Three ZRA cadres were arrested from the Potsangbam area in Bishnupur district while 10 more were arrested from Churachandpur. According to the Kathmandu-based Himalayan Times, police in the eastern Indian State of Bihar arrested 11 Nepalese Maoists, including Chitra Bahadur Shrestha and four other ‘central committee’ members, from Patna on June 2. Besides Shrestha, Rajendra Thapa and his wife Ranju, Lokendra Bishta, Min Prasad Chapagain, Anil Sharma and Shyam Yadav were also arrested. A special police team arrested the Maoists from their hideouts during raids in hotels and houses on Station Road, Exhibition Road and Fraser Road in Patna. Maoist documents, logistics, some photographs and an amount of Rupees 240000 in Indian currency were recovered by the police team. Sources said that the Maoists admitted during interrogation that they were in Bihar to procure sophisticated firearms from two banned left-wing groups, the Maoist Communist Centre (MCC) and Peoples’ War Group (PWG).

The Andhra Pradesh Government on June 4 announced the withdrawal of bounties on top leaders of the outlawed People's War Group (PWG) in an attempt to solve the three-decade left-wing extremist problem in the State. The announcement was made in the Legislative Assembly by Home Minister for State K Jana Reddy. "We will adopt a firm but humane approach to solve the problem. Civil liberties groups and some intellectuals have, on several occasions, expressed doubts on the genuineness of certain encounters. The government, therefore, has decided to adopt the policy of stopping rewards on the Naxalites [left-wing extremists]," he said. The Police had, in the past, announced rewards on the heads of at least 1,100 Naxalites ranging from Rupees 25,000 to Rupees 12 lakh. The Minister also announced that police would not pursue the armed Naxalite squads into the jungles to avoid loss of human life. "We expect the armed extremist groups not to visit habitations or indulge in intimidation, extortion or other forms of violence. It is the government’s responsibility to ensure that people in general live in peace and without fear. The government would take all steps to explore avenues for a lasting solution to reduce violence in the State," he added.

He said that the Government should involve all those who were playing an active role in restoring peace in a democratic manner. The PWG demanded that the Government should withdraw rewards for the capture/killing of Naxalites who were underground. He also said police officials should not be involved in the negotiations. Ramakrishna further added that the police should immediately stop combing operations and allow the PWG to carry on with its political campaign and maintain restraint. However, a report in The Hindu indicated that the PWG has rejected the Chief Minister Y.S. Rajasekhara Reddy's appeal that its armed cadre should confine themselves to forest areas arguing that it has every right to propagate its ideology as a political party. However, it has sought to assure the Government that its cadre will not resort to any `armed actions,' if Government forces also observe `restraint.'

The Supreme Court said some of the lower court's decisions "were based on insufficient proof", and there was a real danger of Salem losing his life if he was extradited to India. The case will now return to the lower court for a review of its earlier decision, based on the Supreme Court's ruling. As reported earlier, Salem had been told by the Lisbon appeals court on February 3, 2004, that he would be extradited from Portugal, where he is currently serving a four-and-a-half-year jail term for using forged documents and resisting arrest.

The Village Defense Committee (VDC) of Marha, known as the most powerful VDC in Poonch district, retaliated to the terrorist attack very effectively and saved several other lives as they forced the terrorists to flee within 10 to 15 minutes of the firing. Majority of the victims were reportedly from the Gujjar community, who had provided help to the Army during ‘Operation Sarp Vinash’ in Hill Kaka in which 63 terrorists were killed last year, official sources said.

Security forces are still maintaining the cordon-and-search operation on the basis of a specific information according to which a "top wanted terrorist" was hiding somewhere in the village. The terrorist is reportedly a senior commander of the terrorist who, according to security forces, had kidnapped and killed the IRCON engineer Sudhir Kumar and his brother in the same locality on June 25. Officials identified the slain terrorists as Zahoor Ahmed Mir alias Jehangir and Basharat Ahmed alias Gazi Mukhtar. While the Daily Excelsior reported that the slain terrorists belonged to the Harkat-ul-Jehad-e-Islami (HuJI) outfit, the Hindu citing police sources reported that the terrorists killed in the encounter were affiliated to the Lashkar-e-Toiba (LeT). Two AK-56 rifles and five grenades were recovered from the site of the encounter.

In a joint statement released on June 28, India and Pakistan stated that their Foreign Secretaries, Shashank and Riaz Khokhar, had held a "detailed exchange" of views on Jammu and Kashmir and agreed to continue their "sustained and serious" dialogue to find a peaceful, negotiated and "final" settlement of the issue. The joint statement issued after two days of talks also stated that strength of the respective High Commissions would be "immediately restored" to 110 and that the two sides had agreed, in principle, to re-establish the consulates in Karachi and Mumbai. Both countries also agreed to immediately release all detained fishermen and civilian prisoners in each other's custody and a mechanism put in place for the return of unintentionally transgressing fishermen and their boats from the high seas without apprehending them. The Foreign Secretaries also reiterated their commitment to the principles and purposes of the United Nations Charter and their "determination to implement" the Shimla Agreement in letter and spirit. They also approved the measures recommended by the expert-level meeting that took place on June 19-20 to discuss nuclear confidence-building measures. They agreed to conclude an agreement on pre-notification of flight-testing of missiles and asked the experts to work towards this goal. It was stated that the remaining six issues of the composite dialogue on Siachen, Wullar barrage/Tulbul navigation project, Sir Creek, terrorism and drug trafficking, economic and commercial cooperation as well as promotion of friendly exchanges would take place between the third week of July and the first half of August.

He said that on the basis of intelligence inputs, Police conducted a series of raids in Srinagar and arrested at least 20 terrorists. Six quintals of gelatin was also seized from Sodahau village consequent to his arrest. The arrested Naxalite, Yadav, who used to allegedly plan attacks for the PWG, is reported to have confessed that the gelatin was meant to blow up the Chainpur police station.
