An unidentified militant was killed in an encounter with Security Forces (SFs) in Turkwangam area under Batpora Taluk (administrative division) in Shopian District of Jammu and Kashmir (J&K) on April 1 (today), reports Daily Excelsior. The SFs launched a Cordon and Search Operation (CASO) in Turkwangam area of Shopian District in south Kashmir during the night following inputs about the presence of militants there, a Police official said, adding that the search operation turned into an encounter after the militants fired upon the forces, who retaliated. In the ensuing exchange of firing, a militant was killed, the official said. The identity and group affiliation of the slain militant was being ascertained.

On April 1, five militants belonging to separate factions of National Socialist Council of Nagaland (NSCN) surrendered in Tirap District of Nagaland, reports Northeast Now. The surrendered militants including two NSCN-Isak-Muivah (NSCN-IM), two NSCN-Unification (NSCN-U), one Yung Aung faction of NSCN – Khaplang (NSCN-K-YA) deposited five pistols and some ammunition. According to Assam Rifles (AR), ‘The recent operation where a gun battle broke out between security forces and NSCN (IM) cadres at Kolagaon, in which one civilian was injured due to being used as a human shield by the insurgents had outraged the public of Tirap resulting in various protests being organized against the banned underground outfit.’ Further, AR said, ‘As per the surrendered cadres these atrocities by underground outfits towards the local population motivated them to lay down arms and join mainstream to show their support against the inhuman activities of underground outfits’.

Police busted a militant module of Jaish-e-Mohammed (JeM) and arrested three militant associates of JeM in Pulwama District of Jammu and Kashmir (J&K) on April 1, reports Daily Excelsior. One AK rifle, three magazines, 69 AK rounds, and one grenade were also recovered from their possession. The Police, in a press release, informed that the three militant associates were providing logistical support to militants in the district. “The trio were working for JeM outfit and were providing logistic and transportations to terrorists in the district,” the release read. The accused have been identified as Owais Altaf, Aqib Manzoor, and Waseem Ahmad Pandit. A case (FIR number 77/2022) was registered in Police Station Pulwama under relevant Sections of law.

Police has identified the slain militant killed in an encounter at Turkwangam area under Batpora Taluk (administrative division) in Shopian District on April 1, as Muneeb Ahmad Sheikh son of Shah Mohd Sheikh, resident of Tak Mohalla Shopian, reports Daily Excelsior. Muneeb Ahmad was affiliated with the Lashkar-e-Taiba (LeT). As per Police records, Muneeb Ahmad was a categorized militant and part of groups involved in several cases including attacks on Police, Security Forces (SFs) and civilians. South Asia Terrorism Portal (SATP) had reported the incident on April 1.

On April 2, three militants belonging to National Liberation Front of Tripura (NLFT) facing trial in an abduction and murder case of a trader, Litan Debnath, escaped from police custody in Kanchanpur of North Tripura District in Tripura, reports Northeast Today. The militants identified as Singhamoni Reang, Jiban Reang and Lalthanga Reang were among the nine detainees who were returning from the District and Sessions court in Dharmanagar to Kanchanpur sub jail through a prison van when the militants attacked the guards and fled the spot. One prison guard Ranajoy Chakraborty was injured in the attack. A manhunt has been launched in the area as well as along the state’s border with Assam and Mizoram.

A total of 156 terrorists 79 locals and 77 foreigners are active in Kashmir and 16 others including two foreigners are operating in the Jammu region, a defence spokesman said quoting the data released by Indian Army’s northern command. The data for January to March 2022 revealed that a total of 15 local men joined the militancy. Two infiltration bids, one each in Kashmir and Jammu zones, were foiled along the Line of Control (LoC) this year, the Army said, referring to the infiltration bids foiled in Kupwara District, and Poonch in the Jammu region in January. While one Pakistani terrorist was killed and another captured alive in Kupwara during the failed infiltration bid on the first day of the new year, an attempt by a group of terrorists to infiltrate into this side from across the border in the Poonch District was foiled the next day. In addition, the Army scuttled the third infiltration attempt from Pakistan on April 4 when the alert troops shot dead a terrorist along the LoC in the Nowshera sector of Rajouri District. On terrorist-initiated incidents, the Army said a total of 35 such incidents were reported in the first three months of this year. These included 27 terrorist-initiated actions against Security Forces (SFs) and eight atrocities committed against civilians. The data also indicated that there was no ceasefire violation by Pakistan between January and March. Reportedly, the Director-General of Military Operations (DGMOs) of India and Pakistan have announced an agreement to uphold the ceasefire along the LoC from February 24 and 25 night in 2021.

