On December 1, a Liberation Tribal Tiger (LTT) militant identified as Khuptinthang Khongsai was arrested from Pangei bazar in Imphal East District of Manipur, reports E Pao. One 9 mm pistol along with a magazine loaded with 7 live rounds was recovered the arrested militant. Elsewhere in the District, a gang member involved in extortion activities was arrested from Yaingangpokpi bazar along with a .32 pistol along with a magazine loaded with two live rounds. The extortionist was identified as Phungreiso Masangva.

A massive search operation was launched in the Ajnala sector near the Kot Rajada border outpost (BoP) in Amritsar District of Punjab on December 1 after an unmanned aerial vehicle (drone) was reportedly sighted in the area, reports The Tribune. The alert troops of the 73 Battalion of the Border Security Force (BSF) patrolling near the International Border (IB) fired indiscriminately in the air after they heard the sound of movement of drones at 1 am. A special National Investigation Agency (NIA) court of Mumbai (Maharashtra), conducting trial in the 2008 Malegaon blast case on December 1, directed all the seven accused, including BJP Member of Parliament (MP), Pragya Singh Thakur and Lieutenant Colonel Prasad Purohit, to appear before it on December 3, 2020, reports NDTV. The court's direction came on a plea of one of the victim's family, seeking day-to-day trial in the case, which is being probed by the NIA. Judge PR Sitre asked all the accused to remain present in the court on December 2. The court had framed terror charges against Purohit, Pragya Singh Thakur and five other accused in October 2018.

A statement issued by the BSF said, “The Pakistan army resorted to unprovoked ceasefire violation in Rajouri sector on the LoC again, in which BSF Sub-Inspector Paotinsat Guite who was deployed at Forward Defence Location attained martyrdom while displaying conspicuous act of bravery in not only retaliating to the enemy fire but also saved many of his colleagues’ lives.”

If Pakistan changes its current "culture of hatred" against religions in India and stops its support to cross-border terrorism, a genuine culture of peace in South Asia and beyond could be attempted, India has told the United Nations (UN) on December 2, reports telegraphindia.com. Addressing the UN General Assembly session on 'Culture of Peace', First Secretary in India's Permanent Mission to the UN Ashish Sharma said that in today's world, intolerance, hatred, violence and terrorism have almost become the norm. "There can be no doubt that terrorism, which is a manifestation of intolerance and violence, is the antithesis of all religions and cultures…If Pakistan changes its current culture of hatred against religions in India and stops its support of cross-border terrorism against our people, we can attempt a genuine culture of peace in South Asia and beyond," Sharma said.

Two civilians were injured after Maoists blew up a Sports Utility Vehicle (SUV) using an Improvised Explosive Device (IED) near Rajpenta village in Bijapur District of Chhattisgarh on December 1, reports Hindustan Times.“Two people, Mohammed Iqbal Ansari, the vehicle’s owner, and a motor mechanic Balram Pradhan were heading towards Tarrem village in a Tata Sumo, when Maoists triggered an IED and blew up the vehicle. The blast was a very powerful one due to which the vehicle was badly damaged,” said the Inspector General of Police (IG) Bastar, Sunderaj Patilingam.

The agency filed the charge-sheet against “narco-terrorist” Dharminder Singh aka Dhana (32) under various sections of Indian Penal Code (IPC), and Narcotic Drugs and Psychotropic Substances (NDPS) Act, 1985. “The accused used to receive Heroin smuggled from Pakistan from accused Jajbir Singh Samra and further distribute/sell it to local traffickers. The proceeds so generated used to be deposited with Jajbir Singh for further strengthening the activities of KLF,” NIA said in a release. Earlier, a charge-sheet was filed on May 29 against ten accused persons namely – Jajbir Singh Samra, Harpreet Singh, Varinder Singh Chahal, Nirmal Singh aka Neeldhari, Satpal Singh, Hiralal, Harjit Singh aka Bagga, Jasmeet Singh Hakimzada, Harmeet Singh and Jasbir Singh aka Shera in the Special NIA Court, Mohali, Punjab. Over 5,000 villagers staged a protest at Dhaudai village of Abujhmad in Narayanpur District of Chhattisgarh on December 5, against the arrest of six suspected Communist Party of India-Maoist (CPI-Maoist) cadres, reports The Times of India. According to Narayanpur Superintendent of Police (SP) Mohit Garg, six Maoists were arrested from Kademeta village in Dantewada District for their involvement in planting Improvised Explosive Devices (IEDs) on under-construction Palli-Barsoor road to target Security Forces (SFs) on November 12 and 23. They are suspected of planting 19 IEDs, 15 of which were recovered by Police. The remaining four were safely detonated. Refuting the SP’s statement, the villagers claim that the arrestees are innocent farmers and demanded their release.

