A gunfight took place between cadres of the Communist Party of India-Maoist (CPI-Maoist) and Security Forces (SFs) in the Keradehi forests area in Balaghat District of Madhya Pradesh on July 1, reports The Free Press Journal. Superintendent of Police (SP), Kumar Saurabh said, in order to conduct the Panchayat (village level local self-Government institution) elections free and fair manner, the Hawk Force including District Police are conducting area domination, and in the series, the forces were conducting domination when they saw four armed Maoists were seen in the forest area. The force personnel asked them to stop but in place of stopping they opened fire on the forces resulting in the exchange of fire. No casualty is reported from both the sides, and the Maoists ran away towards the dense forest.

On July 1, one United Liberation Front of Asom-Independent (ULFA-I) militant was killed in an ongoing encounter in Kakopathar area of Tinsukia District in Assam, reports East Mojo. According to official sources, the slain militant identified as Gyan Asom was part of the six cadres team led by commander, Rupom Asom who allegedly had taken shelter at Dapather Majgaon under Kakopathar Police Station (PS). Based on this information, when Security Forces (SF) approached the house, militants started firing and hurled two grenades. In retaliation, two militants were injured. However, only the body of Gyan Asom was recovered, while another militant identified as Rinku Asom is missing. Two bags containing grenades was recovered from the encounter spot. Search operation is underway to nab the other militants.

Police in Bastar District of Chhattisgarh on July 1, said it had busted an alleged Communist Party of India-Maoist (CPI-Maoist) supply network with the arrest of nine persons, including a 51-year-old man from West Bengal, and had seized materials used in explosives, reports latestly.com. Acting on a tip-off, the accused were arrested from Bastanar-Kankloor road under Kodenar Police Station limits in Bastar District when the consignment was being supplied to the Maoists, Inspector General of Police (IGP), Bastar range, Sundarraj P. Those arrested were identified as Kosa alias Kosa Kawasi, Rameshwar Pujari, Anant Ram Jaiswal, Bal Singh Tamu, Bablu Ram Kuhrami, natives of Bijapur District, Maniram and Ujor Bedta of Kodenar village (Bastar) and Krishna Prasad Sao of West Bengal, IGP, Sundarraj said, adding, "As per preliminary investigation, Naxals active in Jangla area of Bijapur came in contact with Bedta and Sao who offered them to provide explosive materials. As per the pre-decided spot, the duo had arrived on Kankloor road to deliver the consignment during which they were rounded up. Kawasi, who was active as Maoist Jan militia member in Jangla area, and Pujari, who acts at courier for the ultras, had arrived to receive the consignment. Five others who were accompanying Kawasi and Pujari have been involved in Naxal-related activities." Nine boosters (83 mm) explosives, two bundles of detonating cord, 13 detonators, 3.5-meter safety fuse, 31 detonator-assembled excel wires have been seized from their possession apart from an SUV, a motorcycle and mobile phones, the IGP said.

The cadres of the People’s Liberation Front of India (PLFI), a splinter group of the Communist Party of India-Maoist (CPI-Maoist), allegedly set ablaze three tractors that had gone to fetch illegal sand from Gudri under Podahat subdivision in West Singhbhum District of Jharkhand on July 1, reports The Pioneer. The ultras also assaulted the tractor drivers and drove them away. Due to a lack of sand from Goilkera and Chaibasa, the illegal sand business in West Singhbhum District has been closed for several day however, some sand mafias are secretly doing illegal sand business with tractors from Gudri, said West Singhbhum, Superintendent of Police (SP), Ashutosh Shekhar.

Jharkhand Police has intensified its campaign against Naxalites [Left Wing Extremists, LWEs] and in this regard Pratappur Police Station in Chatra District has said to appear in the court by pasting advertisements in Sonvarsha village under Pratappur Police Station area, the ancestral house of Communist Party of India-Maoist (CPI-Maoist) cadre Gautam Paswan alias Suresh alias Arjun, reports zeenews.india.com. If even after this he does not appear in the court, then on the orders of the court, the Police will attach the property of his house. Gautam Paswan, son of Nageshwar Paswan, resident of Sonvarsha village, is currently a member of the ‘Special Regional Committee (SRC)’ in the CPI-Maoist, and Jharkhand Government has declared a reward of INR 2.5 million on him. Two heavily-armed Lashkar-e-Taiba (LeT) terrorists, including the mastermind of the recent Improvised Explosive Device (IED) blasts in Rajouri, were overpowered by villagers in Tuksan Dhok village and handed over to the Police in Reasi District of Jammu and Kashmir (J&K) on July 2, reports Daily Excelsior. The incident took place in Tuksan Dhok village and the captured terrorists included the most wanted LeT ‘commander’ Talib Hussain, a resident of Rajouri District and the mastermind of the recent IED blasts in the District, Police said. The other terrorist identified as Faizal Ahmed Dar son of Bashir Ahmed Dar of Pulwama. A cache of arms and ammunition had been recovered from the arrested terrorist duos.