Narender, a resident of Odithala village in Chityala Mandal (administrative sub division) of Jayashankar Bhupalpally District, worked as a member of Jana Shakti Dalam in the past before joining the CP Bata Dalam in 2017. He came in contact with the CPI-Maoist senior leader Bade Chokka Rao alias Damodar at Ulvanur Forest area in 2017, and worked as a courier for the banned outfit. Earlier, he was arrested by the Charla Police in 2018 and sent to jail, and later in December 2021, he again joined the CPI-Maoist party and undergone training for a month. He worked in the 2nd Central Regional Command (CRC) Kosal Platoon, a Police press release said. According to Police sources, an operation was launched on the night of April 4 about the presence of former NLFB militants suspected to have been involved in dacoity incidents in three villages along the India-Bhutan border on March 29. The suspected dacoits, who were hiding inside a house, opened fire on the police team and in an exchange of fire, the two militants identified as Mahanta Narzary, a former member of NLFB, and Raja Boro were neutralized. Additional Superintendent of Police (ASP) (Headquarters) Prakash Medhi and his bodyguard also sustained bullet injuries. The CPI-Maoist had announced the bandh in four States Jharkhand, Bihar, West Bengal and Assam to protest the arrest of Arun Kumar Bhattacharya alias Kanchan (65), a member of the CPI-Maoist ‘Central Committee (CC)’ and Eastern Regional Bureau (ERB). The Minister said the Central Government has a policy of zero tolerance against terrorism and there has been a substantial decline in terrorist attacks from 417 in 2018 to 255 in 2019, 244 in 2020 and 229 in 2021. A Police official said that based on a specific input generated by Ganderbal Police regarding presence of militants in Tral area of Awantipora, a raid was conducted by Awantipora Police in the area. “During the raid, as the search party proceeded towards the suspected spot, the hiding militants fired indiscriminately at the search party which was retaliated effectively leading to an encounter,” the official said. He said that one militant was killed in the first firefight. Union Minister of State for Home Nityanand Rai informed the Rajya Sabha that four Kashmiri Pandits among 14 Hindus were killed by terrorists in Jammu and Kashmir since 2019, reports Daily Excelsior. Rai also said that 34 people belonging to minority communities were killed by terrorists in Jammu and Kashmir in the last five years, including 11 in 2021. The Minister said the Government has taken several measures to ensure the safety of minorities in the valley. These include robust security and intelligence grid, group security in the form of static guards and day and night area domination. There is also round-the-clock checking at Nakas and patrolling in the areas where the minorities reside besides proactive operations against terrorists. Replying to another question, he said as many as 502 infiltrations have taken place in Jammu and Kashmir since 2017.

The incident took place the NSCN OGW identified as self-styled ‘sergeant major’ Manphung alias Wangjaw Wangsa went to the village for extortion and threatened the inhabitants. Scuffle ensured resulting in the death of the OGW. According to sources, the OGW was involved in collecting illegal taxes and extortion money from villagers and businessmen in the area. Two of the arrested had worked for the rebels and later surrendered to Police. Reports from the Districts suggested that most pockets of the Jungle Mahal wore a deserted look from April 8 morning, which indicated that people at large did not want to take chances and preferred staying indoors. The impact was maximum in Jhargram, where three blocks, including Jhargram, witnessed a total bandh-like situation, said a Police source. “The people of the Jungle Mahal do not want to take chances with the Maoists as there had been instances of the insurgents attacking people defying their diktat.… This fear had vanished in the past few years. We need to assess why people chose to play it safe this time and stayed indoors,’’ said the senior Police officer. The Maoists had called a strike in the Jungle Mahal on April 8 to protest the State Government’s move to appoint former Maoists as junior constables or special home guards. Superintendent of Police (SP), Alluri Sitharama Raju District, Satish Kumar, said most Mandals in the District are on the list of LWE-affected areas. “Though the movement of extremists has weakened, our top priority is to neutralise Maoists in the newly-formed district,” he added. One of the major challenges before the district administration is to see that there is no fresh rebuilding of the outfit. Police claim that there has been no new recruitment to the outfit. The government of India is unlikely to take steps if the Nagas do not voice their desire as one,” he said. The Centre had signed the Framework Agreement with the NSCN-IM on August 3, 2015, and the Agreed Position with the NNPGs in November 2017.

