According to reports, NSCN-IM cadres, entrenched in bunkers in the area, fired at the authorities who had been clearing a portion of the reserve forest which has been encroached upon by a Nagaland-based NGO to set up a model village.

Reports from Kupwara district added that another SPO, namely Mehboob Ahmed Khan, died and a soldier sustained injuries when terrorists and security force personnel clashed with each other at Kandi. In the State, two terrorists affiliated to the Hizb-ul-Mujahideen (HM) outfit were shot dead by the troops during an encounter at Duligam in the Banihal area of Doda district. Two AK 47 rifles, two AK magazines and two wireless sets were recovered from the possession of the slain terrorists, identified as Razwan and Imtiyaz, reported the Daily Excelsior. The abducted Indian Forest Service official, D Sathyen, was released unharmed in the South Garo Hills district of Meghalaya on July 2 after about a fortnight amidst claims by the State Government that no ransom had been paid to the abductors, according to Assam Tribune. Sathyen, who is in-charge of Balpakram National Park, was escorted back to the Divisional Forest Officer's office at Baghmara in the South Garo Hills district, said Principal Chief Conservator of Forests V K Nautiyal. Sathyen's wife, an employee of State Bank of Travancore at Kochi in the State of Kerala, had appealed to the abductors through e-mail to free him, saying her family would not be able to pay the ransom demanded for his release. Director General of Police L Sailo told Press Trust of India in the capital Shillong that "I do not think any ransom was paid for Sathyen's release." He added that despite the Achik National Volunteers' Council (ANVC) disclaimer, it was believed that the banned outfit was "very much responsible".

He was responding to a query whether the new Government will initiate a cease-fire in J&K on the lines of the announcement made by the previous Government during Ramzan period two years ago. The terrorists, who had taken position atop a hill, resorted to heavy firing on the troops killing two soldiers and injuring five others including two Special Police Officers (SPOs) and a civilian Mushtaq Ahmed. A media report indicated that on July 14 the High Court (HC) of Lisbon, Portugal, has ordered the extradition of Monica Bedi, associate of Indian mafia don Abu Salem, an accused in the 1993 serial bomb blasts in Mumbai. The Indian Central Bureau of Investigation’s (CBI) petition seeking directions to keep Bedi in custody till her extradition trial was also accepted by the HC. The order was communicated to the CBI officially on July 16 by authorities in Lisbon. The HC had ordered her extradition in November 2003, which was, however, challenged by Bedi in the Supreme Court, which sent the case back to the former asking it to give a reasoned order as to why she should be extradited. She is currently serving a two-year jail term awarded by a lower Portuguese court on charges of entering the country on a forged document and continuing to use the same for stay in that country. Monica Bedi and Abu Salem were arrested by the Lisbon police on September 18, 2002.

Jana Reddy, announced that the ban on the left-wing extremist (also known as Naxalite) outfit, the People’s War Group (PWG), and its six frontal organizations - Radical Students Union, Radical Youth League, Singareni Karmika Samakhya, All India Revolutionary Students Federation, Dandakaranya Adivasi Kissan Mazdoor Sanghatan and Andhra Pradesh Rythu Coolie Sangham - has been allowed to lapse. The Government has decided not to extend the ban, due to expire on July 22, as a prelude to direct talks with PWG representatives, the minister added. Before the announcement, Home Minister Reddy reportedly consulted the PWG emissaries — Gaddar, Varavara Rao and Kalyan Rao — and the mediators named by the Government — K.G. Kannabiran, S.R. Sankaran, Potturi Venkateswara Rao, A.B.K. Prasad, Keshav Rao Jadhav, Bojja Tarakam and S. Seshaiah. The Home Minister also informed that the modalities and other logistics for talks would be finalised in two or three days and made public. The ban on the PWG was first imposed on May 21, 1992, by the Congress Government led by N. Janardhan Reddy. It was lifted on June 21, 1995, by N. T. Rama Rao after the Telugu Desam Party returned to power. It was reimposed by his successor, N. Chandrababu Naidu, on July 22, 1996.

The captors have announced that the hostages will be beheaded unless their Governments declare that all their citizens will be withdrawn from Iraq. The abducted Indians, identified as Antaryami, Tilak Raj, and Sukhdev Singh, worked for a Kuwait-based transportation company involved in ferrying supplies to United States forces’ in Iraq. The others abducted are two Kenyans and an Egyptian. The terrorist group, calling itself "The Holders of the Black Banners," said in a statement that it would behead a hostage every 72 hours unless the Governments to which they belonged withdrew their citizens from Iraq and the companies they worked for closed their branches. It also reportedly aired its threat in a videotape broadcast by the Dubai-based Al-Arabiya television. "We have warned all the countries, companies, businessmen and truck drivers that those who deal with American cowboy occupiers will be targeted by the fires of the Mujahideen," the statement said. The Ground Rules for the suspension of operations have been worked out by the MHA in conjunction with the Government of Meghalaya and the ANVC representatives. Under the ground rules, ANVC has committed that they will completely abjure the path of violence, will not engage in violent or unlawful activities like killings, injuries, kidnappings, extortions, intimidation, carrying of arms in public and agree to abide by the Constitution of India and the laws of the land. "I don't have any scheduled meetings (with the rebel leaders)," Dr. Singh told reporters on board Air-India One shortly before the aircraft landed at Bangkok. A high-level Indian team, including the Union Government’s interlocutor, K Padmanabhaiah, is currently in Bangkok to hold talks with NSCN-IM leaders. Bangkok is one of the major bases of the NSCN-IM in Southeast Asia and several of the group's top leaders have been living there since they fled India in the late 1980s.
