State Home Secretary KS Atoria, while speaking to the media in Lucknow on February 1, said that the police raided at least 61 illegal firearms factories and material used for manufacturing arms were seized on January 31. This brings the total number of illicit arms factories to 3863 against which action had been taken since December 26, 2001, he said adding that the action is being taken as preventive measures to ensure peaceful election to the State Legislative Assembly. On January 31, police also seized 108 unlicensed arms, bringing the total to 6092 during the period under review. Besides 506 kg explosives and 459 cartridges were also seized, said State Home Secretary.

The Assam Police have sent a 33-member team from its commando battalion for a four-month long training with the elite National Security Guard (NSG) popularly known as the ‘Black Cats’ at its centre located at Delhi for advance training in counter-insurgency operations. At present the State Police has 18 platoons of commando personnel. The Inspector General of Assam Police (Training and Armed Police), Mr B.P. Rao said that the Assam Police has also requested the Indo-Tibetan Border Police (ITBP) to provide special training to the personnel of Assam Police at regular intervals at its training centre in Dehradun.

West Bengal Chief Minister Buddhadeb Bhattacharyya on February 1 accused the Border Security Force (BSF) of being partially responsible for the unabated infiltration from across the border -from Bangladesh - into the eastern and north-eastern regions, posing a grave threat to the security and peace in the area. Speaking to media personnel at Guwahati on February 1, he said that there has been an increase in the terrorist activities in the eastern frontier. He however disagreed that the Bangladesh Government and the Royal Bhutan Government were solely responsible for terrorists in north-east operating from these countries. He also urged for diplomatic initiatives to be taken up by the Indian Government with its neighbours to check the terrorist activities on both sides of the border. He also favoured the repeal of the controversial Illegal Migrants’-Determination by Tribunal Act (IM-DT).

A private news channel said on February 2 that the Pakistan-based underworld criminal Dawood Ibrahim and his associate Chhota Shakeel are alleged to have hatched a conspiracy to assassinate Union Home Minister LK Advani. Chhota Shakeel had plotted to kill Advani by hiring a person from the underworld who was lying low for sometime, the news channel said. The Police arrested one person in Bangalore who reportedly revealed the plan to attack Advani. Union Home Minister’s security has already been beefed up amidst reports that Pakistan’s Inter Services Intelligence (ISI) sponsored terrorist outfits had also planned to target the Home Minister.

The operation has been launched to check the growing network and activities of the banned Naxal outfit. The crackdown operation in the first phase began in the last week of January 2002 in Sheohar, Piprahi and Tirgai areas where the MCC has reportedly spread its influence. According to the ADG (Tirhut), M K Sinha, the crackdown on the MCC networks has been initiated by STF, and is assisted by the district police concerned in seven police stations areas of Sheohar and Motihari district. In the operation’s second phase, the STF and the local police would conduct raids in areas under the jurisdiction of the Katra, Nanpur, Jale and Kamtaul police stations of Muzaffarpur, Sitamarhi and Darbhanga districts respectively, said the ADG. According to police sources, the MCC activists have expanded their activities in Sidhotiya, Dhurkurba, Bulaki, Lalgarh, Nayagaon, Shyompur, Bhantaha and Khairaba areas of Sheohar district. The outfit is also reportedly running training camps along the Indo-Nepal border with the help of Maoist insurgents in Nepal.

A report by a web news agency ‘Indo-Asian News Service’ on February 4 has indicated that a new terrorist outfit, comprising thousands of Pakistani Taliban fighters airlifted by Pakistan following the siege of Afghan town of Kunduz, may step up violence in Jammu and Kashmir in the coming weeks and months. The outfit, Shoora-e-Furqan’ (Assembly of Believers) would reportedly be based in Pakistan occupied Kashmir (PoK) and is likely to step up violent activities to prove that Jehad in Kashmir was not dead, said the report. While approximately 5,000 Taliban and Al Qaeda cadres were reportedly airlifted from Kunduz by Pakistan in November- December 2001, the report quoted sources as saying that the number was "much higher". According to "a source in Kabul close to assassinated Northern Alliance Commander Ahmed Shah Masood", there were between 25,000 to 30,000 Taliban, Pakistani and Al Qaeda fighters at Kunduz at that time. "While about 6,000 of them surrendered, Pakistani military aircraft evacuated the others", this source told the news agency, adding it was a "day and night operation which continued for several days" and could not have taken place without the knowledge of US forces. The evacuation of these fighters could "substantially increase terrorism in Jammu and Kashmir", said the report.

