On June 1, around 14 militants of United Tribal Liberation Army-James (UTLA-J) including its ‘chairman’ Tonthang Singsit surrendered at 1st Manipur Rifles Banquet Hall in Imphal of Imphal West in Manipur, reports East Mojo. The surrendered militants also laid down two KH-33 rifles, one AK rifle, one A1 rifle, one A2 rifle, three single barrel rifles and three small arms along with one Chinese hand grenade, 18 gelatin sticks, 18 detonators, and assorted ammunition. Manipur Chief Minister N. Biren, speaking on the occasion of surrender, said, ‘The youth who had gone on the wrong path because of family frustrations and other reasons should come home. As the Union Home Minister Amit Shah had assured, no actions will be contemplated against those former insurgents against whom there are no serious charges pending’.

The Communist Party of India-Maoist (CPI-Maoist) cadres set fire to a tendu patta godown (warehouse) just 500 meters away from Border Security Force (BSF) camp under Koylibeda Police Station limits in Kanker District of Chhattisgarh late in the night of June 1, reports bhaskar.com. In the incident, 768 sacks filled with tendu leaves worth INR 6.8 million were burnt to ashes. The Maoists have also thrown posters and banners on the spot. After that the Maoists left. When the flames started rising high, the workers came to know about it and reported it to the Police.

India on June 2, has said that state sponsors of terrorism being allowed to go scot-free reflects a "sad state of affairs", telling the UN Security Council that any debate on accountability is incomplete without taking into account the carnage wrought by terrorist forces, particularly those backed by state actors for pursuing political objectives, reports NDTV. "Terrorism today is the greatest threat faced by humankind that exacerbates social tensions, pushing societies towards instability and violence," Minister of State for External Affairs Rajkumar Ranjan Singh said at the UN Security Council open debate on "Strengthening accountability and justice for serious violations of international law" chaired by Council President Albania. "When we speak of accountability, it is indeed a sad state of affairs that States sponsors of terrorism have been allowed to go scot-free. Therefore, any debate on accountability would be incomplete without taking into account the carnage wrought by terrorist forces, particularly those which are backed by State actors for pursuing political objectives," Singh said.

A labourer was killed and another injured in a militant attack at Magraypora Chadoora area of Budgam District in Jammu and Kashmir (J&K) in the evening of June 2, reports Daily Excelsior. The labourers, Identified as Dilkhush Kumar son of Narayan Reshi Dev, resident of Purnia District of Bihar and Guri from Punjab, were working at a brick kiln at Magraypora Chadoora. Dilkhush and Guri immediately shifted to hospital for the treatment of their injuries. However, Dilkhush succumbed to his injuries.

A special National Investigation Agency (NIA) court of Patiala House in New Delhi on June 2, pronounced the sentence of seven years to five accused in an Islamic State (IS) module case in Roorkee (Uttarakhand), which is linked to the conspiracy to establish an IS base in India, and carry out terror activities in Delhi-NCR and Haridwar during the Ardh Kumbh festival, reports ommcomnews.com. The five accused — Akhlakur Rehman, Mohammad Azeemushan, Mohammed Osama, Mohammad Meraj, all four who are residents of Haridwar, and Mohsin Ibrahim Sayyed of Mumbai (Maharashtra) under sections of the IPC, the UA(P)A and the Explosive Substances Act. The case was initially registered by Delhi Police Special Cell on January 18, 2016, and re-registered by the NIA on March 18, 2016. Earlier on May 20, all the five accused had been convicted.

