnel. The terrorists also lobbed another hand grenade on the CRPF post at Bohrikadal in downtown Srinagar injuring two police personnel. A local news agency, Current News Service, reported that four terrorist groups – Jamiat-ul-Mujahideen (JuM), Al-Mansooran, Jaish-e-Mohammed (JeM) and J&K Islamic Front - claimed responsibility for these blasts.

The External Affairs Ministry, in its annual report, has noted that India had "continuing concerns" on cross-border infiltration and incidence of terrorist violence in the country linked to Pakistan. "Despite Pakistan’s assurance that steps would be taken to prevent such infiltration, there was no sustained decline in infiltration and violent incidents," it said. India expressed the hope that Pakistan would take "concrete action" in this regard, the report said. "With ceasefire holding, the violence level in the militancy-hit State has come down," according to an assessment given to top Army Commanders meeting in New Delhi to review the situation. "The efficiency of our counter-insurgency operations is evident from the leap in the ratio of terrorists killed per infiltration bid rising from 1.8 in 2004 to 3 per infiltration bid in 2005," said Army chief Gen J. J. Singh. He said "surgical operations" were being carried out by avoiding any collateral damage and had helped the armed forces to gain moral ascendancy over the terrorists. Citing figures, he said so far in 2006 there had been 70 surrenders in the first three months compared to 82 for the whole of 2005.

He told reporters on the first day of his two-day visit to Jammu and Kashmir to review the security situation in the run up to April 24-elections in four Assembly constituencies that, "We have all the numbers on the camps and the militants waiting to infiltrate." He also said "Cross border terrorism must end. We have fail-proof and fool-proof evidence that (militant) camps are flourishing across the border. The Centre is determined to keep the State peaceful in all conditions." Despite the Confidence Building Measures, terrorist infrastructure, including camps, were running and the terrorists were ready to infiltrate into the State from across the border, informed Duggal. During the first quarter of 2006, the number of terrorism-related incidents and the casualty figure of security forces and civilians have come down from last year, Duggal disclosed. "Last year by this time, there were 489 incidents as compared to 374 this year. We have neutralised a sizeable number of militants," he stated.

On April 20, the Jharkhand Home Minister, Sudesh Mahto, announced a surrender policy claiming that Jharkhand is the first State in the country to formulate such an attractive scheme. Every Naxalite who surrenders is allowed to hire a lawyer of his choice at Government expense and also be extended a life-insurance cover of Rupees One million. Every Naxalite who surrenders will receive cash "compensation" of Rs 25,000, to be paid in two instalments, but will also be paid a stipend of Rs 2,000 per month for the next two years. If the Naxalite surrenders with a firearm, the minister added, valuation will be done and the cost of the firearm, too, will be reimbursed. As a further incentive, all surrendered extremists will be kept together in the State capital and cases pending against them will be consolidated and transferred to Ranchi. Special fast-track courts will be constituted to expedite trials and a review committee will monitor their conduct and recommend reduction or remission of sentences. The policy also promises to allot an acre of land to the family of every surrendered extremist. The family, in addition, will be entitled to free housing, free education for children and free healthcare facilities. The Government, the policy declares, will evolve a special mechanism to solve land disputes involving the families. Finally, if any member of the family is killed in retaliatory attacks, the State will offer a "government job" to one of the surviving members. The policy, however, is yet to be approved by the Cabinet, he indicated at a news briefing but announced that it would be implemented "within a week".

The issue was reportedly raised at a sector level BSF-BDR meeting held at the border camp, the BSF sources said in Aizawl, the capital of Mizoram, on April 21. However, the BDR delegation, led by its Sector Commander (Sylhet) Colonel Abdul Hossain, was non-committal over the issue, sources added. The BSF Deputy Inspectors General, while expressing concern over the transborder crimes, said that erection of barbed wire fencing would help in curbing transborder movement of militant outfits. The BSF also alleged that about 90 militant hideouts belonging to the outfits active in North East India are operating in the neighbouring country thereby posing a serious threat to India’s security.