Kolhe was murdered on June 21. A case under Section 16, 18 and 20 of the Unlawful Activities Prevention Act (UAPA) and Section 34, 153 (A), 153 (B), 120 (B) and 302 Indian Penal Code (IPC) has been filed based on a complaint by the victim’s son. Umesh Prahladrao Kolhe was done to death by three bike-riding Islamists as a punishment meted out to the victim for supporting former BJP leader Nupur Sharma’s anti-Prophet remarks on a TV channel debate. The FIR has listed Mudassir Ahmed, Shahrukh Pathan, Abdul Thoufik, Shoaib Khan, Atib Rashid, Yusuf Khan, Shahim Ahmed and Irfan Khan as accused along with unknown others. “The said incident of a cold-blooded murder of deceased Umesh Prahladrao Kolhe was an act of larger conspiracy of a group of accused persons and others who have conspired among themselves to strike terror amongst a section of people of India and with their assertions attempted to promote enmity on the grounds of religion and thereby commit a terrorist act on June 21 between 10.00-1030 pm,” stated the NIA FIR.

The youths joining the terror ranks in Jammu and Kashmir have a ”short shelf life” with more than 64 per cent of them being killed by security forces within a year, quoting unnamed officials Daily Excelsior reported on July 3. Security Forces, aided by a strong on-ground intelligence network, have scaled up anti-terror operations in the first five months of this year, though frequent violence in south Kashmir remained a cause for concern, officials said. Citing data of terrorists neutralised between January 1 and May 31 this year, the officials said 64.1 per cent of the new terror recruits were eliminated within a year. Only 26.6 per cent of the terror recruits lasted more than 12 months, while the fate of 9.3 per cent of them was not known, officials said. Giving further details, the officials said 28.1 per cent of the terror recruits were killed within one month, 54.7 per cent within six months and 59.4 per cent within nine months. The officials said 70 to 75 youths have joined various terror groups in Kashmir Valley in the first five months of this year. The corresponding figure of last year was near equal. Officials said south Kashmir continued to be the hotbed of terrorism in the valley as the region saw 59 terrorist killings by security forces in the first five months of this year compared to 31 such killings in central and north Kashmir. Out of the total 90 terrorists killed in the valley between January and May, 26 were Pakistani nationals and the number is much more than that of the whole of previous year when 182 terrorists, including 20 foreigners, were killed in 100 anti-terror operations, the officials added. Six of the 90 terrorists killed in 47 encounters were eliminated on the Line of Control (LoC) while trying to infiltrate into the valley from Pakistan-occupied Kashmir (PoK), the officials said, adding the Pakistan-based Lashkar-e-Taiba (LeT) suffered the major setbacks as 52 of its terrorists were eliminated and 18 others apprehended since January 2022. The Pakistan-based Jaish-e-Mohammad (JeM) was the second on the chart with 20 of its terrorists being killed and four others arrested, followed by the Hizbul Mujahideen (11 dead and one arrested) and Al-Badr (four dead and three arrested). The identity of three remaining slain terrorists could not be ascertained, the officials added. The officials said the four districts of south Kashmir — Pulwama, Anantnag, Kulgam and Shopian — recorded the killing of 59 terrorists and arrest of 10 others, while summer capital Srinagar witnessed the killing of 11 terrorists, including four Pakistani terrorists, and arrest of four others. Pulwama District recorded the highest number of 27 killings of terrorists, including seven foreigners, followed by Anantnag (12), Kulgam (11) and Shopian (nine). Among the 11 terrorists killed in Kulgam, five were foreign terrorists, the officials added further. Seven terrorists were killed and eight others arrested in Budgam District while Ganderbal District, which also falls in central Kashmir, saw the lowest incidents of terror activities with only one militant eliminated in a gunfight, the officials said. In north Kashmir, which is being used by terrorists as a gateway to infiltrate into the valley from PoK, the officials said a total of 12 terrorists, including 10 foreigners, were killed and 23 others arrested. Of them, six terrorists, including five foreigners, were killed in the border districts of Kupwara, three foreigners in Baramulla and three others, including two foreigners, in Bandipora. Eighteen terrorists were also arrested in Baramulla District and five others in Bandipora district, officials said. The officials said a total of 61 terrorist-initiated incidents were reported from across the valley during the five-month period and half of them were reported from Pulwama and Srinagar Districts.