In the banner, Maoists warned against providing information to the Police regarding movement and activities of the Maoists. They further warned the Government officials who are depriving labourers of employment under various welfare schemes. The banner read that some people of Jharmunda, Bhangkhunti, Salepali, Mithapali, Gurunda, Jamseth and Bartunda villages are monitoring the activities of Maoists and are passing on the information to Police. The Maoists threatened to kill such people if they don’t mend their ways. The Srinagar Police have registered the case under the Unlawful Activities Prevention Act (UAPA) in Police Station Kothibagh for anti-national and communal overtones in relation to Amarnath Yatra. In a statement, the Police said that it has been reliably learnt that some persons and groups which include SFJ have been disseminating anti-national messages and are indulging in activities promoting enmity between different religious groups. These groups are disseminating secessionist messages thereby questioning and disrupting sovereignty and territorial integrity of India, the statement said, adding that such activities are likely to cause disturbance of peace and public order in Jammu and Kashmir (J&K). On June 6, a National Revolutionary Front Manipur (NRFM) militant was arrested for involvement in a series of IED blasts, including the June 5 IED attack at Little Flower School from Kangla Sangomshang area in Imphal East District of Manipur, reports Imphal Free Press. The arrested militant identified as Thounaojam Rishi Luwangcha was apprehended along with a jar marked as ‘Mahaan Instant Dairy Creamer’ during a cordon and search operation. One detonator fitted on a Cordtex wire of approximately 1 feet in length, 58 Plastic Explosive Kirkee (PEK) sticks weighing around 7.358 kg, 3 coils of Cordtex wire with approximately 51 feet in length, 397 detonators in boxes and 2 batteries were found inside the jar. Upon further search of his house, some mechanical tools used in assembling the explosive substances including one soldering iron rod; one bolt cutter (wire plier); one ratchet wire stripper; one cutter blade; 18 small iron rods and one electric insulating tape were recovered. One Huyndai i20 car black in colour bearing registration number MN05A-5899 and some particular clothes used in commission of the recent bomb blast were also recovered. The NRFM militant during interrogation revealed that he had started working for the militant outfit in September 2021 under the command of a self-styled ‘chairman’ Dhaballo who is presently staying in Bangladesh. Rishi further disclosed that he was behind the series of bomb blasts in Imphal - one shop at Nagamapal on May 5; at one house located at Khurai Thoidingjam Leikai on May 6 and the recent blast at Little flower school gate on June 5. The explosive substances were handed over to him by his commander through one unknown person in the month of January, 2022 and was paid INR 30,000 for each bomb blast.

The officials of the National Investigation Agency (NIA) on June 9, conducted searches at multiple locations in Tamil Nadu and Puducherry in connection with its ongoing investigation linked to a Islamic State (IS) terror activity case, reports Times Now. The NIA conducted searches at one place - Karaikal in Puducherry and two places - Mayiladuthurai and Chennai - in Tamil Nadu. "The case relates to campaigning for the Islamic State of Iraq and the Levant (ISIS) and fundraising. The main accused is already in jail and the searches are a continuance of the investigation," the NIA said. The central probe agency launched the investigation against members of Tamil Nadu-based organisation Manitha Neethi Pasarai (MNP), which merged with Popular Front of India (PFI) in 2006, for suspectedly trying to float anti-national organisations and having links with IS.

Dukka Mallikarjun Reddy, an MBA Graduate from Hyderabad, was arrested by a joint team of Police and Special Operation Group (SOG) for sharing confidential information, which could have compromised the national security. Police said Mallikarjun was working with a Bengaluru-based company in 2018 when he was assigned to a DRDL project on which he worked till January 2020. In March 2020, he received a friend request from another Facebook used named Natasha Rao. He accepted her request and she introduced herself as an employee of a UK-based defence journal engaged in publishing work. She told Mallikarjun that she had earlier lived in Bengaluru, India, and that her father was a retired Indian Air Force officer who had shifted to the UK. Further, she enquired about Mallikarjun’s profession, location, and nature of work. During their conversation, the accused shared some confidential information with Natasha, both of them stayed in touch till December 2021.

The CPI-Maoist put up posters and banners in different areas of the tribal district of Gadchiroli and released an online appeal to everyone, especially the oppressed classes, to condemn and intensify the agitation against the Narendra Modi-led central Government over the defence recruitment scheme. Gadchiroli Superintendent of Police (SP), Ankit Goyal confirmed reports of the CPI-Maoist issuing such appeals to the tribals in the district. In an appeal to tribes, the ‘spokesperson’ of the CPI-Maoist, Abhay, alleged that the government was using forces to suppress the agitations against the newly-launched scheme in several States, particularly in the north of India. Condemning the move, the Maoist ‘spokesman’ dubbed the Agnipath scheme as a “fascist instrument” to suppress the people in the name of employment generation. The organisation claimed the recruitment scheme is a strategy of international funding organisations to reduce government expenditure.