The report refers to the growing threat consequent to the merger of the People’s War Group (PWG) and the Communist Party of India, Marxist-Leninist, CPI-ML (Party Unity). It says, "the People’s War in Bihar is more systematic, calculative and expansionist of all the Naxalite outfits. This organisation is well versed in explosive techniques and generally targets police personnel ruthlessly". The report has also pointed out to the demoralisation that set in the Bihar police after the PWG entered the State and has stressed on the need to sensitise the police force to the security aspects. Besides, the report expresses concern over the increasing cases of landmine blasts, deaths of police personnel and loss of police weaponry. The report also notes that both the PWG and the Maoist Communist Centre (MCC) have been growing at the cost of mainstream moderate Left parties, like Communist Party of India Marxist-Leninist CPI(ML), the Communist Party of India (CPI) and the Communist Party of India, Marxist CPI-M, among others. It sees a dangerous trend of more violent organisations "eating into" the bases of the moderate Left, predicting a more "bloody battle in the future".

Following his arrest in Agartala by security forces and interrogation, a ULFA terrorist, Jayanta Barua alias John Baruah, reportedly divulged names and possible whereabouts of 201 ULFA terrorists, including top leaders and locations of ULFA camps in Bhutan, Bangladesh and other places. Barua also reportedly confessed that he was the 'Quarter Master Incharge' of a camp, located somewhere in Tripura, which is being jointly run by the ULFA and the All Tripura Tiger Force (ATTF), providing "urban guerilla training" to the members of both the terrorist outfits. Intelligence sources claim John, who hails from Tamulpur in Nalbari district, was a student of Assam Engineering Institute, before joining the ULFA in 1995. Meanwhile, police have intensified security around him following recent attempts by the ULFA to kill him. Intelligence sources have also ascertained that ULFA runs a transit camp at the Senaibati area in Sherpur district of Bangladesh across the international border in Dhubri district, where logistic support to the ULFA terrorists during their journey into Bangladesh was provided by the terrorists belonging to Achik National Volunteer Council (ANVC). Miwaiz Farooq was responding to a statement by K C Pant on February 4, indicating that some members of the alliance would participate in the elections. K C Pant is the Union Government’s representative mandated with the task of holding talks with Kashmiri organisations and individuals. The Mirwaiz also said that that the announcement of the formation of an Election Commission by the executive body of the conglomerate was aimed at proving the representative character of the leadership and resolving the Kashmir issue. The proposed APHC’s Election Commission, he said, would be " an Independent Commission and will comprise people who have an international credibility and are acceptable to India, Pakistan and people of the State." He denied reports that indicated that there were differences within the alliance on the issue of the Commission. According to media reports, a four-member team of the Naga Mothers Association (NMA), led by its President, Neidanuo Angami, has reportedly left for northern Myanmar to met S S Khaplang, chairman of National Socialist Council of Nagaland - Khaplang (NSCN-K), in an attempt to further consolidate the Naga re-conciliation process initiated by various Naga non governmental organisations. Reports quoting NMA sources said that the team would discuss the re-conciliation process to pave the way for finding an acceptable solution to the Naga political problems. Speaking to the media in Kolkata on February 8, a senior BSF official said representatives of a US consultancy firm would be taken to the border area later in February 2002, where they would give a demonstration of the device. He said the device would set off an alarm if an attempt was made to make an illegal crossing by cutting the barbed wire fencing along the border. Deputy Inspector General (DIG) of Police for Kupwara and Baramulla, Mohammad Amin Shah, said the person whom local authorities earlier claimed to be a terrorist and killed in retaliatory action by security forces was in fact a villager who died of cardiac arrest near the besieged Jamia Masjid at Tutigund village on hearing gun shots. He said the stand off between the terrorists, possibly foreigner mercenaries, and the security forces continued as efforts to persuade them to surrender bore no fruits. "We tried our best to see a peaceful end to the crisis and sent in civilians to persuade the ultras to surrender but they refused," Shah added. He also added that efforts were underway to ensure safety of the place of worship and peaceful end to the crisis. This is the second incident of terrorists taking shelter inside a mosque in North Kashmir within five days.

