A Communist Party of India-Maoist (CPI-Maoist) camp was busted by the personnel of Central Reserve Police Force (CRPF) in a forest under Chandrapur Police limits in Rayagada District of Odisha on February 1, reports Pragativadi. According to sources, the CRPF personnel of the 8th Battalion were on a combing operation in Chandrapur forest in the District when they identified a camp near Andhra Pradesh-Odisha Border (AOB). On search, the security personnel seized nine guns, 15 detonators, 11 gelatine sticks and eight rounds of live bullets.

The STF recovered a clay-more mine, detonators and other explosives during a combing operation at Bangarugudi area. All the explosives were reportedly dumped at an isolated place.

Chhatradhar Mahato, leader of the People’s Committee against Police Atrocities (PCPA), erstwhile Communist Party of India-Maoist (CPI-Maoist) front organisation, was released from Presidency Jail in Kolkata on February 1, reports The Hindu. Mahato was arrested on September 26, 2009, by the Criminal Investigation Department (CID) from Pirka village under Lalgarh area in Jhargram District of West Bengal, on charges of bid on the life of former Chief Minister (CM) Buddhadeb Bhattacharjee in the Kanta Pahari area on November 2, 2008. He was the face behind the Lalgarh movement that was launched after Police conducted raids at several tribal homes and arrested a large number of locals allegedly without any evidence. Under his leadership, Mahato had turned Lalgarh into a ‘liberated zone’ till his arrest in 2009, adds News 18. He was convicted under Unlawful Activities Prevention Act (UAPA) in 2015 in connection with several cases between 2008 and 2011, including Kanta Pahari bomb blast in Lalgarh, Jnaneswari Express case and the landmine blast targeting then West Bengal CM Bhattacharjee, and was lodged in Presidency Jail.

On February 2, the United Liberation Front of Asom-Independent (ULFA-I) took responsibility for the exchange of fire with Army's 9 Rajputana Rifles at Wara Natun Gaon in Tinsukia District along Assam-Arunachal border, reports East Mojo. ULFA-I further claimed that four Army troopers have sustained serious injuries during the exchange of fire on February 1. A source in the Army, however, said, "There has been no casualties or injuries, whatsoever, in the armed forces, rather one militant sustained bullet injuries." On the other hand, Security forces claimed that the cadres involved in the incident belonged to National Socialist Council of Nagaland-Khaplang (NSCN-K), and not ULFA-I.

On February 3, various organisations and citizens came together to form a human chain to register their protest against the Citizenship (Amendment) Act (CAA) in Tinsukia District of Assam, reports East Mojo. The chain extended from Assam State Transport Corporation (ASTC) bus stand towards SKF Police point on one side and around 200 metres on another side started with rounds of slogans against both the governments in Centre and State. Earlier, a similar human chain which extended to a few kilometres had been organised at Makum in Tinsukia District on February 1.

The Palamu Police arrested two ‘sub-zonal commanders’ of the Tritiya Sammelan Prastuti Committee (TSPC), along with arms from different Police Station limits in Palamu District of Jharkhand on February 1, reports UNI. Palamu, Superintendent of Police (SP), Ajay Linda, said acting on a tip-off regarding the movement of the ‘sub-zonal commander’ of TSPC Nishan alias Nishant Ji, a team of the local Police and Jharkhand Jaguar (JJ) arrested the Nishan, who hails from Gaya District of Bihar. Following the information provided by him, Police conducted a raid in Khumbikhurd village under Nawabazar Police Station area and arrested another ‘sub-zonal commander’ of the outfit identified as Gulab Ganjhu alias Pankaj Ji. From him, a loaded country-made rifle and 4 cartridges were recovered. TSPC is a splinter group of the Communist Party of India-Maoist (CPI-Maoist).

