According to a New Indian Express report, the left wing extremist (also known as Naxalite) Communist Party of India-Maoist (CPI-Maoist) is seeking to collaborate with similar outfits all over the world and is already talking to groups in several countries including Norway, Germany and Australia. A leader of the CPI-Maoist in Patna, the capital city of Bihar, said that it was trying to form an international network. "We are talking with several Maoist outfits not only in Asia but in Europe and America. Several rounds of discussion have taken place," he told sources. "We are likely to initiate moves to establish link with Maoists in the US," he added.

Speaking in the Parliament on December 14, Patil stated that the grant of 45 crore would be given to each terrorism-affected district over a period of three years, at the rate of 15 crore per year. He also informed the Parliament that each terrorism-infested State has been asked to raise additional two to ten battalions, depending upon their respective needs, with a twin objective of strengthening the force and providing employment to people who had strayed into terrorist activities due to lack of jobs. In the first incident, two persons were killed and 26 others wounded when a timer explosive device exploded at Maya Bazaar in the heart of Morigaon town. Another timer device exploded opposite the Haiborgaon police station in Nagaon town killing one person and injuring 17 others. Separately, a Central Reserve Police Force personnel and a civilian were injured when unidentified ULFA terrorists lobbed a grenade near a cinema hall in Guwahati city. Further, two army personnel were wounded in a bomb blast near the Guwahati railway station. Another bomb blast occurred at a rural telephone exchange at Kakojan in the Tinsukia district. According to The Hindu, the Government is reluctant to officially commit itself to a cease-fire extension and is arguing that as there is no such "formal agreement" there is no necessity to extend it. Providing details, the Minister disclosed that a total of 255 army personnel were killed during 2004 as compared to 464, 408 and 448 in 2001, 2002 and 2003 respectively. He also ruled out withdrawal of the troops from the Siachen Glacier, adding that there is no such move. He stated that Defence Secretaries of India and Pakistan held talks in Delhi on August 5 and 6 on the Siachen Glacier but what was discussed were "modalities for disengagement and redeployment of troops" and the same were subsequently approved by the external affairs ministers of the two countries while reviewing the status of the composite dialogue.

The Union Government has extended the ban on two militant outfits of Meghalaya, the Achik National Volunteers Council (ANVC) and Hynniewtrep National Liberation Council (HNLC). In an official notification in Shillong on December 22, the Union Home Ministry cited the reasons for extension stating that although the ANVC agreed to abjure violence and expressed willingness for talks within the framework of Constitution, it continued "collection of funds and extortion, acquisition of sophisticated weapons and recruitment of new cadre." For HNLC, the notification said, it openly declared its "secessionist" objective, engaged in armed means to achieve the objective, indulged in intimidation, extortion and looting of civilians for collection of funds for the organisation. Both the outfits, according to the notification, maintain links with other insurgent groups of the North-east region for collecting weapons, carrying out violence, extortion, intimidation and looting besides having camps in some neighbouring countries for "sanctuary, training and clandestine procurement of arms and ammunition."

According to official sources, Chief Minister Arjun Munda reportedly figures in the hit list along with former Chief Minister Babulal Marandi. Several other senior police officials are also believed to be on the same list. The Giridih district police was the first to learn about the existence of such squad. "The suicide squad will try and mingle with people in public meetings and try to eliminate politicians. This is the first time that erstwhile Maoist Communist Center (MCC) has formed such a squad. Speaking in Hyderabad on December 30, the outgoing Director General of Police, S.R. Sukumara, stated that the peace process initiated by the Congress Government after it assumed office in May has resulted in a steep decline in the left-wing extremist (also known as Naxalite) violence in Andhra Pradesh. The violence went down by 80 to 90 per cent, he added. According to statistics released by Sukumara, Naxalites killed 66 persons, including seven police personnel, in encounters and other attacks, up to May 14 and only four afterwards. There were no casualties among both policemen and extremists although there were five encounters during the peace period. There were 57 encounters prior to May 14 in which 45 extremists were killed. Overall, the Naxalite violence receded by 14.4 per cent in the year 2004 with 790 offences reported as against 923 in the previous year. Sukumara, however, maintained that there was no change in the attitude of the Communist Party of India-Maoist (CPI-Maoist) and Communist Party of India-Marxist Leninist (CPI-ML) Janasakthi groups.
