Pakistan Army violated the Cease Fire Agreement (CFA) and shelled forward posts along the Line of Control (LoC) in Poonch District of Jammu and Kashmir (J&K) in India on February 1, reports Daily Excelsior. A Defence spokesman said, “At about 1745 hours today, Pakistan army initiated unprovoked ceasefire violation by firing with small arms and intense shelling with mortars along the LoC in Mankote sector of Poonch.” The Indian Army retaliated befittingly to the Pakistani aggression, sources said.

Security Forces (SFs) recovered two 12 bore guns and items including three radio sets, solar light and other camp materials following an exchange of fire with the Communist Party of India-Maoist (CPI-Maoist) cadres from Bender 1 Reserve Forest area under Belpada Police Station limits in Bolangir District of Odisha on February 1, reports United News of India. Acting on specific information about the movement of 10 to 15 armed Maoists in the Bender Reserve forest area and their plan to carry out attacks, an operation was launched in the area by a composite team of Special Operations Group (SOG) and District Voluntary Force (DVF). The operational team came under heavy fire from the CPI-Maoist cadres which led to the exchange of fire. While the Maoists managed to escape taking cover of the terrain, the SFs recovered the guns and other materials from the Maoist camp.

Maharashtra Anti-Terrorism Squad (ATS) arrested drug-peddler Parvez Khan, also known as Chinku Pathan, an associate of Dawood Ibrahim, in connection with a drugs case being probed by the ATS, an official said on February 2, reports NDTV. Chinku Pathan, was arrested in January, 2021 by the Narcotics Control Bureau (NCB) from his home at Ghansoli in neighbouring Navi Mumbai after the NCB neutralised a drug syndicate suspectedly being operated by him. In a follow-up operation, the NCB seized a large quantity of drugs, unaccounted cash worth over INR 2 crore and two guns during raids at some places in Dongri and neighbouring areas in south Mumbai.

National Investigation Agency (NIA) has clarified that the accused in the diplomatic channel gold smuggling case had formed a terrorist group recruited people for smuggling gold to the state, keralalkaumudi.com reports on February 3. It also stated that Swapna Suresh and Sarith were also part of this gang. This information was mentioned in the charge sheet led by the NIA in the Special Court in Kochi on January 5. According to the charge sheet, the gold smuggling, which has been going on since 2019, was aimed at undermining the country's internal security and financial stability. The terrorist group was formed to smuggle gold. They worked to help each other. 167 kg of gold was smuggled through the diplomatic channel. The operation was carried out knowing that large-scale smuggling of gold would be detrimental to national security and economic security. The accused also tried to sever friendly relations between India and the UAE. The charge sheet was prepared after a detailed investigation into the terror links of the accused. The NIA has found that money that was collected from home and abroad was turned into gold which was then smuggled to India. The money collected selling this gold in India was smuggled back as 'reverse hawala'. The money was used to buy and smuggle gold again. The accused were also charged Section 20 of the UAPA due to their terrorist links.

Security Forces (SFs) arrested two militant associates of Jaish-e-Mohammad (JeM) in Bandipora District of Jammu and Kashmir (J&K) in India on February 2, reports Daily Excelsior. Bandipora Police had received reliable information that there were certain anti-national elements who were indoctrinating youths and influencing them with false narratives and motivating and enticing them to take violent path besides providing them arms, ammunition and other resources for the purpose. Police said that acting on specific human and technical inputs, Bandipora police along with 13 Rashtriya Rifles (RR) of Army arrested one suspected person Abdul Majeed Khan, resident of Kralpora Bandipora, in a joint operation at Wullar Vantage Park Aragam Bandipora and recovered arms and ammunition from his possession which includes one pistol, three live hand grenades and 10 live rounds. On enquiry, the accused revealed that he is associated with JeM militant outfit and is in contact with handlers across the border from where he received instructions to identify innocent youth for joining militancy and pass on arms and ammunition to them. Police said that on his disclosure, he named Showkat Ahmad Malik, resident of Sangrama Sopore as his accomplice in carrying out his nefarious designs and accordingly a search operation was launched in Sangrama Sopore with Sopore Police and 52 RR leading to the recovery of one pistol, five live hand grenades and 20 live rounds from the accused person.