The music videos are suspected to have been shot in Sukma District of Chhattisgarh and circulated across Central India.In one of the videos, the Maoists have made a short musical documentary on the life and achievements of Ravula Srinivas alias Kunta alias Ramanna, who was one of the most prominent rebels of Chhattisgarh. Earlier, SATP had reported that two unidentified militants were killed in an encounter with Security Forces (SFs) that broke out at Tikken area in Pulwama District on December 9. Inspector General of Police (IGP), Vijay Kumar, said that after initial exchange of fire, when it was found that the trapped militants are locals, they were repeatedly asked to surrender by the SFs, however, they turned down repeated surrender offers and fired upon the SFs, who retaliated and in the ensuing gunfight three militants were killed. IGP, Kumar, identified the three militants as Mehraj-ud Din Lone son of Bashir Ahmad Lone, resident of Arigam, Pulwama, Umar Ali son of Ali Muhammad Mir resident of Dadsara Awantipora and Owais Farooq son of Farooq Ahmad Allaie, resident of Kadlabal, Chersoo Awantipora, all affiliated to Al-Badr outfit. The peace process in Afghanistan must preserve the achievements of the past two decades, Indian Prime Minister Narendra Modi said while participating in a virtual summit with Uzbekistan President Shavkat Mirziyoyev. “We agree that the restoration of peace in Afghanistan requires a process that is led, owned and controlled by Afghanistan itself,” Modi said. India and Uzbekistan have “similar concerns about extremism, fundamentalism and separatism” and both sides stand together against terrorism, he added in his opening remarks. A joint statement issued after the summit said the two leaders believe peace and stability in Afghanistan is of “great importance to the security and stability of the entire region”. The two sides called for settling the Afghan conflict through an “Afghan-led, Afghan-owned and Afghan-controlled peace process”, and expressed unanimous support for a “united, sovereign and democratic” Afghanistan. A special Prevention of Money Laundering Act (PMLA) court in Mumbai has issued notices to three family members of Dawood Ibrahim’s associate late Iqbal Mirchi under the fugitive economic offenders law, the Enforcement Directorate said on December 17, reports outlookindia.com. The notice has been issued against Junaid Iqbal Memon, Asif Iqbal Memon (sons of Mirchi) and Hajra Memon (wife) under section 10(4) of the Fugitive Economic Offenders (FEO) Act of 2018, the central agency said in a statement. The Enforcement Directorate (ED) had moved the court early this month (December 3) to get the three family members of Mirchi declared as violators of this law. The Mumbai court, said, "also directed to issue the notices to the interested parties and fixed the date of appearance of the accused persons till February 16 next year and adjourned the matter". Terry Milewski, one of Canada's veteran journalists, who authored the report reveals how Pakistan launched the ‘Khalistan’ insurgency using Indian Sikhs in Indian Punjab to avenge its own defeat in the Indo-Pak 1971 war. Interestingly, the report points out how Pakistan viewed the ‘Khalistan’ project as a strategic buffer and how an independent ‘Khalistan’ would end India's land access to Kashmir to the north, another key interest of the Pakistan Army since 1947. However, a group of 10-15 armed rebels arrived at the construction site and hacked him to death for defying their order. The National Investigation Agency (NIA) on December 18, 2020, filed a chargesheet against 10 accused persons including designated terrorist Gurpatwant Singh Pannun of the banned secessionist organization - Sikhs for Justice (SFJ)before the NIA Special Court at Mohali in Sahibzada Ajit Singh Nagar District of Punjab, according to the press release by NIA. Originally registered by Punjab Police at Sultanwind Police Station, Amritsar (City) on October 19, 2018, the case was subsequently re-registered by NIA on April 5, 2020. The case relates to series of acts of violence including acts of arson in Punjab during the year 2017-18, carrying out of propaganda activities both online and on ground campaigns in support of SFJ and ‘Referendum 2020’. Rajesh Sharma, Deputy Inspector General of Police (DIG), BSF, said the troopers on hearing the buzzing sound of a drone in the late night of December 19 near Chakri outpost, fired multiple shots towards the source. The Police authorities were alerted and a joint search operation was initiated leading to the recovery of the grenades on the following day. The 11 grenades of Arges-type HG-84 were placed in a neatly packed wooden box. The drone, however, was not recovered and it is suspected that it managed to fly back to Pakistan after dropping the payload.