He was reportedly using this money to establish a terrorist network across the country. As reported earlier, Ansari was arrested in the United Arab Emirates (UAE) and brought to New Delhi on February 9 by a Central Bureau of Investigation (CBI) team. Ansari has also reportedly admitted to the CBI about his involvement in the January 22 attack and said that he had links with terrorist groups in Pakistan, especially, with Al Qaeda cadre Omar Sheikh, one of three terrorists released by India to end the hijacking of an Indian Airlines air craft IC-814 in Kandahar, Afghanistan in December 1999. Media reports have indicated that the CBI mentioned this in its application seeking Ansari's transit remand for taking him to Gujarat where he is a prime accused in an arms case. Duty Magistrate Kamini Lau permitted a seven-day transit remand and asked the CBI to produce Ansari in a Gujarat court on or before February 16. The CBI has claimed that Ansari had planned the abduction of Anand Aggarwal, a coal merchant of Benaras in 1998-99, Bhaskar Parekh, a diamond merchant of Rajkot, Partha Pratim Roy Burman of Kolkata in 2000-01 and diamond merchant Niranjan Shah of Mumbai. As per Ansari's disclosure, he reportedly earned more than Rs 50 crore through these abductions. He also admitted to having earned Rs 55 crore through the smuggling of arms. The CBI told the court that Ansari during his interrogation also admitted to forming a countrywide network of arms and narcotics smugglers for carrying out illegal activities in India. Investigators suspect that Ansari was funneling the money made from these illegal activities to terrorist groups.

"It will not be prudent for us to talk to a bureaucrat less in rank and status than that of Planning Commission deputy chairman KC Pant," said senior APHC leader Abdul Gani Lone. "When we had earlier categorically refused to hold negotiations with Pant, how can any one expect us now to talk to a person who is much junior in bureaucratic hierarchy?" he asked. On whether the secessionist conglomerate would consider negotiations if "a bigger name" is assigned to the job, he said "if the Hurriyat has to talk, it should be somebody having proximity to prime minister Atal Bihari Vajpayee". When asked if he had any specific name in his mind, Lone said "it can be anyone...Someone like Brajesh Mishra". According to reports, it was decided during the meeting to carve out four districts, namely Kokrajhar with headquarters at Kokrajhar, Sirang district with headquarters at Kajalgaon, Baska district with headquarters at Massalpur and Udalguri district with headquarters at Udalguri. Talking to the media, Minister in charge of Plains Tribes and Backward Classes, Bharat Chandra Narah said that the sub-committee would place its recommendations before the Cabinet on February 13. He mentioned about the state government’s request to the BLT not to demand more areas beyond Pachnoi as it could create complications and urged that the Sixth Schedule should be amended suitably to protect the rights of the non-Bodos living in the proposed BTC areas. The BLT has demanded inclusion of 16 additional villages beyond the Pachnoi river, the westernmost boundary of the BAC, in the proposed BTC area.

In his statement before the investigating agencies, he reportedly said that ISI operators contacted him, a few months after he jumped bail in India and fled to Pakistan in 1999. "They used to meet me under pseudonyms at designated places," he said. He has also reportedly named seven ISI officers who he had met. Three of them are alleged to be of the rank of Brigadier in the Pakistani Army. He has also reportedly accepted meeting top Laskhar-e-Toiba (LeT) leaders. In a fresh verbal demarche issued to the Pakistani Deputy High Commissioner, Jaleel Abbas Jilani on February 11, India regretted that Pakistan was yet to take action on the list of terrorists that had been handed over to it. Official sources said that India, citing the UAE precedent, said that the fight against terrorism should take recourse to extensive political co-operation as well. Aftab Ansari, was deported by the UAE authorities on the basis of a political understanding and not extradited as that would have involved time-consuming legal procedures, said official sources.

The statement also denied the reported allegations by the Bodo Liberation Tigers (BLT) that the ULFA was anti-Bodo in its outlook since it was supporting non-Bodos who inhabited proposed BTC areas. The statement held that there were legitimate fears and apprehensions of security among non-Bodos in these proposed BTC areas. Official sources indicated that the programme, comprising three components namely organising medical camps, accepting petitions from tribals and spreading awareness through cultural events, would be organised thrice a week. The first such programme was organised at Pedavalasa in GK Veedhi mandal in the district on February 10. Taking part as the chief guest in the programme, the district police chief observed that some students studying in welfare hostels in the Agency areas were gradually getting attracted to the Naxalite movement. Some of them go out for days together probably to find out what the Naxalite movement had to offer to them but their movements were not noticed by hostel wardens. This dangerous trend should be checked at the earliest, he said.