State Special Operation Cell (SSOC) wing of the Punjab Police registered the case against Rode, who is also the chief of International Sikh Youth Federation (ISYF), on April 6, but the first information report (FIR), a copy of which was available to media source on April 10. The case has been registered under Sections 25 of the Arms Act, Sections 3, 4, 5 of the Explosive Substance (Amendment) Act, Sections 120, 120-B (criminal conspiracy) of the Indian Penal Code (IPC), and Sections 13, 18, 18-A, 18-B and 20 of the Unlawful Activities Prevention Act (UAPA) in Amritsar on the complaint of SSOC’s Deputy Superintendent of Police (DSP) Harvinder Pal Singh. According to the FIR, the DSP received a tip-off that Rode, who is wanted in various criminal cases in Punjab, has been active in various anti-national activities and in contact with Pakistan’s Inter-Services Intelligence (ISI) agency and other separatist organisations. “With the help of the ISI and other separatist organisations, Rode has been sending contrabands of arms and ammunition in Punjab to attempt a big terror activity. He has been working, with the help of criminals and gangsters, to destabilise the peaceful atmosphere by targeting social and religious leaders,” it said. “Rode has made his several workers active and has been sending them money through various mediums. These workers have been waiting (for) a proper time to commit a big terror activity. Last week, Rode sent various big consignments of arms and ammunition in the Ramdas area of Amritsar with the use of drones. They were involved in the recent attack on the Central Reserve Police Force (CRPF) in Maisuma area of Srinagar. Speaking to reporters, Inspector General of Police (IGP) Kashmir Vijay Kumar described the killings as a major success for the SFs in Srinagar. He said that Police while acting on a lead sealed the suspected house in Bishembar Nagar area of Srinagar early this morning. “After closing in on the house where two militants were hiding, they lobbed a grenade and fired at the security forces in which two policemen and a CRPF personnel were injured,” the IGP said. He said that in the ensuing encounter, two hardcore LeT militants were killed. Both the killed militants were Pakistani and identified as Mohammad Bhai alias Abu Qasim, alias Mir Shoaib alias Mudassir and Abu Arsalan alias Khalid alias Aadil. As per police records, both of them were ‘A’ categorized and linked with LeT. Mohammad Bhai was active since 2019 while as Abu Arsalan was active since year 2021 in Central Kashmir. They were involved in pistol-borne attacks and grenade throwing incidents at various places. They were also involved in an attack on CRPF personnel in Maisuma in which one CRPF was killed and another injured.

Jan alias Jan Ali Kashif is the third terrorist to have been designated as a terrorist by the Union Government in the last five days. The Union Home Ministry said in a notification than Jan was the handler of Punjab's Pathankot air force station terror attack in January 2016 in which seven security personnel and one civilian were killed. Jan (42), is the operational commander and part of the core planning committee of Jaish-e-Mohammed (JeM). He continues to operate from the launching pads located in Pakistan and is involved in recruitment of cadres for their training and coordinate attack plans at targets in India, the Home Ministry said. Jan is also accused in various cases registered and being investigated by the National Investigation Agency. He had been declared proclaimed offender in these cases.

Forty CRPF personnel were killed in the February 14, 2019 attack. In a notification, the Union Home Ministry said Alamgir, who used aliases Maktab Ameer, Mujahid Bhai and Muhammad Bhai, has been involved in the attack on the CRPF convoy in Pulwama. He has been involved in anti-India terror activities on behalf of the JeM and looks after the outfit’s fund collection activities from Pakistani nationals and routing the fund to Kashmir. A Police official said that based on a specific information regarding movement of three suspected individuals from Wadoora Bala to Sonarwain bridge, who were likely to carryout attack on SFs, a joint Naka was established at Sonarwain bridge near Wadoora Bala village. He said that during the checking at the naka, it was observed that three persons were moving towards naka in suspicious conditions. The naka party challenged them, however, they tried to flee from the spot, taking cover of darkness but, were nabbed by the SFs. “Upon their search, three pistols, three magazines, 22 rounds of pistols, one grenade and Rs 79,800 cash were recovered from their possession”, he added. The Central Reserve Police Force (CRPF) on April 13 said that a total of 56 Forward Operating Bases (FOBs) have been established in Communist Party of India-Maoist (CPI-Maoist)-affected areas till March 2022 and 25 to 27 more are planned to come up by the end of this year, reports ommcomnews.com. So far 20 FOBs have been established in Chhattisgarh, 18 in Jharkhand, 11 in Odisha, six in Madhya Pradesh, and one each in Maharashtra, Telangana, and Bihar, CRPF officials said, adding that five FOBs have been set up this year till March 14. Out of the proposed new bases, 10 more will be set up in Chhattisgarh, six in Jharkhand, seven in Maharashtra, including the Gadchiroli area, and one each in Odisha, Andhra Pradesh and Telangana, they added. The lands for constructing the FOBs have already been identified where work will begin soon, the officials said, adding that this will further help the force penetrate deep into the hard-core areas of Maoist dominance. The new FOBs established in 2021 and 2022 are better fortified while the Security Forces (SFs) will be equipped with the latest weapons, ammunitions and land mine proof vehicles and better medical facilities, they said.

