Police,on January 1, said that they arrested an Over Ground Worker (OGW) of militants who was tasked to kill a recently elected Councillor in Baramulla town in BaramullaDistrict of Jammu and Kashmir (J&K) in India, reports Daily Excelsior. Senior Superintendent of Police (SSP), Baramulla, Abdul Qayoom said that the arrested OGW was tasked to recruit youth and to kill a newly elected Councillor. The SSP said that they arrested a militant associate, Asif Gull, early this week who was under the Police radar for the past eight months for his involvement in a grenade attack in Baramulla in August last year (2020) that claimed the lives of security personnel besides having over two dozen cases registered against him. It was also found during the investigation that he was in touch with the most wanted and longest surviving militant Hyder and associates who were killed in an encounter last year.“Hyder and another associate were in touch with Asif Gull and it repeatedly surfaced he was involved in a grenade attack but had gone into hiding since then to undertake some tasks,” he said.

A soldier was killed in firing by Pakistan army in violation of Cease Fire Agreement (CFA) along the Line of Control (LoC) in Nowshera sector in Rajouri District of Jammu and Kashmir (J&K) in India on January 1, reports Daily Excelsior. Defence Ministry Spokesman, Jammu, Lt Col Devinder Anand, said, at about 1530 hours [IST], Pakistan initiated unprovoked ceasefire violation by firing with small arms and shelling with mortars along LoC in Nowshera sector, to which Indian Army retaliated befittingly.In the evening at about 1730 hours [IST], Pakistan again initiated unprovoked ceasefire violation in Nowshera sector, and in the incident, Naib Subedar Ravinder was critically injured and later succumbed to his injuries.

As per the official data released by Border Security Force (BSF)’s Punjab Frontier Headquarters on January 1, the personnel have recovered 517 kilograms heroin and 43 weapons from along the Indo-Pak International Borders (IB) in Punjab in 2020, reports IANS. The BSF also shot dead eight drug smugglers and intruders in separate encounters in 2020. Additionally, a total of 13 Pakistanis and one Bangladeshi national were also arrested during the year. In a humanitarian gesture, the BSF handed over six Pakistanis to the Pakistan Rangers after they had inadvertently crossed the IB.

Jammu and Kashmir Police (JKP) claimed to have busted yet another terror module with the arrest of a suspected militant in Reasi District of Jammu and Kashmir (J&K) in India on January 1, reports Daily Excelsior. With the arrest of the militant, a total of five different modules of Lashkar-e-Taiba (LeT) and its offshoot The Resistance Force (TRF) have been unearthed in the past two weeks, the JKP said.Inspector General of Police (IGP), Mukesh Singh, said, “On the basis of reliable information a person identified as Mohammad Yousaf, 20, son of Ghulam Haider of Deval in Mahore Tehsil[revenue unit] of Reasi district was apprehended [arrested] by a team of police station Mahore”.During sustained questioning he divulged that he had hidden some cache of arms and ammunition in a hideout at village lower Angrala of in Mahore, the officer added.“A joint search operation of Jammu Kashmir Police and army was launched in the area and five live grenades and a 9 mm pistol along with ammunition were recovered from the hideout,” IGP, Singh, said.

A Communist Party of India-Maoist (CPI-Maoist) cadre - Prakash Singh Bhokta (45) and his wife - Premani Devi (30), were beaten to death allegedly by local villagers on January 2, after the Maoist shot dead a villager, identified as Vinod Singh (40), over a land dispute in Palamu District of Jharkhand, reports New Indian Express. “After Vinod Singh was shot dead by Maoist Prakash Singh Bhokta, angry family members and relatives snatched his weapon and beat him to death with batons and other traditional weapons,” said Palamu SP Sanjeev Kumar, adding that when his wife Premani Devi intervened, she was also attacked and killed.