The Uttar Pradesh Anti-Terrorism Squad (UPATS) arrested a key arms supplier of Khalistan Liberation Force (KLF), identified as Ashish Singh from the Civil Line Police Station limits at Roorkee in Haridwar District of Uttarakhand on February 1, reports Times of India. The Senior Superintendent of Police (SSP) of the District, Senthil Abudai Krishna Raj S. said, “A wanted criminal was arrested from the said area by the UP ATS who informed the Police about the operation and the accused was hiding in his relative’s home.” An ATS official said that Singh has been accused in a number of cases, including attempt to murder, rioting with deadly weapons, criminal conspiracy and harbouring offender from Punjab in 2018. Further, the official said that Singh is considered to be the right hand of Gugni Grewal alias Harmeet Singh – chief of KLF and a supplier of weapons to the force. Singh also has a role in the murder of RSS and Shiv Sena workers.

On February 2, ten Popular Front of India (PFI) members were arrested from different parts of Uttar Pradesh (UP) for allegedly inciting anti-Citizenship Amendment Act (CAA) protests, reports Outlook India. Some of the arrestees alleged to have dubious deposits and withdrawals in their bank accounts. The Enforcement Directorate (ED) is already investigating the financial transactions of PFI members and their families and supporters. In UP, total 40 PFI members have been arrested till date.

As per the report, Ashutosh was wanted in cases under the Unlawful Activities (Prevention) Act (UAPA) and Arms Act. On receiving a tip-off about his presence in the area, a search operation was conducted by a team of Police led by Assistant Superintendent of Police (ASP) Harishankar Kumar and arrested him. We have also resolved to support the ongoing talks as their successful conclusion will herald in peace not only in Nagaland but also impact the entire socio-economic situation in the Northeast,” Conrad said. On the prospect of Inner Line Permit (ILP) system affecting trade and tourism in Meghalaya, Conrad said, “We need to strike a balance between protecting our people and maintaining economic activities. Therefore, mechanisms and use of technology will be needed ensure that economic activities like tourism and trade are not affected. A mechanism should be created in such a manner where we don’t discourage investments, yet these mechanisms should be so used in such a manner that our people are protected.” On Citizenship Amendment Act (CAA), Sangma said the stance of NPP had been clear from day one. He emphasized that while the Centre might have its own reasons to give citizenship to those who had been living in India post the Partition, the NPP was firm on its demand for provisions to protect the Northeast and its indigenous people.

The National Investigation Agency (NIA), on February 2, carried out searches at five places, including that of a Sarpanch (head of the Panchayat, village level local self-Government institution), in connection with a case in which a senior Jammu and Kashmir Police officer was arrested while ferrying militants outside the valley, reports Daily Excelsior. Multiple NIA teams, raided various parts of Kulgam and Shopian Districts, carried out the searches at the residences of Rafi Ahmed Rather, an arrested militant, at Zainapora. The NIA teams entered into the house of Lashkar-e-Taiba (LeT) militant Adil Hussain and Sarpanch Tariq Ahmed Mir besides the houses of Over Ground Workers (OGWs) at Maldera in Shopian and Kulgam, the officials said. Some documents have been recovered and these are being analysed, the officials said. Earlier, South Asia Terrorism Portal (SATP) had reported the incident of arrest on January 11. Reportedly, an i-10 car was intercepted in Kulgam area and in the car was Jammu Kashmir Police (JKP) officer Davinder Singh with two top Hizb-ul-Mujahideen (HM) militants. As the car approached the checkpoint, the vehicle was stopped and the four were arrested.