According to reports, two persons were picked up from Shillong District, and the following questioning, one was arrested while the other one was let off. However, the Police yet to share any details about the arrested person or the group. Notably, in the first email sent on April 1, the militant outfit had threatened to trigger bomb blasts every single week starting May 1. The email further claimed that the group was formed with 37 well-qualified and jobless youth. "…Mr. Chief Minister...I'm emailing you to let you know that I and 36 other well qualified and talented jobless youths have formed an outfit. A terror outfit, of course – with free sponsored arms and ammunition – whose capability and strength will come to display in a couple of weeks from now," the sender of the email had written. A team of special commando unit arrested a cadre of the People's Liberation Army (PLA), identified as Yumlembam Jokumar (43), from Uripok Sorbon Thingel Leikai in Imphal West District of Manipur on April 14, reports E-Pao. Jokumar resident of Jiribam Chandrapur, was arrested as he came driving a two-wheeler from Uripok Baspati Leikai towards Uripok Sorbon Thingel Leikai. Upon questioning, he revealed of joining the PLA/ Revolutionary People's Front (RPF), the political wing of PLA, in 2021 under one Yumjaobi, underwent basic military training in the 22nd batch at Thanging Ching Daibang in Churachandpur District under army number 2247 and presently held the rank of lance corporal. One of them was arrested by the Police and during interrogation he revealed his identity as the Cherla Local Operation Squad (LOS) member, Bonala Raju alias Gagan of Peddamasanpalli village in Siddipet District, while others escaped. After being a sympathiser for the Maoists for some time he joined the underground cadres in 2021. Gagan served as the guard to the Maoist Bhadradri Kothagudem East Godavari (BKEG) Committee ‘secretary’ Koyyada Sambaiah alias Azad and was later shifted to Cherla LOS. A case was booked against him in an extortion case in Siddipet three-town Police Station. The Intelligence Wing of the Punjab Police on April 18 arrested two close aides of fugitive gangster-turned-militant Arshdeep Singh alias Arsh Dalla in an intelligence-led operation by a team from the State Special Operation Cell (SSOC) in Amritsar District of Punjab, reports republicworld.com. Those arrested have been identified as Harsh Kumar and his aide Raghav, both residents of Kot Ise Khan in Moga District. The Police have also recovered a foreign-made MP-5 gun along with 44 live rounds from their possession. During investigations, Harsh revealed that he came into contact with Arsh Dalla via Gurpreet Singh alias Gopi of Shadiwala village in Moga, who was arrested by Moga Police in January 2022 with a consignment of grenades and arms. Dalla, a native of Moga and now based in Canada, is a very active gangster-turned-militant and has been involved in numerous gangster and militant-related activities in the recent past.

The module, run by Harvinder Singh alias Rinda, was busted with the arrest of three of its operatives, Director General of Police (DGP), V K Bhawra said. On the intervening night of November 7 and 8, 2021, unidentified assailants had hurled a hand grenade at the CIA office in Nawanshahr with the intention to kill Police officials. However, the officials present at the office had escaped unhurt. Those arrested have been identified as Manish Kumar alias Mani alias Baba, a resident of Bains village in Nawanshahr, Ramandeep Singh alias Jakhu of Atta village in Jalandhar’s Goraya and Pardeep Singh alias Bhatti of Sahlon village in Shaheed Bhagat Singh (SBS) Nagar, according to a statement issued by Police. Police have also seized a live hand grenade from the possession of the accused, the statement said. “During interrogation, Ramandeep confessed that he, along with Manish, had thrown the hand grenade at the Nawanshahr CIA office on the directions of Harvinder Singh alias Rinda,” the DGP said, adding that Ramandeep had picked up two hand grenades from a location on the Ludhiana-Ferozepur Road, as guided by Rinda.

Lashkar-e-Taiba’s (LeT) cadre Sheikh Sajad alias Sajjad Gul, who took part in the conspiracy to kill journalist Shujaat Bukhari in Srinagar in 2018, was designated as a terrorist by the Union Home Ministry on April 19, reports Daily Excelsior. Gul is the sixth individual to have been designated as a terrorist by the Home Ministry during the last fortnight. The Union Home Ministry said Gul is absconding in a case pertaining to recovery of arms and ammunition in Jammu and Kashmir and has been actively radicalising, motivating and recruiting youngsters in the Union Territory to support the LeT. He has also been involved in terror funding, the Ministry said. The announcement from the Maoists has put the Security Forces (SFs) on the alert mode in Bastar. The 62-year-old Nirmala, who served as an active member of the Dandakaranya Special Zonal Committee (DKSZC) for 42 years, died while battling for her life on April 9 in a prison in Maharashtra. Maoist ‘spokesperson’ Mangali said in a press note that Nirmala was fallen sick in 2018 and got arrested by Police while she was getting treatment in a hospital in Hyderabad of Telangana in 2019. The Maoist ‘spokesperson’ alleged that she had been implicated in more than 100 false cases and that the Government had put a bounty of INR 2.5 million on her head.

