According to Nagaland Post, four militants were killed in internecine clashes between cadres of the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) and the rival Khaplang faction (NSCN-K) at Inbung and Ahthibung in the Peren district and Zungti village in the Zunheboto district. NSCN-K sources said that its cadres attacked a camp of the IM faction at Inbung killing three of their cadres. One NSCN-K cadre was injured in the incident. An NSCN-IM leader confirmed the attack. Separately, NSCN-IM militants attacked a NSCN-K camp at Athibung. No casualty was reported in the incident. Further, a NSCN-K militant was killed at Zungti village during a clash with NSCN-IM cadres. NSCN-IM sources said that an M-21 rifle was recovered by its cadres from the incident site.

According to Times of India, four cadres of the Communist Party of India-Maoist (CPI-Maoist) were killed and several others injured during an encounter with the Central Reserve Police Force (CRPF) personnel on December 2. The encounter occurred in the Cherpal forest area of Dantewada district. O. P. Rathor, Director General of Chhattisgarh Police, said, “The rebels had planned to attack the Cherpal police station but luckily the CRPF were able to repulse the attack.” Police sources further said that many Maoists received multiple bullet wounds but they escaped deep inside the forest.

Speaking at the Kangla Fort ground Manipur capital Imphal, Prime Minister said, “It is the duty of the Centre to protect the people of the state and respect their sentiments.” The announcement comes two days before the next round of talks with the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) leadership in Amsterdam. Speaking on the controversial Armed Forces (Special Powers) Act (AFSPA), Prime Minister said that the Centre was working on amending the Act, reports The Hindu. He said, “I had given an assurance earlier that we will try to redress legitimate grievances on the AFSPA. A Committee had been set up to review its provisions and it has done its job. I believe that we need to consider some amendments to the Act by modifying existing provisions or inserting new provisions, whereby it could be made more humane giving due regard to the protection of basic human and civil rights ... The Home Ministry is working on this matter just as I had promised. Once these amendments are in place, I am hopeful that many of your grievances would be effectively addressed."

Giving details to the media on December 6, Superintendent of Police, M.S. Ravindra, said the dumps were unearthed during the combing operations by police in the Palyam forest area in Mudigubba mandal (administrative division), near Payakati cheruvu in Nallamada mandal and Batrepalli forest area in Kadiri mandal. Landmines and claymore mines were found on the Mudigubba-Bukkapatnam road, in Puttaparthi mandal and near Bilvampalli village mandal. The recovery comprised 14 rockets, 7 rocket launcher stands, 71 hand grenades, 26 firearms (one SLR, five .303 rifles, three 410 muskets, one .8mm rifle, three DBBL guns, five SBBL guns, three revolvers, five tapanchas (locally made pistols) and a large number of cartridges and bullets), 19 claymore mines, 12 land mines, 7 tin bombs and 4 boosters. Besides, there were a remote control which could blast four cars at a time, two walkie-talkies, 280 gelatin sticks, 1,175 electric detonators, 600 non-electric detonators, five tins of blasting powder, 12 camera flashes and revolutionary literature. The modus operandi is recruitment of Indian youths by the LeT and Bangladesh-based Harkat-ul-Jihad-al-Islami (HUJI-BD) for training in Pakistan and Pakistan occupied Kashmir (PoK) and then sending them back to India for sabotage and subversive activities, Times of India reported. "These outfits are well organised, interlinked and have the latest hardware and communication equipment," according to the paper. Investigations into recent terrorist attacks, including the 7/11 Mumbai blasts, Varanasi serial blasts in March 2006 and the attack on the Indian Institute of Science in Bangalore in December 2005 have indicated increased use of Bangladeshi territory by Inter-Services Intelligence (ISI)-backed terrorist groups and the growing terror networking of Bangladeshi fundamentalist groups with the LeT and JeM. According to intelligence sources, in all these attacks, suspected terrorists had infiltrated from across the India-Bangladesh border. The current strategy of these groups, according to the paper, is to maintain continuous flow of finances to sustain terrorist networks, target vital installations and economic infrastructure, recruit and train local modules and attack soft targets like market places, public transport system, places of worship and congregations. Their strategy also includes provoking communal tensions to create a wedge between communities and supplying hardware through land and sea routes. The Home Ministry indicated that the terrorist infrastructure in Pakistan and PoK is yet to be dismantled and it is being used by Pakistan-based and ISI-sponsored outfits like the JeM, LeT, Al-Badr and Hizb-ul-Mujahideen (HM).