The report said that some of the e-mails indicate to his possible linkages with the Al Qaeda. The two e-mail service providers have reportedly agreed to cooperate with the CBI. The report added that a series of e-mails were exchanged in August 2001 between Ansari, Sheikh Omar Saeed, a front ranking terrorist of the Jaish-e-Mohammed (JeM) and Asif Reza Khan, a criminal who was killed in an encounter with the Gujarat Police on December 7, 2001. Even as the secessionist All Party Hurriyat Conference (APHC) announced, on February 13, its ‘six-member election commission’ to hold ‘elections’ in Jammu and Kashmir (J&K), two Union Ministers rejected the proposal on the same day. The Ministers also called on the Hurriyat to participate in the forthcoming elections to the State Legislative Assembly. Speaking at a press conference in Srinagar, the 23-party separatist alliance’s chairman Abdul Gani Bhat said that the APHC was seeking to prove its representative character in order to hold talks for resolution of the Kashmir issue and not membership in the State Assembly, which he claimed, had no role to play in the resolution of the issue. The ‘six member commission’ has two former Pakistani judges. While Justice Sajjad Ali Shah, former chief justice of Pakistan would head the ‘commission’ in Pakistan occupied Kashmir (PoK), Tapan Bose, an Indian human rights activist based in Kathmandu would head the ‘commision’ in J&K. The two would also be co-chairmen of the ‘commission’. The Hurriyat chairman also announced that Ved Bhasin, Justice Khursheed, Sadiq Waheed Raja and Zafar Mehdi will be election commissioners in Jammu, PoK, Ladakh and Kashmir, respectively. When asked about the exclusion of Gilgit and Baltistan, parts of the former Princely State of J&K and presently under Pakistan’s occupation and direct administration, the chairman said that "we are passing through a very critical stage and we do not want to involve ourselves in any controversy." He also appealed to "… the Prime Minister of India and President of Pakistan on behalf of the people of Jammu and Kashmir and the Hurriyat that they join us in our peaceful and political efforts which are democratic in form and content". Clarifying on the motive of constituting the ‘election commission’, Abdul Gani Bhat said that "Allegations are levelled against us that we do not represent the people’s aspirations," and added that it was a challenge which the alliance had accepted willingly. Reacting to the Hurriyat initiative, Union Minister of State for External Affairs, Omar Abdullah, said that "… the Assembly election is to be supervised by the Election Commission (EC) which is today internationally recognised as being completely free from political interference" and added that the government’s EC will conduct the Assembly polls. Official sources said the government would work out the modalities of negotiations in the next 10 days. In an all-party meeting held in Hyderabad, leaders of various political parties unanimously asked the government to initiate talks with the proscribed PWG. Speaking to the media, Home Minister T Devender Goud said that the government had decided to talk to the PWG and the modalities concerning who should talk to whom and the involvement of a third party would be finalised at another round of meeting with leaders of various political parties after ten days. Terming the government’s decision as an important step, Goud said that a common agenda would be prepared before the leaders of the political parties. "It is not an easy decision. The political parties have discussed the pros and cons of the issue and came to this important conclusion", he said. The Minister said that the government was taking the political initiative and hoped that all the obstacles would be crossed in finding a solution to the problem.