Central Government on February 2, handed over the investigation of the Israel embassy blast to the National Investigation Agency (NIA) in view of a suspected Iranian link and the international ramifications of the case, reports Hindustan Times. It is expected that NIA will form a special team to investigate the case. NIA sleuths will also coordinate with Israeli agencies, including Mossad, to get inputs on the outfit behind the attack, which has been termed as a terrorist act. The agency has registered a case and is getting documents from Delhi Police Special Cell. “Initial assessment has pointed out to the role of Iranian suspects, which will be the focus of our investigation among other angles,” said a senior NIA officer. Over the last few days, Delhi Police and NIA investigators, who were informally associated with the probe till now, have collected information about certain social media channels, including a Telegram entity which had claimed responsibility for the blast on behalf of a group called ‘Jaish ul Hind’.

"India remains concerned about the possibility of such dangerous weapons of mass destruction falling into the hands of terrorist organisation and individuals," R. Ravindra, a Deputy Permanent Representative of India, told the United Nations Security Council (UNSC). "Terrorist groups have taken advantage of the decade-long conflict in Syria to entrench themselves posing a threat to the entire region. Reports of the resurgence of the IS in the region are being heard with increasing frequency," he said after the Council heard a briefing on the implementation of its resolution against chemical weapons in that country. That Resolution adopted in 2013 expressly demanded that "non-State actors" or terror groups "not develop, acquire, manufacture, possess, transport, transfer, or use nuclear, chemical or biological weapons and their means of delivery". Pakistan is very effectively using drones for surveillance and smuggling arms, explosives and narcotics across the border, said the Border Security Force (BSF) Director General (DG) Rakesh Asthana on February 3, reports Hindustan Times. The BSF DG revealed this at a seminar organised by industry body FICCI (Federation of Indian Chambers of Commerce & Industry) at Aero India 2021 exhibition in Bengaluru District of Karnataka. The DG stated, “In 2019, there were 167 recorded sightings of drones on the Western front (with Pakistan). In 2020, there were 77 sightings of drones on this front.” There have been instances of dropping of arms, ammunition, explosives and narcotics through the drones, particularly in Punjab and Jammu sectors, he mentioned. The DG further said that “Pakistan is very effectively using its drone technology for not only smuggling activities, but also for surveillance purposes. As per intelligence inputs, the Pakistan Army is looking for mini or small UAVs which can stay for several hours in the air to monitor the borders with a preferable range of 150 kms.” The BSF chief also said that the neighbouring nation is using drones from China, Russia, Saudi Arabia, Germany and Italy.In addition to this, Pakistan is seeking to augment its counter-drone capability, he added.

During searches, INR 2 million of drug proceeds, 130 rounds of 9 mm bullets, mobile phones, pen drive, one bunch of polythene bags used for packing heroin, a car, a two-wheeler, documents related to properties and other incriminating documents have been seized from the house of the suspect.An NIA spokesperson said, the searches were conducted at the premises of suspect Manpreet Singh of Amritsar, a close associate of charge-sheeted accused Ranjit Singh in connection with the investigation of HM narco-terror case. The case relates to the arrest of Hilal Ahmad Shergojri, an Over Ground Worker (OGW) of HM and a close associate of Riyaz Ahmed Naikoo, the then ‘commander’ of HM who had come to Amritsar to collect funds to further the terrorist activities in Jammu and Kashmir (J&K), the official said.The case was originally registered by Punjab Police on April 25, 2020, under sections of the Unlawful Activities Prevention Act (UAPA) in connection with the seizure of INR 2.9 million which were drug proceeds, the official added.