A native of Machipur in Bagalpur District of Bihar, Asrafi was staying at Khalandar Nagar in Santosh Nagar Police Station limits. Acting on a tip-off about the presence of Maoists, the District Voluntary Force (DVF), Special Operation Group (SOG), and Central Reserve Police Force (CRPF) raided the area, however, over 60 Maoists including some female cadres managed to flee the camp at Patadhara RF. Among the Maoists present there were Murli alias Sangram Reddy, Debji, Jayaram alias Chhalpati and Kartik alias Dashru, a Police officer said. No security personnel was injured in the gunfight, and it was not immediately known if any Maoists were injured, the officer said, adding, that the forces found packets of condoms, contraceptive pills, and pregnancy test kits at the camp. The contraband was kept concealed in a container of unstitched clothes using a cardboard pipe, which was further camouflaged by an oversized plastic pipe. The container, which was loaded from Jebel Ali port in the UAE, was booked by an importer from Malerkotla. Following specific intelligence input regarding the smuggling of heroin from the UAE to Punjab, the State Police in a joint operation with the Anti-Terror Squad (ATS), Gujarat, and central agencies seized 75 kilograms of heroin from a container at Mundra Port, said Punjab, Director General of Police (DGP), Gaurav Yadav on July 12. The DGP said, “To ascertain backward and forward linkages, some suspected persons from Malerkotla and Ludhiana found to be linked with this import of consignment have been called for questioning.” Meanwhile, a First Information Report (FIR) under Sections 8C, 21C, 23C, and 29 of the Narcotic Drugs and Psychotropic Substances (NDPS) Act has been registered by the ATS Gujarat.

The Special Investigation Team (SIT) on July 11 filed a chargesheet against two accused in the court of Chief Judicial Magistrate (CJM), Dharamsala, for putting up banners of Khalistan outside the Himachal Pradesh (HP) Vidhan Sabha at Tapovan on the intervening night of May 7 and 8, reports The Tribune. A case under Section 153-A, 153-B of the Indian penal Code (IPC) and Section 3 of the HP Open Places (Prevention of Disfigurement) Act, 1985 was registered after a video message and a letter of Gurpatwant Singh Pannun of Sikh for Justice (SFJ) went viral on social media claiming responsibility for the act. Accordingly, based on the contents of the viral message, Pannun was named as the main conspirator and a co-accused in the case and Section 13 of the Unlawful Activities Prevention Act (UAPA) 1967 was also added to it. The SIT had arrested Harveer Singh and Paramjeet Singh alias Pamma, both residents of Ropar in Punjab, and recovered from them a two-wheeler and a mobile phone used for commissioning the offence. They disclosed to their interrogators that they had also made a video of the crime scene shared it with Pannun. A module of 247 persons indulging in anti-India propaganda has been unearthed and 188 of them are active in India.

The quantum of sentence against the trio all from Kannur District of Kerala will be announced on July 15. The three were arrested by Police in Turkey while they were planning to cross over into Syria in 2016. They were extradited to India in November, 2016. According to the prosecution, Hamsa (60), acted as an ideologue and was involved in spreading IS ideology. NIA court judge Anil Bhaskar found the trio guilty under sections 38 and 39 of the Unlawful Activities Prevention Act (UAPA) (waging war against the country and supporting a terror outfit to weaken the country) and section 120 B (criminal conspiracy) of the Indian Penal Code (ipc). According to senior officials familiar with the probe, agencies had found that Hamsa, a professional cook popularly known as Biryani Hamsa, propagated IS ideology in north Kerala and helped radicalise at least 20 youth, whereabouts of some of whom are still unknown.