The arrested Maoists are identified as Bapu alias Ramaji Doghe Wadde (30), a resident of Nelgunda, Maroti alias Anturam alias Manik Sadhu Gawade (34) from Kaneli, Suman alias Janni Komati Kudyami (24) from Padatanpalli, and Ajit alias Bharat Mainu Hichami, resident of Zarewada. Bapu was acting as an ‘Area Committee Member, (ACM)’ with Company No 10 and had actively participated in the killing of Policeman Dushyant Pandhari Nandeshwar at Kothi village on August 14, 2020. He was also involved in 13 offences - seven murders, three encounters, an arson and two robberies. Maroti was also acting as ‘ACM’ with Gatta Local Operation Squad (LOS) and was a member of the action team of the Maoists. He was involved in three major offences. Suman, operating with Permili LOS as a member, was involved in three murders and eight encounters. Gawade and Hichami were both also actively involved in the killing of two civilians. The arrested cadres collectively had rewards to the tune of INR 1.8 million on their heads, Superintendent of Police (SP), Ankit Goyal said, adding that the Police are probing their involvement in other offences as well.

Earlier on April 21 morning it was reported that LeT ‘Commander’ Yousuf Kantroo was killed while others militants were under trap. Yousuf Kantroo was on the list of top 10 most wanted terrorists. Acting on a specific input, a special team of Budgam Police along with the Army launched a joint cordon and search operation in Malwah area. During the search operation as the joint search party reached the suspected spot, the hiding terrorists fired indiscriminately upon them in which four soldiers including one officer received minor injuries. The fire was effectively retaliated leading to an encounter. Later on, Baramulla Police headed by Senior Superintendent of Police (SSP) Baramulla District also joined in the operation. One Policeman from the Baramulla District also got injured in the encounter. According to J&K Police, terrorist Yousuf Kantroo earlier joined as an over ground worker of Hizbul Mujahideen (HM) outfit and was arrested in the year 2005. Later on, he was released in the year 2008 but he again joined terrorist rank in the year 2017 and started killing innocent civilians, Policemen and political workers. Later on he switched from HM to LeT. However, the identification of the other killed terrorist is yet to be ascertain.

Speaking at the 13th Foundation Day of the National Investigation Agency (NIA), HM said, ‘Terrorism is a curse for any civilised society. And no one has suffered due to it as much as our country. I have had my differences with human rights organisations about the angle they take on the issue. Whenever there is a counter-terror operation, these organisations come up with the issue of human rights. But I believe there is nothing that violates human rights as much as terrorism. So, fighting terrorism cannot be contradictory to protection of human rights. To end terrorism from its roots is a necessity for protection of human rights’. Adding more, Amit Shah stated that as the Modi government had adopted a “zero-tolerance policy” on terrorism, since 2014, it has taken many steps to strengthen the NIA to be recognized as an international agency which included strengthening of the NIA Act and the UAPA Act. The NIA was given the task of creating a database on psychotropic substances, hawala transactions, arms smuggling, fake currency, bomb blasts, terror funding, and terrorism. In 2020-21, the NIA registered several cases against over-ground workers (OGWs) of terror groups and has been successful in destroying many sleeper cells.

However, Police have denied it and dubbed it ‘Maoist propaganda’. Villagers of Metagudam and Botetom in Pamed, a hilly area, have said that they heard deafening explosions that night. They collected some metal shards from the spot and say they were parts of bombs dropped from drones. The CPI-Maoist has issued three press releases in the week since, accusing SFs in Telangana and Chhattisgarh of resorting to “aerial attack on tribal villages”. A recent statement by Maoist ‘spokesperson’ Abhay says, “The central committee of CPI(Maoists) condemns the blitz carried out at Pamed guerrilla base area of south Bastar by Chhattisgarh police and security forces supported by Indian Army and Air Force officials on April 15 1am, targeting PLGA [People's Liberation Guerrilla Army] and local tribe.” Bastar, Inspector General of Police (IGP) Sundarraj P., rejected the allegations, calling it “Maoist propaganda to malign police’s image and to scare people”. “We deny the allegations levelled by CPI(Maoist) cadres against the security forces with regard to use of drones to strike their hideouts. The encounter in Sunjwan took place amid heightened security arrangements in J&K, two days ahead of Prime Minister Narendra Modi’s scheduled visit to Samba District on National Panchayati Raj Day on April 24. Central Industrial Security Force (CISF) officials said a bus carrying 15 personnel for their morning shift came under attack at 4.25 am near the Chaddha camp in Sunjwan area. A senior CISF official said the terrorists fired at the bus and lobbed grenades, killing ASI S P Patil and injuring two other occupants of the bus. The force retaliated effectively, the officer added. After the attack on the CISF bus, the terrorists took shelter in the house of Mohammed Anwar in the area and were eliminated.