The Additional District Magistrate of Aizawl, K. L. Liana, while settling a case between the State Government and R. Lalzirliana, a serving legislator of the Congress party, passed the judgment on December 4. The judgment said evaluating the statements of witnesses of both the litigator and the respondent, it was the court’s opinion that ransom had indeed been paid for the release of kidnapped persons to the Hmar militants. Lalzirliana had alleged that the State Government had paid huge amounts of ransom for the release of NEEPCO workers, who had been abducted by members of the Hmar People’s Conference in 2002. Following the allegation, Mizo National Front party leader and a minister, R. Tlanghmingthanga, had filed a defamation case on behalf of the Mizoram Government. According to Lalzirliana’s counsel, the State Government had paid a ransom of INR 60 lakh to militants on three occasions through a local man identified as one Saikapa.

The designated Terrorist and Disruptive Activities (Prevention) Act (TADA) court on December 4 held guilty six aides of prime conspirator Tiger Memon (who is still at large) for hurling hand grenades at a fishermen's colony, killing three persons and injuring six on March 12, 1993, reports Times of India. The guilty were identified as Bashir Ahmed Usman Ghani Khairullah, Zakir Hussain Noor Mohammed Shaikh, Abdul Khan, Feroze Amani Malik, Moin Querishi and Salim Rahim Shaikh. They were also found guilty under Section 3 (3) of TADA for aiding and abetting terrorist act, going to Pakistan for arms training and attending conspiracy meeting. With the conviction of these six accused, the total number of those held guilty so far has risen to 100. Twenty-three persons were acquitted by the court. With this, the first phase of verdict, involving conviction or acquittal of the accused concluded. The second phase of verdict which involves arguments by the Central Bureau of Investigation and defence lawyers on the quantum of sentence would begin on December 11 and is expected to last a few days. In the third phase, designated judge P. D. Kode would award the quantum of sentence to each of the convicted.

A Pakistani intruder was shot dead when he entered the Indian territory with a consignment of heroin worth INR 10 crore and ignored the warnings given by Border Security Force (BSF) to surrender, a BSF officer said on December 5, according to Press Trust of India. The incident occurred at Ferozepur sector of the India-Pakistan border of Punjab region. The BSF officer stated that ten kilograms of high quality heroin worth INR 10 crore in the international market was seized from his possession. The consignment of narcotics was reportedly brought from Pakistan. The BSF disclosed that in the current year, 51 intruders, who entered Indian territory from Pakistan, were arrested when they ignored the warning to surrender on reaching India. Out of the 51, there were 45 Pakistan nationals, four Bangladeshi and one Afghani. BSF also arrested 71 persons trying to cross the border from Indian side to Pakistan. Out of these 71, there were 24 Bangladeshis, two Myanmarese, 44 Indians and one Nepali. BSF also killed 10 Pakistan nationals when they ignored warning to surrender on reaching Indian territory in 2006. On the other side, five Indians were killed when they tried to cross over to Pakistan. The BSF officer added that INR 67 crore worth of narcotic drugs, including heroin and opium, and arms and ammunition, coming from Pakistan, has been seized.

Union Home Minister Shivraj Patil told Lok Sabha (Lower House of Parliament) on December 5 that Naxalites were now planning to target important installations in major cities of India. Speaking during the Question Hour, Patil said the intelligence information has been shared with the States. "Like forests provide safe hideouts to Naxalites in tribal areas, the cities also provide them cover. Taking advantage of this, they plan to target major installations in cities," he informed. The Centre has asked State governments to collect actionable information on the Naxalite movement and work in a coordinated manner with neighbouring States, he said, while assuring all possible help to combat the problem. Patil also said "We have to deal with the situation in a humane manner but should not be 'timid' towards Naxalites. We have to earn people's confidence through social sector schemes." Patil added that the Centre was in constant touch with States affected by Naxalite violence and 37 battalions have been deployed there. The Home Minister said special security and intelligence structures were being streamlined to effectively deal with the Naxalite problem. He, however, rejected a suggestion that the Government should talk to ultras as the Nepal government had done in that country. He said one kind of strategy would not necessarily work for another country.