A suspected cadre of Communist Party of India-Maoist (CPI-Maoist), identified as Guddu Singh, was arrested from Kosamba, around 48 kilometres from Surat city in Surat District of Gujarat on January 2, reports Times of India. Guddu Singh, who was living in Kosamba for the past 10 years, was wanted in Jharkhand for several offences. He was arrested in a joint operation by Jharkhand Police and local forces.Guddu was staying with his family and had changed his identity to avoid being arrested, said Police adding that he is wanted in six cases, including murder, kidnapping and attempt to murder, offences related to the Arms Act and the Explosive Substances Act, all dating back to 2011 and 2013.

The Left-Wing Extremists (LWEs) are failing to regain their foothold in many parts of the Stateowing to several factors including better coordination among the SFsand stiff resistance from the gullible tribals.However, the recovery of some advanced weapons from the Maoist hideouts has emerged amajor cause of concern for the SFs. However, there was a slight fall in the number of terrorism or extremism affected districts in the country in 2019 compared to 174 in 2018, the UMHA's focus is to reduce the number at its maximum level in 2021. Jharkhand was on the top where 22 districts were affected by terrorist or extremist problem in 2019 followed by Bihar (17); Assam and Manipur (with 16 each); Odisha and Jammu and Kashmir (with 15 each); Chhattisgarh (14); Nagaland (11); Telangana (8); Andhra Pradesh (6); five each in Kerala and West Bengal; three each in Arunachal Pradesh, Maharashtra and Uttar Pradesh; and Madhya Pradesh (2). A graph mentioned in the report shows that the number of police districts affected in 2011 was 188, which went down in 2012 affecting only 176 districts, then another round of fall in 2013 affecting 173 districts, and 170 in 2014. With a slight jump of 172 districts in 2015, the number went up to 181 in 2016 and maintained its earlier top position with 188 terrorism affected districts in 2017 -- the third year of the reign of the Narendra Modi-led government.

The ED said this in a statement filed in a Special Court for Prevention of Money Laundering Act cases here, opposing the bail plea filed by PFI's student wing leader K A Rauf Sharif, arrested in connection with the money laundering probe. "Since PFI has raised substantial funds to organise terrorist training camps, its related activities and to disturb communal harmony...during the course of investigation, details of numerous bank accounts of PFI and related entities were obtained and their bank statements were analysed," the ED said. "Statements of various functionaries of PFI and related entities were also recorded during the course of investigation," it said. Opposing the bail plea of Sharif, the ED alleged that the foreign remittances received by Sharif were of a highly suspicious nature and appear to have been routed to his account disguised as payments related to international trade.

The National Investigation Agency (NIA) on January 7, conducted searches at six locations – five in Jammu District of Jammu and Kashmir (J&K) and one in Tarn Taran District of Punjab in connection with the investigation of a narco-terror module case (RC 05/2020/ NIA/JMU) related to seizure of about 61 kilograms of heroin along with arms and ammunitions on September 20, 2020 at International Border (IB) at Arnia in Jammu District, says NIA. The officials recovered digital devices and other incriminating documents having financial details and accounts numbers during these searches. Originally registered at Arnia Police Station (Jammu), the case was re-registered by NIA on November 26, 2020 and taken up for investigation.The searches were conducted at the residences of six accused persons namely – Jasraj Singh, Sham Lal, Bishan Dass, Ajeet Kumar, Gurbaksh Singh and Gurpartap Singh. These accused persons were arrested for hatching a criminal conspiracy for carrying out anti-national and unlawful activities, and to help the terrorist organisations by collecting funds and channelizing the proceeds of drugs for furthering the activities of such terrorist organisations like Babbar Khalsa International (BKI). Gurpratap Singh, r/o Tarn Taran District is the kingpin of this module. In the second week of September 2020, Gurpratap Singh had received 10 kilograms of heroin from Pakistan based handlers through his associates. The consignment in the case was also intended to be received by Gurpratap Singh to fund the activities of BKI in Punjab.

