According to official sources, the Sirpur and Chennur dalam (squad) ‘commander’ and ‘action team’ member of left wing extremists—Naxalite—of the banned People’s War Group (PWG), Durgam Madanaiha alias Santhosh was killed and two PWG cadres were injured during an encounter in the Adilabad district of Andhra Pradesh on March 1. The injured Naxalites reportedly managed to escape from the encounter site. Santosh, involved as many as 15 killings, was carrying a head money of Rupees two lakh.

According to a statement by the Chief Minister of Tripura in the State Legislative Assembly on March 2, 2004, 952 civilians and 182 security force (SF) personnel were killed in the State in the last five years, between 1998 and 2003. A total of 633 civilians were injured and 1269 were abducted by terrorists of whom 332 are still in captivity. During the same period, 183 service weapons, including 65 Self-Loading Rifles, twenty nine .303 rifles, 18 carbines and 10 Kalashnikov rifles were looted by the terrorists. According to the Chief Minister, who is also in charge of the State Home Department, 43 major massacres were carried out by the terrorists and 836 terrorists have surrendered between 1998 and 2003.

Seven persons, including four police personnel and two under-trial terrorists, were killed and six persons sustained injuries when a lone suicide terrorist (Fidayeen) attacked a police bus carrying 13 under-trials, mostly terrorists, from the district jail to the Court complex in Jammu on March 3. The lone Fidayeen was shot dead within few minutes of the attack, thus, thwarting the terrorist’s attempt of facilitating escape of the under-trial terrorists, said Deputy Inspector General of Police (DIG Jammu-Kathua range) Farooq Ahmed. He said that the terrorist appeared outside the district jail at around 10.10 AM and started indiscriminate firing on the security picket and a police vehicle in which the 13 detenues, including three Pakistanis and other terrorists, were being taken to the Courts for hearing. Before being killed, the terrorist had injured 12 persons, including three police personnel and two detenues. All were rushed to the Government Medical College Hospital where five of them were declared brought dead. Two of the injured, later, succumbed to injuries. Besides an AK rifle and exhausted magazine, four grenades, four magazines, one pouch and one jacket were recovered from the possession of slain Fidayeen. According to DIG Ahmed, "The terrorist who carried out the attack belonged to the Lashkar-e-Taiba and was identified as Assadullah Mohammad Bilal. His identity was written on the AK-47 rifle he used to carry out the attack." According to sources, Bilal was a resident of Askardu tribal area in Pakistan. The jail, located at Amphalla in Jammu city, houses 500 inmates, about 100 of whom are undertrials suspected to be involved in terrorist activities. According to The Hindu, they include 40 foreigners, including terrorists affiliated to the Al-Jehad arrested in security operations from different parts of the State.

According to official sources, a group of terrorists opened fire on some trainee soldiers of Corps Battle School in Khrew after taking positions in a ravine, close to the military formation. Even as one soldier died and another was wounded, in retaliatory firing one of the terrorists was shot dead. After exchange of gunfire, the terrorists reportedly took shelter in a cluster of four houses behind the Government Higher Secondary School. Subsequent to the evacuation of at least 175 schoolchildren, troops killed one more terrorist while at least five others managed to escape. However, while two civilians died in the cross-fire five more sustained injuries. Sources said that two AK-56 rifles and four grenades were recovered from the encounter sites. Separately, another group of KRA terrorists attacked Jari Teron, a Karbi village under Manja police outpost, and killed another six Karbis. Inspector-General of Police (Special Branch), Khagen Sharma, told The Hindu that the attacks were carried out by separate hit squads of the KRA who also set fire to many houses in these villages. The Hurriyat delegation was represented by chairman Maulvi Abbas Ansari, Prof Abdul Ghani Bhat, Mirwaiz Omar Farooq and Bilal Lone. Speaking after the two-hour meeting, the Deputy Prime Minister Mr L K Advani asserted that improved relations between India and Pakistan would have an impact on the overall situation in Jammu and Kashmir and the January 6 joint statement issued in Islamabad was a very important step in normalising the relations. Mr Advani said major developments in the State had been the holding of free and fair elections which the world had witnessed, the increasing tourist inflow and the successful holding of the Amarnath Yatra. Disclosing that the third round of the talks would be held sometime in June, during which "substantive issues" would be discussed, Mr Advani said two main issues——alleged human rights violations and release of detenus-were taken up at the meeting. There has been no violation of cease-fire. Both sides ensured that peace and tranquility is maintained," Lt Gen Hari Prasad, General Officer Commanding-in-Chief, Northern Command, told reporters in Srinagar on March 30. While stating that infiltration has come down considerably, he also pointed out that it was not an unusual phenomenon during this period of the season. The exact position about infiltration could be judged in May-June when the snow melts on the mountain peaks, he added.

He was commenting on reports in a section of the media about President Musharraf's address to a select group of journalists and intellectuals recorded on March 30. The reports said that Musharraf had given a deadline of July-August for the composite dialogue process with India to succeed, especially on the Jammu and Kashmir issue, and otherwise the peace process could get derailed. The Hindu has reported that during early March 2004, U.S. forces in Iraq arrested a Pakistani national, Dilshad Ahmad, a Lashkar-e-Toiba (LeT) operative hailing from the Bhawalpur area of the province of Pakistani Punjab. Ahmad had played a key role in the Lashkar's trans-Line of Control operations, serving between 1997 and 2001 as the organisation's 'commander' of the forward camps from where infiltrating groups of terrorists are launched into Jammu and Kashmir. Ahmad is also believed to have played a key role in building the infrastructure for the dozens of Lashkar cells, which have since carried out bombings in several major Indian cities. The report added that at least four other Lashkar operatives are also known to have been arrested in the intelligence-led operation that ended in Ahmad's arrest in Iraq.