The Communist Party of India-Maoist (CPI-Maoist) replaces its No.2, Prashant Bose aka Kishan da (74), with Ranjit Bose aka Kabir (63), reports News 18 on February 4. Bose, known for his expertise in mobilising masses against Security Forces (SFs), is believed to have played a key role in the agitation against the Tata Nano project in Nandigram in West Bengal in 2007, in which 14 people died in clashes between locals and Police, carries a bounty of INR 10 million on his head. Bose had launched a similar operation against the State by mobilising people in all 44 villages of Lalgarh in 2009, declaring it a ‘liberated zone’. Hundreds of people were reported to have been killed by Maoists, and in clashes between SFs and the Maoists. The accumulated bounty on his head is from the Governments of West Bengal, Jharkhand and Telangana. The move is an attempt by the CPI-Maoist to step up activities and violence in eastern India, particularly Bihar and Jharkhand. According to sources, the decision to make the switch was taken at a meeting of top CPI-Maoist leaders somewhere in Saranda forests in West Singhbhum of Jharkhand, where their most senior leader, Nambala Keshav Rao aka Basavraj, was also present. Accordingly, over 1615 cadres of different factions of the National Democratic Front of Bodoland (NDFB) have surrendered their arms and joined the mainstream within two days of the signing of the agreement. A special package of Rs 1500 Crore is earmarked for the development of the region. PM Modi also said that the Bru-Reang Agreement signed by the Government of India and Governments of Mizoram, Tripura, will provide relief and succour to over 35,000 Bru-Reang refugees. According to the data, among the 196 wanted Maoist cadres in the State, five Maoists are carrying cash rewards of INR 10million each on their heads, whereas, 62 Maoists are carrying cash rewards of INR 100,000; 32 each carrying cash rewards of INR 200,000; 38 each carrying cash rewards of INR 500,000; 25 each carrying cash rewards of INR 1 million; 19 each carrying cash rewards of INR 1.5 million and 15 each carrying rewards of INR 2.5 million on their heads. The encounter took place when three persons coming from Baramulla towards Srinagar, were stopped by special Police naka (barricade) party for checking after they got suspicious about them but one of them fired on the Security Forces (SFs) leading to an exchange of fire in which two militants were killed and a CRPF trooper was killed. Another militant who was injured later succumbed to his injuries. Inspector General of Police (IGP), Vijay Kumar, identified the three militants as Zia ur Rehman, Khateeb and Fayaz Umar. “Rehman who belonged to district Budgam was affiliated with LeT (Lashkar-e-Taiba). The letter, written by the ‘spokesperson’ of the ‘Western Ghats Special Zone Committee’ (WGSZC) of the CPI-Maoist named Jogi, said the attack on the resort was the result of a misunderstanding and ‘expressed regret’ to the resort owners for the loss incurred. Security Forces (SFs) had received information that Maoists were planning attacks on Police in urban areas of the District, Superintendent of Police (SP), Abhishek Pallava said. Combined teams of the Police's District Reserve Guard (DRG), Central Reserve Police Force (CRPF) and local Police conducted raids in Kirandul, Dantewada and Geedam, rounding up nine suspects including seven minors, he said. Two of them were identified as Sodhi Bhima (29) and Sodhi Nanda (20), who were part of "action teams" of Maoists while three girls were members of the rebels' `Jan militia', Pallava said. Remaining four minors were released as they were found to have no connection with Maoists, the SP said. Bhima and Nanda, carrying a reward of Rs 2 lakh each on their heads, were allegedly involved in the killing of a villager in Nilawaya forests on January 31, planting Improvised Explosive Devices (IEDs) to target SFs in Potali area during the recent Panchayat (village level local self-Government institution) polls, and attacks on Police and CRPF personnel, the official added. Maoist literature, a detonator and 100 gm gun powder were recovered from their possession, he said. The three ‘Jan Militia’ (Maoists people’s army) members, aged 12-17 years, were allegedly involved in reconnaissance of SFs and planting explosives and iron spikes to target them, Pallava said. Maoists had planned attacks in view of 110th anniversary of `Bhumkal revolt' (rebellion by tribal farmers in Bastar region against British rulers in 1910), between February 4 to 10. According to the Deputy Inspector General (DIG), Manu Maharaj, on receiving a tip-off, a joint team of the Special Task Force (STF) of the Bihar Police and District-level officers, conducted search operation at the house of one Uday Yadav in the said village and seized two rifles, three pistols, 56cartridges of .315 bore, along with clothes, belts, blankets and medicines. Two Indian Army personnel,identified as Naik Phirerasan and Sepoy Winges, were injured in Pakistan shelling and firing in their forward post in Mendhar sector. Sources said Pakistan army started artillery fire and long-range mortar shelling in Balakote and Mendhar sectors in Poonch District, targeting forward defence posts and civilian areas prompting the Indian side to retaliate effectively.Number of houses and cattle sheds were damaged in Pakistan shelling and firing in forward villages of Mendhar and Balakote. The report, however, mentions the allegations by the villagers of Markabeda in the District according to whom, the arrestees were not Maoists, rather they were school teachers. The villagers claim that the SFs raided their village on February 4 and attacked "teachers, students and other locals". Refuting the villagers’ claim, the Superintendent of Police (SP), Mohit Garg said, "A joint team of District Reserve Guard (DRG) and local Police was out on anti-Maoist operations in the forests of Narayanpur on February 10 when they spotted suspicious persons convening a meeting in Metanar and Maspur. They tried to escape on seeing Police but the SF personnel arrested the three cadres identified as – ‘area committee member’ Maini, Local Organization Squad (LOS) ‘deputy commander’, Sunita Gawde and ‘squad member’ Ramsu Vedda. They were carrying cash rewards of INR 500,000, INR 300,000 and INR 100,000 on their heads." Two Central Reserve Police Force (CRPF) personnel and a Communist Party of India-Maoist (CPI-Maoist) cadre were killed an exchange of fire between CRPF personnel and Maoists in a forested area at Irapalli village under Pamed Police Station limits in Bijapur District of Chhattisgarh on February 10, reports The Times of India. Six other CRPF personnel, including an officer, were also injured in the encounter. According to the Inspector General of Police (IGP), Sundarraj P., separate teams of Security Forces (SFs) comprising the 151st and 204th battalions of the Commando Battalion for Resolute Action (CoBRA), had launched a counter-insurgency operation in the Maoist core areas of Sukma and Bijapur Districts on February 9. On the following day, personnel of the CoBRA, while advancing through the said forested area came under fire from the Maoists, triggering a gun-battle between the two sides, the IGP said, adding that two constables were killed in the gunfight, while six others sustained injuries. The body of a slain Maoist along with a weapon was recovered from the encounter spot, said the IGP, adding that the identity of the deceased was yet to be ascertained.