Acting on intelligence inputs, a joint team arrested Kandulana while he was on a visit to his in laws house at Sanga village on July 14. Homicide investigators in Canada are trying to figure out who killed controversial Sikh community leader Ripudaman Singh Malik, a former terror suspect, wealthy businessman, and founder of Khalsa Credit Union and several Khalsa schools, reports Hindustan Times on July 15. Malik, 75, who was acquitted in the 1985 Air India Kanishka bombing by the Canadian judiciary in 2005, was shot dead by a group of three unidentified assailants outside his Surrey office in the Metro Vancouver region of the British Columbia province on July 14 morning. A spokesperson for the Surrey detachment of the Royal Canadian Mounted Police (RCMP) confirmed, on July 15, that the killing “did appear to be targeted”. Malik’s death comes weeks after he travelled to India in May-June this year after having benefited from New Delhi’s whittling down of a blacklist related to pro-Khalistan figures in Canada and elsewhere. He also visited India in 2019. A senior Indian official, felt that it could be connected to his return to India, and concern that he may speak out about the Kanishka tragedy that claimed 329 lives. The official also expressed apprehensions over the style of killing, potentially pointing towards a link between pro-Khalistan elements and organised crime, much of which is run by Indo-Canadian gangsters. Malik’s change of heart had attracted the attention of separatist groups. In December 2019, Gurpatwant Pannun, legal adviser to the banned US-based Sikhs for Justice (SFJ), said in a release: “Instead of the stick, Prime Minister Modi and his agents are offering Sikh foreign nationals the carrot to once again visit family in India.” To be sure, there is no reason to connect the killing to SFJ, as the killers are yet to be identified, and the organisation has repeatedly stressed that it abjures violence in pursuit of Khalistan. “I just think there are so many potential motives,” retired RCMP deputy commissioner Gary Bass was quoted as saying by the Toronto Sun newspaper. Bass, who was in charge of the terrorism investigation into the 1985 Air India bombing, said, “I’m not privy to the ongoing investigations on Malik right now, but I can say that from years when I was that he was involved in a number of activities that might bring him into conflict with other people.” Reportedly, in January this year (2022), he wrote a letter praising Prime Minister Narendra Modi for reopening the 1984 anti-Sikh riots cases, opening the Kartarpur Corridor, grant of Foreign Contribution Regulation Act (FCRA) license for the Golden Temple, among other initiatives, and also released an open letter to the community to renounce the demand for a separate Khalistan.

First accused Midilaj and fifth accused U K Hamsa were sentenced to 21 years of rigorous imprisonment under sections 38 and 39 of the UA (P) Act and section 120B of IPC r/w sections 125 of IPC and pay a fine of INR 50,000. However, they need to serve a seven-year jail term as the sentences are to run concurrently. The second accused Abdul Razak was sentenced to 12 years of rigorous imprisonment under various sections of the UAPA and IPC, and slapped a fine of INR 40,000. But, he needs to serve only six-year imprisonment as the sentences run concurrently. The NIA case, known as Valapattanam (Kannur District) IS case, pertains to recruiting Kerala youths to join IS in Syria during 2014-16 period. The case was registered by the Kerala Police in 2017 after Midilaj and Abdul, who tried to sneak into Syria to join the terror group, were arrested by security agencies in Turki and subsequently deported to India. Hamsa was nabbed from Kannur on charges of wooing youths into the IS ideology. Three others arraigned as the alleged accused in the case, Rashid, Manuel Rahman Afsal K had turned approvers. Another alleged accused Abdul Khayum is still absconding. It is believed that he was killed in Syria.