The cadres have been charged under various sections of Indian Penal Code (IPC), Arms Act and Unlawful Activities Prevention Act (UAPA). The charge sheeted persons include people from within Kerala and those hailing from Karnataka, Tamil Nadu, and Chhattisgarh under various sections of IPC, Arms Act and UAPA. The case pertains to alleged ‘conspiracy for conducting physical and arms training, conducting zonal committee meeting of Western Ghats Special Zonal Committee (WGSZC) of the proscribed organisation CPI-Maoist in the Nilambur forest in Malappuram in 2016 to strengthen the organisation, with the intention to commit terrorist acts, and to waging war against the Government of India’, says a press release. Charanjit was an active member of the BKI terrorist module busted by Police in 2010 for involvement in the 2007 Ludhiana blast, which had left six persons dead and over 40 injured. The terror module was also allegedly involved in 2010 blasts in Ambala and at Kali Mata Mandir in Patiala. All other associates of Patialavi were arrested in 2010 by the Punjab Police, AGTF Deputy Inspector General Gurpreet Singh Bhullar said in a statement. Patialavi has been evading arrest for the past 12 years by using different identities and hideouts, said police. "Patialavi, disguising himself as a 'granthi' [custodian of the Guru Granth Sahib, the sacred scripture of the Sikhs] was presently staying in a gurudwara at Kharagpur in West Bengal and was not using any communication device," said Bhullar, adding that different identification cards on West Bengal address have been recovered from his possession. An illegal arms factory, a major source of weapons for the Naxals, was recently busted by the Special Task Force (STF) and Central Forces in Nawada, Additional Director General (ADG), STF-operation, Bihar Police, Sushil Mansingh Khopde said, adding that it was a major success and similar operations by the STF have helped in bringing down the number of left-wing extremists to not more than 80. “Now, our security forces are moving towards making 10 most troubled administrative blocks or villages in three districts — Gaya, Lakhisarai, and Jamui — free from left-wing insurgency,” the ADG said. Besides, five special forward bases are also being set up in troubled areas, including the hills near Sherghati and Chhakarbandha forests, in these districts, he added. “Security forces had arrested six persons for allegedly running an illegal arms factory in Nawada district last month. Custodial interrogation of the accused revealed that Maoists of the area were in constant touch with them for the procurement of weapons. We also busted two other illegal arms factories, that were major sources of arms supply to the Naxals,” said the ADG. However, there are certain areas in the State where overground workers (OGW) of Maoists are still active, and in some cases, they provide logistical support to the ultras, Khopde said. “OGWs of Naxals are still active in Bagaha, Munger, Arwal, Nawada, Kaimur, and Jehanabad districts. We are keeping a close watch on them”, he said.

The violence perpetrated by the Naxals [Left Wing Extremism, LWEs] has been reduced by 41 per cent and deaths by 54 per cent in the country in 2020 as compared to 2013 and the arc of such incidents has been considerably restricted with just 30 Districts accounting 88 per cent of all Communist Party of India-Maoist (CPI-Maoist) violence, reports The Times of India on April 26. According to the annual report of the Ministry of Home Affairs (MHA) for 2020-21, the Naxal violence was reported from 226 Police Stations in 53 Districts spread across nine States in 2020 as compared to 328 Police Stations in 76 Districts spread over 10 States in 2013. “The last six years have seen a significant decline in Left Wing Extremism (LWE) violence as well as the geographical spread of the LWE. The declining trend which started in 2011 continues in 2020 as well. “There has been an overall 41 per cent reduction in violent incidents (1,136 to 665) and 54 per cent reduction (397 to 183) in LWE related deaths in 2020 as compared to 2013,” the MHA annual report said. In comparison to 2019, the 2020 also saw the same level of violence with marginal decline (670 to 665) in incidents of violence and the resultant deaths by 9 per cent (202 to 183). The casualties to Security Forces (SFs) declined by 17 per cent (52 to 43). At the same time, the developmental outreach by the central Government has seen an increasingly large number of LWE cadres shunning the path of violence and returning to the mainstream. In 2020, Chhattisgarh with 315 incidents and 111 deaths remains the worst affected State, followed by Jharkhand (199 incidents and 39 deaths), Odisha (50 incidents and 9 deaths), Maharashtra (30 incidents and 8 deaths) and Bihar (26 incidents and 8 deaths). The overall improvement in the LWE scenario can be attributed to greater presence and increased capacity of the SFs across the LWE affected States, better operational strategy and better monitoring of development schemes in affected areas, the report said. The MHA said the geographical spread of LWE violence has also been shrinking considerably and the arc of violence has been considerably restricted with just 30 Districts accounting 88 per cent of the LWE violence. The CPI-Maoist continues to be the most potent among the various LWE outfits in the country and accounted for more than 86 per cent of total LWE violent incidents and 96 per cent of resultant deaths. Amidst increasing reverses, the CPI-Maoist has also been making efforts to expand to new areas along the inter-State borders without any significant success, the report added.

