After a 48 hour gun-battle on the Line of Control in the Nowgam Sector of Kupwara district, nine terrorists of the Lashkar-e-Toiba (LeT) outfit were shot dead by the security force (SF) personnel on September 1. SFs recovered eight assault rifles, 16 magazines, 3 grenade launcher shells besides some documents. Defence spokesperson Lt. Col. V. K. Chief Electoral Officer, Rakesh Gupta, said that 65 per cent polling has been recorded in the JMC polls and added that barring some minor incidents polling remained peaceful in Jammu City. Quoting Bihar Home department sources, a report said a group of armed Naxalites from Andhra Pradesh were camping in Bihar to help their counterparts. "We also have intelligence reports that the Maoists are getting regular help from Nepal's rebels to create trouble during the polls," an unnamed official said. Deccan Chronicle has reported that on February 3, personnel of the Greyhounds, a special force of the Andhra Pradesh Police, cornered CPI-Maoist State secretary, Ramakrishna, and other Naxalites in the Nallamala forests in Prakasam-Kurnool district border, but withdrew from the site without causing any harm to the Naxalites following instructions from the State Government. Quoting official sources, the report said, about 2,000 commandos of the Greyhounds, cordoned off the CPI-Maoist hideout and zeroed in on Ramakrishna, but refrained from opening fire without provocation from the other side. Those trapped were reportedly given safe passage while Naxalite emissaries, Vara Vara Rao, Kalyana Rao, Gaddar and representatives Ganganna and Dappu Ramesh, put pressure on the Government to withdraw the police cordon. Consequent to an hour-long meeting with the Union Home Minister, Shivraj Patil, the NSCN-IM general secretary, Thuingaleng Muivah, said that he looked forward to "an intensification of the negotiations in coming weeks and months." During the meeting, he is reported to have reiterated the outfit’s demand for the unification of all Naga-dominated areas in the North-East. In a brief statement, Muivah said: "The level of talks will continue, as before, at the Prime Minister level. We sought clarification from the Home Minister regarding a statement reported in the press and attributed to him, regarding the Government's stand on the issue of Naga integration. ULFA's first formal communication addressed to the Prime Minister, Manmohan Singh, was handed over on February 14 to the National Security Adviser (NSA), M K Narayanan, by Dr Goswami. According to Assam Tribune, Rajkhowa, in his two-page letter, talked about the outfit's long-drawn struggle calling for 'restoration of Assam's sovereignty'. He also insisted that sovereignty was its primary demand and rest of the issues were secondary. The NSA, in response, has reportedly conveyed that the Government of India was not in a position to exclusively hold dialogue on the issue of sovereignty, though it was open to discussing the grievances of the outfit, including what it termed as the core issue. Narayanan also reportedly suggested that the outfit might communicate a fresh list of demands encompassing all relevant issues.

In February, a sketch of Chityal police station was recovered from Ontigudesa village where an exchange of fire took place. Sources further indicated that Naxalites have changed their strategy and instead of attacking the police by hurling grenades and later decamping with arms and ammunition, they are now only aiming at inflicting losses. "The Centre is with Chhattisgarh on dealing with Naxalite problems,'' Patil told a high-level meeting on internal security at Chief Minister Raman Singh's residence in Raipur. He further said, "It has to be a multi-pronged approach. You can't try to tackle this problem just with the help of force or you can't expect that only by talking this problem can be solved… Wherever it is necessary to talk, you should talk (but) you should not treat them as enemies but as persons who are angry, misguided and not understanding the situation," he added. Underlining the need for a "national level" solution to the Naxalite problem, the Chhattisgarh Government also asked the Union Government to evolve an integrated action plan involving all States afflicted by the problem and formulate uniform guidelines for peace talks.

Of the two slain Naxalites, one had a .303 rifle in his possession and the other, who was a woman, carried a single barrel weapon, three grenades and a tapancha (a locally made gun). According to Orissa Director-General of Police, B.B. Mishra, the joint police team also arrested two suspected Naxalites and recovered an SLR and a .303 rifle from their possession. Further, a generator, a photocopier, 10 bundles of olive-green uniform, three sewing machines, an iron, three grenades, a cartful of ration and three tents were recovered from the encounter site. Later, in retaliation to the encounter, Naxalites blasted six landmines at Bodigedda on the northern side of Sileru hills, targeting a police party. However, the police personnel managed to escape with minor injuries. The police also returned fire and later recovered nine live landmines.

While one civilian sustained injuries during the encounter, a UNLF cadre was arrested. According to Assam Tribune, an armed group of UNLF cadres entered Bagaicherri village in the Kamalpur border area from their Bangladesh hideout and abducted a person. In the consequent encounter with the BSF personnel, three terrorists were killed and one was arrested. The abducted civilian reportedly sustained injuries in the crossfire. BSF personnel also recovered one AK-47 rifle, one pistol along with magazines and a mobile set from the incident site.

Three police personnel, a woman employee of the Revenue Department and two terrorists were killed and four persons sustained injuries during a Fidayeen (suicide squad) attack at the Divisional Commissioner's office in the capital Srinagar on February 24. According to Daily Excelsior, the two terrorists forced their entry into the Revenue Complex while throwing a grenade and firing upon the guards, at 1500 hours. Three police personnel were killed in the initial round of firing and equal number sustained injuries. Both terrorists were shot dead in the subsequent gun-battle. Around 250 people, including the Srinagar Deputy Commissioner and the Deputy Inspector-General of Police (Kashmir Range), were in the building at the time of the attack. This was the second Fidayeen attack of the year in Kashmir valley. A spokesperson of the Al Badr told local news agencies over telephone that cadres of his outfit had carried out the Fidayeen attack. He reportedly identified them as Irfan Bhai and Sikandar Bhai, residents of Gujarat in Pakistan.

Police unearthed an arms dump of the Naxalites in the hillocks of Sithampalli in Karimnagar district and recovered Rupees 1 lakh in cash and some incriminating documents on February 28. Quoting the Godavarikhani Assistant Superintendent of Police, Ch. Srikanth, The Hindu said the dump belonged to CPI-Maoist district committee member, Dharmula Mallikarjun alias Srinu, who was killed in an encounter with the police in Gadudalagandi on February 25. Official sources said, an Army team, engaged in relief and rescue operations, secured information that a group of two to three terrorists were planning to attack the troops. According to Daily Excelsior, while one Hizb cadre was killed, two of his associates managed to escape taking cover of the heavy snowfall in the area. One AK rifle, two magazines, 23 rounds of ammunition, a radio set and two Chinese grenades were recovered from the incident site.

The police also recovered 14 rounds of live ammunition and two spent bullets of .303 rifles, two kitbags, a tent, clothes and party literature left behind by Indervelli dalam (squad) members. According to Daily Excelsior, all the three Hizb cadres, who had been trapped by the RR personnel in the house of one Master Inayatullah at Matribugh on February 28, have managed to escape.
