Drone mounted cameras, or drone cameras as they are being called, are playing a crucial role in tracking Communist Party of India-Maoist (CPI-Maoist) cadres on the Telangana-Chhattisgarh border, reports The New Indian Express on February 5. After the introduction of the drone cameras, the job of the security personnel has been made much easier and less risky. The cameras are being used to track the Maoists in thick forest areas. The security personnel have been imparted training in using the drone cameras which are deployed in base camps. From these base camps, the drone operators are able to guide forces who are involved in the combing operations. The cameras help in the drone operators spotting Maoist movement quite early, sometimes in a radius of two or three kilometres, who then alert the forces on the ground. A Police officer in Bhadrachalam agency area said, “We have been alerted about Maoist movement many times in the recent days through drone cameras.” As part of ‘Operation Prahar’ the Security Forces have intensified combing operations in the border forest areas to eradicate Maoists. Besides using drone cameras, the government is also setting up base camps along the border. Already three base camps have been set up in Telangana and one more is coming up at Pusuguppa in Cherla Mandal (administrative sub-division) in Bhadradri Kothagudem District.

India on February 14, warned that links between the Taliban, al-Qaeda and UN-designated groups such as Lashkar-e-Taiba (LeT) and Jaish-e-Mohammed (JeM) have heightened concerns that Afghanistan may become a safe haven for terrorist organisations, reports Hindustan Times. TS Tirumurti, India’s permanent representative to the United Nations and the current chair of the UN’s Counter-Terrorism Committee, delivered the warning during an open briefing on Counter-Terrorism Committee Executive Directorate (CTED) in South and Southeast Asia. In his opening remarks, Tirumurti said the latter half of 2021 saw consequential change in Afghanistan after the Taliban takeover of Kabul, the collapse of the government and a humanitarian crisis. A recent report to the UN Security Council noted the ties “between the Taliban, largely through the Haqqani Network, and the Al-Qaida and foreign terrorist fighters remain close and are based on ideological alignment and relationships”, he pointed out. “The linkages between the Taliban, Al-Qaida, and terrorist entities proscribed by the Security Council, such as Lashkar e-Tayyiba and Jaish-e-Mohammed, are a further source of concern. And therefore, serious concern remains that Afghanistan may become a safe haven for Al-Qaida and a number of terrorist groups in the region,” Tirumurti said.

Ten overground workers (OGWs) of the Jaish-e-Mohammed (JeM) were arrested by the State Investigation Agency (SIA), a newly carved-out wing of the Jammu and Kashmir Police, during overnight raids at various locations in South and Central District of Jammu and Kashmir (J&K) on February 15, reports Daily Excelsior. The officials said the 10 people, who were working independently or as ‘sleeper cells’ of the banned terror group, were identified during a probe carried out by the SIA. Neither of them was aware about each other’s activities and were taking instructions from JeM terrorist commanders directly. “The module, whose members were organised into sub-modules in the form of verticals so that in the event of detection of one member, the bigger network does not get compromised, had been painstakingly discovered through discreet surveillance, in which corroborative intelligence capable of being converted into admissible evidence in court was used to ascertain and confirm the JeM membership of these individuals,” one of the officials said. Those arrested were active in recruiting young people, arranging finances, and transporting weapons in south and central Kashmir, besides providing other logistic support. During searches, cell phones, SIM cards, records to show use of banking channels and even a dummy pistol were seized. Among those arrested is a person at whose house four terrorists were killed on April 4, 2020, the officials added.

There has been an exponential increase in drug seizures in the country in recent years, with the darknet and the maritime route being preferred for trafficking, as heroin seizures have more than increased — from 2,146 kg in 2017 to 7,282 kg in 2021, tribuneindia.com reports on February 17. The Narcotics Control Bureau (NCB) claims that effective enforcement has resulted in enhanced recoveries of all major drugs. Over 90 per cent of the sales in darknet markets are reportedly related to drugs. With traffickers exploiting technological advancements for their nefarious activities, government agencies cannot afford to remain behind the game on the cyber front. The NCB has stated that cannabis seizures have almost doubled in five years. These ‘soft’ drugs continue to fall under the purview of the NDPS Act, even as the cultivation of cannabis for medicinal and industrial purposes is allowed in states such as Uttarakhand and Uttar Pradesh. Decriminalising cannabis by amending the Act can enable the NCB to focus on curbing the money-spinning trade in synthetic narcotics rather than expending its resources on catching small fry.