Pakistan-sponsored terrorism forced 64,827 Kashmiri Pandit families to leave the Kashmir valley in the early 1990s and settle in Jammu, Delhi, and some other parts of the country, Daily Excelsior reported on April 27 quoting Ministry of Home Affairs (MHA) annual report 2020-21. According to the annual report, as many as 14,091 civilians and 5,356 Security Force personnel lost their lives to militancy in Jammu and Kashmir (J&K) between the 1990s, when militancy first reared its head in the valley, and 2020. “Militancy in Jammu and Kashmir is intricately linked with infiltration of terrorists from across the border,” the report said. Besides Kashmiri Pandits, militancy forced some Sikh and Muslim families too to migrate from Kashmir Valley to Jammu, Delhi, and other parts of the country, it said. Nearly 1,054 families from the hilly areas of Jammu migrated to Jammu plains, it said. As per the records of registration available with the Relief and Migrant Commissioner, J&K, at present 43,618 registered Kashmiri migrant families are settled in Jammu, 19,338 families are settled in Delhi and NCR, and 1,995 families in a few other states and the UTs in the country, the report said. The report further said that a total of 2,546 terror incidents sponsored by Pakistan took place in J&K from 2014 to 2020, in which 481 security personnel, 215 civilians, and 1,216 terrorists were killed. There were 1,776 infiltration attempts from across the border to Jammu and Kashmir between 2014 and 2020, of which 685 were successful.

Police arrested the Communist Party of India-Maoist (CPI-Maoist) party Konta ‘Area Committee Member (ACM)’ and South Bastar supply team ‘in-charge’ at Maraigudem in Dummugudem Mandal (administrative sub division) in Bhadradri Kothagudem District of Telangana on April 26, reports Telangana Today. Superintendent of Police (SP), Sunil Dutt informed that the Maoist, Madakam Rama alias Ramla of Balanthogu in Sukma District of Chhattisgarh State was arrested by a team of Police and 141 Bn Central Reserve Police Force (CRPF) personnel led by Sub-Inspector (SI), M Ravi Kumar. Madakam was found coming on a motorbike from Chhattisgarh side into Telangana under suspicious circumstances, and upon checking him, Police found a bag containing explosive material. At the directions of the Maoist 4th and 8th platoon in-charge Muchaki Yerra, he planned to plant a land mine on Maraigudem – Kothapalli Road to kill Police personnel, SP, Dutt revealed. The arrested Maoist joined Balala Sangham (children squad of Maoists) when he was a child, and later on, he joined Maoist ‘Rural Party Committee (RPC)’ and worked under the ‘RPC’ ‘president’ Vanjam Masa. From 2014 to 2020 he worked as a member in 4th platoon of Konta, Dutt noted. In January, 2020 he was promoted as ACM of Konta ‘Area Committee’ and in 2021 he was appointed as South Bastar supply team ‘in-charge’ in the cadre of ACM. He was involved in several offences since he joined the Maoists, SP said, adding that he was part of exchange of fire with Police and ambush at different places in Chhattisgarh for the past several years. He was also involved in robbing of groceries and other items from a CRPF truck at Konta-Bhejji area in 2019. Police seized explosive substances, wire, battery, land mine, motorcycle, mobile phone and a cash INR 47,610 from his possession.

The alert was issued by senior officials of the UMHA at a meeting of the Standing Committee of the Eastern Zonal Council that took place at the West Bengal State secretariat of Nabanna in Sarat Chatterjee Road under Shibpur Police Station limits in Howrah District of West Bengal on April 26. Highly placed sources from the West Bengal Government told media on the condition of anonymity that as the alerts of UMHA officials the next 15 days are extremely crucial for these four States as there are central intelligence inputs of resurgent Maoist activities in the region during that period.

According to information received from Deputy Inspector General of Police (DIG), Naxal Operations, as many as 57 Naxalites have surrendered in the month of March. A total of 37 Naxalites has also been arrested and four Naxalites have been killed in different encounters in March. Besides, during the anti-Naxal operation, the Police has recovered five weapons and seized and defused 20 Improvised Explosive Devices (IEDs) in Dantewada, Bijapur and Sukma Districts. Cherla Local Guerilla Squad (LGS) member, Muski Sukhi alias Vimala (18) of Rallapuram and Manuguru Local Operation Squad (LOS) member, Madakam Pramila alias Pale (18) of Chennapuram in Cherla Mandal (administrative sub division) were the surrendered Maoists. Superintendent of Police (SP) Sunil Dutt informed that both Sukki and Pramila were forcefully recruited by Maoist Party when they were 14 years of age. Maoist leaders recruited many such minor tribal children when they were at a tender age and in no position to evaluate what was good for them. And they were left to be exploited by the Maoist leadership. Sukhi and Pramila were forced by Maoist leaders to participate in an Exchange of Fire (EoF) with police in Tekulagudem April 03 and in Pesalapadu on December 27 in 2021. Maoist leaders were violating the tribal and child rights, SP noted. They both decided to surrender before the police as the Maoist leaders Azad, Damodar, Raji Reddy and Madhu were exploiting minor tribal girls by forcing them to do menial jobs like cooking, washing clothes and to serve as luggage carriers. Bad treatment of women cadres and children, forcing young tribal girls to marry senior leaders, sexually exploiting them and differential treatment by Maoist leaders in providing basic necessities to higher and lower cadres made to them quit the party, he said.