According to a senior Police officer, privy to the investigations, the two suspects who carried out the attack on “direct instructions” from Pakistan-based Khalistani terrorist Harvinder Singh Rinda have been identified as Divanshu and Deepak. While Divanshu belongs to Haryana’s Jhajjar, Deepak is from Faizabad in Uttar Pradesh (UP). Their last known location is also somewhere in UP, said the officer. Rinda had allegedly also used the duo to execute two murders — one in Maharashtra’s Nanded (where the gangster-turned-terrorist’s group is mainly active) and another in Amritsar. “Although six men were already arrested for the conspiracy, they had no idea about the exact identity of the two attackers, who were specially hired and given online training to fire an RPG by Rinda,” the officer cited above said. The investigating team narrowed in on the two after analysing footage from more than 2,200 CCTVs and researching the data of over 100 hundred mobile towers across the state besides raw information gathered from those arrested and from a messaging app, said sources. “Special teams of the Punjab Police are still on the hunt of the duo, and around 20 days back, their location was suspected to be in UP,” said the senior officer. The attack was carried out at the Punjab Police’s Intelligence headquarters in Mohali’s Sector 77 around 7:45pm on May 9. Police said unknown persons removed pandrol clips at around 60 points on the railway line about 400 yards from the Rajiv Gandhi Thermal Power Plant in Khedar, which is meant to supply coal to the power plant and is connected to the Hisar railway track. A video clip surfaced on social media in which Pannun is seen claiming the responsibility for damage to the railway track. The speaker, in the video, said this was the beginning of their designs to block the coal supply to many thermal power plants in the country. He claimed his aides had removed the clips of the railway line to stop the coal supply. The 2.40-minute video also has visuals of two persons removing the clips of the railway line. They also wrote a slogan, “Khalistan Zindabad”, in Punjabi on a wall. A Police spokesperson said on the basis of the video and other evidence, a case under Sections 124A, 336, 379 and 120B of the Indian penal Code (IPC) and relevant sections of the Prevention of Damage to Public Property Act, IT Act, Unlawful Activities Prevention Act (UAPA), and the Railways Act had been registered at the Cyber Police Station in Hisar and a probe against Pannun and other unknown accomplices was underway.

A total of seven Lashkar-e-Toiba (LeT) over ground workers (OGW) were arrested including three in Jammu and four in Rajouri. Police spokesman said the recovery was made on the disclosure of one Zahid Ahmad Mir, son of Ab Aaziz Mir of Aripanath Beerwah in Budgam, arrested in the case. "During examination he disclosed having hidden IED material and led the police team to recovery of P3 type explosive material (weighing approximately 06 kg), one Electric detonator and around 500 gms of ball bearings & nails. These Ball bearings & nails were to be used as projectiles/ shrapnels during blast", Police said. It said the explosive substance recovered was meant for the manufacture of IEDs, so as to target the Security Forces (SFs) deployed on the National Highway.

The multiple audio recordings have also revealed that the SFJ was planning to paint anti-India slogans on buildings on the Independence Day in Haryana, besides disrupting the August 15 functions in Punjab and New Delhi, especially those of the Delhi and Punjab Chief Ministers. The Police had on July 19 arrested two persons, Harvinder Singh alias Dollar (21), and Prem Singh alias Ekam (18) — on the charge of pasting pro-Khalistani posters on the boundary wall of a temple in Patiala. Railways stations in Ambala were also on their target. In the audio recording, Pannun is heard talking to the two youths about the differences between Ambala Cantt and Ambala City railway stations. He can be heard telling them to do a recce of the railway stations first, especially the entry and exit points. The SFJ chief tells them not to use the main routes. “Pannu talks about providing shelter to Moosewala’s killers, besides the use of drones. His voice has been verified,” the official added. The audio tapes show the SFJ is trying to exploit the sentiments of Haryana youth by claiming that the Punjab Police under the AAP government are painting them as gangsters and nominating them in the Moosewala murder case. “We will see how they touch you,” Pannu can be heard saying in the one of the audio clips. This, the police say, confirms that gangsters and radicals are working together.

Ali Asgar a resident of Siswaniya village, was the seventh accused arrested in connection with a probe into the activities of the banned Jamaat-ul-Mujahideen Bangladesh (JMB) outfit, the official said on July 20. The official spokesperson said the case is related to the arrest of six active JMB members, including three illegal immigrants from Bangladesh, from Aishbagh, Bhopal in Madhya Pradesh, who were found involved in propagating the JMB’s plans or ideology and motivating youngsters to carry out jihad against India. The case was initially registered at a Bhopal Police Station on March 14, 2022 and re-registered by the NIA on April 5, 2022, NIA said. “Asgar is a highly-radicalised individual involved in propagating jihad by posting hate and incriminating materials online in various groups on social media platforms…He was a close associate of the accused arrested earlier and was found using encrypted applications to communicate secretly with other associates in India and Bangladesh," the NIA spokesperson said.