At the same time, it maintained that efforts were on to tell the separatists to "recognise the validity and utility of participation" in the meeting to be presided over by Prime Minister Manmohan Singh on May 25. "I don’t think the success of the roundtable depends on the attendance of any group — A, B or C... In any case, I don’t think the separatists have a veto on the success or otherwise (of the roundtable)," National Security Adviser M K Narayanan said in an interview in New Delhi on April 23. Narayanan said "if the separatists feel that they can’t discuss their issues and positions.... It is nothing that we can do about it". The first roundtable conclave, chaired by the Prime Minister, was held in New Delhi on February 25, 2006. The camp was located in a dense forest area near Gundijhora village. Superintendent of Police Navin Kumar Singh said they had located the camp during a combing operation in the area following an encounter near Thalkobad in Saranda on April 24. Describing the camp, Singh pointed out that it was large enough to accommodate at least 50 Maoists. The police also recovered utensils, leftover food and tents at the camp. Singh added that though the Maoists had razed a few trees to the ground to build the camp, they had tried to design it to evade detection during aerial surveys.

Bhaderwah witnessed the highest percentage of 72 followed by 66.2 per cent in Rafiabad, 56.2 per cent in Pattan and 40.32 per cent in Sangrama. Although no one was hurt during the attacks, the Maoists abducted three railway staff of Narganjo station, eight kilometres from Jhajha under Kiul-Asansol section of the Eastern Railway, soon after demolishing the cabin in the halt station. The hostages were, however, set free on April 26-morning. Jamui Superintendent of Police Sharukh Majid said two powerful bombs were also recovered from the tracks near Narganjo. "Two can bombs of 5 kg and 10 kg were fixed with the tracks and attached to detonators by a 100-metre-long wire," he said. In another incident, Maoists blew up railway tracks near Dashrathpur railway station on the Kiul-Bhagalpur loop section. The explosion reportedly occurred soon after Jamalpur-Kiul DMU Passenger passed from Dashrathpur station in Munger district. Nineteen other Maoists escaped following the encounter at Pulusukunta near Pincha in the Tsundupalle Mandal (administrative division). The police said more than 30 armed Maoists had camped at Pulusukunta, possibly for a meeting of Maoists from the Cuddapah and Anantapur districts. The police also recovered Rs 350,000 in cash, two self-loading rifles, one sten gun, one .303 rifle, one pistol, three single barrel guns, three Claymore mines and a ‘tin bomb’. The Prime Minister’s Office announced that Dr. Singh will meet representatives of the Hurriyat Conference, led by Mirwaiz Umar Farooq. After receiving the invitation in Srinagar, the Mirwaiz (a hereditary title of one of Kashmir's important religious seats, and also head priest of the Jamia Masjid) termed as "good and appropriate" the Prime Minister’s decision. "It is a good and appropriate decision. The main problem is between New Delhi and the Hurriyat Conference. Therefore, New Delhi should hold talks with the separatists only," he said. He claimed that the second round of talks with the Prime Minister will be in continuation with the "triangular dialogue process" between India, Pakistan and the Hurriyat Conference. District superintendent of police Clay Khongsai said the encounter occurred while the SF team was conducting a search operation. A 9mm pistol with five rounds of ammunition was recovered from the killed militant. The SF team subsequently neutralised two militant camps located in the nearby area. An unspecified quantity of ammunition, combat uniforms, two wireless sets, six detonators, an improvised explosive device and other materials were recovered from the camps.

The deceased and the hostages were reportedly Hindus. Security forces (SFs) have launched a search operation to rescue the five hostages and neutralised the group of seven terrorists responsible for the incident, official sources said. Police believe that the Hizb-ul-Mujahideen (HM) is responsible for the incident as it was the only outfit, which had major presence in the area. On April 30, five Communist Party of India-Maoist (CPI-Maoist) cadres hijacked two motorised launches along with nine crew-members from the Nagarjunakonda reservoir, but four of them were later killed in an encounter at Maddimadugu in the Mahabubnagar district. The Maoists seized the launches at 11.30 a.m., took them up to Kallakunta in the Guntur district, blasted them there after releasing all crew-members at 4.30 p.m. The Nalgonda police who were on the trail of the launches, killed the four Maoists, including a woman cadre, while they were crossing the river in Mahabubnagar district. All 234 tourists on board the two launches were brought back safely. The police also recovered an SLR and three .303 rifles from the site of encounter. Two of the four Maoists killed were identified as B Sailu, 'Commander' of the Krishnapatti Dalam (squad) and Krishna, Nalgonda 'District Committee Secretary'.