The minister noted that opinion of the leaders of the Bodo Liberation Tigers (BLT), Bodo legislators, non-Bodo legislators and various other Bodo and non-Bodo organisations were taken into account before drafting the Cabinet Sub-Committee report on the BTC. Addressing a press conference at Guwahati on February 12, Chief Minister Tarun Gogoi said that despite differences of opinion on the boundary demarcation and inclusion of some villages in the BTC, the report would be placed before the Cabinet on February 13, today, and a formal announcement on the BTC formation would be made consequently. Even as the secessionist All Party Hurriyat Conference (APHC) announced, on February 13, its ‘six-member election commission’ to hold ‘elections’ in Jammu and Kashmir (J&K), two Union Ministers rejected the proposal on the same day. The Ministers also called on the Hurriyat to participate in the forthcoming elections to the State Legislative Assembly. Speaking at a press conference in Srinagar, the 23-party separatist alliance’s chairman Abdul Gani Bhat said that the APHC was seeking to prove its representative character in order to hold talks for resolution of the Kashmir issue and not membership in the State Assembly, which he claimed, had no role to play in the resolution of the issue. The ‘six member commission’ has two former Pakistani judges. While Justice Sajjad Ali Shah, former chief justice of Pakistan would head the ‘commission’ in Pakistan occupied Kashmir (PoK), Tapan Bose, an Indian human rights activist based in Kathmandu would head the ‘commision’ in J&K. The two would also be co-chairmen of the ‘commission’. The Hurriyat chairman also announced that Ved Bhasin, Justice Khursheed, Sadiq Waheed Raja and Zafar Mehdi will be election commissioners in Jammu, PoK, Ladakh and Kashmir, respectively. When asked about the exclusion of Gilgit and Baltistan, parts of the former Princely State of J&K and presently under Pakistan’s occupation and direct administration, the chairman said that "we are passing through a very critical stage and we do not want to involve ourselves in any controversy." He also appealed to "… the Prime Minister of India and President of Pakistan on behalf of the people of Jammu and Kashmir and the Hurriyat that they join us in our peaceful and political efforts which are democratic in form and content". Clarifying on the motive of constituting the ‘election commission’, Abdul Gani Bhat said that "Allegations are levelled against us that we do not represent the people’s aspirations," and added that it was a challenge which the alliance had accepted willingly. Reacting to the Hurriyat initiative, Union Minister of State for External Affairs, Omar Abdullah, said that "… the Assembly election is to be supervised by the Election Commission (EC) which is today internationally recognised as being completely free from political interference" and added that the government’s EC will conduct the Assembly polls. The order was passed when amicus curiae Harish Salve drew Court's attention to DFO Sanjay Singh's abduction and killing allegedly by left wing extremists, Naxalites of the Maoist Communist Centre (MCC) on February 15. "We are not sure whether perpetrators of the crime are only MCC or someone else, perhaps those indulging in illegal mining activities," the Court said directing the Chief Secretary to investigate into the case. The Court said the Secretary will file "his own affidavit within eight weeks" and directed the Director General of Police in the State to provide all assistance and cooperation to the Secretary in the conduct of the probe. Meanwhile, the Bihar government on February 18 ordered a Central Bureau of Investigation (CBI) inquiry into the killing of the DFO. The inter-state cell of Crime Branch was working to expose this well-entrenched module ever since it arrested Asif Reza Khan, a member of the Aftab Ansari gang, on October 29, 2001. He was arrested from the Lodhi Gardens in New Delhi, where he was waiting to assassinate prominent personalities of the Capital. The subsequent arrest of his accomplices Anita Das and Arshad, (the latter is a resident of Multan, Pakistan), led to a series of raids. In these raids, 13 terrorists were arrested and two killed since October 2001. A large cache of arms, ammunition and explosives was also recovered. The terror module, being run at the behest of Pakistan's Inter Services Intelligence (ISI), was spread across Uttar Pradesh, West Bengal, Gujarat and Maharashtra. Sharma said the module, which was being run by Sheikh Omar, was entrusted with the task of abducting national cricket team members Sachin Tendulkar and Saurav Ganguly. As ransom, they planned to seek the release of Mohammad Amir Khan, alias Abu Aksha, a core member of the Lashkar-e-Toiba (LeT), presently lodged in Tihar jail. The Police Commissioner said that the Pakistan-based ISI backed terrorist-criminal network active in India has been using Delhi as junction to facilitate flow of finance and logistics to carry out their activities in other parts of the country.

Assam government representative Bhumidhar Burman and vice president Brajan Mahanta of the Sanmilita Janagosthiya Mancha (SJM), a co-ordinating body of non Bodo organisations, failed to reach an agreement over the rights of non Bodos and the areas to be included in the BTC. As the reports have indicated earlier, non Bodos have shown dissatisfaction over the provisions of the BTC and the manner in which the agreement was reached between the Assam government and representatives of Bodo organisations. It was the threat of the non Bodo organisations to launch a State-wide protest, including interruption of rail and road traffic, that made it necessary for the government to call this meeting. The report has also said that non Bodo organisations have deferred their protest till 1 March to wait for a satisfactory response from the government. Some other organisations including the All Asom Students Union (AASU) and the Adivasi Council of Assam reportedly abstained from the meeting.