Jamui Police received a tip-off that some Maoist operatives have taken shelter in the forests of Gidheswar and Sikandra Blocks. "We cornered the Maoist group in Gidheswar jungle and managed to put pressure on them for the surrender. The group did not surrender till Thursday afternoon. Though, due to relentless pressure, two Maoists, Pintu Rana and Karuna Devi finally agreed for the surrender on Thursday night," said an official of Jamui Police. Pintu Rana is a ‘zonal commander’, of east Bihar and north east Jharkhand special area committee, wanted in Bihar and Jharkhand in more than four dozen cases, and FIRs were registered in Jamui, Nawada, Lakhisarai in Bihar, and Giridih, Deoghar, Dumka, Kodarma in Jharkhand. Marguv Ahmad Danish (26), a resident of Phulwari Sharif, was arrested on July 15, 2022 for suspectedly operating two WhatsApp groups -- 'Ghazwa-e-Hind' and 'Direct Jihad', to propagate anti-India views, they said. "Evidence, collected during the investigation, revealed that Danish received funds in the form of cryptocurrency from Qatar-based organisation Alfalhi," a Police officer said. The case is at present being probed by the National Investigation Agency (NIA). "Investigations have also revealed that Danish was connected with a Pakistan-based fundamentalist group, Tehriq-e-Labbaiq. "He was found involved in raising funds for naxals and was also trying to revive Magadh Zone by encouraging old cadre to join naxal again," the NIA stated. After the arrest of Tarun from Bihar, the team of NIA Ranchi of Jharkhand brought him to the zonal office of NIA in Ranchi for interrogation. Significantly, Maoist leader Pradyuman Sharma, who was arrested last year, is currently in Hazaribagh Jail in Jharkhand. After the arrest of his father, Tarun was working to strengthen the organization in Magadha zone. In a written reply, the Minister also informed that incidents of LWE or Naxal violence have also significantly reduced from 1,091 in 2014 to 509 incidents in 2021. Since 2014, Rai said, there has been a substantial increase in the magnitude of assistance provided to LWE-affected States by the Government of India under various schemes of the Ministry of Home Affairs (MHA) and specific schemes for LWE areas of the other line ministries. Approximately Rs 6,578 crore was released under various MHA schemes from Financial Year 2014-15 to Financial Year 2021-22 as compared to Rs 2,181 crore released from Financial Year 2006-07 to Financial Year 2013-14 for LWE management, said the Minister while giving an answer to a query raised by Bharatiya Janata Party (BJP) Members of Parliament (MPs) Sushil Kumar Singh and Sudarshan Bhagat.

Rai also said that a total of 5,502 Kashmiri Pandits have been provided Government jobs in different departments of Jammu and Kashmir (J&K) administration in the Kashmir Valley under the PMDP. Further, Union Minister of State for Home Affairs Nityanand Rai on July 27 said in Rajya Sabha (Upper House of Parliament) altogether 6,514 Kashmiri Pandits are still residing in Kashmir valley - highest 2,639 in Kulgam District, reports Kashmir Observer. Rai said that no Kashmiri Pandit has left the valley in 2022. The number of Kashmiri Pandits who are still residing in the valley as on July 20 is 6,514, he said, replying to a written question. The Minister said the highest number of Kashmiri Pandits are living in Kulgam district (2,639), followed by Budgam (1,204), Anantnag (808), Pulwama (579), Srinagar (455), Shopian (320), and Baramulla (294), among others. As many as 12 Kashmiri Pandits were killed by militants in Jammu and Kashmir during 2020, 2021 and 2022, he said. Replying to another question, Rai said the Government has a policy of zero tolerance against militancy and the security situation has improved significantly in the Union territory. There has been substantial decline in militant attacks — from 417 in 2018 to 229 in 2021, he said. Since the repeal of Article 370 in August 2019, nine Government employees (excluding security forces) have lost their lives in terror-related incidents in Jammu and Kashmir, Rai said.