A team of the SOG (Special Operations Group) and DVF (District Voluntary Force) troopers had conducted a raid after getting information about the presence of some Maoists in a camp in the dense forest. The Maoists opened fire after spotting the SFs thereby prompting the troopers to retaliate with gunshots. While eight to 10 Maoists escaped from the spot, SFs managed to arrest one of them and recovered two country-made weapons, 1 radio, medicines and other articles from the incident spot.

Singh said that Qazmi was sentenced following his conviction in various offences, including section 307 (attempt to murder) of the Indian Penal Code (IPC), sections 16, 18 and 23 of the anti-terror law Unlawful Activities (Prevention) Act (UAPA) and sections 3, 4 and 5 of the Explosive Substances Act. Singh said Qazmi was sentenced to life term under sections 3 and 4 of the Explosive Substances Act, 1908, pertaining to the offence of causing or trying to cause an explosion, endangering life and property. Following his conviction under section 5 of the Explosive Substances Act for being in unauthorised possession of an explosive substance, he was sentenced to ten years in jail, said Singh.

The National Investigation Agency (NIA) on December 22, conducted searches at seven locations in Districts of Thrissur and Kozhikode in Kerala in connection with its probe into activities of Syria-based terror outfit Jund Al-Aqsa, aka Jabhat Al Nusra, in India, reports Indian Express. “The houses searched are of Mohammed Faaz, Mohammed Ihthisham, Abdul Sameeh, Rayees Rehiman, Nabeel Mohammed, Mohamed Shaheen and Mohammed Ameer,” the NIA said in a statement. During searches, nine mobile phones, 15 SIM cards, one iPad, six laptops, three memory cards and various documents have been seized, the agency stated.The NIA had registered the case in 2019 by taking suo motu cognizance of activities of six people who were alleged to be associated with the group while working in Qatar in 2013. The six had been identified as Hashir Mohammed from Ernakulam; Sidhikul Akbar from Malappuram; Muhammed Irfan from Kannur; Thaha Mohammed from Shimoga in Karnataka; Sultan Abdullah from Kozhikode; and Fayez Farooq from Thrissur. According to the agency, while they were in Qatar the accused “had conspired from 2013 onwards, conducted preparations or travelled to Syria and joined the proscribed terrorist organizations Jund AL Aqsa or Jabhat AL Nusrah”.

According to NIA officials, Nijjar of Pandori Sukha Singh village in Ajnala Tehsil (revenue unit) of Amritsar District in Punjab, was wanted in a case registered on January 10, 2019, against Harpal Singh, another Khalistani terrorist, under various sections of the Arms Act, Maharashtra Police Act and the Unlawful Activities (Prevention) Act. The investigation later revealed that Nijjar was the main conspirator in the case. “Accused Nijjar, Harpal Singh and Moin Khan were active on social media platforms and had hatched a criminal conspiracy to revive Sikh militancy for the formation of a separate state of Khalistan,” a senior NIA official said adding that the trio used to post videos and images praising militant Jagtar Singh Hawara (a convict in Beant Singh assassination case). The Chhattisgarh Government on December 23 said 216 Naxals[Left Wing Extremists, LWEs] have been killed in encounters with Security Forces (SFs) while 966 rebels have surrendered in the State since 2018, reports Outlook.In a written reply to a question, State Home Minister Tamradhwaj Sahu informed the Assembly, “216 Naxals were killed and 966 surrendered from 2018-19 till November 30 this year.” During this period, the highest number of Naxal deaths were reported in Sukma District (82), followed by Bijapur (46), Dantewada (30), Rajnandgaon (17), Narayanpur (16), Bastar (7), Dhamtari (7), Kanker (6), Kabirdham (3) and one each in Gariabandh and Kondagaon Districts. Of the 966 cadres who surrendered, 333 laid down their arms in Sukma, 300 in Dantewada, 164 in Narayanpur, 77 in Bijapur, 46 in Kondagaon, 36 in Bastar, 7 in Rajnandgaon and 3 in Kanker.