Security Forces (SFs) arrested two Over Ground Workers (OGWs) of Jaish-e-Mohammad (JeM) militant outfit accused of providing logistic support to militants from Awantipora area in Pulwama District of Jammu and Kashmir (J&K) in India on January 11, reports Daily Excelsior. The arrested OGWs of JeM, identified as Shezaan Gulzar Beigh from Gadhikhal Chersoo and Waseem-ul-Rehman Sheikh from Midoora Awantipora, were involved in providing shelter, support, logistics, as well as in transporting of arms and ammunition of the militants in Awantipora and Tral areas and passing sensitive information to the militants of the outfit. These details are now being made available at the District level, too, where analysing inputs on the ground becomes crucial. The multi-agency centre (MAC) under the IB has set up its units in several districts after building a countrywide network through its subsidiary units in states. “The Mac is setting up district units and the work is nearly complete,” said a government official. The National Memory Bank is part of it. The memory bank has interrogation reports running into thousands, with Jammu and Kashmir Police providing the maximum names and case details. More than 1,000 names and interrogation reports have been provided by Jammu and Kashmir, sources said.

More than 270 terrorists (militants) are currently active in Jammu and Kashmir (J&K), which is less than the 2019 and 2020 figures, official sources said, reports Daily Excelsior on January 14.The Union Territory (UT) has seen a decrease in terrorist incidents, infiltration and civilian killings in 2020, while Security Forces (SFs) carried out more than 100 “successful” counter-terrorism operations killing 225 terrorists, the official sources said, adding, there are over 270 terrorists active in J&K currently, of whom 205 are in Kashmir Valley.There were 421 active terrorists in J&K in 2019 and over 300 in 2020. While a total of 225 terrorists were killed in 2020, as many as 160 terrorists were killed in 2019 and 257 in 2018.In 2020, terrorists’ activities were also witnessed in so-far peaceful areas south of the Pir Panjal range in Jammu region, including Kishtwar-Doda and Poonch, the official sources said.Jammu and Kashmir Police (JKP) chief Dilbag Singh had earlier said, “As many as 635 OGWs (Over Ground Workers) were arrested (in 2020) and 56 out of them were booked under the Public Safety Act (PSA).” Singh had said that all the terror organisations are leaderless now and those militants who are recruited as leaders of any group by Pakistan-based handlers are caught or killed.

