Indian express has reported that a plot suspected to have been hatched by terrorists of the Lashkar-e-Toiba (LeT) to commit acts of sabotage in Kolkata, the capital city of West Bengal, and other parts of India has been foiled with the arrest of Tariq Akhtar of the outfit from Madan Street in Kolkata on February 1. Incriminating documents, including Lashkar pamphlets, were seized from him. Police said Akthar had joined LeT during his three-year stay in Qatar and had subsequently spent time in Pakistan and Bangladesh where he was trained in the use of indigenous explosives. Following Akhtar’s disclosure, police arrested a LeT activist Muhammed from Jamshedpur in Jharkhand and seized more Lashkar literature, 16 detonators and a laptop containing details of bomb making from him. Subsequently, the police arrested another activist, Zubeid, from Benaras in Uttar Pradesh. Kolkata Police Commissioner Prasun Mukherjee said “The trio, explosive experts and planning to blow up a crowded place, may be linked to the Delhi blasts or the Bangalore attack. Other members are spread throughout the eastern region.”

However, army authorities maintained that the operation was “routine in nature” and has been called off only because “the security think tank felt it had served its purpose”. Residents of the village on January 31 had blocked National Highway 37 and the adjacent rail track and had forced the army to hand over two arrested youths, one of them the brother of an ULFA cadre, to the police.

Ruling out the transfer of Indian territory, Prime Minister Manmohan Singh said on February 1 that the Government was committed to a "pragmatic and practical" solution to all outstanding issues between India and Pakistan, including Jammu and Kashmir. Replying to a question on the Kashmir issue, Dr. Singh told reporters at a press conference in New Delhi that he could not do certain things, such as negotiate on transfer of the Indian territory. The Prime Minister said there had been movement forward in the India-Pakistan relations, noting changes such as enhanced people-to-people contacts, the bus services between the two countries and opening up of five points along the Line of Control for the divided families on the two sides to meet. About the internal aspect of the Kashmir issue, he said the Government was prepared to interact with all shades of opinion in the State who were willing to abjure violence.

The outfit also expressed doubts on the sincerity of the Government on the issue of talks and alleged that a conspiracy was hatched to invite only a small group of the PCG for talks. Nearly 1,000 villagers had reportedly fled their homes following a clash between the UNLF and Hmar Peoples Convention–Democratic (HPC-D) in January 2006. Meghalaya Director General of Police (DGP) W. R. Marbaniang said, "We are taking initiative to implement a rehabilitation package for the gun manufacturers in the border." He said that the State police would soon send feelers to gun manufacturers requesting them of taking up other small-scale business. "We will offer them whatever help they need including funds to start a fresh business altogether," the DGP added. Assam Minister of State for Home, Rockybul Hussain, in a written reply to a question raised by member of the Legislative Assembly, Dilip Kumar Saikia, said on February 6 that the Centre and State Government are of the view that the Government and the United Liberation Front of Asom (ULFA) should come into an agreement to suspend operations simultaneously to create a congenial atmosphere for talks, reports Assam Tribune. Hussain said that operations by the security forces targeting the ULFA would be stopped once such an agreement for suspension of operations is signed. In another reply to another question by T. P. Das, the Minister said that since the first meeting with the People’s Consultative Group (PCG), as many as 70 subversive activities took place in the State and public properties worth Rs 95,70,300 were damaged. He said that during the period, four Army personnel, 12 civilians and 12 militants were killed. During the same period, 13 ULFA militants and three militants of the Muslim United Liberation Tigers of Assam (MULTA) have surrendered.

On February 17, Prime Minister Manmohan Singh met separatist leader and chief of the Jammu and Kashmir Liberation Front (JKLF), Yasin Malik, in New Delhi and reportedly assured him that the Union Government has an "open mind" and would like to involve a larger cross section of public opinion to end "the period of suffering". In his first meeting with Malik, Dr. Singh said there was an air of optimism in Jammu and Kashmir and an opportunity to bring lasting and permanent peace in the State, according to Press Trust of India. Terming his meeting with the Prime Minister as part of "consultations", Malik claimed that the peace process would become irreversible only after key militant leaders were included in the talks. Malik said he wanted the Union Government to hold talks with separatist leaders in a third country on the line of negotiations being held with Naga insurgent group NSCN-IM. Malik is the second leader after Sajjad Lone of the People’s Conference to be invited by the Prime Minister for talks on the Kashmir issue. The Prime Minister’s meeting with Malik comes a week ahead of his talks with a cross-section of political parties and separatists groups from the State.

After successive Maoist attacks in the Dantewada district of Bastar region recently, the district administration has made recommendation for declaring Dantewada as a "disturbed area", top officials told Press Trust of India. "Because of the violence by the left wing extremists, not only the peace of the region was disturbed but also carrying out developmental works by the government agencies are being affected", the district administration said. Normal life was also being affected because of the growing Maoist activities, the District Collector K. R. Pisda said in his report to the State Government while recommending clamping of the Disturbed Area Act in Dantewada. However, there has been no official confirmation on the fatalities so far. Unofficial reports indicate that over 50 persons were killed in the attack. Telegraph reports that more than 200 tribals were returning from an anti-Maoist Salwa Judum meeting in two trucks and a bus when the Maoists detonated a landmine, blowing up one of the vehicles. Director-General of Police, O.P. Rathore, said the victims, mostly tribals, were returning home after attending a Salwa Judum meeting. As their convoy approached Eklagoda around 11.30 a.m., the Maoists exploded the landmine and subsequently opened fire on two other vehicles and reportedly abducted nearly 120 villagers. Chief minister Raman Singh said the Maoists have entered Orissa along with their hostages after crossing the Sabri river. He added that "the security personnel and villagers attending the Salwa Judum meetings had been strictly ordered to travel only by foot," he said, adding that the size of the group could have forced the villagers to opt for heavy vehicles. The anti-Maoist campaign, the Chief Minister added, would continue despite the attack. "The government will redesign the strategy and give a new direction to the campaign," he observed, describing the act as "desperate and cowardly".

On February 28, Border Security Force personnel rescued a school headmaster, Ramcharan Debbarma, from the captivity of All Tripura Tiger Force (ATTF) militants at a bordering village of Barchargaria under Khowai police station in the West Tripura district, according to Tripurainfo. Two stolen motorbikes and some other incriminating documents of the banned outfit were recovered from the militants who reportedly escaped into Bangladesh.

Telegraph reports that the National Socialist Council of Nagaland-Khaplang (NSCN-K) has claimed that its cadres have killed 10 Myanmarese soldiers in a gunbattle on February 28 at Chumsa village in Myanmar. The outfit's 'chaplee kilonser' (finance minister), Kughalu Mulatonu, said that two cadres were also killed. Mulatonu also claimed that that the group has 'wrested' the Meluri area under Phek district of Nagaland from its rival National Socialist Council of Nagaland-Isak Muivah (NSCN-IM).

Two civilians were killed by cadres of the Communist Party of India-Maoist (CPI-Maoist) in Chatra district on February 28, reports Telegraph. A pamphlet at the incident site stated that Maoists had punished the youths, Raju Turi and Manoj Turi, for their role in the arrest of Maoist 'zonal commander' Tilak Ganju. Both victims were brothers-in-law of Sakaldev Turi, an 'area commander' of the outfit, who the Maoists have 'accused' of leaking information to the police.