On December 8, Judge Ravinder Kaur, convicting Ahmed Tarif Hussain and Tazeem Ahmed alias Kaka under various provisions of POTA (Prevention of Terrorism Act) and Explosives Act, also imposed a fine of INR 80,000 each on them. The court reportedly took note of the fact that their arrest led the police to a place near the Lotus Temple in Delhi where two Pakistani militants, Hafiz Rashid and Ali Bahadur, were killed in a shootout. The two men had been arrested with two AK-56 rifles, 120 cartridges, six hand grenades, two detonators, 4.3 kilograms of RDX and INR 15 lakh cash on December 7, 2003, from the Khanpur area of South Delhi.

The Assistant Sub-Inspector Abdul Hamid and India Reserve Battalion constables Thaneswar Nath, S. Daimari and Rontu Gogoi were among the victims of the blast. The police team was returning from Murchand Bag tea estate after escorting employees who had gone to the Tengakhat branch of the UCO Bank to draw cash for payment of wages. The ULFA has claimed responsibility for the blast and said that the explosion was executed to avenge the killing of three of its members, including middle-rank leader Charan Majhi, by the police on November 3. A caller identifying himself as a senior leader of the outfit’s 28th battalion said the police would have to pay for targeting ULFA cadres with the help of surrendered militants. He warned of more such attacks on the police. The ULFA had issued a similar threat through its publication Freedom soon after Majhi’s death during a police encounter at his hideout near Moran.

Netam said that the home department received an intelligence report indicating the plan of Maoists to target cities and prisons in order to create panic in the state. According to Hindustan Times, a group of 50 armed Maoists stopped the train using a signal light and a red flag and then tried to detonate a dynamite to destroy the engine. However, as the dynamite failed to explode, they doused the engine with kerosene and set it afire. One side of the engine was totally damaged. The Maoists also have pasted posters near the railway crossing and announced a bandh (general strike) in Gondia and Gadchiroli districts of Maharashtra and Balaghat district of Madhya Pradesh on December 15 in protest against alleged police excesses in the region.

Keeping with the security establishment’s assessment of the country facing high-level threats from a slew of terrorist outfits, the Union Government is finalizing a counter-terrorism doctrine, reports Times of India. The policy framework of the counter-terror doctrine (CTD) has been prepared by the Intelligence Bureau (IB) after detailed consultations with police chiefs of various States. The CTD reportedly argues that terrorist groups must be ready to provide credible proof of halting violence for meaningful negotiations. The doctrine pitches for a clear-cut policy, ruling out negotiating release of terrorists in situations like a hijack, apart from being aimed at persuading hostage-takers to surrender or creating a time cushion for action by anti-terror squads. The CTD says that in the event of a hijack, negotiations are only to be used as a strategy to gain time and not to concede terrorists’ demands. It further says, "Sufficient number of trained persons should be available in each state and Central paramilitary forces (CPMFs) to deal with situations of hostage-taking/hijacking.” The CTD will go to the Cabinet Committee on Security for approval this week. Chiefs of all security agencies have reportedly been asked to submit their final views by then.

Assam Forest and Environment Minister Rockybul Hussain, while responding to the issue raised in the State Legislative Assembly on December 11, also informed that the civilians killed include 57 persons who were killed in explosions triggered by militants. The Minister informed that altogether 1214 persons, including 1031 civilians, 121 personnel belonging to Assam Police, Central Reserve Police Force (CRPF) and other para-military forces and 62 Army personnel, were killed by various militant outfits since Gogoi became Chief Minister in May 2001. The Hindu reports that four quintals of gelatine sticks, six loaded claymore mines, eight empty claymore mines, two hand grenades, 100 electrical detonators and wires, 33 live SLR rounds and 19 live .303 rifle rounds were hidden in drums at three places in the forest. Literature and some currency notes were also recovered. Ibrahimpatnam Inspector of Police, K. Kistaiah, said that a mobile phone and dragon light which were snatched from the two police constables who were patrolling the area at Chittapur a fortnight ago were also recovered from the spot. Police sources further said that the dump could belong to the Rachakonda squad of the CPI-Maoist.