On February 11, Minister of State for Home Affairs Nityanand Rai replying to a query in Lok Sabha (Lower House of Indian Parliament) stated that almost 21,348 infiltrators were deported and 9,145 arrested by Indian authorities along the border with Bangladesh in the past five years since 2015, reports The Times of India. According to official data, around 5,930 infiltrators were arrested on Indo-Bangladesh border by Border Security Force (BSF) in 2015; 5,147 in 2016; 4,706 in 2017; 3,390 in 2018 and 2,175 in 2019. Clarifying about the data of deportation, Rai stated that 426 infiltrators were deported along the same border in 2015; 2,075 in 2016; 1,175 in 2017; 1,118 in 2018 and 1,351 in 2019. To tackle infiltration, Central Government is said to have adopted a multi-pronged approach including round-the-clock surveillance and patrolling on the borders and establishment of observation post; construction of border fencing & floodlighting; introduction of modern and hi-tech surveillance equipment; upgradation of intelligence setup and enhanced coordination with the state governments and concerned intelligence agencies.

Kishan Reddy, in a written reply to the Lok Sabha (Lower House of Indian Parliament) on February 11, informed that the number of Naxal [Left Wing Extremism, LWE] violence including incidents of killings of civilians and Security Forces (SFs) has shown a declining trend in the last three-year period beginning 2017, reports The Times of India. As per the provided data, the number of Maoist incidents of violence declined from 908 (2017) to 833 (2018) and were recorded at 670 (2019). Similarly, the number of civilians killed in the various LWE violence-affected States also came down from 188 (2017) to 173 (2018) and followed by 150 (2019). Likewise, a similar trend was observed in the number of SFs killed which came down from 75 (2017) to 67 (2018) and further reduced to 52 (2019). However, the number of Maoists killed and arrested during the same time period did not show a consistent picture. In 2017, while 136 Naxals were killed in various States, it grew to 225 in 2018 but came down to 145 during the last year. Similarly, the figures for Naxals arrested were 1,888 in 2017 which went up to 1,933 in 2018 and then went down to 1,276 in 2019. The MoS also said, "To combat the LWE menace in a holistic manner, the Government of India has formulated a national policy and action plan in 2015, which envisages a multi-pronged approach comprising security, development and ensuring rights and entitlements of local communities etc."