The personnel from this squad would be selected from the members of the Special Task Force (STF) of the State Police and Kolkata Police. The decision was taken at a meeting of the standing committee of the Eastern Zonal Council held in Kolkata on April 26, wherein the representatives from the Union Ministry of Home Affairs (UMHA) had told the Police forces of four eastern States -- West Bengal, Bihar, Jharkhand and Odisha -- to remain alert over possible Maoist activities. West Bengal Chief Minister Mamata Banerjee on April 27 raised the issue of re-emergence of Communist Party of India-Maoist (CPI-Maoist) in the State’s Jungle Mahal region as posters threatening local leaders were recovered from the place recently, reports news18.com. She also directed the district magistrate and Superintendent of Police of Jhargram to take action. Some of the posters, with ‘Khela Hobe’ written in red ink, threatened two Trinamool Congress (TMC) leaders of Jungle Mahal on April 27. “For a long time, Trinamool has been playing games with people, it is time for Maoists to play games with Trinamool Congress leaders,” the posters allegedly to be written by Maoists said. After the posters were recovered from the villages in Jhargram, local TMC leaders started taking precautions. The recent 12-hour bandh (general shut down strike) called by the Maoists against corruption, deprivation of the poor and recruitment of miscreants as home guards has had an impact on the State Government in Jhargram. The Chief Minister raised the issue in a meeting with the Police administration on and questioned the administrative officials of Jhargram. On learning that there is no such thing at the ground level, Mamata said, “There are buzz for just one, two or three posters about the Maoists. The Bharatiya Janata Party (BJP) has put up three posters. If the Maoists come through Jharkhand, take action.” On the same day, Mamata also directed the Police to close the Belpahari border. In response, Police said the border had already been closed. Mamata, however, claimed that she had specific inputs of at least five Maoists entering the Jhargram district through the Jharkhand border in Belpahari. She added that after coming to power in the state in 2011, her government has employed at least 10,000 surrendered Maoists as home guards.

A 55-year-old Pakistani man was arrested along the Line of Control when he crossed into this side of the borderline in Rajouri District on April 29, reports Daily Excelsior. Troops guarding the LoC arrested the man who was moving under suspicious circumstances in forward area of Turkundi. He has been identified as Mohammad Ali, son of Shah Wali, a resident of Kotli in Pakistan occupied Kashmir (PoK). He was reported to have crossed the LoC inadvertently. A few Pakistani currency notes and an axe were found in his possession, officials said. Later, he was handed over to Manjakote Police Station.

A Major and a Junior Commissioned Officer (JCO) were among three Army personnel injured in a landmine blast on the Line of Control (LoC) in Krishna Ghati sector of Poonch District in Jammu and Kashmir (J&K) on April 29, reports Daily Excelsior. A patrol party of the Army stepped over an own mine in forward area leading to explosion. The injured personnel were identified as Major Gurung, JCO Naib Subedar Dalbir Singh and Havaldar Hukam Singh. Their condition was, however, stated to be stable.

Arrested person was identified as Abid Bashir, a resident of Tral. He is being questioned to ascertain his involvement in the terror attack. Police have so far arrested three persons in connection with the attack including driver and conductor of a truck, hailing from Kokernag in Anantnag District, who had transported the militants from border village of Supwal in Samba District to Sunjuwan.

The main accused Barjinder Singh Parwana alias Sunny (38), was among the six more persons arrested in connection with the clashes in Patiala District of Punjab on April 29, that had left four persons injured, the Punjab Police said on May 1, reports Odisha TV. Two groups had clashed on April 29 over an anti-Khalistan march, hurling stones at each other and brandishing swords, forcing Police to fire in the air to bring the situation under control. With the arrest of six more persons, the number of accused who had been arrested so far reached nine, said Police. Inspector General of Police (IGP), Patiala range, Mukhwinder Singh Chhina said, the main accused Barjinder Singh Parwana has been arrested from Mohali and was presented before a court in Patiala and was sent to 4-day Police remand. Parwana is a man with criminal antecedents with four FIRs lodged against him in the past. Three of these cases were registered in Patiala and one in Mohali, according to Police. IGP, Chhina said Police also arrested Shankar Bhardwaj, an accomplice of Harish Singla, and Ashwani Kumar Gaggi Pandit, who made hate speeches. Besides, Police also arrested Shivdev, a resident of village Bal Sikandar in Fatehgarh Sahib District; Davinder Singh, a resident of Jind in Haryana; and Rajinder Singh, a resident of Samana in Patiala.