Addressing the rally, Brajen Mahanta, an office-bearer of the Sanmilita Jonagosthiya Sangram Samity, a conglomeration of 18 non-Bodo organisations, said that it will be a one-sided decision to create the BTC. He added that in the proposed BTC areas only 18 per cent of the population would comprise Bodos and they would have powers over the remaining 82 per cent. Only two blocks – Chidlisila and Kachugaon – under the proposed eight districts have Bodo majority, he said. He appealed to the participants that there is no alternative for them than to compel the government with strong protests to block the creation of the BTC. He also announced an agitation programme including a 37-hour-long rail and road blockade from 5 pm of February 24 and a protest rally at Assembly House and a ‘gherao’ programme during the forthcoming Budget session, until the government annuls its decision to create the BTC.

Changlang and Lohit districts of Arunachal have reportedly become a safe heaven for these terrorists. The terrorists holed up in these areas find it easier to operate in the districts of upper Assam added the reports. These areas are used by these terrorists, allegedly, to facilitate the functioning of inter-terrorist organisation network, as National Socialist Council of Nagalim, Isac- Muviah (NSCN-IM) terrorists are also believed to be operating from these areas. The latter are also believed to have sent requests to terrorist outfits like NDFB ‘to work in collaboration’ with them, the reports also said. The reports further said that the Security Forces (SFs) are trying to gather information as regards the activities of terrorist in these areas and the effort on their part is also to seek co-operation from their counterparts camping in the neighbouring States. Sources in the Jharkhand government blamed the Sunlight Sena (a private army of the landlords) for allegedly blinding two left-wing extremists, Naxalites of the Peoples’ War Group (PWG), at Bisrampur, Palamu district, on February 22. Earlier, it was reported that members of the Village Protection Group (VPG) blinded the Naxalites. The Palamu district police chief said five activists of the Sunlight Sena are wanted in the case. The visit of the expert was announced on February 26 by Sir Kevin Tebbit, the visiting British Under Secretary of State for Defence at the conclusion of the sixth meeting of the Indo-British Defence Consultative Group in Delhi. The visit is significant in view of a large number of casualties being suffered by the security forces because of these devices in Jammu and Kashmir. British forces, with their long experience in combating the Irish Republican Army (IRA) forces in Northern Ireland, have developed new methods and equipment for detecting and defusing IEDs.

The Delhi government on February 26 withdrew three cases under the now-scrapped Terrorist and Disruptive Activities (Prevention) Act (TADA) against four activists of the All India Sikh Students Federation (AISSF). The trial in three cases had reached the final stage and the recording of evidence was near completion. The four activists were arrested in 1990 for making inflammatory speeches advocating the cause of Khalistan at Gurdwara Bangla Sahib in Delhi. The prosecution, however, on February 13, 2002 moved an application before the Special Judge stating: "The Delhi government wants to withdraw the three cases for the purpose of creating an atmosphere of goodwill and for maintaining the calm that has descended over Punjab." Accepting the prosecution's plea, the court observed: "Considering the fact that the case against the accused persons is based on speeches delivered 11-12 years ago... and since then the situation has changed, the case against the accused is hereby allowed to be withdrawn and they are acquitted."

At a press conference in New Delhi on February 26, Foreign Secretary Chokila Iyer said, "We are confident that CHOGM 2002, taking into account the changes in the international scene following the September 11 attacks, will come out against terrorism in the strongest possible language". Sources said the surrenders came after the district police chief, D N Gupta, undertook a tour of the Sindranhna and Pakridayal regions, where the Naxalites are active, to convince them to lay down arms and make use of the surrender package announced by the State government. According to the package, Naxalites surrendering to the police with a rocket launcher or machine gun would be given Rs. 25,000, those giving themselves up with an assault rifle Rs. 15,000 and those with a .303 rifle or pistol Rs 3,000. The package also includes self-employment schemes involving an expenditure of up to Rs 200,000 to the surrendered Naxalite.

The Ikhwaan is an organisation aiding security forces (SFs) in counter-insurgency operations. Police sources said a police party which had gone to arrest an Ikhawaan leader was ambushed by a large group of Ikhwanis. The police party had gone to arrest Abdur Rasheed alias Rasheed Billa on charges of extortion and looting. The Ikhwaan leader, reacting to the incident, in a statement alleged that police in the area were resorting to extortion and looting and that an Ikhwaan party returning from an SF base with remuneration for the local unit (Rs. 600,000) was ambushed by the police party attempting to loot the amount.