The National Investigation Agency (NIA) on January 13, filed a supplementary chargesheet before the Special NIA Court in New Delhi against three arms suppliers – Ashish Kumar, Javed and Arshad Ali alias Munshi, all residents of Meerut District in Uttar Pradesh, in a case (RC27/2017/NIA/DLI dated 10.12.2017) related to the killing of Amit Sharma, President of an organisation called Sri Hindu Takht by two armed assailants on January 14, 2017, says NIA. The killing of Amit Sharma was a part of an organised conspiracy hatched by terrorist outfit Khalistan Liberation Front (KLF). According to NIA, this murder was one among eight such cases of serial killings/attempted killings that took place in Punjab in 2016-2017 with a view to create terror and communal disturbance. Earlier, NIA had filed charge-sheet, on May 14, 2018, against 15 accused persons in the case. Investigation in the case has established that the three accused persons had facilitated the other accused persons in commission of the terrorist act i.e. killing of Amit Sharma by supplying illegal fire Arms used in the crime. A joint team of District Reserve Guard (DRG) and Police launched a combing operation in the said area. On seeing the SFs, Maoists opened fire resulting in a gun-battle in which the Maoist was killed. Ranu was a‘commander’ of the Maoists’ Farsegarh Action Squad and ‘Deputy Commander’ of Farsegarh LOS (Local Operating Squad). "The presence of foreign terrorist fighters in countries facing conflicts is posing serious challenges to ongoing international efforts. These fighters have become enablers of attacks carried out by terror groups such as Al Qaeda and ISIS. They are also radicalising the youth," Tirumurti said. He added it is well-known that the foreign terrorist fighters in Libya are radicalising the entire region. "This development is undermining our collective efforts to counter terrorism," he said. While the Maoist was shot dead by the SFs, a District Reserve Guard (DRG) personnel was injured after he invertedly stepped on an Improvised explosive device (IED) planted by the rebels during the operation. “Multiple gunfights took place between SFs and Maoists in the forests under the said Police Station around 450 kilometers away from capital Raipur. The team included personnel from DRG, Special Task Force (STF), Commando Battalion for Resolute Action (CoBRA) personnel of Central Reserve Police Force (CRPF) and District Force,” Inspector General of Police (IGP) Sundarraj P said adding that “following one of the encounters, the body of a Maoist was found from the spot while DRG assistant constable Jogeshwar Paikra suffered injuries in an IED blast.” The SFs also recovered a 12 bore gun, uniforms, IED, Maoist literature, etc. from the site. Havaldar Nirmal Singh of 10 JAK Rifles was critically injured in Pakistan shelling and firing in Krishna Ghati sector in Poonch District and later succumbed to his injuries. Pakistani troops also resorted to firing and shelling in civilian areas of Kirni, Kasba, Digwar, Malti and Khari Karmara areas in Poonch District. When a patrolling team comprising District Reserve Guard (DRG), Special Task Force (STF) and Central Reserve Police Force (CRPF) personnel was cordoning off the forest it came under fire by the Maoists. After a brief exchange of fire, two cadres were arrested while others managed to escape taking advantage of the dense forest. The militant group, Alliance for Socialist Unity Kangleipak (ASUK), also called total shut down on the day, by terming the Republic Day as a day of the colonial ruler. United People’s Revolutionary Front of Manipur (UPRFM), another umbrella body of some factions of armed groups also called 18 hours general strike on January 26. Separate statements made by the rebel group had categorically justified the reason for boycotting the event. The CorCom while asserting that the people of Manipur cannot afford to be complacent just because the Indian Constitution which does not have any permanent characteristic provides some safeguards, called upon all the people to suspend all daily activities, confine themselves within their homes during the 18 hours shutdown and boycott the Republic Day of India.

The slain customer was identified as Thangminlen Guite (45) of TL Haijang village of Moreh town while the injured mechanic was identified as Gulbaz (19) of Kwakta village in Bishnupur District presently staying in the border town.The attack took place at Mujibur Workshop, Moreh Ward when two suspected militants who came in a while colour Maruti Gypsy opened fire indiscriminately towards the workshop without any provocation. In the firing, Guite who came to repair his motorcycle sustained multiple bullet injuries, while the mechanic was hit by a bullet on his left thigh. Later, Guite succumbed to his injuries. Police suspect the two miscreants to be cadres of a militant group actively operating in the border town and an investigation has been initiated to find out the perpetrators of the crime.

No one was injured in it but some vehicles were damaged. The Delhi Police said the blast occurred at 5.05 pm at a spot about 150 metres away from the Embassy. Teams of the National Investigation Agency (NIA), the Delhi Police Special Branch, the Anti-Terror Squad (ATS), among others, were rushed to the spot to investigate the matter. Sources have told I that the Police have recovered an envelope -- which says "To Israel Embassy Ambassador" --near the blast spot. The envelope has been seized for analysis. The lower rung cadres who were active in Bacheli and Kirandul areas and surrendered in Kirandul town citing they were impressed by the rehabilitation of their former colleagues, Dantewada, Superintendent of Police (SP), Abhishek Pallava said. With this, 288 Naxalites [Left Wing Extremists, LWEs] have so far given up violence in the district under the 'Lon Varratu' (Return to your home) campaign, launched in June last year, Pallava said. Of the 16, Madkam Hurra (28), a Maoist ‘militia commander’, and Hunga Barsa (35), head of the local unit of the Dandakaranya Adivasi Kisan Majdoor Sangathan (DAKMS), carried rewards of INR 100,000 each on their heads, Pallava added. 14 among the surrendered belonged to Madakamiras village. All the 16 were given immediate assistance of Rs 10,000 and will get facilities further as per the government's surrender and rehabilitation policy, the officer said.