The National Investigation Agency (NIA) on June 20 conducted searches at seven locations in Pulwama District of Jammu and Kashmir (J&K) and arrested four Jaish-e-Mohammad (JeM) Over Ground Workers (OGWs), reports Daily Times. The case relates to the terrorist activities of the JeM in South Kashmir, during which two terrorists, including a Pakistani national, were killed by security forces in a gun battle at Chewa Kalan in Pulwama District on March 11, a spokesperson of the NIA said. The terrorists were identified as Aquib Mushtaq Bhat of Pulwama and Kamal Bhai of Pakistan, he said. The case, registered in Pulwama, was taken over by the NIA on April 8. During the searches, a large quantity of incriminating material was seized, the NIA said. Based on these searches, four OGWs — Sahil Ahmed Khan, Jahangir Ahmed Dar, Shahid Ahmed Shergojri and Inayat Gulzar Bhat – all from Pulwama, have been arrested, the NIA spokesperson added.

Acting on information about presence of a few Maoist cadres on the hills of Kharadi village, about 70 kilometres from District Headquarters Balaghat, a team of 50 personnel of Hawk Force, (special anti-Naxal Force of MP Police) launched the combing operation, in which the Maoists were killed. The slain Maoist trio collectively carried a reward of over INR 5.7 million on their heads. Nagesh, who carried a bounty of INR 2.9 million on him, was the ‘commander’ of Tanda area committee of Mafalling under Gondia-Rajnandgaon-Balaghat (GRB) area of Maharashtra-Madhya Pradesh-Chhattisgarh (MMC) corridor. Manoj and Rama, both members of the area committee, carried a bounty of INR 1.4 million each on them. The encounter comes months after Maharashtra Police killed 26 Maoist cadres in MMC zone, where Police say Maoists are trying to expand their base. During this raid, many digital devices including financial transaction property have been recovered. An official of the NIA said that this case is related to the alleged four terrorists of BKI and weapons recovered from them near the toll plaza under Madhuban Police Station in Karnal on May 5, 2022. In this case, including four alleged terrorists, three Improvised Explosive Devices (IEDs), one pistol, two magazines, 31 live cartridges, six mobiles and one lakh 30 thousand rupees were recovered. This case was initially registered at Madhuban Police Station in Karnal, which was later handed over to the NIA. National Security Advisor (NSA) Ajit Doval on June 22 said that the people of Kashmir are no more in favour of Pakistan and terrorism, reports Daily Excelsior. Highlighting the abrogation of Article 370 in 2019 in Jammu and Kashmir, Doval in an interview to Daily Excelsior said that the mood and temper of the people of the Valley has seen a change and that the situation has changed for the better in the region after the special status of the erstwhile State was revoked. “Post-2019, the mood and temper of the people of Kashmir have totally changed. People are no more in favour of Pakistan and terrorism,” Doval said. On the question of terror attacks against Kashmiri Pandits, he said that the Prime Minister Narendra Modi-led Central Government had taken steps in the past to protect vulnerable sections and would definitely do more in the future. “Yes, they are a vulnerable section and need protection. Following reliable inputs about movement of Maoists, the Security Forces (SFs) launched a combing operation, and while the search was on, the Maoists started firing indiscriminately from Light Machine Gun (LMG) and other automatic weapons on the Police. The operational party retaliated and fired from Under Barrel Grenade Launcher (UBGL) and AK-47. Due to heavy counter fire by Police, the Maoists retracted from their camp, Superintendent of Police (SP), Abhilash G said. Officials from the National Investigation Agency (NIA) came to Visakhapatnam District on June 23 to investigate the case of a woman who had been missing since 2017. Pallepati Pochamma, a resident of Ranga Reddy District in Telangana, had lodged a complaint stating that her daughter, Radha, a nursing student, was abducted three years ago by members of the Chaitanya Mahila Sangham (CMS), a frontal organisation of the CPI-Maoist, and inducted into the Maoist movement forcibly. In her complaint, Pochamma said her daughter was taken away by the Maoist leaders and CMS activists under the pretext of providing treatment to someone in the Maoist fold. Pochamma also said that her daughter was brought to the Pedabayalu forest area in the erstwhile Visakhapatnam Agency, which is now part of Alluri Sitharamaraju District, and brainwashed by the Maoist leaders to join the movement. Based on her complaint, the NIA officials came to Visakhapatnam and visited Pedabayalu Police Station, where cases had been booked under relevant Indian Penal Code (IPC) sections and also under the Unlawful Activities Prevention Amendment Act (UAPA). It is learnt that the Maoist leaders such as Gajarla Ravi alias Uday, ‘secretary’ of the Andhra Odisha Border Special Zone Committee (AOBSZC), Aruna, Devendra, Dubasi, Swapna, and Shilpa are the main accused in Radha's abduction case.