He was working as an ‘area committee member’ of ‘Gumma Area Committee’ (GAC) under Malkangiri-Koraput-Visakhapatnam Border (MKVB) division of Andhra-Odisha Border special zonal committee (AOBSZC) of CPI-Maoist. As per the report, Habika had joined the third company of ‘Central Regional Committee, (CRC)’ of the banned CPI-Maoist in 2012. He was involved in nine criminal incidents including murder, exchange of fire and blasting of vehicles. The interrogation of Ashish Kumar, the key supplier of arms to Khalistan Liberation Force (KLF) ‘chief’ Happy PhD has led the Punjab Police to a major crackdown on illegal arms suppliers in which 23 persons including two gangsters and gun house owners were arrested at Jalalabad in Fazilka District of Punjab and adjoining States of Haryana and Rajasthan on February 13, reports The Tribune. As per the report, the Police raided several gun houses and in all, 36 weapons were seized during raids in Punjab and adjoining States of Haryana and Rajasthan. The seized arms included 14 double barrel breach loading (DBBL) 12-bore guns, four single barrel breach loading (SBBL) 12-bore guns, five 32-bore pistols, a 45-bore pistol, three 30-bore pistols, a 25-bore pistol and two carbines. The Director General of Police (DGP) Dinkar Gupta said, the investigation into the supply of illegal arms to criminals, especially gangsters, began with the arrest of ‘A’ category gangster Sukhpreet Singh alias Budda, in November 2019. The weapons supplied to Budda and his accomplices were used in the attack on Punjabi singer Parmish Verma in Mohali in April 2018, and committing murders, dacoities and extortions. Gupta further said, based on Ashish’s interrogation, the two gangsters – Gurpreet Singh alias Laddi, wanted in 20 criminal cases, and Neeraj Kumar alias Dhiraj Batta, wanted in 13 cases were arrested.

The investigation into the drug trail exposed by the arrest of gangster Sukhpreet Singh alias Budha has led to more arrests and seizures of firearms and drugs, reports The Times of India on February 16. According to the report, the Punjab Police traced the links of Jagdeep Singh alias Jagga alias Billa and Gurvinder Singh alias Pehalwan, who were arrested in a joint operation of the organised crime control unit (OCCU) and Mohali Police on February 13, to Pakistan. Investigations have so far revealed that Billa and Pehalwan, who were absconding since 2014, had received a large quantity of heroin and Fake Indian Currency Notes (FICN) from Pakistan through various routes. They were also wanted by the Directorate of Revenue Intelligence (DRI) and Rajasthan Police in cases related to heroin smuggling from Pakistan. Initial investigation revealed that they had received drug money from Pakistani dealers through hawala (illegal money transaction). Jagga was involved in cross-border smuggling of heroin since 2008. He came in contact with Gurvinder, and later connected with Abad Ali alias Baadi of Pakistan. According to a Police Official, Jagga came in contact with Malik, a resident of Narwad village of Pakistan, in 2015, and had been receiving huge consignments of drugs since. He got most of his drug consignments from Pakistan. The investigations into the racket have so far led to arrest of around 24 accused.

Iqbal Mirchi’s two sons, Asif and Junaid Memon, are continuing to run their father’s smuggling and drug network based out of Dubai and UK, states Enforcement Directorate (ED), reported by The Times of India. In the last two months, the ED’s investigating officers have questioned at least five "couriers and witnesses" in Mumbai. These witnesses have revealed several other names who were active partners of Iqbal Mirchi, besides the latter's close links with Dawood Ibrahim and Tiger Memon, the two-prime accused in the 1993 Mumbai bomb blasts. During the investigations, it was found that Mirchi used his Eden Rice Mill in London to smuggle cocaine, gold and opium. The drug smuggling network and extortion racket of the drug lord was largely funding dozens of properties acquired in the UK which are now being managed by his wife Hazra and two sons. The ED had recently filed a detailed 100-page charge sheet in the Iqbal Mirchi money laundering case after which the agency had also attached properties of over Rs 500 crore belonging to the accused, including the two floors in the Ceejay House in Mumbai allegedly owned by family members of former civil aviation minister Praful Patel. The two floors were in the name of Mirchi's wife Hazra Memon. ED officials have also questioned Mukhtar Patka, brother-in-law of Mirchi, to unearth details of other accused still active in the Mirchi gang and helping to his drugs trade.

