An agent of the Pakistan’s Inter-Services Intelligence (ISI), who was allegedly attempting to recruit youths from the Hyderabad city, was arrested by the police on April 1, reports Hindu. The arrested person, identified as Maqsood Ahmed, a resident of Malakpet, was working as a manager in Proline garments showroom at Somajiguda. Deputy Commissioner of Police (Task Force), V. B. Kamalasan Reddy, said that four compact discs (CDs) and a floppy disk containing provocative speeches were recovered from him. He further said that Maqsood came in contact with an ISI agent Mohammed Abdul Shahed alias Bilal with the help of his friend Mohammed Ibrahim and the duo planned to recruit youths for Jehadi activities in Hyderabad, Gujarat and Somalia.

On April 2, BSF authorities confirmed that three of the four persons arrested were cadres of the Lashkar-e-Toiba (LeT). On April 1, two farmers were killed by suspected cadres of the Communist Party of India-Maoist (CP-Maoist) for having handed over their land for an upcoming steel plant in Chhattisgarh’s Dantewada district. Indian Express reports that over 40 armed Maoists raided Bhansi village and allegedly slit the throats of two villagers who had surrendered their land to Essar Steel for setting up the plant. A senior police officer said that the Maoists also warned the residents of Bhansi and neighbouring Dhurli village against giving up their ancestral farmland to Essar Steel or meet the same fate as the two killed. The Essar steel company had signed a deal with the Chhattisgarh Government in 2005 for setting up an INR 70 billion integrated steel plant in Dantewada with a 3.2-million tonne capacity.

At a press conference in Thiruvananthapuram on April 4, the Air Marshall said non-State actors with air capability were surely a threat to international civil aviation. Hence, the integration of civilian assets, such as air traffic monitoring radars, with air defence systems was being given priority by the Central Government. He said LTTE's acquisition of air capability was "something that could not be sustained". The IAF has re-positioned some of its radars following the recent developments in Sri Lanka. These radars are being networked with those used for civilian purposes. More "combat assets" of the IAF will be moved to South India, he said.

At least six people were reported to have been killed when an armed group of 300 Communist Party of India-Maoist (CPI-Maoist) cadres on April 6 night attacked the Central Industrial Security Force (CISF) camp and the adjoining Gandhinagar police station building in Bokaro thermal power city area of Bokaro district. Times of India reports that the attack on the CISF camp took place around 8.30 in the night when only six personnel were on sentry duty. According to police, the Maoists exploded a series of bombs and also blew up the Pilpilo road bridge connecting the Central Coalfields Limited’s Khashmahal project with the main highway. Reports said the six people were killed on the spot as the trucks and dumpers they were driving tossed up to 15 metres towards the sky under the impact of the explosions triggered by the Maoists. Rocket launchers are said to have been used in the attack. Police sources in Bokaro, however, denied receipt of reports of any casualty.

He stated that the Police have stepped up the vigil, particularly along the coastal districts coming under the central zone and have put in place a three-tier vigil mechanism across the zone, namely deployment of 14 numbers at check posts in the coastal districts, patrolling in co-ordination with Village Volunteers Committee (VVC) and regular enumeration of Sri Lankan nationals living in the districts. Patrolling was being done by two companies of the Coastal Security personnel, in coordination with 250 police personnel belonging to the Tamil Nadu Police, all along the coastal regions of Thanjavur, Nagapattinam and Tiruvarur in the Zone, he added. He said the VVC was also consistently monitoring any possible entry of Sri Lankan nationals into the region and the State Police was making regular enumeration of the Lanka nationals, both in the refugee camps and outside the camps. To a question, he said 9,016 Sri Lankan refugees, including adults and children belonging to 2,516 families were lodged in eight refugee camps in the zone. Deputy Inspector General of Police (Udhampur-Doda range), Lalat Indu Mohanty, disclosed that SFs launched a search operation at Tatta Pani in Navapachi in the early hours of April 13 after securing information that five top commanders of three outfits were holding a joint meeting to co-ordinate their activities and step-up militancy in Doda district. As the troops reached close to the hide-outs the militants opened firing, which was replied by the SF personnel and in the consequent encounter all five militants were killed. Out of five, identity of three of them was established as Imtiyaz, Abu Buzana and Gulfam, all commanders of three different outfits. Three AK rifles with 10 magazines, one pistol with two magazines, six grenades and one I-Com wireless set were recovered from their possession.