The charges were framed against Sukhraj Singh alias Sukha of Lakhanpal in Gurdaspur, Ravinder Singh alias Ravi Dhillon of Hussainpura in Ludhiana, Akashdeep Arora alias Dhaliwal of New Janakpuri at Salem Tabri, Jagroop Singh of Karamsar Colony near New Subhash Nagar in Basti Jodhewal, Sukhdeep Singh alias Bhura of Kharal in Gurdaspur, Gurjit Singh alias Bhaa of Lakhanpal in Gurdaspur, Inderjit Singh alias Inder of Rashiana village in Tarn Taran, and Sukhmeet Pal Singh alias Sukh of Bhikhariwal in Gurdaspur. They were booked under Indian Penal Code (IPC) sections including 302 (murder), besides the Arms Act and Unlawful Activities Prevention Act (UAPA). Aasif was in possession of materials related to the banned outfit, sources claimed. Erode North Police registered a case under Sections 121 (attempting to wage war or abetting waging of war against the Government of India), 122 (collecting arms with intention of waging war) and 123 (concealing with intent to facilitate design to wage war) of IPC and Sections 17, 18, 18 (A), 20, 38, 39 of UAPA. The arrest was made after National Investigation Agency (NIA) officials on July 26, searched the residence of Aasif and his associate Yasin, 33, in Manickampalayam. The encounter ensued after a joint team of Police and Army launched a cordon-and-search operation in the area following a tip off. In the ensuing firefight, a soldier was injured and was evacuated to hospital. Subsequently, there was a lull in the firefight and no fresh exchange of fire took place. A Police officer said the possibility of militants having escaped from the site cannot be ruled out even as cordon has been strengthened around the spot. Meanwhile, the State Investigation Agency (SIA) on July 26 filed a charge sheet against five persons including a Jaish-e-Mohammad (JeM) ‘commander’ in a militant funding case registered in 2021 after the recovery of INR 43 lakh from a Kashmir-bound vehicle, reports Daily Excelsior. The charge sheet was filed before the NIA special court Jammu under various sections of the Unlawful Activities (Prevention) Act, Arms Act and Indian Penal Code, an official of the SIA said. Those accused in the case include JeM ‘commander’ Ashiq Nengroo alias Ashiq Molvi, a resident of Hanjan Bala village of Rajpora in Pulwama District, who is presently operating from across the border in Pakistan, the official said. Others charge sheeted are Muzammil Ahmad Malik of Pulwama and Ravi Kumar alias Nona, Jaideep Dhawan alias Deep and Amarbir Singh alias Gopi Mahal – all residents of Punjab. Shivraj Singh Chouhan Government has prepared Surrender Policy for Naxalites, as many Districts of the State are Naxal affected, in which three most prominent are Balaghat, Mandla, Dindori. Hawk Force has been deployed to deal with the Naxalites of these three including other Districts and a draft policy of surrender has been prepared to connect the dedicated Naxalites with the mainstream of development. In fact, apart from connecting the Naxalites with the mainstream of development, they will be given skill development training. Along with providing free housing, INR 500,000 in cash and land for farming will also be provided to them. Once the draft is ready, it will be presented to the cabinet along with the final decision. In 2019, the Jharkhand Police was attacked by CPI-Maoist cadres at Kukru Haat in Seraikela-Kharsawan District, and during the attack, five Police personnel were killed and their arms and ammunition were looted. A case was lodged with the Tiruldih Police Station and later on the NIA took over the probe in 2020. “The searches conducted on Wednesday [July 27] have led to seizure of digital devices, illegal weapons, and various incriminating documents and other materials,” a Police official said, adding that further investigation in the matter is underway.

On May 14, the Police filed the first chargesheet against Mouzzam Parvez Malik and Umar Farooq, both of Pulwama, who had collected Rs 15 lakh from Amritsar of Punjab. “Investigations have revealed that Mouzzam and Umar had conspired with Muzammil Malik and Ashiq Nengroo and facilitated the movement of funds which were to be distributed among JeM terrorists in the Valley for launching terrorist attacks,” the SIA said. Muzammil had managed the travel of Mouzzam and Umar in his truck. The Punjab-based gangsters and drug smugglers, who delivered the terror funds to Mouzzam and Umar, had received Rs 15 lakh from Amarbir Singh alias Gopi, at a pre-decided location on the Amritsar highway on the directions of Pakistan-based terrorist Ashiq Nengroo. Singh was assisted by Kumar and Dhawan, the SIA said. Arms and ammunition were also recovered from Kumar’s residence in Amritsar. The SIA said Amarbir is a gangster in Punjab, associated with drug and weapon smuggler Baljinder Singh alias Billa, and involved in more than 23 FIRs of murder and extortion.