The NIA carried out searches at three places in Ranga Reddy and Medak and Secunderabad districts in connection with the Pedabayalu CPI-Maoist recruitment case and arrested the trio including a woman High Court Advocate, identified as Chukka Shilpa. A Police spokesman said that Police in Budgam along with 53 Rashtriya Rifles (RR) of Army and Central Reserve Police Force (CRPF) arrested four militant associates identified as Younis Manzoor, Mehboob Ahmed, both residents of Wathoora Chadoora, Irshad Ahmad Ganie, resident of Arigam Khansahib and Muzaffar Ahmad, resident of Parnewa, Khansahib. The spokesman said that investigation revealed that the arrested militant associates were involved in providing logistic support to LeT by distributing proceeds of narcotics to active militants and militancy operatives of the outfit. Tanveer Ahmad Wani and Peer Arshad Iqbal, both residents of Pulwama District and Baramulla District respectively, were arrested during raids conducted by NIA. The arrested accused are cross-border LoC traders and were handling several cross LoC trade firms registered in their own names or in the names of their friends, family members, and relatives, said the NIA. “They used to provide funds to the members of various terrorist organisations, OGWs and Stone-pelters.” The case pertains to the generation of extra profits through a cross Line of Control (LoC) trade mechanism between Jammu and Kashmir and Pakistan-occupied Kashmir (PoK) and using of those funds for fomenting terrorist activities in Jammu and Kashmir, the NIA said. The trade was started in 2008 via two Trade Facilitation Centres (TFCs) located at Salamabad in Uri of Baramulla District and Chakan-da-Bagh in Poonch District of J&K, the NIA added.

The duo was arrested on June 28, from Bheem area of Rajsamand District in Rajasthan. Police said that the accused were part of a conspiracy to carry out serial blasts in Jaipur on March 30. One of the two accused, Mohammad Riaz ‘Attari’ was the head of Al-Sufa in Udaipur. He was also associated with IS terrorist Mujeeb, who was arrested from Tonk earlier. Riaz allegedly ran a hate campaign with the second accused in the murder case, Mohammad Ghouse, who is also his brother. According to Police, Ghouse had gone to Karachi, Pakistan via Jodhpur in 2014, along with 30 others, and took training at Dawat-e-Islami for 45 days. A cache of explosive material, including five improvised explosive devices (IEDs), was recovered at the disclosure of the arrested accused, Additional Director General of Police (ADGP), Jammu, Mukesh Singh said. Twin explosions rocked Kotrana town of Rajouri on March 26 and another on April 19, leaving two persons injured. Two more persons were injured in another blast that took place in Shahpur-Budhal area of Rajouri on April 24. Working on leads, joint teams of Rajouri Police and 6th Rashtriya Rifles conducted multiple raids and search operations at various locations in Larkoti, Targain, Jaglanoo and Draaj areas of Rajouri and apprehended two suspects, Mohd Shabir and Mohd Sadiq of Draaj-Budhal village, the ADGP said. During investigation, he said, it came to the fore that three accused Talib Shah, also of Draaj village of Budhal area, Shabir and Sadiq were involved in these incidents of blasts, he said. These individuals, working on the directions of their Pakistan-based handlers, received weapons, ammunition, explosives and later used these IEDs to trigger blasts, Singh added.

Acting on a tip-off, SFs were conducting a combing operation inside Dak Sadam Forest on the foothills of Lugu Pahari in Mahuatand Police Station area, when Maoist cadres spotted them and opened fire, following which the encounter started. On June 29, a French court sentenced 20 accused persons including Salah Abdeslam and Pakistani national Mohammad Ghani Usman for the November 13, 2015 Paris terror attacks and it emerged during the investigation that there is an India angle, reports Hindustan Times. Subahani Haja Moideen, a Tamil Nadu based Islamic State (IS) operative who was arrested by the National Investigation Agency (NIA) in October 2016, trained with Mohammad Ghani Usman, a former bomb-maker of Lashkar-e-Toiba (LeT) who later joined IS and had become his best friend during five months of training in Iraq in 2015. Moideen, 37, convicted by an Ernakulam court in September 2020 for joining IS told investigators that he met Paris bombers including Abdelhamid Abaaoud (killed during the bombing) and Salah Abdeslam on his way to Iraq. To gather more details, a team of French investigators came to Kochi (Kerala) in December 2018 to interrogate Moideen about the training and his links with the Paris attack squad of the IS. In return, a NIA team had travelled to Paris in to question Usman, who, in the past, was close to LeT leadership; Indian agencies wanted to get further information from him on 26/11 Mumbai attacks.