Quoting intelligence sources in New Delhi, the report said that Dawood, who is the prime accused in the 1993 Mumbai blasts, suffered the attack a couple of weeks ago and was taken to an Islamabad hospital. No further details of the incident were available. The second militant, however, shot dead the girl before escaping from the incident site. Inspector General of Police (Jammu), Shesh Pal Vaid, said a Pakistani militant, Ishtiyaq of the Al Badr outfit, was killed by the villagers at Chandiyal on December 15-night. This was a clear indication that people were coming forwards boldly against the militants, he said. Official reports said two militants entered the house of Mohammed Misri and kidnapped his young daughter Gulshan Bano. Subsequently, a number of people chased the duo and intercepted them nearly half a kilometer from the house of Misri, and hacked to death one of them. His associate, while fleeing, fired upon Gulshan Bano killing her on spot. Villagers also snatched one AK-56 rifle, one pistol, a radio set and ammunition from the slain militant.

The Hindu reports that during a combing operation the police party first found a .303 rifle wrapped in a plastic sheet along with 35 rounds of ammunition. It led to a further search that resulted in the recovery of five stainless steel cans of explosives each weighing 20 kilograms and another three cans weighing 10 kilograms each along with two claymore mines stashed inside a dense cover of bush and trees. This was the second such dump found in the Bollapalli area in the past three months.

On December 16, the Chhattisgarh Chief Minister Raman Singh, in an interview with the IANS, said that he is open to peace talks with Maoists if they shun violence. Singh said, "Leftist insurgency is an inter-state problem as the militants have terror network in 13 states and peace talks by any single state will not solve the problem. But Chhattisgarh will not mind holding discussion with the rebels if they express keen interest to bring peace and return to democracy." The Chief Minister, however, added, "It's solely the responsibility of the Indian government to engage in peace dialogue with the Maoists rather than individual states getting involved." He further said, "I always prefer dialogue but it is necessary that rebels too should come to the discussion table with a lust for peace." Speaking on the vigilante programme Salwa Judum, he noted, "Salwa Judum is on the right track and the movement has cornered the Maoists in some 40,000 sq km of hilly terrain of Bastar region. The police claimed to have recovered two kilograms of RDX, a hand grenade and two detonators from the arrested persons, who were allegedly planning to carry out bomb blasts at crowded market places in Delhi. The Joint Commissioner of Delhi Police (Special Cell), Karnal Singh, informed that this is the first time that the LeT has been found to have links in Manipur. He also said that a lead into the activities of the module was provided by two Bangladeshi nationals, who were arrested in the Capital in October 2004 with plastic explosives. During interrogation, one of the three arrested militants, Salman Khurshid Kori, said that he was sent to Pakistan occupied Kashmir for training in 2001 and had recruited few persons for the purpose. Sources said, a group of four or five youths swooped over the Bakulacocha check-post, close to the NH-33 in Chandil. The attackers carrying shovels and spade thrashed the forest guards and snatched about INR 4,000 from their possession. Another group of six or seven youths attacked the Pinderbera forest guesthouse atop Dalma hill. Maoists set a mini-truck, a generator set and beds on fire with diesel taken out from the mini-truck. Besides, the looting of cash, the rebels had snatched four walkie-talkies and as many cell phones from the guards. The insurgents left posters with the CPI-Maoist tag-carrying message denouncing the administration for depriving tribals from the forest and warned against the displacement due to industrialisation. The superintendent of police, Laxman Prasad Singh, said, “We are planning to carry out a combing operation on the hills, spread across 198 sq km,” he said, adding that the situation would “not be allowed to be deteriorated further”.