It noted the Prevention of Money Laundering Act (PMLA), 2002 is special legislation to deal with activities having a transnational impact on the financial systems of nations. While upholding the validity of certain provisions of the PMLA, a bench headed by Justice A M Khanwilkar noted the law was enacted to address the urgent need for comprehensive legislation to prevent money laundering and prosecute those indulging in activities related to the proceeds of crime. "Considering the purposes and objects of the legislation in the form of 2002 Act and the background in which it had been enacted owing to the commitment made to the international bodies and on their recommendations, it is plainly clear that it is a special legislation to deal with the subject of money-laundering activities having a transnational impact on the financial systems including sovereignty and integrity of the countries…This is not an ordinary offence," said the bench, also comprising Justices Dinesh Maheshwari and C T Ravikumar. The bench said the need to have a comprehensive legislation for preventing money laundering was felt the world over owing to the "serious threat" to the financial systems of the countries, including to their integrity and sovereignty.

Sensing security forces’ presence, the vehicle was abruptly stopped short of the stop and two persons jumped out of it”, adds the spokesperson. The arrested militants were identified as Shamim Ahmad Khan and Talib Ahmad Sheikh.

The Maharashtra Police have arrested three persons, including one medical practitioner Pawan Uike, an MBBS doctor, who works at the Kamalapur Primary Health Centre in Gadchiroli District, for putting up banners of the banned Communist Party of India-Maoist (CPI-Maoist), reports newsroomodisha.com on July 30. Gadchiroli, Superintendent of Police (SP), Ankit Goel said that the suspected Maoists were arrested when a Police team patrolling in the area saw them putting up pro-Maoist banners at Kamalapur, provoking the tribal population to protest against the State Government and the Police for – what they claimed to be – ‘anti-people’ policies. The banners also appealed to the locals to observe ‘Martyrs Week’ from July 28 to August 3 to commemorate the death anniversary of rebel leader and founder Charu Majumdar. Maoists urged the people to observe Mazumdar’s death anniversary and also pay tribute to all ‘martyrs’ — including ‘Central Committee (CC)’ member Milind Teltumbde, who was killed in an encounter in Gadchiroli in November 2021 — and all those who laid their lives in the ‘People’s movement’. “It is alleged that the three suspected Maoists arrested were providing logistics support to the Maoists. All the three have been booked under the Unlawful Activities (Prevention) Act [UAPA]. We are finding out whether the doctor Uike was doing all this voluntarily or was forced to do it,” the Gadchiroli SP added.

The National Investigation Agency (NIA) arrested a man, identified as Rajesh Gupta for suspectedly conspiring in attempting to revive the Communist Party of India-Maoist (CPI-Maoist) in the Son-Ganga Bindh region of Bihar and Uttar Pradesh, from Rohtas District of Bihar on July 29, reports The Print. The arrested accused Rajesh Gupta is a close associate of earlier arrested accused Vijay Kumar Arya, a Central Committee Member (CCM) and was actively involved in reviving the activities of CPI (Maoist) in Son-Ganga Bindh region, said NIA press release. The case was initially registered on April 12, 2022, at Rohtas District. NIA re-registered the case on April 26, 2022, and took over the investigation. Earlier three accused persons were arrested in this case on April 12 and May 25.

Police are investigating how these banners reached the area, he said, adding, “However, there is no information about the presence of Naxals in this area. Intensive patrolling is being carried out to monitor the situation and security has been increased." In the banners and posters, the Naxals have given a call to hold condolence meetings and construct memorials in memory of the slain Maoists.

After more than 50 failed attempts in Punjab, Sri Ganganagar District of Rajasthan is on the radar of Pakistan agencies to smuggle drugs and weapons to India, reports India Today on August 1. The Central Intelligence Bureau (IB) has issued an alert to different security agencies of Rajasthan, including State IB and Police, in reference to this. According to the alert, after agencies enforced strict measures in Punjab, Pakistani drug peddlers along with the Inter-Services Intelligence (ISI) have prepared a new plan to smuggle drugs and arms via the Sri Ganganagar route using drones. Pakistan has been sending consignments to Gurdaspur, Amritsar, Tarn Taran and Ferozepur districts of Punjab since 2019, but authorities have adopted strict security measures in recent months. Till May 11 this year, in these Districts, the Border Security Force (BSF) has caught 53 cases of drone smuggling and destroyed nine drones in the process. The IB has instructed the Anti-Terrorism Squad (ATS) and Intelligence Unit of Rajasthan Police and BSF to keep a close watch on the border adjacent to Sri Ganganagar District.

A lot more needs to be done to stop the narco-terrorism in J&K as it remains a big challenge,” he added.