For robust and quick intelligence inputs on a “real-time” basis relating to terrorism and insurgency, the Central government has been extending its dedicated and secure electronic network “TMS and NMB” at 451 new locations across the country, newsgram.com reports on February 7. This is part of the Indian Government’s ‘Phase III’ intelligence-gathering operation that began in 2020 and is expected to achieve its goal by the end of this year or mid-2022. The network is being extended to 475 districts selected in consultation with the state police chiefs. Out of 475 identified locations, 451 locations have been found feasible for providing connectivity, out of which 174 districts have already been connected. Currently, a total of 374 locations across the country are on the intelligence network. When completed, the network will cover 825 locations around the country, a Parliamentary Standing Committee on Home Affairs report stated.

The injured jawan has been airlifted to Ranchi for appropriate medical care. The encounter happened on the border at West Singhbhum-Saraikela-Kharsawan-Khunti triangle. The search operation is still on and more details are awaited,” Ajay Linda, West Singhbhum,Superintendent of Police (SP), said. The injured CoBRA jawan has been identified as Narayan Chetri from Assam. “Narayan Chetri is now out of danger. The Police said the armed Kuki militants abducted the workers at gunpoint on February 7 when they were busy in the construction of a bridge at Leikhong near Nongpok Keithelmanbi in Thoubal District. The SFs subsequently launched a massive combing operation in possible locations and mountainous areas and the hostages were traced at the Kamuching forests. “Sensing the presence of security forces, the extremists fired at them, leading to a fierce gunfight that lasted for over two hours late on Friday [February 12] evening,” a Police official said. The Kuki ultras during the encounter managed to escape taking advantage of the thick forest and hilly terrain leaving behind the captives.The SFs subsequently rescued the three workers and recovered an AK-47 rifle from the forested areas.

Over 1045 infiltrators were intercepted by the Border Guarding Forces during the last two years. In his statement, Rai also stated that 61 people have been apprehended from India-Pakistan border whereas 63 people were apprehended from Indo-Nepal border during the same period. In a written reply to a question in the Rajya Sabha (Upper House of Indian Parliament), Union Minister of State for Home, G Kishan Reddy said according to the latest data of the National Crime Records Bureau (NCRB), the total number of people arrested under the UAPA in 2019 was 1,948. The National Investigation Agency (NIA) on February 10 carried out searches in the dense forests of Khunti District in Jharkhand and recovered high-grade explosives belonging to the Communist Party of India-Maoist (CPI-Maoist), reports The New Indian Express. The searches were conducted in the Korangburu hillock at Jilingkel at the instance of an arrested Maoist identified as Naina alias Birsa Munda. “During the early morning operation, 100 metres of Cordtex wire (a type of detonating cord) and high-grade explosive -- 126 Gelatin sticks, weighing about 15 kgs -- were recovered”, an NIA spokesperson said. Naina was arrested in connection with the killing of five Police personnel in an attack by CPI-Maoist in June, 2019 at Kukru Haat in Seraikela Kharsawan District. The Jharkhand Police had arrested 11 accused and filed two charge-sheets against them. The NIA re-registered the case in December 2020 and arrested five more armed cadres of CPI-Maoist. During Naina's questioning, it was revealed that explosives procured by the CPI-Maoist were hidden at the Korangburu hillock, the NIA spokesperson added.

Kishan Reddy on February 10 said in Rajya Sabha (Upper House of India Parliament) that the Left-Wing Extremism (LWE)-related incidents were down 47 per cent between 2015 and 2020 as compared to incidents in the preceding six years from 2009 to 2014, and that the geographic spread of Naxal [Left Wing Extremist, LWE] violence had been contained to 53 Districts across 9 States in 2020 as compared to 76 Districts across 10 States in 2013, reports The Times of India. In a written reply to a question, Reddy said the steadfast implementation of the multi-pronged strategy to counter LWE had resulted in consistent decline in violence and shrinkage in geographical spread. “The incidents of LWE violence have reduced by 70 per cent from all-time high of 2258 in 2009 to 665 in 2020. Similarly, resultant deaths (civilians + Security Forces) have reduced by 80% from all-time high of 1005 in 2010 to 183 in 2020. The geographical spread has been constricted and only 53 Districts across 9 States reported LWE related violence as compared to 76 Districts across 10 States in 2013. However, 90 Districts in 11 States are covered under Security Related Expenditure (SRE)/LWE Scheme for the purpose of reimbursement of expenditure incurred by the States on counter LWE operations,” he stated.