The third Round Table Conference (RTC) on Kashmir will be held on April 24 in New Delhi. This was stated by Chief Minister Ghulam Nabi Azad in Jammu and April 13, according to Daily Excelsior. He said a decision to this effect was taken at a meeting he had with Prime Minister Dr. Manmohan Singh on April 12 in which Union Home Minister Shivraj Patil was also present. He said the conference would discuss the recommendations of five Working Groups set up by the Prime Minister after the second Round Table on May 24, 2005 and provide yet another platform to representatives of political parties, ethnic groups and opinion leaders from all the three regions to deliberate upon all issues. The first two RTCs were held in April and May 2005. After the second RTC in Srinagar, five Working Groups on different subjects, including good governance, strengthening of the Centre-State relations, strengthening relations across the Line of Control, Confidence Building Measures to improve condition of people affected by militancy and economic development of the State were set up. While four Working Groups have completed their deliberations and submitted their reports, the group of Centre-State relations was likely to hold one or two more sittings to finalise its report.

After securing information from the civilians regarding the abduction, security forces (SFs) launched a search operation in the Judi Bagda forest area where both civilians were being held captive. In the ensuing encounter, one of the civilians, Ayub, attempted to escape from captivity. However, he was shot dead by the terrorists. Later, the SF personnel killed one terrorist, Mohammed Saif of the Harkat-ul-Mujahideen (HuM) and also succeeded in rescuing the other civilian. At least two terrorists reportedly managed to escape during the cross-firing. The incident led to suspension of train services on the Howrah-Patna section of the Eastern Railway. Maoists claimed to have planted landmines on the tracks. Contingents of security force personnel were rushed to the spot following which the Maoists retreated without causing any damage to the station or personnel. The cabin master and porters were also set free subsequently.

Shamir, who was arrested from Petrapole in the North 24 Parganas district of West Bengal on April 2, has admitted to having planted explosives in at least five places at different railway stations in Mumbai and its adjoining areas triggering the July 11, 2006- serial bomb blasts, according to UNI. This was revealed from the narco-analysis tests conducted on the accused in Bangalore on April 15, sources in the West Bengal Police said. While Shamir was sent on transit remand, his Kashmiri associate Mujaffar Ahmed Khan was remanded to judicial custody till May 2. Both were sent to Bangalore last week for the tests. The test revealed that Shamir is a B.Sc. Graduate, having good knowledge in chemistry and chemical explosives, sources added.

A senior police officer told Daily Excelsior that a top Lashkar-e-Toiba (LeT) militant, Showkat Ahmed, was arrested from the capital Srinagar on April 24. During interrogation, he revealed that the LeT, Jaish-e-Mohammed (JeM) and Hizb-ul-Mujahideen (HM) had hatched a joint conspiracy to assassinate the Chief Minister at Bandipora during his rally. Police raided a militant hideout on the outskirts of Srinagar from where two associates of Showkat were also arrested. They included one Pakistani, Abu Sikander. This was the second such plot foiled by security forces in the last 12 days. On April 14, police had arrested four persons, including a couple, for plotting to kill Azad.