Wani was called to the NIA headquarters and questioned about providing funds to Hizb-ul-Mujahideen (HM) militant Syed Naveed Mushtaq Ahmed alias Naveed Babu, and others, the NIA officials said. A Communist Party of India-Maoist (CPI-Maoist) cadre was killed in an exchange of fire with Security Forces (SFs) in a forested area near Jaggawaram and Arampalli villages under Polampalli Police Station limits in Sukma District of Chhattisgarh on February 15, reports The Pioneer. According to the Inspector General of Police (IGP), Sundarraj P., a team of District Reserve Guard (DRG) was out on a counter-insurgency operation in the said area. When the patrolling team was cordoning off the forests, an exchange of fire broke out between the two sides. After the gun-battle stopped, the SFs recovered the slain body of a Maoist along with one muzzle loading gun and a huge cache of explosives from the spot. The IGP further said, “According to preliminary reports, the killed Maoist was identified as Madvi Sukka, a ‘Militia commander’ of Pentapad village. According to the Union Ministry of Home Affairs’ (UMHA) data related to Naxal [Left Wing Extremism, LWE] violence, the number of incidents had declined in Telangana since 2017, reports Telangana Today on February 16. The UMHA’s data said that 112 Left-Wing Extremists (LWEs) were arrested in Telangana in 2019, as against 113 in 2018. Two each category of civilian and LWEs were killed in separate incidents in the State in 2019. There were five incidents in 2017 while 11 incidents took place in 2018 and eight in 2019. The notable factor was that not a single person from the Security Forces (SFs) was killed since 2017 in Telangana, said the MHA’s data. According to the data, in all, 1,276 LWEs were arrested in the 10 States affected by LWEs – Andhra Pradesh, Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh, Maharashtra, Odisha, Telangana, Uttar Pradesh and West Bengal in 2019. Also, around 670 incidents were reported in 2019 in the aforementioned 10 States in which 150 civilians and 145 LWEs lost their lives.

As per the report, acting on input about the movement of 20 to 30 armed Maoists in the said forest, a joint team of District Voluntary Force (DVF) and Special Operations Group (SOG) of Odisha Police launched a combing operation. On spotting the SFs, the Maoists opened fire leading to a gun-battle. The rebels backtracked and managed to escape into the dense forest leaving behind their belongings and articles. The SFs recovered Maoist uniforms, kit bags, mobile phone and other articles were from the encounter site.

An official order issued by the Home Department said, the Internet Service Providers (ISPs) have been given directions to ensure access to 1,485 white-listed sites only and not to any social media applications allowing peer-to-peer communication and Virtual Private Network (VPN) applications. “The directions shall be effective from February 16 and remain in force till February 24, unless modified earlier,” the order issued by Principal Secretary, Home Department, Shaleen Kabra said.

A cadre of Communist Party of India-Maoist (CPI-Maoist) was killed in an exchange of fire with Security Forces (SFs) at Podewada forest under Bhamragarh Block (administrative unit) in Gadchiroli District of Maharashtra on February 17, reports Hindustan Times. As per the report, on receiving an input that the Maoists were holding a meeting under the leadership of ‘politburo member’ M. Venugopal Rao aka Bhupathi in the said area, the C-60 commandos of Gadchiroli Police initiated a combing operation. On seeing the patrolling team, the Maoists opened fire leading to an exchange of fire between the Police personnel and the Maoists in which a Maoist cadre was killed. While the identity of the slain Maoist is yet to be ascertained, the Police suspect that at least four to five Maoists were injured in the gun-battle but succeeded in fleeing along with others. The Superintendent of Police (SP), Shailesh Balkawade said the Police have recovered a huge cache of arms, including AK-47 rifle and ammunition, and Maoist literature from the spot.