The handwritten note, in English, but riddled with grammatical and spelling errors, was addressed to Israel’s Ambassador, Ron Malka, and referred to him as a “terrorist of the terrorist nation.” It claimed to be from the India Hizbollah, a group that is not previously known. “This is just a trailer presented to you, that how we can observe you,” even when “eating your pie,” the letter began. An ambulance driver, identified as Jairam Usendi (35), was killed by Communist Party of India-Maoist (CPI-Maoist) cadres on suspicion of being a ‘Police informer’ in Tekanar village in Narayanpur District of Chhattisgarh on January 30, reports The Pioneer. The incident took place when Usendi went to a local market in the village along with his brother. A group of armed Maoists surrounded them and attacked Usendi with sticks and sharp-edged weapons. Suspected Communist Party of India-Maoist (CPI-Maoist) cadres killed two persons accusing them of being ‘police informers’ under Belaghara Police Station limits in Kandhamal District of Odisha on January 30, reports The Hindu. Bodies of two villagers identified as Bhabani Shankar Patra, son of the Bhandarangi Sarpanch (head of the Panchayat, village level local self-Government institution), and Hemanta Patra of Gochaguda village in Tumudibandha block (administrative sub-division) in Kandhamal were found at different places. Reportedly, the Maoists belonging to ‘Bansadhara-Ghumusar-Nagabali (BGN) Division’ in a handwritten note left behind, stated that the two were among those who had tipped off Security Forces (SFs) about the presence of extremists in Belghar area of Kandhamal. In September 2020, five Maoists were killed in an encounter at Sikri village in the District. In the handwritten note, the Maoists warned other ‘informers’ to surrender before their ‘Jan Adalat’ (People’s/ Kangaroo Court organized by the Maoists) within 15 days or else, they will be sentenced to death. Senior Superintendent of Police (SSP), Rajouri, Chandan Kohli said, the desperate plan of militant organisations to revive terrorism in Rajouri and Reasi Districts suffered a major setback when Army and JKP jointly carried out search operations in the forest area of Khawas tehsil (revenue unit) in Rajouri District. The exchange of fire took place when personnel of the Special Operation Group (SOG) and District Voluntary Force (DVF) of the Odisha Police and the Border Security Force (BSF) were carrying out a joint anti-Naxal [Left Wing Extremist, LWE] operation in the said forest. Police foiled an attempt to target the newly elected District Development Council (DDC) members and revive militancy in Budgam District of Jammu and Kashmir (J&K) in India, with the arrest of three militant associates of Lashkar-e-Toiba (LeT) in Budgam District on January 31, reports Daily Excelsior. Acting on a specific input, Budgam Police, 53 Rashtriya Rifles (RR) of Army and Central Reserve Police Force (CRPF) arrested three militants from Budgam during searches. Those arrested have been identified as two former militants Mohammad Yousuf Dar alias Janbaz Kashmiri, Abdul Majeed Mir alias Majid, both residents of Chewdara Beerwah and Reyaz Ahmad Basmati, resident of Safa Kadal in Srinagar. Police said that these militant associates were affiliated with LeT and were also working for other militant outfits like Tehreek-ul-Mujahideen (TuM). Police said, two hand grenades, 25 AK-47 rounds, 4 detonators, mobile phones used to contact Pakistani handlers, threat posters and other incriminating material have also been recovered from their possession. Police said that these militant associates were operating in Budgam and Srinagar Districts with the aim to target newly elected DDC members and disrupt elections. They were in touch with handlers in Pakistan including Sheikh, Usman, Tariq, Haftullah and others. These militant associates in garb of securing admissions in Pakistani educational institutions and were managing contacts with Pakistan based militant handlers in order to recruit militants and revive militancy in Budgam.