Among the three killed in the gunfight in the Wangetura forest area of the Gadchiroli tribal district was a ‘deputy commandant’ of the Maoist’s Platoon Dalam, Shamru Samru alias Chaitu, and two of his trusted lieutenants. According to reports, three teams of the 360 Commands Force of the Gadchiroli Police, joined by a team each of Chhattisgarh Police and the Central Reserve Police Force (CRPF) struck at the ongoing training camp, killing the three insurgents. Later, Maoists triggered a claymore landmine blast triggered and managed to escape. They also opened fire on Police personnel while fleeing, injuring four of them. Subsequently, Police found half a dozen abandoned tents, three boxes of explosives and a generator besides a Television set at the campsite. The encounter was the 19th this year in which 20 Maoists were killed as well as three Police officials lost their life as against 20 casualties suffered by the Police in 2005, report added.

Assam Government confirmed, on December 25, that three ULFA militants, Samiran Baruah, Numal Chetia and Bonti Gogoi, who were arrested in Sivasagar district on December 23, gave Dibrugarh police a list of the names and addresses of the ULFA militants operating in the capital city. “We believe there are at least 20 militants of the 28 Battalion in the capital city. We have forwarded certain names along with descriptions and possible hideouts to our counterparts in Guwahati. We have also sent a list of Ulfa cadre and conduits,” a member of the investigation team said. The arrested militants confessed that cadres of the ‘28th battalion’ infiltrate into Guwahati whenever security forces launch a major counter-insurgency operation in upper Assam. “The 28 Battalion operates in the seven districts of Upper Assam but its members are known to move in and out of Guwahati, depending on the situation. Women militants often stay in private hostels for girls and working women,” a source quoted confession of one militant. According to the confession of the militants, ULFA is using “sleepers” — people without criminal records — in its extortion drive. Their task is to issue extortion notices, collect the ransom and hand it over to ULFA cadres based outside the city for a small commission.

Mayurbhanj Superintendent of Police, Ravi Kant, said the insurgents fired first at the force, which retaliated, injuring at least two Maoists and subsequently recovered a container of explosives, kit bags containing Maoist literatures in Hindi and Bengali, VHF wireless mode equipment and magnetic compass from the incident site. The police arrested the three occupants of the car on suspicion of having links with Naxalite organisations. Commissioner of Police, Shiv Pratap Singh Yadav, said that the Police found six weapons, 20 magazines and over 4,800 rounds of ammunition of various kinds that had been concealed in the door cavities. These include one carbine machine-gun, two bolt action rifles and three bolt action rifles of .315 bore, 15 magazines of AK-47 rifles and 5 magazines of carbine machine-guns. The ammunition found was 1,500 rounds of 9 mm, 580 rounds of 7.62 bore SLR, 600 of .31 carbine, 480 of .30 carbine, 950 of PMC, 500 of .315 bore rifle and 200 rounds of 5.56 rifle. He added, "There are definite indications that the arrested have links with naxalite groups and that the consignment was meant for such groups."

Expressing satisfaction over the decline in Maoist activity, Duggal said focus on development would go a long way in containing the problem. Addressing the media at the end of a two-day coordination meeting of the 13 Maoist-affected States in Orissa, he said the Government's approach was to bring the Left wing extremists back into the social mainstream. However, firm action would be taken if they attacked Police personnel or innocent people. Duggal said the menace was now limited to Bihar, Jharkhand, Orissa, Chhattisgarh, Andhra Pradesh, eastern Maharashtra and West Bengal. While a total of 510 police stations faced naxal problems in 2005, the number had decreased to 372 this year. He urged the affected States to adopt a surrender policy for Maoists on the lines of the one in Andhra Pradesh.

A cache of arms and explosives, including one 7.65 mm Italian automatic pistol, two local-muzzle loaded rifles, one magazine, two rounds of cartridges, two fired cases, along with a radio set, a sony MP4 recorder, and a mobile phone, was recovered from the incident site. The arrested ULFA cadres confessed during interrogation that they were planning to target security forces on the eve of New Year in Lohit as well as in the Tinsukia district of Assam.
