Defence Minister George Fernandes informed the Lok Sabha, India’s Lower House of Parliament, on March 1, that adequate security arrangements had been made to improve the security of the Army and the Rashtriya Rifles posts/pickets and other installations to ward off any attacks from militants. Replying to a question, the Minister said security fencing along with other military measures had been adopted to minimise such attacks. In reply to another question, the minister said the government proposed to procure additional Mine Protected Vehicles (MPV). The Army had estimated a requirement of 801 MPVs.

In a bid to check cross-border terrorism, a hike of Rs 40 crore has been made for expediting fencing work on the sensitive Indo-Pak border. Besides, Rs 651 crore has been allocated for Central paramilitary forces engaged in counter-insurgency and antiterrorist operations. Provisions for border works on he country’s Western front, including fencing, as been increased from Rs 59 crore in the year 2000 to Rs. 99 crore in 2001. This mega project, on the pattern of Israel-Palestine border, has already begun in the sensitive Jammu area along the international border. The annual allocation for the Central Reserve Police Force (CRPF) has been increased from Rs 1660.51 crore to Rs. 1901 crore while that of the Border Security Force (BSF) went up from Rs 2106.45 crore to Rs. 2243 crore.

India welcomed the British government’s decision to ban terrorist outfits like the Lashkar-e-Toiba (LeT), Jaish-e-Muhammad (JeM), Harkat-ul-Mujahideen (HuM), Babbar Khalsa and the International Sikh Youth Federation. The External Affairs Ministry, in a statement on March 1, said, ``We believe that this measure by the British Government will contribute significantly to strengthening the international community's resolve to combat terrorism. It underscores a recognition that terrorism is a threat to all democratic societies.'' These organisations have been banned under the newly enacted anti-terrorist law in the UK. India hopes that the ban on the LeT in the UK will encourage the US to do the same.

The encounter took place at Borigaon village. Police recovered two AK 56 rifles, 250 rounds of ammunition, five magazines, two grenades and incriminating documents from the spot. A search is on to nab other terrorists who may have been accompanying the slain terrorist.

One of the injured policemen is reported to have said that the van in which they were travelling was subject to heavy firing with medium and light machine guns and rocket grenades. All the policemen in the van were simultaneously hit by bullets or grenade shrapnel and hence could not retaliate. The policemen were returning after investigating and conducting the funeral of two civilians in the area when they were ambushed. The two civilians were earlier abducted from their residence at Gambir Mughlan on the night of March 1 and later killed by unidentified terrorists.

In fact, we are doing the most damage but India has chosen to blame these activities only on Lashkar-e-Toiba (LeT) and Jaish-e-Mohammad (JeM). It wants to fool the international community by claiming that not all but only a small faction of the militants is against peace and that the rest of the Kashmiris are pro-peace." He also added that differences had cropped up within the All Parties Hurriyat Conference (APHC) leadership, and between the Hurriyat and the terrorist outfits on the issue of whether or not to respond to the Indian cease-fire. According to him, "We are one but the only difference is that we [terrorists] talk in the military lexicon while they [Hurriyat leaders] speak in political and diplomatic language. The objective is the same. Again, one group [in the Hurriyat] feels that India is using cease-fire only to gain time while the other group says that diplomacy demands that the Indian offer should be responded to." Security forces detained seven people in connection with this terrorist attack in which 13 people, including 11 CRPF personnel, were killed and two jawans critically injured. NLFT terrorists, who used landmines in the attack, also decamped with some sophisticated weapons from the slain jawans. Senior police and paramilitary officials were supervising the combing operation in the extremist dominated areas. Meanwhile, on the same day, two hardcore NLFT terrorists, after escaping from their hideouts in Sylhet district of Bangladesh, surrendered to the police. While three mercenaries and one SF personnel were killed on the night of March 7, the others were killed in a subsequent encounter on March 8. Security forces reported that two of the slain mercenaries were identified as Pakistani activists of the Jaish-e-Mohammed (JeM) and Tehreek-ul-Jehad Islami (TUJI). Of the latter, 14 are reported to have absconded with weapons supplied to them and rejoined various terrorist outfits. The document added that this recruitment was made out of a sanctioned strength of 21,000 and an estimated Rs. 810 million has been spent on honorarium payment and equipment during this period. The warrants were issued in connection with several cases, including the killing of four Indian Air Force (IAF) officers, in Srinagar, in January 1990, and the abduction of Rubaiya Sayeed, daughter of the then Union Home Minister, Mufti Mohd Sayeed, in December 1989. The warrant was issued after the Court rejected an application filed on behalf of the JKLF (Yasin) chief, seeking exemption from personal appearance. Yasin Malik, who was granted bail in these cases with a direction not to leave the jurisdiction of the Court without prior permission, is reported to have gone abroad without the Court’s permission.

Based on confessional statements of five five Harkat-ul-Mujahidin (HUM) terrorists who surrendered on March 10, Assam police said on March 24 that Pakistan’s Inter Serve Intelligence (ISI) had incited Islamic terrorism in the North-eastern region of India, particularly in some Muslim dominated areas of the lower Assam, with the goal of ensuring the region’s merger with Bangladesh. The surrendered terrorists also disclosed that after undergoing the training by the ISI’s Supahi wing at HUM’s Batrasi training camp located at Pakistan-Afghanistan border, they were taken to Bangladesh and then crossed over to Assam. They also disclosed that the key HUM person in-charge of Assam is Maulana Fakiruddin Ahmed, popularly known as "Amir" of Assam, presently camping in Pakistan. The HUM’s activities in Assam are reportedly controlled from Bangaladesh’s capital, Dhaka.

They have seized Rs 1.51 crore counterfeit notes from various parts of the metropolis, in this connection. All the 10 accused have been acting at the behest of a Dubai-based agent of Pakistan’s Inter-Services Intelligence (ISI) who used them to distribute the currency in Mumbai and other cities, the Commissioner said. Sources said that the BDR has reservations about signing an agreement, which incorporates Indian concerns over unchecked infiltration from Bangladesh. However, the BSF authorities expressed the hope that in all probability the agreement will be signed in a day or two.

Two senior National Liberation Front of Tripura (NLFT) activists are reported to have quit the mainstream faction of the outfit along with some cadre, and joined the breakaway faction led by Nayanbasi Jamatya. The two senior activists, Joshua Debbarma alias Jogendra, the ‘foreign secretary’ of the outfit and Janabir Debbarma, a ‘senior commander’, are also reported to have carried along some of the NLFT cadre into the rebel faction. Senior police officials anticipate intenecine violence between the rival factions in the near future particularly in the hilly interiors of the State.