In another exchange of fire that occurred near Kasalpad village, one STF trooper was injured, he added. When a DRG patrolling team was cordoning off a forest area on Chintagufa-Chintalnar junction, an exchange of fire broke out between the two sides, and after the encounter the body of a Maoist was later recovered from the spot. Also, when Security Forces (SFs) were returning after the operation, an exchange of fire took place in the forest near Kasalpad that left one STF trooper injured, Sundarraj said. The two Maoist leaders have been identified as Abhijeet Yadav aka Mahavir Yadav and Pintu Rana aka Rajesh Rana. The ED attached INR 1,649 million worth of six land plots in Palamu District of Jharkhand and a bank account of Yadav. In the case of Rana, the ED has attached one Kisan tractor with trailer, motorcycle, Scooty and bank balances totaling INR 957000. Acting on a tip-off, a checkpoint was established at Khan Sahib in the central Kashmir District, when a vehicle was intercepted and Saqib Ahmad Lone, a resident of Wager village in the area, was arrested and incriminating material was recovered from his possession, Police spokesperson said. As per Police records, Lone is involved in assisting the active JeM militants operating in the areas of Khan Sahib, the spokesperson added. Based on a tipoff about the movement of the Maoists in the region, a joint team of the District Voluntary Force (DVF), Special Operations Group (SOG) and the Border Security Force (BSF) had launched a combing operation in Panabadi, Kamalabandh, Bailguda and Urlapadu area in the District, bordering Andhra Pradesh. During the search operation, the joint team recovered a gun, a rifle, hand grenades, electronic detonators, bulletproof metal plate, and explosives along with several items used by the Maoists. The items were recovered from three drums which were buried under the earth. Police suspected that the camp was being used by the Nandpur Area Committee of Koraput Division of the CPI-Maoist.

The demands include immediate resumption of relief to 93 displaced families in the Anandabazar area under the subdivision. The families have been living at the Anandabazar Police Station since December 10 2019 after being forced to flee their homes during violent agitation by anti-CAA protesters. Mizoram Home Minister, Lalchamliana on February 26, stated in the State Assembly that 632 smuggled arms of different category, 47,510 rounds of live ammunition and 314 magazines smuggled into the state mainly from Myanmar, have been seized by the state Police between 2004-2005 and 2019-20, reports Northeast Now. The seized arms included 134 AK-47 rifles, 8 AK-56 rifles and 26 Light Machine Guns (LMGs). He said that the largest arm haul was made in 2011-12 fiscal an in that year at least 91 arms were seized in the state, followed by 83 arms seizure during 2014-15 fiscal. During the current fiscal (2019-2020), at least 23 different smuggled arms were seized against 27 in 2018-2019. He also added that 32 smugglers are currently incarcerated, of which eight Myanmar nationals have been convicted while 24 were being tried in court.

A taxi driver, identified as Lurshai Hynniewta, was killed and four Khasi Students’ Union (KSU) members were injured, following a clash between tribals and non-tribals at Ichamati village under Shella Police Station under Sohra Sub-Division of East Khasi Hills District in Meghalaya on February 28, reports Indian Express. There was a meeting against Citizenship Amendment Act (CAA) 2019 and demanding Inner Line Permit (ILP), convened by the KSU that led to a clash between the KSU activists and the non-tribals. Many vehicles including buses were also vandalised in the clash. East Khasi Hills District Magistrate imposed the curfew from 10 pm on February 28 to 8 am on February 29 with order citing “apprehension of serious deterioration of law and order” adds Scroll. Also, following the incident, the State Government suspended internet services for the next 48 hours in six districts of Meghalaya including East Jaintia Hills, West Jaintia Hills, East Khasi Hills, Ri-Bhoi, West Khasi Hills and South West Khasi Hills, reports The Sentinel.