After receiving information regarding the presence of armed Maoists in the forest area, a special team of Special Operation Group Hawk Force and District Force was initiated an operation. On Spotting the SFs, the Maoists fired indiscriminately at the team who retaliated leading to a gun-battle in which the two Maoists were killed. After the firing stopped, a search operation was carried out by the SFsin which the bodies of a male Maoist identified as - Dulla alias Manu Dakshin and a female Maoist identified as - Geeta Dakshin Bastar were found. The operation was jointly carried out by the Border Security Force (BSF) and Narcotics Control Bureau (NCB). The SFs heard some sound along the border fence and opened fire in which one Pakistani intruder was killed on the spot. During a search, a PVC pipe and 14 packets of contraband, suspected tobe heroin, weighing 14.805 kilograms was recovered from the possession of the slain intruder. While Lakhwinder and Satnam were arrested from Dullapur Keri village, Balwinder was arrested from Pakki village in the District. On the night of February 7 and 8, four Punjab based smugglers reached the suspects’ fields at Hindumalkot to collect a drug consignment from Pakistani smugglers. As the smugglers threw heroin packets from across the border, BSF personnel got sniff of it. The four allegedly fled with 5kilograms heroin from the spot. The Police claimed at least four suspected smugglers from Ferozepur and Fazilka Districts of Punjab had fled with 5-kilograms heroin. According to Anti-Terrorism Squad (ATS), the arrestee Bachaya Khan had brought the contraband from Pakistan on the intervening night of February 15 and February 16 and buried in his house which is located very close to the international border (IB). On February 17, another person, Mere Khan, co-accomplice of Bachaya Khan was arrested in this connection. Both the accused were in touch with the international drug racketeers in Tarantaran in Punjab. According to ATS Additional Superintendent of Police (ASP), OP Ujjwal, Khan’s cousin brother Badal Khan who lives in Amarkot, Pakistan with the help of international Pak smuggler Fotiya Khan, had thrown heroin packets over the fencing from Pakistan side to India’s side. Indian smuggler Meera Khan had taken those packets and given them to Haliya Khan. Haliya Khan had given the packets to Bachaya Khan for making delivery in Tarantaran district, Punjab. Nearly seven-kilogram IED was recovered from the possession of Shah, a Nursing student at Chandigarh when he was planning to set off an explosion at a crowded place on the second anniversary of the 2019 Pulwama terror attack in the winter capital on February 14. “Rah is an OGW and motivator of Al-Badr terror outfit and is involved in conspiracy of providing logistic support to Al-Badr militant outfit. The Superintendent of Police (SP) M. S. Dhillon said huge quantities of firearms and equipment were recovered from the gun factory in the dense forest and hilltop of Rishikund Bhelwa under Shampur Police Station limits inthe District. The recoveries included - 13 pistols of 7.65 mm bore, 17 half-finished pistols, 28 magazines, eight live cartridges, two cell phones, seven barrels, 18 base machines, drilling machines, spring wires used in triggers, about two dozen razors, screwdrivers, hacksaw blades and steel plates. The Maoists managed to escape from the gun factory carrying complete firearms. However, one of the skilled workers engaged in manufacturing the firearms under Maoists’ supervision, identified as Akhilesh Singh alias Karu Singh was arrested from the spot. Of the two recovered IEDs, one was a pressure cooker bomb and the other one concealed the explosives and the detonator in a pipe type casing. Preliminary investigation suggested that at least five terrorists other than Tehseen used the phone to operate a Telegram Channel. It is suspected that they used this phone to claim responsibility for terror acts or threats including for placing an explosives-laden SUV near Reliance Industries Chairman Mukesh Ambani’s residence- Antilia in Mumbai on February 25, 2021 and blast outside Israeli embassy in the national capital. According to the Special Cell of Delhi Police, they created a Telegram channel -- Jaish-ul-Hind. A probe is underway to trace the further links. Police said that with the help of a cyber agency the location of the phone on which the Telegram channel was created, was traced. The location of the phone was traced near Tihar Jail in Delhi. The Tihar Jail authorities conducted a massive search operation inside the sub-jail number 8 on March 11. They recovered a mobile and sim card. The Telegram channel, Jaish-ul-Hind, was created on this phone. Police said that a Telegram channel was created on February 26 and the message claiming responsibility for the incident was posted on the Telegram on February 27.