Prime Minister Manmohan Singh on April 24 announced the constitution of two committees to take stock of the implementation of the recommendations of the working groups on Kashmir, according to The Hindu. Addressing the third Round Table Conference on Jammu and Kashmir in the national capital New Delhi, the Prime Minister said the standing committee would have membership from within the round table, the second panel would comprise officers from the Government. Earlier, the Conference accepted the recommendations of the four working groups to address various aspects of the Kashmir issue while the fifth working group on Centre-State relations is yet to finalise its report. In his opening remarks, the Prime Minister acknowledged the role of security forces in maintaining peace in Jammu and Kashmir, and said their deployment was directly linked to the extent of violence on the ground. He said wide-ranging initiatives were already being implemented to revitalise the economy of the State and the need was to work closely together to further carry forward the efforts to build a new, peaceful and prosperous State. Union Home Secretary Madhukar Gupta, chairing the meeting, told the Chief Secretaries and Directors-General of Police of the Maoist-affected States to keep a constant vigil on the movement of Maoist groups, training camps, weapons, hideouts and sources of funds. Major affected States like Chhattisgarh, Jharkhand, Orissa and Bihar reportedly made detailed presentations of their action plans to counter the problem. During the meeting, it was decided that Orissa is to get a third India Reserve Battalion to combat the growing Maoist problem while Jharkhand was reportedly criticised for not following proper procedures in combating the problem. Some of the States, including Jharkhand, requested the Union Home Ministry to allow States to take the assistance of the army in evacuating police personnel from the venue of incidents, if the need arises.

The police recovered two kilograms of RDX, three detonators, two hand-grenades, a timer and INR 25,000 in cash from them. The three were identified as Abu Kasim, a Pakistani national, and Shafaqat and Shabbir, residents of Jammu and Kashmir. Shafaqat and Shabbir reportedly said that they were recently directed by their handler to hand over the consignment of explosives to a Pakistani militant. The police suspect that the Kasim was part of a "core strike team" dispatched to carry out explosions in the Capital. "The terrorists are being interrogated to find out the task assigned to them. As of now, we do not know from where they arrived in the Capital and when," said Deputy Commissioner of Police Alok Kumar.

Joint Commissioner of Police (Special Cell) Karnal Singh told The Hindu on April 27 that the three had been sent to Delhi at the instance of Abu Al Kama, the mastermind of the October 2005 pre-Diwali serial blasts in the Capital. Abu Al Kama had fled to Pakistan after the October 2005 blasts and had directed Abu Ammar, a Pakistan national and LeT’s ‘operational chief commander’ in Jammu region based in Doda to carry out explosions in Delhi. Ammar had asked one Shafaqat Iqbal Mir to deliver a consignment of explosives to a Pakistani militant, Mohammad Hasan alias Abu Qasim, in Delhi. Investigations have also revealed that it was the Sea-Tigers who had abducted 12 Indian fishermen from Kollam district in the State of Kerala and subsequently declared missing along with their boat since March 4. The confirmation came after the interrogation of six Sri Lankan Tamils arrested by the Indian Coast Guard off Thoothukudi on April 12. The Coast Guard had also secured a boat with the inscription Maria on it. "Maria seized by the Indian Coast Guard is the one involved in the firing incident on March 29. But the accused involved in that firing was another group belonging to the Sea Tigers wing of the LTTE which was ferrying cargo from an LTTE ship to their camp in Sri Lanka," disclosed Director-General of Police D. Statesman reports that a sub-inspector of the Central Reserve Police Force (CRPF) and two suspected cadres of the Communist Party of India-Maoist (CPI-Maoist) were killed during in an exchange of fire near MV 79 village in the Malkangiri district on April 29. Four CRPF personnel and two civilians were injured also in the encounter which lasted for more than two hours. The encounter took place after the CRPF personnel followed a group of Maoists who had opened fire in a weekly market of MV 79 village. Unconfirmed reports said that a villager was killed in the attack. The Maoists managed had snatched an AK-47 and an SLR from the security forces. Subsequently, the security forces recovered two AK-47 rifles, including the one which had been taken away, from the site of the encounter.