Acting on inputs about the presence of senior cadres of Darbha division committee of Maoists, SFs had launched a major offensive in the forests of Gogunda, Bedma, Nagaram, Pujaripara, Gumodi and Kakadi on December 23. The DRG trooper was injured in an Improvised Explosive Device (IED) explosion triggered by the Maoists while a patrolling team was advancing after the gun-battle at Kakadi village of Dantewada District on December 24. “Personnel belonging to DRG, Central Reserve Police Force (CRPF), its elite CoBRA (Commando Battalion for Resolute Action) unit were involved in the action that concluded on December 25. During the 72-hour long operation, security forces engaged in gunfights with ultras in Gogunda (Sukma) and Kakadi (Dantewada) on December 24 and 25”, said Inspector General of Police (Bastar range) Sundarraj P. adding that “on both the occasions, ultras escaped from their camps. Accordingly, the government has designated IB's Multi-Agency Centre (MAC) as the nodal point for sharing intelligence inputs with Bangladesh and Myanmar. This was disclosed in a report of the Parliamentary Standing Committee on Home Affairs on the 'Demands for Grants' of the Union Ministry of Home Affairs (UMHA) placed in the Parliament on December 21."In this capacity, inputs on terrorism are regularly shared with the counterparts in these countries," the report stated. The IB is currently headed by 1984-batch IPS Officer Arvind Kumar. Generally, India's external intelligence agency, the Research and Analysis Wing (R&AW), deals with intelligence affairs in foreign nations. Senior Superintendent of Police (SSP), Poonch, Ramesh Angral, told that the arrested militants were planning to carry out a grenade attack on a religious place at Ari in Mendhar at the behest of their Pakistani handler to disturb peace and communal amity in the District.The ploy was revealed after Special Operations Group (SOG) of the local Police along with troops of the 49 Rashtriya Rifles (RR) detained two brothers — Mustafa Iqbal Khan and Murtaza Iqbal of Galhuta village —near Basooni in Mendhar sector. Their interrogation was conducted at the 49 RR Battalion headquarters, Basooni, and it was found that Mustafa had received a call from a Pakistani number and was directed to execute the grenade attack.“On being questioned further, he admitted to have been tasked with throwing a grenade at a temple in Ari village. A video on how to use a grenade was also found in his phone,” Angral said, adding WhatsApp calls have been detected in mobile telephones of the militants in which their Pakistan based handler is asking them to target temples in Poonch district. They had selected Ari temple for the first attack.The SSP said it came to light that Mustafa was involved in militant activities, and on his confession two of his associates — Mohammad Yaseen and Rayees Ahmad of Dabbi village of Balakote near the Line of Control (LoC) — were also arrested.The three were arrested later, while Murtaza Iqbal is still in custody and is being questioned.Sources said father of one of the militants was working as a private contractor and was engaged in the construction of bunkers for people ahead of fencing. It is suspected that he might have brought grenades from the LoC for the militants. “Vital clues have been obtained during questioning of the trio and searches were conducted in the house of Mustafa from where six grenades, some balloons with Pakistani marking and a few posters of hitherto unknown J&K Ghaznavi Force were recovered,” sources said.They added that the arrested persons were in regular contact with their handlers in Pakistan who were instructing them to carry out terror strikes.

Also, the comprehensive crime statistics released by the National Crime Records Bureau (NCRB) suggest that the State continues as the hardest-hit by violence and crime unleashed by Maoists. The State, although saw a consistent decline in areas cited as the stronghold of the Maoists,it still remains as the worst-hit as over half of the Maoist violence in the country have been reported in Bastar zone alonewhich emerges as the common address of the top CPI-Maoist leaders and their cadres. Further, as per the report, in 2020, the Security Forces (SFs) lost 36 personnel in the gunfight with theMaoists. The rebels triggered 46 Improvised Explosive Devices (IEDs) in 2020 while the forces detected 270 planted IEDs in Bastar zone and defused them.

After detecting a suspicious movement near the fencing in the Abohar Sector, the troops promptly fired at the infiltrators who managed to run back to Pakistan by taking advantage of poor visibility due to dense fog. The Andhra Odisha Border Special Zonal Committee (AOBSZC) of the Communist Party of India-Maoist (CPI-Maoist) extended its support to the agitating farmers in the country in protest against the agricultural Acts recently passed by the central government, reports Times of India on January 1, 2021. The Maoists released a letter bearing the name of its AOBSZC secretary – Ganesh, which alleged that Indian economy is facing severe agricultural sector crisis that has never occurred in the country. Ganesh accused that the green revolution concept and also globalisation policies by the governments in the past seven decades have not given any security to the farmers in the country. The Maoist leader further alleged that the agricultural Acts introduced by the government is pushing the farmers towards contract farming, which could be a major threat for the farming sector in the country as corporate bigwigs only get benefits. “Suicides are not the solution for the farming issues. Loan waivers, Minimum support price (MSP) and implementation of Swaminathan Commission recommendations also would not give permanent solution for the farmers problems,” AOBSZC secretary Ganesh said adding that the farmers should fight against the government for a new revolutionary system which could get them benefits.
