The incident took place when a SF patrol party stopped a cyclist moving in a suspicious manner. The cyclist whipped out a pistol and killed the officer. Though the cyclist made a quick attempt to escape, he was killed. The killed terrorist was identified as a ‘district commander’ of the JeM. One pistol, five hand grenades and one I-Com wireless set were recovered from the possession of the terrorist killed.

Six terrorists and a security force (SF) personnel were killed in an encounter at Nalla Bharat village, Doda district, on February 1. According to official sources, the encounter took place when SFs carried out a search operation after being tipped off that six hardcore terrorists had taken shelter in a double-storey house. During the encounter, which continued for eight long hours, the building caught fire and all six terrorists were killed inside. Three of them have been identified. Two of them belonged to the Hizb-ul Mujahideen (HM) and the third was affiliated with the Lashkar-e-Toiba (LeT). Recoveries made from the scene of the encounter included two AK rifles, five magazines and 30 rounds of ammunitions, one Self Loading Rifles (SLR) with one magazine, 15 Chinese hand grenades and one Pakistan made hand grenade.

Bhat was fired upon by the terrorist from a close range with silencer-fitted pistol leaving him critically injured with three bullet wounds in a Mosque at Barzulla, Senior Superintendent of Police Javed Mujtaba Gilani said. The report indicated that 1072 persons were killed by different terrorist outfits during the year 2003 as compared to 1172 in 2002. Most number of killings was reported from Assam which recorded 379 deaths. While Tripura recorded 286 deaths, Manipur witnessed 201 fatalities. 88 and 78 deaths were reported from Nagaland and Meghalaya respectively. Arunachal Pradesh witnessed 36 fatalities. Mizoram was the most peaceful State in the region with four deaths. The report also indicated a rise in the number of abduction cases in the region. Tripura witnessed the most number of such cases with 213 abductions occurring in 2003. Nagaland was placed second with 167 cases while Manipur followed with 79 cases of abductions. The corresponding figure for Meghalaya was 45. Whereas 21 cases were reported from Arunachal Pradesh, no abduction occurred in Mizoram.

Indian Foreign Secretary Shashank and his Pakistani counterpart Riaz Ahmad Khokhar, according to a joint statement, endorsed the agreement worked out at the Joint Secretary-Director General level dialogue held in Islamabad on February 16 and 17. Both countries agreed to approach the composite dialogue with "sincere desire to discuss and arrive at a peaceful settlement of all bilateral issues, including Jammu and Kashmir, to the satisfaction of both sides." They also decided that their Foreign Secretaries would hold talks on peace and security, including Confidence Building Measures (CBMs) and Jammu and Kashmir, in May or June 2004. "The dialogue process with the Government is in suspension because there is no evidence of sincerity and seriousness on their part," Hurriyat chairman Maulana Mohammad Abbas Ansari said at a press conference at the front’s headquarters in Srinagar. "There has to be a perceptible change in the ground situation by the end of this month. If not, we will not go for talks with the Centre," added Ansari. While claiming that there was no reduction in human rights violations, Ansari also said "if the chain of events unfolding since the beginning of this month does not break, Hurriyat will take a decision on the talks. We will take to streets... We will not take to arms but to protest is our duty." As many as 18 persons have been killed in custody since January 22, 2004, and another 15 have disappeared during the same period, alleged Ansari.

Unidentified terrorists fired rifle grenades targeting Chief Minister Mufti Mohammad Sayeed’s public rally at Beerwah in the Budgam district on February 27. Even as the Chief Minister and two of his Ministers escaped unhurt, a 22-year-old woman was killed and four persons, including two children, sustained injuries. The terrorists are reported to have fired two rifle grenades during the Revenue Minister Hakeem Mohammad Yasin’s speech. Both the grenades fell in close vicinity of the public meeting and exploded with a gap of approximately 10 seconds. Later, the Chief Minister delivered his address and said that the terrorist strike was an attempt of certain elements who were attempting to sabotage the current peace process between New Delhi and Islamabad.