Besides Ramakrishna’s arrest, 33 party members and 27 members of the ‘militia’ (people’s army of Maoists), including eight women, his supporters who had been working under his supervision, surrendered to the Police in Alluri Sitarama Raju District. The arrested Maoist, an accused in 124 cases, including several murders, registered in the neighbouring Odisha, and East Godavari and Alluri Sitarama Raju Districts, was carrying a bounty of INR 500,000 on his head. Ramkrishna was allegedly involved in 14 murders, including that of member of legislative Assembly (MLA) Kidari Sarveshwar Rao and former MLA Siveri Soma, Korra Lakshman of Bongajangi, Gemmili Krishnarao of Vakapalli, and others, Police said. Police recovered INR 3.9 million in cash, a landmine, five detonators, one 9 mm pistol along with eight rounds, electrical wire, six batteries and Maoist literature from his possession. Superintendent of Police (SP) S Sateesh Kumar said Operation Parivartan and the comfortable life being led by surrendered Maoists influenced ‘militia’ men to join the mainstream. Several cases are pending against the surrendered members. Among those surrendered, Anand Sireesha, Gangi, Jeevani, Srikanth, Srinu and some others moved along with the Maoist party, laid landmines and ambushed police parties. They had also set fire to road-laying machinery and cellphone towers, killed tribesmen in Praja courts (Kangaroo courts of the Maoists) after branding them as ‘police informers’, and committed other offences, the SP said.

On July 30, a special National Investigation Agency (NIA) court in Lucknow (Uttar Pradesh) has convicted five members of banned Students' Islamic Movement of India (SIMI) and sentenced them to a period ranging from three to over seven years of rigorous imprisonment in the 2014 Bijnor blast case, reports news18.com. In its judgment the court sentenced Husna, Abdulla, Raees Ahmad, Nadeem, and Furkan from three years to a maximum of seven years 10 months for various offences including stringent anti-terror law Unlawful Activities (Prevention) Act-UAPA in which they were booked. All five had confessed to their crimes on June 30 after which they were sentenced by the court. “The case relates to an explosion that had taken place in the house of Leelo Devi at Jatan Mohalla, Bijnor on September 12, 2014, and the criminal conspiracy hatched by members of banned organization SIMI to commit terrorist acts," an NIA spokesperson said in a statement on July 2.

The officials said the agencies have flagged a number of recent propaganda and radical activities of the organisation in the border areas of Jaisalmer and Barmer, including INR 20,00,000 it collected in donations from locals in the Jaisalmer District in April alone. The organisation, the sources said, collected funds in the name of charitable Islamic works. Their footprints were found in other border districts of the state, and as far as in the forward areas of Gujarat and even some regions of Jammu and Kashmir. The sources said the agencies also found that the organisation distributed some literature, in the online and hard copy mode, targeting border population especially those in the younger age group.

Rajasthan Anti-Terror Squad (ATS) on June 30, recovered two blood-stained weapons used in the murder of Kanhaiya Lal, reports India Today. The weapons were recovered from an office of an aide of both the accused in Udaipur's Sapetiya locality. During the interrogation, the accused, Riyaz Akhtari and Ghaus Mohammad, told the officials that after killing Kanhaiya Lal, they went to Shoaib's office in Sapetiya and recorded the video. Riyaz and Ghaus told the officials that they shot the video confessing their crime at Shoaib's office and made it viral on social media. Both the accused also recorded a video from the same office on June 17 in which one of the two men described his intentions of carrying out an act similar to what happened in Udaipur on June 28. The Special Investigation Team (SIT) probing the case found out two of the prime accused had travelled twice to Saudi Arabia twice and once to Nepal in order to get funding. One of the prime accused, Riyaz, during the interrogation said that he would incite the youth to attack people from other religions. Sources said that Riaz used to say: "Take revenger or wear bangles". Riyaz had also released a video that incited history-sheeters and miscreants of Udaipur to attack. Both Gaus Mohammad and Riyaz were instigating poor and unemployed youth in Udaipur, Bhilwara, Ajmer, Rajsamand, Tonk, Bundi, Banswara, Jodhpur districts and connecting them to sleeper cells. The sleeper cells that came were being built for IS and funding has also been done from Arab countries for this.