The agreement has come into force from the intervening night of 24th and 25th February, an official statement released,on February 25, by the Ministry of Defence (MoD) said.“In the interest of achieving mutually beneficial and sustainable peace along the borders, the DGMOs of India and Pakistan agreed to address each other’s core issues and concerns which have propensity to disturb peace and lead to violence,” the statement said, adding that both sides agreed for strict observance of all agreements, understandings and cease firing along the Line of Control and all other Sectors with effect from midnight 24th/25th February 2021.The statement said both sides reiterated that existing mechanisms of hotline contact and border flag meetings will be utilized to resolve any unforeseen situation or misunderstanding.Sources also made it clear that Anti-Infiltration Grid will remain intact along LoC as well as International Border (IB) and there will be no let-up in anti-infiltration measures along the borders and anti-militancy operations in the hinterland.“The Anti-Infiltration Grid will continue to be strengthened. Police said that acting on specific information, Bandipora Police along with 13 Rashtriya Rifles (RR) and 45 Battalion of Central Reserve Police Force (CRPF)arrested two militant associates of theLashkar-e-Taiba (LeT), in a joint operation at Bonikhan Mohalla area of Hajin Town and recovered arms, ammunition from their possession which includes two live hand grenades and eight live rounds of AK 47 rifle.The arrested OGWs have been identified as Ghulam Mohidin Khan of Paribal Hajin and Riyaz Ahmad Bhat of Bonikhan Mohalla Hajin in Bandipora.The Police said, “On preliminary enquiry, it was revealed that the accused were associated with LeT and were providing shelter, logistics and other material support to LeT militants in Sumbal and Hajin areas of Bandipora district.”

Led by Indian Union Home Secretary Ajay Kumar Bhalla and his Bangladesh counterpart Senior Secretary, Public Security Division Mostafa Kamal Uddin, the 19th Home Secretary level talks between the two countries was held in the backdrop of ‘Mujib Barsho’and 50 years since the Bangladesh Liberation War. In the statement issued by Union Ministry of Home Affairs (UMHA), the Secretaries of both the countries attaching importance to bilateral relations, reiterated their commitment to further expand and strengthen mutual cooperation in the security and border related issues. . On February 17 evening, three Lashkar-e-Taiba (LeT) militants had shot Akash at the Dalgate eatery owned by his father Ramesh Kumar Mehra, leaving him with critical chest and abdominal injuries. Earlier, SATP had reported the incident on February 17. Soon after, the little-known Muslim Janbaz Force (MJF), owned responsibility for the strike in a statement, claiming it was in retaliation to “outsiders” being allowed to settle in J&K under the new domicile rules.On February 19, Inspector General of Police (IGP), Kashmir Range, Vijay Kumar had announced the arrest of the newly recruited Lashkar trio, Suhail Ahmad Mir and Owais Manzoor Sofi from Anantnag, and Vilayat Aziz Mir from Pulwama, and recovery of the bike and weapon used in the crime.During interrogation, the trio also confessed that the attack was carried out to instil fear among tourists on a day when a 24-member European Union delegation was on a two-day visit to the Valley. The Resistance Front (TRF) ‘commander’ Gazi had lured and tasked them with attacking the Dhaba, which remains open even during strikes and always sees a rush of tourists.Although Ramesh Mehra, whose roots are in Jammu’s Janipora, is a permanent resident of the Valley, the MJF claimed the attack was just the beginning of its campaign against those who had newly acquired domicile certificates.The fledgling TRF, another Pakistan-backed terror group with moorings in Jaish-e-Mohammad (JeM) and Hizb-ul-Mujahideen (HM), had been among the first to threaten and mount attacks on non-Muslim beneficiaries of the domicile law.