Communist Party of India-Maoist (CPI-Maoist) cadres killed two civilians after branding them as ‘police informers’ in separate incidents in Sukma District of Chhattisgarh on February 28, reports Amar Ujala. In one incident, armed Maoists arrived at the residence of Muchaki Hidma in Kolomkonta village under Tongpal Police Station limits in the District and strangled him to death. A Police Official said that the Maoists also assaulted Hidma's wife after executing the incident. In another incident, Maoists reached the house of Madvi Urra in Mukram village under Chintalnar Police Station limits and took him along to a nearby forest and subsequently killed him with a sharp weapon. As per the Police Officials, both Hidma and Urra were former Maoists and served their sentences in jail.

As per the report, Chawla posted a picture on his Facebook account of being honoured by ETPB additional secretary Tariq Wazir and PSGPC president Satwant Singh. Earlier in 2019, Chawla was removed from PSGPC, after India had exerted pressure on Pakistan over his links with 26/11 Mumbai terror attack mastermind Hafiz Saeed. The move had come as India had refused to sign the agreement on Kartarpur corridor if Chawla continued to be a member of the committee. According to an intelligence source, the recent development showed that Chawla was still an integral part of PSGPC and ETPB, as he was still being honoured by the two bodies. The intelligence source informed that since Inter-Services Intelligence (ISI)-controlled ETPB used Chawla, for instigating Sikhs and holding an anti-India demonstration, his removal from the two bodies was just a cosmetic change. “But he has always been present during important events at Gurdwara Nankana Sahib. He has also been allotted a room at Gurdwara Darbar Sahib complex, Kartapur Sahib,” the source added.

The National Investigation Agency (NIA) arrested an operative of Jaish-e-Mohammed (JeM) in Jammu District of Jammu and Kashmir (J&K) on February 28, reports Daily Excelsior. The NIA in a statement said, “A furniture shop owner, Shakir Bashir Magrey provided shelter and other logistical assistance to the suicide-bomber Adil Ahmad Dar. He was introduced to Adil Ahmad Dar in mid-2018 by a Pakistani militant Mohammad Umar Farooq and he became a full-time OGW (Over Ground Worker) of JeM.” Magrey (22), resident of Hajibal in Kakapora in Pulwama, was arrested by NIA for his alleged involvement in the Pulwama terror attack (February 14, 2019). “Accused Shakir Bashir Magrey has further revealed that he had harboured Adil Ahmad Dar and Pakistani militant Mohammad Umar Farooq in his house from late 2018 till the attack in February 2019, and assisted them in the preparation of the IED (Improvised Explosive Device),” the statement added. Magrey was produced before the NIA Special Court at Jammu District, on February 28, and remanded to 15 days of NIA custody for his detailed interrogation.

A wanted Communist Party of India (CPI-Maoist) cadre, identified as Mukesh Sahni, was arrested by a joint team of the Special Task Force (STF) and the Sashastra Seema Bal (SSB) from Karanpura village under the Bochaha Police Station limits in Muzaffarpur District of Bihar on February 29, reports The Times of India. As per the report, on receiving a tip-off about Sahni’s presence in the said village the personnel of the STF of the State Police Headquarters and the SSB conducted raids and arrested him. The Senior Superintendent of Police (SSP), Jayant Kant, said, “Sahni had been evading arrest in at least 12 cases of Maoist violence in Muzaffarpur and adjoining areas. Five sympathizer-cum-couriers of Communist Party of India-Maoist (CPI-Maoist) were arrested with explosives in Jagannadhapuram village of Paloncha Mandal (administrative sub-division) in Bhadradri Kothagudem District of Telangana on February 29, reports The Times of India. The arrested couriers have been identified as, P. Saraiah (45), resident of Nimmalagudem in Kistaram Mandal of Sukma District in Chhattisgarh, K. Murali (24) and K. Nageswara Rao (40) of Dabbanootala village in Dummugudem Mandal in Khammam District of Andhra Pradesh, K Sammaiah (26) of Veerabhadrapuram village in Dummugudem Mandal and J. Hanumanthu (28) of Toggudem in Paloncha Mandal.