Madhya Pradesh is formulating a policy for relief, rehabilitation, and surrender of Left-Wing Extremists (LWEs) that includes a provision for one-year parole for jailed Communist Party of India-Maoist (CPI-Maoist) cadres, who provide information for wiping out rebels from a particular region, reports Hindustan Times on February 23. The policy has been drafted amid an increase in Maoist activity, especially in Mandla, Dindori, and Balaghat bordering Maharashtra and Chhattisgarh. The parole provision is not in Maoist surrender policies of LWE-hit States such as Chhattisgarh, Odisha, Jharkhand, and Maharashtra. A home department officer, who did not wish to be named, said the draft of the policy will soon be presented before the Cabinet for approval. “A first of its kind provision will give chance to convicted Maoist to get parole of one year by sharing information regarding top Maoist leaders, their movement, their diversification plans, sources of finance and arms that can help the forces to eliminate rebels from a particular area,” reads the copy of the draft. The State Government has powers to grant parole to convicts and a home secretary-led committee decides such applications. The policy says the district and state-level committees will be formed to decide whether a Maoist is eligible for surrender or not. “The surrendered Maoists will get ₹5 lakh [INR 500,000] or money equivalent to reward on their arrest, whichever is higher, and also ₹6,000 [INR 6,000] monthly for 36 months for professional training to restart their lives. Unmarried Maoists will get ₹25,000 [INR 25,000] for weddings. They will get health insurance under Ayushman Bharat Scheme, a house under Pradhan Mantri Awas Scheme, and a ration under food security scheme,” the draft policy says.

Palamu District Armed Police (DAP) along with Sashastra Seema Bal (SSB) Bihar arrested ‘area commander’ Arvind Ram and five others, of the Jharkhand Jan Mukti Parishad (JJMP), a splinter group of the Communist Party of India-Maoist (CPI-Maoist), bringing a sense of relief to brick kiln operators in Bihar and Jharkhand, from Hussainabad Town in Palamu District of Jharkhand on February 26, reports lagatar24.com. The JJMP ‘area commander’ Arvind had created a reign of terror among the brick kiln operators, and it was a trans-border terror. Farmers who produce coarse grains on the river Sone’s dry land in Bihar were also required to pay the ‘levy’ (extortion money) to this JJMP rebel. Arvind is a renegade criminal who has worked as a Maoist, a dacoit, and a member of the Tritiya Sammelan Prastuti Committee/Tritiya Prastuti Committee (TSPC/TPC), a CPI-Maoist splinter group, before joining the JJMP. He spent three years in Rajasthan’s Jaipur jail, but that did not make him a reasonable guy, according to the Superintendent of Police (SP), Palamu, Chandan Kumar Sinha. There are 15 cases against Arvind, and Police in Bihar and Jharkhand were looking for him. The six JJMP cadres had arrived in Jharkhand’s Palamu (Hussainabad) to extort money from a brick kiln operator but their plan was foiled by the SSB Bihar and the Jharkhand Palamu DAP. Police recovered a well-finished country-made rifle and Katta with 10 rounds of ammunition, as well as seven cell phones, from the possession of the six arrested cadres.

The Director General of Police (DGP) Dilbag Singh on February 26 said that rare type of chemical in liquid form has been recovered from the militants for the first time in Arnia on February 25 as he charged the neighbouring country, without naming Pakistan, for trying to keep alive the dying militancy in Jammu and Kashmir, reports Daily Excelsior. Speaking to media persons at Udhampur, DGP Dilbag Singh said in the consignment of arms, ammunition and explosives sent from drone on February 25 and seized at Arnia, chemical in liquid form has been found for the first time and efforts are on to ascertain its nature. Asserting that the neighbour continued mischief by sending consignment of arms, ammunition and explosives, the DGP Dilbag Singh said the good thing is that they are being seized before falling into hands of the militants. “The neighbour has long history of hatching conspiracies to disturb peace in Jammu and Kashmir. The militancy is dying but they want to keep it alive. They are sending militants and consignments of weapons through tunnels, drones etc but such attempts are being successfully thwarted,” Dilbag Singh added. In 2021, he pointed out, 182 militants were killed but number of weapons recovered was more than 300 which indicated that the neighbour wants to make more militants in J&K. “Pakistan is also trying to overcome shortage of weapons by sending consignments through drones but our team network and Physical Security Grid are doing good job and recovering the weaponry,” the DGP added further.
